Opis:
The article challenges the economic policy based only on mainstream economics and asserts the necessity of the elaboration of new approach to economic policy based on the synthesis of orthodox and heterodox economics. It presents some key ideas of heterodox economics, which can fill gaps of mainstream economics. The article regards issues such as sustainable growth, the problem of poverty, rationality and motivation of economic actors from the point of view of ecological, humanistic, feminist, institutional and behavioral economics respectively. The new approach should be based on the complexity and evolutionary approach, according to which the economic system is a part of the bigger meta-system, and, thus, the goals of economic policy should respect the meta-goal of the state policy related to the survival of the society and its natural, social and ethical environment.

The paper deals with problems of economic security. It provides a clear definition ofinternal and external factors of economic security which are based on the given economic environmentand have a direct impact on national security. Based on a clear identification of thesefactors, the aim of this paper is to determine the requirements for a modern safety-oriented economicpolicy, since it is obvious that due to current events in the world, new demands which are necessaryto be considered in order to maintain economic security are placed on the economic policy.

The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

The article attempts to assess the economic potential of West Africa, using the taxonomic methods, formulate policy recommendations, and identify potential geographic directions of cooperation with the West African countries. It consists of four sections. The first part of the article characterizes the economies of West Africa in terms of their economic potential. The second section presents research methods and data applied in taxonomic analysis. Part three of the article discusses the results of taxonomic analysis. In the last part of the article we attempted to formulate recommendations for the economic policy of European countries and the strategies of European enterprises in stimulating expansion in the West African countries.

The article aims to define and classify economic policy objectives according to the methodological approach on which they are based. This is a significant issue that fills a gap in existing research, according to the author. Attempts to define economic policy objectives are often made at random; researchers in countries such as Germany usually limit themselves to listing such objectives, Horodecka says, while research reports in English-speaking countries tend to focus on the practical aspects of economic policy. The author discusses different methodological approaches to economic policy making. The adopted method of analysis makes it possible to determine the most important features of economic policy depending on the approach adopted. The author classifies and defines economic policy objectives depending on the methodological approach adopted. She identifies the following approaches in the context of economic policy objectives: a normative approach, focusing on economic prosperity; a positive approach, based on growth and stability as the functions of the economic system; and a descriptive approach, focusing on objectives actually pursued by economic policymakers in specific countries. The analysis resulted not only in defining and classifying economic policy objectives, but also in determining the advantages and disadvantages of individual approaches. This critical review of the existing methods points to the superiority of the descriptive approach, Horodecka concludes.

In our paper a very simple model is used to analyze the relationship between trade globalization, inequality and economic policy. Although the local government exclusively maximizes the welfare of the marginalized (unemployed) people, the inequality of relative consumption between employed and unemployed will increase with intensified trade liberalization. In contrast to this result the relative income inequality may fall in certain situations.

The objective of the paper is to investigate selected elements of the privtisation processes in Central and Eastern Europe. This vital part of economic policy played – in the transformation phase – a key role in shaping the new socio-economic order as well as it brought about a number of important implications (valid up to the present) in many spheres of life. Shifting from the centrally planned state economy to the free-market one based on the private property took place in CEE in the „heat” of neoliberal ideology. In this critical moment one could observe a redefinition of the relations between the market and the state, shifting the gravity point towards the more liberal solutions and the domination of market efficiency logic over the logic of the so called „public good”. Controversies over the methods, mechanisms and consequences (direct and indirect) of privatisation, especially the social ones, require advanced academic reflection.

The main aim of this paper is an analysis of the region in general form and to look at innova- tion and knowledge in the European Union’s economic growth and social security strategy. The research objectives here encompass the presentation of the innovation system and knowledge in promoting entrepreneurship, the theoretical concept of the innovation system and process at the level of the region, the knowledge-based economy, constructed advantage, the constructed advantage provided by the Triple Helix model, Europe 2020 strategy, Innovation Union and Horizon 2020 as the financial instruments implemented by the Innovation Union. An important result of the research is the conclusion that in the innovation process the connections between science (universities), market (industry) and government are very important. There is a positive dependence between innovation activities and the effectiveness of the innovation process. More interaction and cooperation can be observed on the regional than on the state level. The new programmes of scientific and innovation research, Europe 2020 and the Innovation Union, are very important factors in the strategy of the European Union’s economic growth and social security.

“Gazeta Wyborcza”, founded in 1989, still remains the most important opinion making daily paper in Poland. In its articles it represents liberal opinions concerning social and economic policy. Although “Gazeta Wyborcza” was the main medial oppo-nent of PiS (the largest oppositional party in Poland in the period discussed in this arti-cle), it also criticised the then governing PO-PSL coalition, especially with respect to its economic policy. This critical approach was in general inspired by liberal doctrine. The main subjects of the criticism concerning the economic policy of the PO-PSL coalition in the years 2007–2015 included a lack of support of Poland’s accession to the Euro Zone, slow privatisation, maintaining the position of privileged groups in the society (farmers, miners), lack of restructurisation of the coal mining industry as well as the reduction and transfer of superannuation funds from the so-called second pillar of the pension system to ZUS.
