The study analyses the technical efficiency and the efficiency change of 193 community hospitals and polyclinics across Ukraine, for the years 1997 to 2001. These facilities are a subset of the medical institutions in rural Ukraine; they are identical w.r.t. their function in the health system and share the same departmental structure. The data comprise the number of physicians and the number of nurses employed in the departments as well as the polyclinics attached to the hospitals, the number of inpa- tient and outpatient admissions as well as the number of surgical procedures, lab tests and x-rays performed. Finally, the number of deaths and deaths after surgery are used as quality proxies. We employ an order-m estimator, a robust nonparametric technique to assess the ef- ficiency of health care providers as well as possible changes of their productivity. The efficiency scores are calculated with an output-oriented model. Efficiency scores are close to unity for hospitals whereas polyclinics are somewhat less efficient. The Malm- quist index exceeds unity for three out of four periods for both hospitals and polyclinics indicating improved productivity on average.

As a result of geopolitical changes which occurred on the verge of the 1980s and 1990s, the map of East-Central Europe underwent signifiant modifiations. The enlargement of the EU encompassing Central European states (especially Poland) contributed to the change of the EU’s attitude towards the post-Soviet space. Up to the time of the enlargement, due to the dominance of the “Russia fist” policy, the EU did not recognize the need for tightening relations with post-Soviet states. After 2004, a gradual change in the EU’s attitude towards its eastern neighborhood can be observed. The present paper aims to describe the EU’s eastern policy in the period of crises: on the one hand, those plaguing the EU, and on the other, the so-called Ukrainian crisis. The crisis, a de facto, armed conflct between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In 2017, it is 8 years since the Eastern Partnership was implemented. The project, its achievements, objectives and opportunities need to be revisited. In other words, works on the Eastern Partnership 2.0 ought to be commenced. A change of both the approach and narration as far as the EaP project is concerned, is required. New areas and filds the EaP will offer opportunities for EaP-EU relations to be tightened ought to be discovered. The armed conflct in Ukraine, resulting in the instability of eastern neighborhood, constitutes a security challenge for the whole area of Eastern Europe.

The following article will discuss Polish national attitudes among peasants in Eastern Galicia in the light of memoirs of peasant youth that the sociologist Józef Chałasiński collected in 1938 and analysed in his seminal work Młode pokolenie chłopów [The young generation of peasants]. It will start with a discussion of differences in processes of the integration of peasants into the Polish nation in Western and Eastern Galicia until WWI. The article will argue that Western Galician peasants, represented in the Polish peasant parties, embraced the idea of being the ‘pillars of Polishness’ while for Roman Catholic or Polish speaking peasants in Eastern Galicia that remained rather an ascription by nationalist circles of the Polish intelligentsia. This condition, as Józef Chałasiński’s collection of memoirs show, does not seem to have changed much during the interwar period.

Od 2014 roku we wschodniej Ukrainie (rejon Doniecka i Ługańska) dochodzi do poważnych naruszeń międzynarodowego prawa praw człowieka oraz międzynarodowego prawa humanitarnego. Najpoważniejszym problemem jest rosnąca liczba niewyjaśnionych zaginięć. W sierpniu 2015 roku Ukraina przystąpiła do Konwencji w sprawie ochrony wszystkich osób przed wymuszonym zaginięciem, a tym samym przyjęła nasienie szereg zobowiązań. W październiku 2016 roku Ministerstwo Sprawiedliwości Ukrainy przedstawiło projekt ustawy, który odnosi się do zagadnienia wymuszonych zaginięć. Problematyka niniejszego artykułu koncentruje się na analizie proponowanych rozwiązań oraz próbie oceny, czy zawarte w niej regulacje, choć częściowo rozwiązują problemy prawne dotyczące wymuszonych zaginięć na Ukrainie.
Since 2014 in Eastern Ukraine (Donieck and Lugansk) there have been noticed serious violations of international human rights law and international humanitarian law. The most serious problem is growing number of disappearances. In August 2015Ukraine joined the International Convention for the Protection of All Persons from Enforced Disappearance and in this way accepted particular obligations. In October 2016Ukrainian Ministry of Justice presented project of new law that concerns enforced disappearance. The topic of this article is focused on analyses solutions that appeared in the project, and attempt to assess whether the solutions can be used to solve at least some of the problems concerning enforced disappearances in Ukraine.

This paper examines the global trends that will be reflected in global politics. Systematization of a large number of sources of major research centers allowed forming a hierarchy of challenges and threats able to influence global and regional policy. Special attention is given to Ukraine, events which significantly influence the Eurasian and global political space. The article gives an insight of the political processes in Ukraine, its problems and achievements. Understanding the situation in Ukraine in the light of global trends allows us to realize the impact on geopolitical balance of power in the world. Events in Ukraine, as in Syria, became the catalyst for change that led to reformatting of political and regional map of the world. Significant pressure from new social, political, economic, military, informational and humanitarian threats and challenges was put upon security and bureaucratic structures of the European Union, NATO, UN and others. The obvious is that the global security system based on the principles of collective responsibility of the twentieth century is affected by a considerable transformation. This, in turn, has put on the agenda the issue of the capacity of modern political and business elites and the management establishment responds adequately to new manifestations of systemic crises and threats. The efficiency of the management of public authority institutions in internal and external policy is not only to improve the analytical tools to identify key social issues, but also the ability to form the institutional and civil mechanisms of preventive counteract against the disintegration of the political and economic environment of the state. But traditionally forecasts are significantly correlated with the realities of life and professional and volitional qualities of consumers of intellectual products in the field of management. Currently, a large number of analytical studies, prognostic versions of the future, futurological predictions from authoritative think-tanks perform not just their main prognostic function - an objective reflection of patterns of global and regional processes, but in most cases a multi-purpose product of political influence. Political analytics in public policy is a tool of public opinion formation (an artificial change of public attitudes, priorities, perceptions, expectations etc.) and implementation of some projections of the future or for world politics the most likely and expected models of situations development in high-risk areas. Analytical forecasts are often (have become) not only a means of pseudo scientific impact on society, with wide manipulative tools, using misinformation, “gray” technologies of the hidden influence on the individual and groups of individuals, hybrid types of information influence etc., but also behavioral models of national policy key actors. This is primarily due to political preconception and relations with different centers of force, wellknown expert-analytical agencies. Accordingly, analytical findings of many of them are entirely synthetic and designed in order to model, correlate and correct agenda and project the necessary previously ordered future efficiently. In early 2016 the global analytical and expert community, the leading "think tanks" began to provide us with own predictive versions of events development in the world both at global and regional levels. In many ways, the most influential models of the future differ from each other, and therefore need to build a more coherent and systematic view of the likely scenarios for the future. In addition, it is significant to emphasize that the complexity of forecasting and analytical activity caused by the intensity, dynamic processes and increase of the number of input data exponentially in the current development of the world. The justification of this is a methodological weakness of well-known world think-tanks in the matters of development of even shortterm forecasts on Syria, Ukraine migration processes, European Union, Mediterranean etc. This led to a serious debate in analytic community in the US and Western Europe on the revision of established strategies of information-analytical and expert activities. In particular, the results of the scenarios made by the most "think tanks" in the past year, according to our estimate, have come true with the coincidence of 40 per cent. Especially they reveal not always accurate forecasts regarding the situation deployment around the resolution of the conflict in Ukraine under the so-called "Minsk format", the resolution of the conflict in Syria under the so-called "Geneva format", critical and final phase of destabilization and destruction of the Russian Federation, significant decline in economic development and social explosions in the People's Republic of China, the stabilization of situation in the "Arab spring" zone, efficacy of international mechanisms and institutions in addressing global challenges (especially in the matters of war and peace) etc.

Konflikt na wschodzie Ukrainy spowodował największe „schłodzenie” w stosunkach niemiecko- rosyjskich od chwili zjednoczenia Niemiec w roku 1990. Wzmocnił on poczucie zagrożenia znacznej części społeczeństwa niemieckiego i wpłynął na przewartościowanie dotychczasowej polityki Niemiec wobec Rosji, na zdecydowanie bardziej krytyczną wobec władz tego państwa. Spowodował modyfikację polityki bezpieczeństwa Niemiec, w tym wzrost akceptacji władz RFN dla zaangażowania żołnierzy Bundeswehry na wschodniej flance NATO. Wydaje się, że mimo tych nowych akcentów, w najbliższych latach główne założenia dotychczasowej niemieckiej Ostpolitik, w tym Russladpolitik, zostaną utrzymane.
The conflict in Eastern Ukraine has caused the most serious “cooling of relations” between Germany and Russia since the unification of Germany in 1990. The conflict has reinforced the sense of threat experienced by a significant part of the German society and triggered a re-evaluation of the previous policy towards Russia, changing it into a more critical one. The conflict in Easter Ukraine has modified German security policy and increased the German government’s support for a stronger engagement of Bundeswehr on the NATO’s Eastern flank. Nonetheless, it seems that despite these new developments, the main premises of the German Ostpolitik, including Russlandpolitik, will be upheld in the upcoming years.

The article regards the Polish policy towards Ukraine from the time of the first government of the Civic Platform and Polish People’s Party to the Polish Air Force Tu-154 crash. The main aim of the article is to present the most relevant political actions which were made in this time by Polish authorities not only in terms of bilateral relations but also in terms of multilateral ideas and concepts which were important from the Ukrainian point of view i.e. the Eastern Partnership. The conducted research also based on the internal and external determinants of Polish and Ukrainian policy as well as on the party platform of the Civic Platform at that time. Both determinants and party platform were briefly described in the article. According to the research, it is possible to indicate several general conclusions: between 2007 and 2010 Ukraine remained (however with a changed role) one of the most significant Polish partners; the government of the Civic Platform decided to transfer lot of tasks regarding the policy towards Ukraine to the European Union; the Eastern Partnership program which was established in 2008 could not been treated as an equivalent of membership in the EU; the most important goals from the Polish point of view including measurable integration of Ukraine with the EU and NATO were not reached.

The purpose of this paper is to discuss issues related to the use of media as a tool of information warfare: analysis of randomly selected episodes of the Russia-1 headline news show in terms of publications related to the conflict in the eastern Ukraine. Russia was selected, because of the fact that its mass media for many years have been engaged in shaping anti Ukrainian attitudes not only within their own country but also abroad. The importance of information has changed. Some time ago, it was  a tool supporting the implementation of active military operations, but now it could be used as a main force, which sets the direction and determines the effects of the war. This paper attempts to answer the question of what role the Russian state television plays in conducting information warfare against Ukraine, supporting military operations in the east of the country. The object of the study was the Russian state television, namely the headline news show, summarizing the day called “Vesti at 20:00” in the period from  14 July 2014 until 14 May 2015.

Dodatkowo przedstawione zostały cechy charakterystyczne dla konfliktów hybrydowych. W artykule przytoczony został przypadek Ukrainy, która stanowi typowy przykład tego rodzaju działań zbrojnych.
This article presents the character of modern armed conflicts which feature is hybridism. It defines genesis of the notion of hybrid warfare and little green men. It also presents their status in the international law. Additionally there became presented characteristic features of hybrid conflicts. In the article there is also quoted Ukrainian case which is a typical example of this kind military action.

The article analyzes the problem of reproduction and preservation of collective memory about the First World War in the countries of Eastern Europe. There has been an emphasis on differentapproaches, which exist both earlier and at the present stage, at the formal and human levels. It identifies the First World War in the memory of the Russian and Ukrainian peoples, emphasizes thecomponents and factors of change, and outlines the lessons that current generations must take to prevent such disasters in the future.

Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The subject of analysis is the assumption that the concept of soft power may be used as a theoretical basis for the interpretation of the EU influence on the less stable regions facing the spread of international conflicts. On the basis of current events and the high degree of instability in the region, it should be stated that such instruments are not efficient when it comes to Russia. In order to prove the above mentioned assumption, one needs to define the nature and specificity of the EU as soft power in the post-Westphalian international order. In the context of the use of such instruments, the analysis will also cover the manifestation of their implementation and efficiency in the EU policy towards Ukrainian crisis. Thus, it is essential to answer a few research questions. Firstly, what is the specificity of the EU in post-Westphalian international order? Secondly, what means does the EU have at its disposal and is it able to achieve its objectives and meet expectations which the international environment has towards it? Lastly, how can we assess the efficiency of the soft power instruments used by the Union in specific region of Eastern Europe, particularly during Ukrainian crisis?
Przedmiotem artykułu jest analiza instrumentów miękkiej siły UE wobec konfliktu na Ukrainie. Główne założenie brzmi: koncepcja miękkiej siły może być wykorzystana jako podstawa teoretyczna do interpretacji wpływu Unii Europejskiej na regiony mniej stabilne, szczególnie stojące w obliczu rozprzestrzeniania się konfliktów międzynarodowych. Na podstawie bieżących wydarzeń na Ukrainie i utrzymywania się wysokiego poziomu niestabilności w regionie trzeba jednak stwierdzić, że instrumenty te w stosunku do Rosji są nieefektywne. W celu udowodnienia wyżej wymienionego założenia należy zdefiniować istotę i specyfikę miękkiej siły Unii Europejskiej w postwestfalskim ładzie międzynarodowym. W kontekście stosowania tych instrumentów analiza obejmie też przejawy ich realizacji i efektywność w polityce UE wobec kryzysu na Ukrainie. Zasadnicza jest zatem odpowiedź na kilka pytań badawczych: po pierwsze, jaka jest specyfika Unii Europejskiej w postwestfalskim ładzie międzynarodowym? Po drugie, jakie instrumenty posiada Unia Europejska do swojej dyspozycji i czy jest zdolna za ich pomocą sprostać celom i oczekiwaniom stawianym wobec niej przez środowisko międzynarodowe? Wreszcie, jak możemy ocenić efektywność instrumentów soft power Unii Europejskiej stosowanych przez nią wobec specyficznego regionu Europy Wschodniej, szczególnie podczas kryzysu na Ukrainie?

This article attempts to analyse the situation in Ukraine in the face of ongoing Russian aggression and increasing pressure from the Kremlin towards Eastern European states. The armed conflict taking place in Ukraine means that the geostrategic situation of Eastern Europe has changed. In this context, the Eastern Partnership, which was meant to be one of the key instruments shaping international relations with the states neighbouring the EU in the East, is quite often seen as an ineffective or even obsolete tool. There can be no doubt that the greatest problem for the Eastern Partnership is that the project is seen in geopolitical categories - thinking of the countries of the Eastern Partnership in the context of the necessity for them to choose between the European Union and Russia (listening to statements by the EU's political decision-makers, it can often seem that those states have no other option). The key research question is whether we will be dealing with an assertive EU policy in tandem with current US policy, or whether there will be another reset in relations between the West and the Russian Federation.

This issue of Central and Eastern Europe Migration Review (CEEMR) is dedicated to migratory flows from one of the largest source countries for the European Union (EU). Almost a decade ago, Düvell (2006) even referred to Ukraine as Europe’s Mexico. Ukraine indeed seems to have the second-largest migration corridor in the world, the US–Mexico corridor being the largest (Migration Policy Centre 2013). This comparison, however, refers more to the migration corridor between Ukraine and Russia. Estimates of the migration flows between these two countries are really impressive, though they vary greatly between fewer than 100 000 and more than 3.5 million (Migration Policy Centre 2013). One of the explanations for the great disparity between these estimates is the lack of migration regulations (it is a visa-free regime for Ukrainians in Russia) and significant undocumented migration.1 When it comes to migration from Ukraine to the EU, the general pattern and the numbers seem to be different. There is no doubt that estimates of Ukrainian migrants in Europe might also be somewhat imprecise, due to the lack of a fully standardised definition and to the specifics of migrant statistics in member-states. Notwithstanding significant undocumented migratory movements, due to its visa policies, the EU obviously has more instruments for regulating and registering the inflow of Ukrainian migrants. Here the estimates from different sources vary at around 1 million. According to Eurostat (2011, 2014) Ukrainian nationals currently represent the fifth-largest migrant group in the EU (after Turks, Moroccans, Chinese and Indians). Eurostat (2014) puts the total number of Ukrainian residents currently living in the EU as high as 634 851 persons. Given the high numbers of Ukrainian nationals (and the Ukrainian-born) living in Europe, the dearth of academic books and monothematic issues of scientific journals focused on Ukrainian migration is striking.

The article discusses the current historiography of the Communist Party of Western Ukraine (CPWU), the main communist organisation in the south-eastern provinces of the Second Polish Republic. Under that name the party was established in 1923 and from 1925 to 1938 (i.e. when the party was disbanded) it possessed the status of an autonomous organisation of the Communist Party of Poland. In fact, during that period the CPWU was directly dependent on the leadership of the communist party in the USSR, which is important to note. Despite several decades of Ukraine being ruled by communists, the CPWU had not been studied satisfactorily or completely impartially by Soviet historians. The unsatisfactory state of knowledge of the CPWU deprives us of opportunities to understand the important role the party played in preparing the ground for Soviet rule, which began (with a three-year gap) in 1939.

The author examines Polish involvement in the process of Ukraine’s integration with the European Union. Poland, along with Sweden, was the initiator of the Eastern Partnership, the aim of which was to bring Ukraine closer to the EU. There were many barriers along the way to the signing of an association agreement between the EU and Ukraine. Poland has become a country that supports the Ukrainians in their European aspirations and helps them overcome the obstacles to integration into the EU.
W artykule podjęto kwestię zaangażowania Polski w proces integracji Ukrainy z Unią Europejską. Polska i Szwecja zainicjowały Partnerstwo Wschodnie, którego celem było przybliżyć Ukrainę do UE. Z kolei na drodze do podpisania umowy stowarzyszeniowej między Unią a Ukrainą pojawiło się wiele barier. Polska stała się krajem, który wspiera Ukraińców w ich aspiracjach europejskich i pomaga pokonywać przeszkody na drodze integracji Ukrainy z UE.

Poland’s Eastern policy is the result of the lack of a coherent concept, a return to the tradition of martyrdom and heroism, an ideologization in the form of missionarism and Prometheanism, and a confrontational attitudes towards Russia. The lack of a critical reflection over the chances for the normalization of relations with the largest country in the East is largely a result of ignoring our own national interest. The Polish political elites uncritically acquiesce to U.S. visions related to the encirclement and fragmentation of Russia. In this way, Poland becomes, at its own request, a hostage to foreign geostrategic concepts. Obstacles on the way to the normalization of Polish-Russian relations are subjective and objective. They find expression in each other’s attitudes, emotions and psychology, as well as the asymmetry of power and interests advanced by each party. Opportunities for the normalization of Polish-Russian relations should be sought in taking advantage of the mechanisms and experiences of Europeanization, i.e. Poland’s participation in the team play within the European Union. The condition for success is cooperative thinking, based on an accommodative strategy, and not a confrontational one, allowing for a re-evaluation of the negative ideological past to reach positive and pragmatic cooperation.

The present paper constitutes a brief analysis of the EU’s policy towards its eastern neighbors. The paper outlines the condition of the EU (crises the Union is struggling with). Next, the situation of countries in the eastern neighborhood was presented in light of the Eastern Partnership policy. Particular emphasis was placed upon the Ukrainian crisis. The crisis, a de facto, armed conflict between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In other words, Russia’s aggression on Ukraine placed the EU in a precarious position forcing the Union to change its policy towards Russia. The Eastern Partnership project constitutes a long-term policy, and ought to be perceived assuch. The fact that within the EU itself there exist forces which are against, neutral, and supporting of the EU’s eastern policy, including the Eastern Partnership, is noteworthy.
Niniejszy artykuł – w sposób bardzo skrótowy – analizuje politykę Unii Europejskiej wobec wschodnich sąsiadów. W pierwszej kolejności ukazano sytuację UE (kryzysy, z jakimi boryka się Wspólnota), a następnie zaprezentowano sytuację państw wschodniego sąsiedztwa (przez pryzmat polityki Partnerstwa Wschodniego), z położeniem nacisku na tzw. kryzys ukraiński. Kryzys ukraiński, de facto trwający konflikt zbrojny Rosji z Ukrainą, powoduje, że zmianie uległa nie tylko sytuacja geopolityczna Europy Wschodniej, ale również warunki, w jakich realizowana jest polityka wschodnia Unii Europejskiej. Inaczej mówiąc, agresja Rosji na Ukrainę spowodowała, że UE znalazła się w bardzo trudnej  sytuacji i zmuszona została do zmiany swej polityki względem Rosji. Projekt Partnerstwa Wschodniego Unii Europejskiej jest projektem długoterminowym i w takich kategoriach powinien być postrzegany. Należy również pamiętać, że wśród państw członkowskich Unii Europejskiej występują państwa przeciwne, obojętne lub sojusznicze w odniesieniu do polityki wschodniej Unii Europejskiej, w tym do inicjatywy Partnerstwa Wschodniego.

Located in the heart of Europe, with a good geographical location and rich natural resources, Ukraine is a buffer between Russia and the ambitious Western world, forced to continuous use of double standards in its political activity under the influence of factors which are not always the Ukrainian national interests. National idea is the factor that protects the Ukrainians against denationalization, defines the nature and prospects of development of the Ukrainian nation. Poland supported Ukraine in its quest for the then EU and NATO, and monitor events and the course of the presidential elections in Ukraine in January 2010, has the side closer institutional cooperation of the EU with Ukraine. According to political scientists, Ukraine also had a chance to become one of the leaders of the Eastern Partnership in the former Soviet space and thus strengthen its role as a regional leader under the auspices of the EU. But the only possible way for Ukraine to acquire membership in the EU would be reforming social life as a result of the cooperation within the Eastern Partnership.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

International public opinion, especially European one, is focused on the issue of migrants reaching Europe from the Near East. Due to the scale of migration, southern neighborhood draws attention of decision-makers and the public of individual EU member states. For some countries, the number of migrants has become a problem of social nature (e.g. approximately a million migrants reaching Germany in 2015). However, the fact that a war rages on in Donbas, right beyond the EU’s eastern border, cannot be disregarded as the conflict fosters further migration problems (internal and international migration). Russo-Ukrainian conflict in Donbas has changed the perception of Ukraine’s internal situation. The conflict pertains not only to the issue of hard security (e.g. military capabilities), but touches upon soft security as well i.e. in this case, the issue of migration (both international, and one associated with Internally Displaced Persons, IDPs). It is noteworthy that events of the Euromaidan revolution resulted in one of the more violent transformations, not only in the post-Soviet space, but also continental Europe. In addition, Russia’s destabilization of eastern Ukraine and annexation of Crimea undeniably constitute the greatest European security crisis since the Balkan war of 1990s. Undeniably, when faced with economic, military and social problems (e.g. IDPs), Ukraine will not be able to manage the situation on its own without external financial aid.

Having declared independence in 1991, after the dissolution of the Soviet Union, Ukraine gained strategic importance in terms of its geographical location. It is regarded a “buffer zone” for both the European Union (EU) and Russia. There is a division within the country into the pro-Western and pro-Russian options. Ukraine’s aspiration for the UE membership has faced Russia’s objection since time immemorial. In the past, Ukraine preferred to pursue a balance policy between Russia and the EU. Ukraine’s attempt to approach the West with the Orange Revolution, its inclusion in the European Neighbourhood Policy, its participation in the Eastern Partnership program were perceived as a threat by Russia. The Ukrainian crisis, in particular, brought these two countries face to face. This crisis also deeply affected both the EU’s energy policy and its relations with Russia. After all the developments that followed, the issue of Ukraine’s membership in the EU remains uncertain.

W niniejszym artykule podjęto próbę spojrzenia – w sposób bardzo ogólny – na sytuację państw Partnerstwa Wschodniego (PW) Unii Europejskiej w warunkach trwającego na Ukrainie konfliktu zbrojnego (inaczej tzw. kryzysu ukraińskiego). Konflikt zbrojny trwający na Ukrainie powoduje, że zmianie uległa nie tylko sytuacja geopolityczna Europy Wschodniej, ale również warunki, w jakich realizowana jest polityka wschodnia Unii Europejskiej. Dość często Partnerstwo Wschodnie postrzegane jest jako polityka mało skuteczna, a nawet polityka, która straciła rację bytu. Pojawiają się też opinie o upadku projektu PW. Czy na pewno możemy mówić, że projekt PW nie spełnił oczekiwań? Czy działania Rosji wobec państw PW przyczynią się do tego, że osiągnięcie celów PW będzie niemożliwe? Unia Europejska w 2017 roku obchodzi 60-lecie bezprecedensowego wydarzenia w dziejach Europy – podpisania Traktatów Rzymskich. Należy jednak pamiętać, że UE boryka się z szeregiem trudności (w szczególności z kryzysem migracyjnym) oraz Brexitem. Czy w takich warunkach Wspólnota będzie w stanie myśleć o państwach PW? Czy Polska – wspierana przez państwa Grupy Wyszehradzkiej (V4) – będzie w stanie przekonać państwa członkowskie UE do aktywnego zaangażowania się w sprawy Wschodu?
The present paper constitutes a general review of the situation the European Union’s Eastern Partnership (EaP) countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The conflict results in geopolitical changes in Eastern Europe, but also influences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership is quite frequently considered an inefficient policy. Some go as far as to claim it has lost its raison d'etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? Will Russia’s actions towards EaP states prevent the objectives from being reached? In 2017, the European Union celebrates the 60th anniversary of the Treaty of Rome, which is unprecedented in the history of the continent. However, the fact that the EU is struggling with a series of crises (migration crisis in particular) and Brexit, cannot be forgotten. Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East?

Celem niniejszego opracowania jest ukazanie różnic dotyczących podejścia do problematyki Krymu i ziem dzisiejszej Ukrainy wschodniej w ukraińskiej myśli politycznej i koncepcjach geo - strategicznych jej bliższych oraz dalszych sąsiadów.
Since the mid 19th c. the geopolitical belonging of the Ukrainian and Russian borderland and of the Crimean Peninsula has been the object of interest of the then powers. The article analyzes differences in how the Ukrainian political thought and geostrategic concepts of Ukraine’s close and far neighbors approach the problems of Crimea and land of today’s eastern Ukraine. The problem of Crimea’s territorial belonging is shown from the perspective of Ukrainian, German, English and Russian schools of geopolitics. Attention has also been drawn to the geopolitical consequences of the loss of Crimea for Ukraine and for the countries of Eastern Europe.

Ukraine remains today one of the main migrant sending countries in Europe, with thousands of Ukrainians working in Czechia, Italy, Poland and Russia. In this regard, Ukraine shares the previous experience of Central European countries such as the Baltic States, Poland and Slovakia, that in the 1990s and early 2000s registered first temporary, and later permanent, outflows. In more recent years, however, many Central and Eastern European countries started to register increasing numbers of immigrants and some of them have switched from net sending to net receiving migration regimes. The objective of this article is to discuss the possibility of a similar turnaround in Ukraine; to this end, we investigate the main quantitative data on migration from and to Ukraine, and interpret this information in the light of selected theoretical approaches that have been used to explain migration in Central and Eastern Europe. The available data reveal high levels of labour emigration of both temporary and permanent character, the increasing propensity of migrants to settle down in the host countries, and the growing involvement of the youngest cohorts in the emigration. Despite this evidence we argue that the current situation by no means constitutes a premise for reversing the outflow from Ukraine. We conclude that the most recent improvements in general economic indicators will not lead to high levels of immigration without an active labour market policy towards foreigners.

For Ukraine strategic partnership with NATO is an integral part of the European integration course as complementary to the process of internal reforms in the context of the implementation of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part. The significant part of the thesis is devoted to classifications of indicators that measure the European integration progress. In addition to the existing classifications, the author suggests using a new one that analyzes all indicators according to two parameters: (1) as markers of how public administration values (legality, integrity/honesty, transparency, accountability, effectiveness) are adjusted and level of trust for public institution was changed over time; (2) as measurements of ability to integrate into different fields (policies, economy, law approximation, social field etc). The analysis of these indicators helped to generate their taxonomy to measure a progress. The author has specified that the lack of deep relations within regional trade agreements with democratic countries results in poor quality of regulation and ineffective governmental performance in Ukraine.

The article investigates changes in the religious sphere of Ukraine since the beginning of the military conflict in Donetsk and Luhansk regions. The use of religious rhetoric to justify the annexation of the Crimea and to invade part of the Ukrainian territory has caused a serious shift in the religious self-identification of a considerable number of Ukrainians. These changes are manifested at several levels. On the personal level there was the reorientation of the most faithful to the pro-Ukrainian religious organizations or to the rejection of religion in general. At the institutional level there was an ambivalent effect. On the one hand, it triggered a series of parish conversions that caused new religious conflicts. On the other hand, it intensified the search for ways to consolidate Ukrainian churches. All these changes put on the agenda of Ukraine several challenges related to the defence of religious rights and freedom and defence of national security. The article is based on various sources produced by churches and their leaders, latest sociological data, and reports of human rights organizations and religious studies institutions.

When public protests broke out in Ukraine towards the end of 2013, it seemed that these were doomed to fail. The aftermath of Orange Revolution of 2004/2005 did not offer hope for a change of political situation in Ukraine. However, it turned out that the Euromaidan, as opposed to previous events associated with the Orange Revolution, led to a geopolitical shift in Ukraine and a broader change in international order in Europe. Russia annexed Crimea and the Donbas confl ict broke out. This essay analyses and discusses the Russo-Ukrainian armed conflict in light of peace talks conducted by the sides of the confl ict and international organizations, e.g. OSCE, involved in the process. The situation is further complicated by the fact that the peace process has not been completed and war still rages on in south-eastern Ukraine despite the Minsk Agreements having been negotiated. Negotiation process itself was not of chief concern. Primarily, this paper demonstrates results of peace talks and indicates critical problems with the implementation of the agreements (Geneva, Minsk 1, and Minsk 2 agreements). It seems that, most probably, status quo will be maintained in Donbas, which is unfavorable to Ukraine, Donbas and Russia.

Among the countries of the Americas Argentina ranked second, after the United States, in the number of immigrants received from Europe between 1820 and 1932. The majority of the European newcomers came from Italy and Spain, but hundreds of thousands of others arrived from Eastern Europe. Ukrainians were among the largest groups, who came from the eastern part of the European continent. Tens of thousands of Ukrainians came to Argentina in three separate waves: 1897-1914, 1920-39, and 1946-50. Although a fourth wave of immigration from Ukraine took place after independence was gained in 1991, this essay focuses on the first three waves of 1897-1950. During the course of those approximately five decades, the settlers came with Austro-Hungarian, Russian, Polish, Romanian, and Czechoslovakian passports. They also entered Argentina with other documents (e.g. Nansen passports), though much less frequently. Most of the immigrants came from the Second Polish Republic (from the regions of Galicia and Volhynia) in 1920-39. The majority of the Ukrainian immigrants were of rural background and many of them settled as farmers, especially in the northern border regions of Argentina. Others worked in meatpacking plants and in other industries. Immigration after World War II concerned more people with tertiary education. This essay provides an overview of the characteristics of each of the first three waves of immigration, and discusses the organizations created in Argentina by the immigrants.

The article “Status and prospects of the U.S. military presence in Europe in the second decade of the twenty-first century”, analyzes the involvement of U.S. armed forces in Europe in this period. It is an important topic because of the changes that the U.S. administration announced in past few years. Additionally, worth to consider, because the events in Ukraine can produce a new approach to this issue. The author tries to answer, among others, the following questions: How the U.S. Military involvement looks like in Europe at the beginning of the first decade of the twenty-first century? What are and were the U.S. administration’s plans for the military presence in Europe and in the world? What impact on the decisions of the United States has the situation in Ukraine ? Analysis and answers to the above questions led the author to a number of conclusions and these in turn allowed to outline several scenarios for further U.S. military presence in Europe.

In Poland after 1989 – after regaining sovereignty and initiating the socio-political transformation – there are many concepts of Eastern policy, which was also the result of dynamic changes in the Soviet . The process of emancipation of the united republics accelerated in the period of perestroika and steadily progressed. Its final effect was the disintegration of the Soviet empire at the end of 1991. Therefore various groups and political trends in Poland formed different concepts and visions of the Polish Eastern policy. In discussions on its shape more and more attention was turned to Polish-Ukrainian relations. One of the trends in formulating assumptions on the Polish policy towards the post-Soviet area was conservative parties and groups. Within this ideological option, represented by many parties and groups, many – often conflicting – ideas and visions of the Polish policy towards Ukraine were formed. The objective of this article is to present an overview of these concepts – formulated in the framework of the conservative trend.

The Zoloushka Cave belongs to a group of the largest gypsum caves in Western Ukraine (Bukovina region), developed in the middle Miocene (upper Badenian) evaporite series (Tyras Formation) on the SW periphery of the East European Platform. It is developed in the lower part of the evaporite series composed of gypsum, which is covered by a carbonate layer (Ratyn Limestone). The uneven upper surface of the gypsum at the contact with the limestone, the frequent occurrence of palaeokarst forms, and the presence of karstified fissures filled with allochthonous material indicate a sedimentation break between the gypsum and the overlying limestone. To support this thesis and to add new data on the age and palaeoenvironmental conditions of palaeokarst formation in the Bukovina region, palynological studies were carried out on material from the Zoloushka Cave. Palynofacies, sporomorphs and dinoflagellate cysts were studied. In total, over 70 sporomorph taxa and over 25 dinoflagellate cyst taxa have been identified in four samples collected from the filling of the palaeokarstic forms in the cave. The results of the analysis of sporomorphs and dinoflagellate cysts point to the formation of the palaeokarst during the sedimentation break that took place at the end of the late Badenian evaporitic cycle in the Western Ukraine region. The subsequent marine transgression led to the filling of the karst forms in gypsum with chemogenic carbonate material, precipitated from marine water (draperies) and with fine-grained, clastic material (pockets and fissures).

The subject of the article is an analysis of the impact of the Orthodox Church of Ukraine's autocephaly process on Ukraine's relations with the Russian Federation. Orthodoxy, understood as both a religious institution and a denomination, has been a constant and most important component of Russia's identity since the very beginning of its existence. It remains the dominant religion in the Russian Federation, despite the religious diversity resulting from the multi-ethnic nature of the state. The aim of the article is to analyze the role of the Orthodox Church in the internal and foreign policy of the Russian Federation. In Russian-Ukrainian relations, it played an important role in supporting activities such as the annexation of Crimea or support for pro-Russian separatists in the Donbas. The position of the Russian Orthodox Church in contemporary Russia is also associated with a specific type (model) of the policy pursued by that state, referred to as "confessional policy (diplomacy)", integrally connected with the issues of religious security of the country. The analysis of the content of the program documents of the state institutions of the Russian Federation and internal organizations of the Russian Orthodox Church allows to distinguish the so-called differentia specifica, characterizing the community of assumptions and the identity of actions undertaken by state and church institutions in Russia. Church institutions are perceived as the so-called The "national" church of the Russian Federation. This results in the Church becoming entangled in various parapolitical affiliations, which in turn has specific implications in the political and interfaith sphere. The authors, on the basis of the conducted analysis, conclude that the autocephaly of the Orthodox Church of Ukraine is essential for the country's independence from Russia – it strengthens the Ukrainian national identity and limits Russian influence in this country.
Tematem artykułu jest analiza wpływu procesu autokefalii Prawosławnego Kościoła Ukrainy na stosunki Ukrainy z Federacją Rosyjską. Prawosławie, rozumiane zarówno jako instytucja religijna, jak i wyznanie, jest stałym i najważniejszym elementem tożsamości Rosji od samego początku jej istnienia. Pozostaje religią dominującą w Federacji Rosyjskiej, pomimo zróżnicowania religijnego wynikającego z wieloetnicznego charakteru państwa. Celem badawczym artykułu jest analiza roli Cerkwi w polityce wewnętrznej i zagranicznej Federacji Rosyjskiej. W stosunkach rosyjsko-ukraińskich odgrywał ważną rolę we wspieraniu działań takich jak aneksja Krymu czy wspieranie prorosyjskich separatystów w Donbasie. Pozycja Rosyjskiej Cerkwi Prawosławnej we współczesnej Rosji wiąże się także ze specyficznym typem (modelem) prowadzonej przez to państwo polityki, określanej mianem „polityki wyznaniowej (dyplomacji)”, integralnie związanej z kwestiami bezpieczeństwa religijnego państwa. Analiza treści dokumentów programowych instytucji państwowych Federacji Rosyjskiej i organizacji wewnętrznych Rosyjskiej Cerkwi Prawosławnej pozwala na wyodrębnienie tzw. différentia specifica, charakteryzującej wspólnotę założeń i tożsamość działań podejmowanych przez państwo i cerkiew instytucje w Rosji. Instytucje kościelne postrzegane są jako tzw. Kościół „narodowy” Federacji Rosyjskiej. Powoduje to uwikłanie Kościoła w różne afiliacje parapolityczne, co z kolei ma określone implikacje w sferze politycznej i międzywyznaniowej. Na podstawie przeprowadzonej analizy autorzy dochodzą do wniosku, że autokefalia Prawosławnego Kościoła Ukrainy jest niezbędna dla niezależności tego kraju od Rosji – wzmacnia narodową tożsamość Ukrainy i ogranicza rosyjskie wpływy w tym kraju.

The relationship between political strategy of the state (first of all on the basis of studying the experience of democratic transformations) and the foreign policy vector of national development on the example of Ukraine and countries of Central and Eastern Europe is examined. The author seeks to find answers to the question: «What is the ideological guidance for national development of modern Ukraine?»; «Experience of our closest neighbors - Central and Eastern Europe - may be useful in identifying these ideological landmarks for Ukraine?»; «Should such ideological orientations be based on clearly defined ideological and political (doctrinal) bases or be as politically neutral?». The proposed research of the structure of European integration strategy because of the burning social and political realities of Ukraine distinguish the most problematic areas of political, social, economic and cultural space of national society. Based on the experience of the process of democratic transformation and holding of European integration in Poland, Hungary, Romania and other CEE countries are attempting to define «strong» and «weak» sides of these processes for the further consideration of their formulation of national politics and the foreign policy strategy of systemic transformation. The author’s view on the problems and prospects of development of civil society in Ukraine in view of events ( in fact - for the most significant recent history of national tests) is presented by late 2013 - early 2014.

The landforms of the Chornohora Mountains and related geomorphological processes are strongly controlled by geological structure. Detailed geomorphological mapping of the Chornohora Range yielded evidence of deep-seated gravitational slope failures on the south-western slopes. These slope deformations were structurally predisposed and linked to the dip of bedrock strata and their resistance to erosion, as well as to cracks and faults within the flysch formations. This paper presents structural factors controlling the morphology of relatively poorly recognized, dip-adjusted south-western slopes of the Chornohora Mts. between Mt. Hoverla (2,061 m a.s.l.) and Mt. Pop Ivan (2,022 m a.s.l.).

Artykuł zawiera interpretację nietypowej książki Jurija Andruchowycza, wydanej w roku 2011, a zatytułowanej Leksykon miast intymnych. Autor postanowił ułożyć swoje wspomnienia w alfabetycznym porządku łącząc je z opisami miast, które odwiedzał w ciągu całego życia. Ten koncept umożliwił pisarzowi nie tylko stworzenie obrazów poznanych miast, ale także wizji historycznych i kulturowych przemian w Europie Środkowej i Wschodniej. Głównym celem Andruchowycza okazało się wykreowanie wizji własnej ojczyzny, przede wszystkim w czasach transformacji ustrojowej. Ukraińskie postawy narodowe i zmieniające się poczucie tożsamości w „młodym” państwie, narodzie i społeczności są najważniejszym tematem tego niezwykłego, prywatnego leksykonu. Wyrazista i pełna wizja została złożona z intymnych wspomnień oraz osobistych spostrzeżeń i rozpoznań.
The article contains an interpretation of the atypical book written by Juriy Andruchovych in 2011 titled Leksykon miast intymnych (Intimate towns lexicon). The author decided to set his recollections in the alphabetical order by connecting all of the memories with descriptions of cities he had visited during his whole life. This idea enabled the writer not only to create pictures of the visited towns but also to describe the historical and cultural transformation of Central and Eastern Europe. Andruchovych was mostly interested in briging to life a picture of his own homeland, Ukraine, especially during the post-communist transitions. Ukrainian national attitudes and the changeable identity of his “young” State, nation and community are the most important themes of that unusual private lexicon. This image, distinct and solid, is composed of extremely intimate remembrances and informal opinions and recognitions

The article presents the analysis of the threat to the security of Eastern European countries posed by groups and individuals invoking the ideology of radical Islam. Particular attention is given to the region’s two biggest countries: Russia and Ukraine. After a general assessment of the terrorist threat in individual countries based on the Global Terrorism Index, the following are analysed: evolution of the terrorism of North Caucasus groups, scale of threat from the Islamic State, and particularly from foreign terrorist fi ghters (FTFs), as well as examples of homegrown Islamic terrorism in Russia.

In this paper the author outlines and describes the proposals and dynamics of research on the art of the eastern territories of the former Commonwealth conducted after 1989 – namely Red Ruthenia and Podolia, the lands lost by Poland in 1945 to the USSR (and now within the limits of Ukraine). Two academic centres dominated in this field: the Institute of Art History of the Jagiellonian University in Cracow and Warsaw’s Institute of Art of the Polish Academy of Sciences and Cardinal Stefan Wyszyński University. Extensive inventory work undertaken from 1992 resulted in the monumental publication “Materials for the History of Religious Art in the former Eastern Territories” (ed. by Jan Ostrowski) including a monographic study of Roman Catholic churches and monasteries in the former Ruthenian, Novogrodek and Vilnius Voivodeships. The magnitude of this multi-volume publication can only be compared to the monumental “Geographical Dictionary of the Kingdom of Poland”, published a century earlier. The present article also includes projects undertaken by other academic centres (primarily inventory work of sepulchral art, as well as numerous other publications, maliny conference proceedings). The role of material research in the field of “first art history” has proven to be very inspiring. Eastern studies have led to many spectacular discoveries and introduced new scholarly material, significantly contributing to the knowledge of Polish art history - mainly in modern art, but also applicable to the artistic heritage of the 19th century and the inter-war period, particularly architecture. An important consequence of the “eastern” inventory work is the training of a new set of art historians (a whole generation even), specialized in the field of inventory and archival research.

The Ukrainian crisis provoked controversial behaviors in Eastern Europe. Russia’s annexation of Crimea and its support for the rebel republics revealed specific interests, which focus on regaining control over the area rather than economic profits or political stability whereas Central European actors target at building a buffer zone including Ukraine. The situation is equally intelligible in terms of all major descriptive paradigms and allows to draw several scenarios of foreseeable behaviors.

The purpose of the research is to study the current state, features of growth and formation of Scots pine (Pinus sylvestris L.) stands in Eastern Polissia of Ukraine. The structure of pine stands by origin, age, the density of stocking, site indices, forest types and health condition was analysed. Features of the formation of stands were studied at the permanent sample plots. Visual assessment of health condition, as well as signs of pest and disease damage of trees, other defects and external signs that caused stem defects was carried out. The age structure of pine stands was not optimal: there was an excess of mature stands and a lack of young stands. The health condition of mixed pine stands was relatively better than that of pure pine stands. Mixed pine stands were characterised by high biological resistance and accumulated significant wood stock under regular sylvicultural maintenance. The dynamics of forestry and evaluation indicators of reference pine stands were evaluated and comparison of their growth with stocked pine stands was performed.

The author of the article analyzes the key concept of modern Russian geopolitics – “Eurasianism”. The geopolitical concept of “Eurasianism» that emerged at the beginning of the twentieth century built foundations for modern Russian geostrategy and foreign policy, defined the geopolitical identity of Russia and its vectors of development in the international relations. Russia-Eurasia is a unique civilizational and cultural type, which differs both from Europe and from Asia, has geographical unity and indivisibility, as well as a unifying mission for the entire continent. Eurasian fate of Russia defines its geopolitics, geostrategy and foreign policy, as well as the demands of autonomy in its geopolitical development and the refusal of any “Europeanization”. Ukraine in the Eurasian concept, as well as in more modern version – Neoeurasianism, is not a geopolitical actor. Moreover, the Neoeurasianism by Dugin does not prepare for Ukraine the role of independent state, and the return of Ukraine under the geopolitical power of Russia is a priority for Eurasian geopolitics. The research of the basic postulates of “Eurasianism” allows us to consider the concept from the standpoint of geopolitical identity of Ukraine and point out possible threats to the region of Eastern Europe. In addition, the author relates the classical concept of “Eurasianism” to its modern version – “Neoeurasianism” and its practical application in the real Russian foreign policy.
Autor artykułu analizuje kluczową dla współczesnej rosyjskiej geopolityki koncepcję – „euroazjatyzm”. Geopolityczna koncepcja „euroazjatyzmu”, która narodziła się na początku dwudziestego wieku, położyła podwaliny pod współczesną rosyjską geostrategię i politykę zagraniczną, określając geopolityczną tożsamość Rosji i kierunki jej rozwoju na arenie międzynarodowej. Rosja–Eurazja to unikatowy cywilizacyjny i kulturowy typ różniący się zarówno od Europy jak i od Azji, charakteryzujący się geograficzną jednolitością i niepodzielnością oraz misją jednoczącą cały kontynent. Euroazjatycki los Rosji definiuje jej geopolitykę, geostrategię i politykę zagraniczną, a także wymaga autonomii w swoim geopolitycznym rozwoju i rezygnacji z jakiejkolwiek «europeizacji». Ukraina w koncepcji „euroazjatyzmu”, jak i w bardziej nowoczesnej wersji – „neoeuroazjatyzmu”, nie jest postrzegana jako podmiot geopolityczny. Co więcej, „neoeuroazjatyzm” Dugina nie przewiduje dla Ukrainy statusu niezależnego państwa, a jej powrót na geopolityczną orbitę jest priorytetowym zadaniem geopolityki „euroazjatyzmu”. Badanie i zrozumienie podstawowych postulatów „euroazjatyzmu” pozwala na rozważenie koncepcji z punktu widzenia tożsamości geopolitycznej Ukrainy i możliwych zagrożeń dla regionu Europy Wschodniej. Ponadto, autor porównuje klasyczną koncepcję „euroazjatyzmu” z jego współczesną wersją – „neoeuroazjatyzmem”, i jego praktycznym wykorzystaniem w realnej polityce zagranicznej Federacji Rosyjskiej.
Автор статьи анализирует ключевую для современной российской геополитики концепцию – «евразийство». Геополитическая концепция «евразийства», возникшая в начале двадцатого века, заложила основы современной российской геостратегии и внешней политики, определив геополитическую идентичность России и векторы ее развития на международной арене. Россия-Евразия представляет собой уникальный цивилизационный и культурный тип, отличающийся, как от Европы, так и от Азии, обладающий географической целостностью и неделимостью, а также объединяющей миссией для всего континента. Евразийская судьба России определяет ее геополитику, геостратегию и внешнюю политику, а также требует самостоятельности в своем геополитическом развитии и отказе от любой «европеизации». Украина в концепции евразийства, как и в более современном варианте – неоевразийстве, не рассматривается как геополитический субъект. Более того, неоевразийство Дугина не предполагает для Украины статуса независимого государства, а ее возвращение в геополитическую орбиту является приоритетной задачей геополитики евразийства. Изучение и понимание базовых постулатов «евразийства» позволяет рассмотреть концепцию с позиции геополитической идентичности Украины и возможных угроз для региона Восточной Европы. Кроме того, автор соотносит классическую концепцию «евразийства» с современной версией – «неоевразийством» и его практическим применением в реальной внешней политике РФ.

The press belongs to one of the most important tools of propaganda influence on society. It was often used to conduct open wars aimed at promoting specific political views or reasons. For this reason, it can be concluded that the press release has also always had a significant impact on the security of the state. The purpose of this article is to illustrate Polish‑Ukrainian relations, presented in the pages of the most important Polish‑language newspapers of Lviv in the second half of 1930, during the sabotage of Ukrainian nationalists in Eastern Lesser Poland and the repressive action conducted by the Polish authorities in consequence. The most widely read Polish newspapers in Lviv were selected for the purposes of the article. In order to show the whole of the discussed issue, archival sources and publications were also used.

The article’s aim is to analyse the role of non-governmental organisations (NGOs) and their crucial ability of activeness under critical circumstances such as the transformation of a state. Starting in the 1990s, the studies were mainly focused on NGOs’ role as development actors in social and institutional formations. New research makes particular accents on their role in political and social discourses both in Georgia and Ukraine, which enriches the science with new empirical material related to the involvement of civil society organisations (CSOs) in the state progress and legislation processes. This article is an attempt to provide an argument for moving forward research on NGOs/CSOs within political science and international relations via comparing the institutional involvement of NGOs in two development-oriented countries – Georgia and Ukraine.

The article was written in 2021 in the course of the author’s scholarship stay in the postgraduate program of the International Visegrad Fund, and is one of the results of research conducted, inter alia, at the University of Warsaw under the supervision of Professor Adam Redzik. It is devoted to model aspects of mediation in countries of Central and Eastern Europe as an example for Ukraine. The article was written and published as part of the research project ‘The mediation procedure in the Visegrad Group countries: experiences for Ukraine’, financed by the International Visegrad Fund.

The authors have taken in their article topic about the Presidency of the Council of the European Union because of the impending coverage for Poland the presidency in that organ. Briefly, the three countries have been characterized that are part of the so- called Second Presidency Trio (Federation of the French Republic, the Kingdom of Sweden and the Czech Republic). The article in authors opinion is aimed at selecting the most important and the most useful aspects and determinants of good Presidency. Each of the countries that are part of this Trio has been subjected to detailed analysis in terms of goals and their final implementation. According to the authors of the text, for the Polish Presidency of the European Union the most will be to stick to the pre- designated purposes such as European Union enlargement to Croatia, or take action for the Eastern Partnership and the Region of the Baltic Sea.

In south-eastern Poland and western Ukraine, the Outer Carpathian orogen and the Carpathian Foredeep developed in the foreland of the East-European Platform (Baltica). The area consists of a number of tectonic units included in the Trans-European Suture Zone (TESZ): the Łysogóry–Radom and Małopolska blocks in the territory of Poland, and the Rava Rus’ka Zone, Kokhanivka Zone and Leżajsk Massif in the Ukraine. The development of the TESZ began in the (?Middle) Late Neoproterozoic and was associated with rifting processes taking place along the western edge of the East-European Craton (Baltica) during the break-up of the Rodinia/ Pannotia supercontinent. The passive margin of Baltica evolved into the TESZ during collisional and/or strike-slip movements. In the TESZ (Małopolska Block and Leżajsk Massif), Ediacaran flysch-type siliciclastics were affected by weak metamorphism and folding during the Cadomian orogeny. The development of Cambrian deposits in the East-European Craton, Łysogóry–Radom Block, northeastern part of the Małopolska Block (Kielce Fold Belt) and in the Rava Rus’ka and Kokhanivka zones was associated with the post-rift thermal subsidence. Tectonic movements (so-called Sandomierz phase), which occurred probably due to an oblique collision of the Małopolska Block (included into the passive margin of Baltica) and the East-European Craton during late Middle Cambrian to Late Cambrian (possibly also Early Ordovician) times, resulted in the following: (1) development of stratigraphical (?erosional) gaps in the Middle and Upper Cambrian sections of the Lublin–Podlasie slope of the East-European Craton and the Kielce Fold Belt in the Małopolska Block; (2) intense tectonic subsidence of the Łysogóry–Radom Block during the deposition of Middle and Upper Cambrian sediments; (3) development of compressional folds in the Lower Cambrian to lower Middle Cambrian deposits of the Kielce Fold Belt on the Małopolska Block. Ordovician–Silurian series were deposited in a typical flexural foredeep basin, in which subsidence and deposition rates accelerated during Late Silurian (Ludlow–Pridoli) and Early Devonian (Lochkovian) times. It is postulated that the present position of the Małopolska Block relative to the Łysogóry–Radom Block and East-European Craton resulted from post-Silurian dextral movements between the Małopolska Block and the East-European Craton. Devonian–Carboniferous deposits occur only in the Małopolska Block located in the Variscan foreland. The Middle-Late Devonian and Early Carboniferous shallow-marine carbonate platforms developed under an extensional regime. The siliciclastic Upper Visean–Lower Namurian A Culm series were deposited in the flexural Variscan foreland basin. During the Late Namurian A, the Małopolska Block was uplifted in response to the build-up of compressional foreland stresses. During post-Carboniferous times, the Precambrian and Palaeozoic deposits were subject to erosion and restructuring during the Alpine orogeny.

Główna część artykułu jest poświęcona Pomarańczowej Rewolucji: jej przyczynom, przebiegowi i skutkom. Autor omówił jej przebieg w okresie 22 listopada 2004-23 stycznia 2005 r., zwracając uwagę na protesty oraz działania dyplomacji Polski, UE i Rosji wokół Ukrainy. Omówił postawę rządu i opozycji, rolę Polski i UE w doprowadzeniu do powtórki 26 grudnia 2004 r. II tury wyborów prezydenckich, wygranych przez kandydata Naszej Ukrainy, Wiktora Juszczenkę. W ostatniej części tekstu autor ukazał dekompozycję obozu „pomarańczowych”, zakończonej w styczniu 2010 r. zwycięstwem przywódcy prorosyjskiej Partii Regionów, Wiktora Janukowycza w kolejnych wyborach prezydenckich. W jego efekcie na Ukrainie do łask powrócili oligarchowie, a polityka Janukowycza wobec Rosji była bardziej spolegliwa, niż w latach 2005-2010. Konsekwencją jego polityki był kryzys systemu ukraińskiego, zakończony „Euromajdanem” – drugą rewolucją lat 2013-2014 i upadkiem Janukowycza. Jego pokłosiem była aneksja Krymu przez Rosję i wsparcie wciąż udzielane dla prorosyjskich separatystów na wschodzie kraju – ale to już wymaga oddzielnej analizy.
In the first part the author described the circumstances of the independence of Ukraine in 1991, the situation in Ukraine socio-political and economic to the autumn of 2004, the problem of separatism on the line: Western Ukraine - Ukraine East. The main part of the article is dedicated to the Orange Revolution: its causes, the conduct and consequences. The author discusses its course in the period 22 November 2004-23 January 2005, noting the protests and Polish diplomacy, the EU and Russia around Ukraine. He discussed the attitude of the government and the opposition, the role of the Polish and the EU in bringing about a repeat of 26 December 2004 the second round of the presidential election won by the candidate of Our Ukraine, Viktor Yushchenko. In the last part of the text the author showed the decomposition of the camp “orange”, completed in January 2010, the victory of pro-Russian Party of Regions leader Viktor Yanukovych in the next presidential election. In its effect on Ukraine to favor returned oligarchs and Yanukovych's policy towards Russia was more dependable than in 2005-2010. The consequence of his policy was the crisis of the Ukrainian system, completed “Euromajdan” – the second revolution years of 2013-2014 and the collapse of Yanukovych. Its aftermath was the annexation of Crimea by Russia and support is still provided for pro-Russian separatists in the east of the country – but that requires a separate analysis.
