11th Congress of South-East European Studies. Sofia 2015The 11th Congress of South-East European Studies took place in Sofia, Bulgaria, between 31 August and 4 September 2015. It was organised by the International Association for Southeast European Studies (orig. in French: AIESEE – Associacion Internationale d’ Études du Sud-Est Européen).South-Eastern Europe is an area looked upon by world powers with a large amount of ambivalence. As the region’s states are not considered to be key global players, the events that occur in this part of the continent draw interest that is cyclical in nature and that is usually triggered by cyclical issues, too. Though relatively small, the area has been a point of interest for many researchers for over 100 years due to its ethnic diversity and the related inherent multi-nationality the scale of which is not encountered anywhere else in Europe. The cultural, linguistic, and religious pluralism of this region often produces specific social amalgams. With the cyclical interest aside, for a little more than a century the main European (and not only European) political powers have been making efforts to exert influence in the region, understanding the significance of its geographic location, where East meets West. Regardless of the changing dynamics of interest in South-Eastern Europe, the region will certainly remain one of the most fascinating focus areas for researchers and academics across the world, who will meet again not in five, but in four years at another congress this time to be held in Romanian Constanţa to discuss issues and topics related to this corner of the world. 11. Kongres AIESEE, Sofia 2015W dniach od 31 sierpnia do 4 września 2015 r. w Sofii (Bułgaria) odbył się 11 Kongres Studiów nad Europą Południowo-Wschodnią, zorganizowany przez Międzynarodowe Stowarzyszenie Studiów nad Europą Południowo-Wschodnią (AIESEE - Associacion Internationale d’ Études du Sud-Est Européen).Europa Południowo-Wschodnia jest obszarem, do którego światowe mocarstwa podchodzą z dużą dozą ambiwalencji. Kraje tego regionu nie są głównymi graczami na arenie światowej, przez co wydarzenia związane z tą częścią Europy spotykają się z cyklicznym zainteresowaniem powstającym zazwyczaj w obliczu problemów, które - równie cykliczne wywoływane - zwracają uwagę świata na ten relatywnie nieduży region. Jest on jednak bezsprzecznie obszarem, który wzbudza zainteresowanie badaczy od ponad stu lat ze względu na swoje zróżnicowanie etniczne, pociągające za sobą rdzenną wielonarodowość regionu, niewystępującą na taką skalę gdzie indziej w Europie. Związana z tym wielość kultur, języków i religii generuje często specyficzne dla tej szerokości geograficznej amalgamaty społecznościowe. Również od nieco ponad stu lat o wpływy w tym regionie (abstrahując od wspomnianej cykliczności zainteresowania) zabiegają główne europejskie siły polityczne (a obecnie nie tylko europejskie) ze względu położenie geograficzne, w którym Zachód spotyka Wschód. Bez względu na dynamikę zainteresowania Europą Południowo-Wschodnią jest i będzie ona bezsprzecznie fascynującym obszarem badań naukowców całego świata, którzy ponownie spotkają się za cztery lata na kolejnym kongresie, tym razem w rumuńskiej Constanzy, aby pochylić się nad zagadnieniami związanymi z tą częścią świata.

The issue of stability in economy is essential, both in theoretical as well as in practical discussion. It is especially important in an environment of economic transformation. The aim of the article is to assess the economic stability during the transformation of the south-east region of Europe over a period of 19 years (1995-2014), and the mutual relation between the economic stability and the transformation process, including the transformation of banking sectors. The countries selected to the research were Albania, Bosnia and Hercegovina, Bulgaria, Croatia, Romania and Serbia. The study shows the strong correlation between transformation process of economy and banking sectors and not more than moderate relationship between transformation and stability, in some of the studied countries. The methods used include a literature review of the theory on the transformation process with special focus on the Balkan region, as well as a comparative analysis of data, which addresses the progress of the economic and banking sector’s transformation and measures the macroeconomic stability in this region and Pearson correlation for assessing mutual impacts of the variables.

This article offers an overview of the longer-term migratory and demographic developments in eight South-East European countries (Austria, Bulgaria, Italy, Hungary, Romania, Serbia, Slovenia and Slovakia). The main research question aims to analyse the different demographic historical developments and to examine whether convergent or divergent processes are dominant. Over the whole reference period, the population size in these eight South-East European countries (the SEEMIG region) grew from around 100 million people in 1950 to 122 million in 2011. This is surprising, as the public image of the region is linked to decline and backwardness and to being peripheral. However, major differences in the demographic developments of the countries can be observed. Some countries, including Austria, Italy and, with some fluctuations, Slovakia and Slovenia, experienced constant population growth during the entire reference period. All other countries were affected by a decrease in population, as was the case for Hungary in the early 1980s, Bulgaria at the beginning of the 1990s and Serbia and Romania since the start of the new millennium. The fertility trend shows a convergence while the mortality trends (including average life expectancy at birth) prove to be divergent. The net migration pattern seems to follow a migration cycle concept which postulates a general shift from emigration to immigration as a consequence of a declining natural increase on the one hand and a growing demand for new labour on the other. Some countries show trends that do not yet follow this pattern, which might indicate that additional factors and interpretative models should also be taken into account. The long-term distribution of growth and decline in the region is quite diverse and underlines the need for differentiation and specific explanations.

Opis:
The modern model of state education in Russia promotes patriotism and devotion to the authorities. Young people must be proud of their origin and, in spite of deteriorating material conditions, should stay in the country contributing to its development. Cadet Corps Alumni are an example of a patriotic education model. Several years of learning in the military school shapes their beliefs and teaches them complete surrender to authority. Patriotism, combined with the sense of external threat, has become the driving force behind the reconstruction of the Russian superpower. One of the cornerstones of the school is the acceptance of Putin’s Russia by spreading the vision of becoming an international representative of the country. The increase in military spending and functioning of military schools such as the Corps of Cadets give rise to fears that in the future Russia the army will become one of the tools of the superpower on the arena of foreign policy.

Eastern European democracy promoters have made extensive use of their bilateral diplomatic channels to allow democratization laggards in the post-communist space a glimpse of what democracy looks like close to home and to give them encouragement and know-how to move forward with reforms.

The purpopse of this article is the evaluation of innovation economies of Central and Eastern Europe (CEE) compared to other countries of the European Union, based on the aggregate indexes (Global Innovation Index, Innovation Union Scoreboard) and their components. It was found that the CEE countries are still a sizable distance from the “old members” of the European Union. The exceptions are Estonia, Slovenia and the Czech Republic, that owe their position to the effectiveness of the deployment of innovative and relative high expenditure on the development of innovation finance. The weakest proved to be Romania, Bulgaria, Latvia and Poland.

The problem of contemporary and post-secular Alevi and Bektāşī religiosities in Turkey, South-East Europe and in diasporic milieux in Western Europe and North America has been attracting some increasing attention since the late 1980s. Following decades of suppression of Alevi and Bektāşī religious and cultural traditions by the aggressive secularism of the respective Eastern Bloc Communist regimes, the process of reclaiming Alevi and Bektāşī identities in the Orthodox-majority cultures in South-East Europe and in post-secular settings has followed its own distinctive dynamics in the last three decades. While post-secularism exposed Alevi and Bektāşī communities to locally and transnationally coordinated Sunnification pressures and Twelver Twelver Shiʽite pro-active programmes, both trends within these communities and in the post-Communist South-East European cultures in general continue to reimagine and rearticulate their identities in the framework of the Slavo-Turkic heretical imaginary which was initially formulated in the nation-building historiographies of the late Ottoman and early post-Ottoman periods.

The main goal of this paper is to explore the diversity of Gravettian ceramics (30–20/16 thousand years ago), from Central and Eastern Europe. Most of the ceramic fragments were found in the Czech Republic. So far many ceramic analises have been made providing information about the technique of ceramic production in the Upper Paleolithic. Similar analyses have also been conducted in Russia allowing for comparing different types of ceramic production in various parts of Europe. The article discusses the finds ceramics from Czech (Pavlov, Dolní Věstonice) and Russian (Kostenki, Zaraysk) archaeogical sites and draws attention to features such as raw material, manufacturing and firing techniques and probable functions which such artefacts may have played. It is argued that the ability to produce ceramics in Gravettian cultures in Central and Eastern Europe developed at different times and in different ways

This introductory article offers intellectual frames and historical context to the subsequent collection of essays. There are two questions their authors try and answer: First, what discussions on the respective specificities of historical development were carried out in various countries of East Central Europe in the nineteenth and twentieth century. Second, what was the scope of topics to be discussed, whereas their aim is to interweave this description or analysis of the debates with posing the question regarding the core of the matter – and this by showing a series of case studies where the approach connected, in some way or another, with the peculiar path concept might seem useful. For the purpose of this volume, the notion of peculiar path is approached in a possibly broad context. The structure of the nineteenth-century city, formation of a modern national awareness: such problems are suitable, according to the authors, for research in view of multiplicity of peculiar paths: rather than highways along which the Zeitgeist of a nation or humanity streaks, these would be medium-rank and medium-sized roads on which medium-scale processes and occurrences roll along.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

The aim of the article is to discuss the attitude of Polish republican circles to the issue of cooperation between countries in EastCentral Europe. The articles published in the “Rzeczy Wspólne” and “Nowa Konfederacja” magazines, which were published in 2010-2017, have been analyzed. The ideas of region integration have deep roots in Polish political thought. Their origins can be seen in the tradition of the old Polish-Lithuanian Commonwealth and the concepts of Marshal Piłsudski. The ineffectiveness of the activities of the politicians of the Third Polish Republic in this field became the reason for criticism in republican articles. An important role in the analyzed visions was played by countries located outside the EU - Belarus and Ukraine, for geopolitical reasons considered as desirable allies. The slogan of deepening the integration of the Visegrad Group and strengthening the Eastern Partnership initiative was also popular. However, this cooperation was to take place between fully sovereign states.

Purpose – The goal of this paper is to explore the possible influence of certain economic factors over the FDI inflow in South-East European (SEE) countries and Central and Eastern European (CEE) countries. We compare the situation in 7 countries from the region of South-East Europe: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and 7 countries from the region of Central and Eastern Europe: Bulgaria, the Czech Republic, Hungary, Poland, Romania, Slovenia, and Slovakia. Research method – We apply a holistic approach based on panel data for a twenty-two-year period from 1995 till 2018. The analysis was effectuated through a panel unit-root test. The dependent variable is FDI net inflow (as % of GDP). The study takes into account the following economic variables: annual percentage growth of GDP; labor productivity as GDP per person employed; government consumption as percentage of GDP; inflation rate as annual percentage of GDP deflator; labor force with advanced education (% of the total working-age population with advanced education) and labor taxes and contributions (% of commercial profits). Results – The results indicate that there are differences between the factors that influence the FDI inflow in these two groups of countries. For the South-East European countries government spending, labor force with advanced education, inflation and labor taxes and contributions were the factors that have significant influence over the FDI inflow. For the Central and Eastern European countries all of the included independent variables appear to be significant factors in attracting FDI inflow. Originality / value – In the literature we can rarely find analyses of economic determinants for FDI inflow in the selected groups of countries. Also, the period of twenty-two years from 1995 till 2018 provides novelty of the results and of the conducted analysis.

In this research I explore the effect of religious denomination and belonging on political participation in former communist countries of East Central Europe after the fall of communism. In the early 1990s, mostly as a response to forced secularization during communism, authors heralded a massive religious revival in the countries formerly belonging to the Eastern Bloc. In this paper I show that the re-discovery of God and church was not equally popular in all countries. Moreover, I explore the links between religious participation and political participation and I find no uniform transnational effect of denomination. Rather, the Eurobarometer survey data from the early 1990s suggests that the ways in which religious believing and belonging influence political participation at the beginning of democratization is context driven. Indeed, one of the strengths of this paper resides in my attempt to capture the religious context in post-communist Europe shortly after its collapse. I thus contribute to a better understanding of how religious and political involvement are intertwined during early transition in East Central Europe. In the conclusion, I advocate the need for adequately taking context into consideration, especially given its dynamic and multi-faceted nature.

This article presents a wider perspective on possibilities of Motorways of the Sea development in the Adriatic Sea, with a special emphasis on the eastern coast of the Adriatic Sea. A complete overview of Motorways of the Sea development has been presented, and key elements influencing the development of Motorways of the Sea were analysed. It has been ascertained that there exist a lot of bottlenecks in the connection to the transport infrastructure in South East Europe. Superannuated port infrastructure, unsuitable inland connections, and nonexistent IT tools for electronic data exchange between all participators in the logistics chain hinder dynamic development of Motorways of the Sea. All these elements were thoroughly analysed, and a proposal for a macro transport strategy suitable for South East Europe has been exposed. It has been accentuated that there is a future for Motorways of the Sea introduction but all described bottlenecks have to be further analysed and removed in a short period of time, to stimulate private sector for financial investments.

The aim of this paper is to analyse the public R&D investments in Poland and other Central and East European (CEE) countries, especially their share in public expenditures and their impact on private R&D. To verify the research hypothesis that public and private R&D investments are complementary, panel regression models has been employed for data from the years 1999–2015. The main findings provide support for the complementarity hypothesis, both in Poland and other CEE countries. However, in Poland the positive impact of public expenditure on R&D on private expenditure on R&D is limited by the share of public R&D investments in the structure of total R&D investments. The main conclusions drawn from the CEE models are the lack of crowding‑out effect and the fact that public investments performed in public sector were the most growth‑friendly on condition that the share of public spending (vs. private) has been moderate.
Celem artykułu jest analiza publicznych wydatków na B+R w Polsce i innych krajach Europy Środkowo‑Wschodniej (ESW) w kontekście ich udziału w strukturze wydatków publicznych ogółem oraz oddziaływania na wydatki na B+R finansowane ze źródeł prywatnych. W artykule postawiono hipotezę badawczą o komplementarności prywatnych i publicznych wydatków na badania i rozwój, którą poddano weryfikacji empirycznej w oparciu o panelowe modele regresji dla okresu 1999–2015. W badaniach potwierdzono komplementarność publicznych i prywatnych wydatków na B+R, jednak w przypadku modeli dla Polski tylko pod warunkiem, że nie wiązało się to ze wzrostem udziału wydatków publicznych w strukturze wydatków na B+R. Głównym wnioskiem wynikającym z modeli dla krajów ESW‑11 jest potwierdzenie braku efektu wypychania inwestycji prywatnych oraz obserwacja, że najbardziej prowzrostowe były nakłady publiczne zrealizowane w sektorze publicznym, pod warunkiem, że udział wydatków publicznych w strukturze wydatków nie był zbyt wysoki.

This paper focus on European attitudes in eastern European countries, analysing the determinants of citizens’s support for European institutions, stressing the impact European identity. For a long time, especially before crisis, people’s evaluations followed mainly an instrumental logic, with an additional role played by European identification. Subsequently, other complementary theoretical perspectives – identity and political cues – helped to explain European support. But, after the explosion of the crisis in 2008, economic motivations have regained their crucial role. Plausibly, a mix of causes helps to explain Europeanism and even today many interactions remain unexplored. Using a recent Eurobarometer survey (88.3, autumn 2017) the paper shows that European identity plays a crucial role in explaining European support also after the crisis both in western and eastern European countries.
Niniejszy artykuł koncentruje się na postawach wobec UE/postawach europejskich w krajach Europy Wschodniej, poddając analizie czynniki warunkujące poparcie obywateli dla europejskich instytucji, przy wyeksponowaniu wpływu tożsamości europejskiej. Przez długi czas, a w szczególności przed kryzysem, oceny ludzi podporządkowane były głównie logice instrumentalnej, identyfikacja europejska odgrywała tu dodatkową rolę. Później inne uzupełniające się perspektywy teoretyczne – związane z tożsamością i polityczne – ułatwiły interpretację europejskiego wsparcia. Niemniej po wybuchu kryzysu w 2008 r. ponownie kluczowa rola przypisana została motywacjom ekonomicznym. Prawdopodobnie, ta mieszanka przyczyn pomaga wyjaśnić europeizm i nawet obecnie wiele interakcji pozostaje niezbadanych. W oparciu o badania Eurobarometru z jesieni 2017 r. (88.3) artykuł ukazuje, że tożsamość europejska odgrywa kluczową rolę w wyjaśnianiu wsparcia europejskiego również po kryzysie, zarówno w krajach Europy Zachodniej, jak i Wschodniej.

The article surveys the British diplomatic goals, activities and efforts in Bulgaria after the beginning of democratic changes. It argues that the British embassy in Sofia seemed to focus not only on the country itself but to be more or less an instrument to a large degree in light of the British interests in the Balkan region (Yugoslavian wars and later Western Balkans) and wider geopolitical field (East Europe, Black sea region, Turkey). The mission was mainly interested about the cooperation with Bulgarian in the framework of NATO and EU, the Russian sphere of influence in Bulgaria, energetics, human rights issues, corruption and organized crime, and regional developments on the Balkans.

The thesis presented in this article advances that creation of the idea of East Central Europe, which was shaped by the social elite of Central-European nations since the 50s, played an essential role on the turn of 1989. The creation of such idea laid foundations of political talks and treaties on the recognition of borders. It reduced mutual claims and helped avoid conflict of borders and ethnic riots. Discussions between the elite of border nations reduced mutual prejudices and stereotypes, also in the context of relationships between the entire societies. In Poland, the deliberations on the idea of East Central Europe had later determined prerogatives of foreign policy conducted by the first non-communist governments and had become a manifestation of the fact that the country on the Vistula River had always been part of European civilization, separated by the Iron Curtain for several decades of the second half of 20th century.

The paper presents results of studies focused on occurrence and correlation of four main horizons of Younger Loesses: Lowest Younger Loess (LMn – after Maruszczak, 2001), Lower Younger Loess (LMd), Middle Younger Loess (LMs), and Upper Younger Loess (LMg) recorded in five sections (Politów, Wąchock, Nietulisko Małe, Komorniki and Bodzechów) in the Holy Cross Mountains area. All analysed loesses were accumulated during the Vistulian Glaciation (Weichselian). The horizons were distinguished based on separating interstadial tundra soils, coupled with thermoluminescence dating, and correlated with marine oxygen-isotope stages MIS 5d−2. The Lowermost Younger Loess (LMn) covers the Nietulisko I soil complex (Jersak, 1973), developed on deposits of the Odranian Glaciation (MIS 6) and representing a forest soil of the Eemian Interglacial (MIS 5e) and the Brørup warming (MIS 5c). A thin horizon of the Oldest Younger Loess and a thin sandy horizon, both probably corresponding to the Herning cooling phase (MIS 5d) at the boundary with the Eemian Interglacial, were distinguished within this complex. Based on previously performed grain-size and heavy mineral analysis of the Upper Younger Loess (LMg) and a topographic position of the loesses in four loessy islands of diverse regional extent, accumulation of this loess in the Holy Cross Mountains area is found to have been stimulated by the western winds. The proposed model of loess accumulation takes into account the influence of the topography of the area and its geological structure.

The concepts of ‘long 1968’ and ‘counterculture’ compete in order to define the same cultural movement. Depending on the cultural context, historians used both of them to broadly define the same idea. Yet the whole situation becomes more complex when explaining the protests in Eastern and Central Europe of the late 1960s. In this paper, I argue that the protests from Eastern and Central Europe were the result of a diffusion from Western Europe as well as an evolution of locally-generated situations.

The Wąchock section (N part of the Holy Cross Mountains) is bipartite, with a sub-loess lower part and a loess upper part. The sub-loess part lying on Lower Triassic sandstones includes fluvial, glacial and ice-dammed lake deposits, TL-dated at 352 ky BP to 157 ±23 ky BP. They represent the Mazovian (MIS 11) (Zbójnian?, MIS 9?) Interglacial and the Odranian Glaciation (MIS 6). The upper part comprises loesses intercalated with palaeosols, which reach a total thickness of 9 m and have TL ages at 148 ±23 ky BP to 15.8 ±8 ky BP. This part of the succession begins with horizon B of a brown soil from the Eemian Interglacial (MIS 5e) with an interstadial black soil from the oldest Vistulian (MIS 5c). Four younger loess horizons from the middle and younger Vistulian occur above; loesses with arctic and tundra palaeosols correspond to younger isotope stages (MIS 5b-MIS 2). The loess and palaeosol horizons distinguished in Wąchock were correlated with loess sections in Poland (Zwierzyniec and Polanów Samborzecki) and western Ukraine (Kolodiiv 3), showing large similitarities of both loesses and palaeosols. Due to this, the Wąchock site is proposed as a one of key sections for Vistulian loess sequences not only in the Holy Cross Mts. region but also in Central Europe. Palaeomagnetic studies of the Wąchock loesses have registerered palaeomagnetic inclinations with values lower than the average values expected in this locality (63°).

Why do political actors pass legislation that seemingly hurts them? Lustration laws limit access to public offi ce of the ancien regime's collaborators and hurt members of post-communist parties in East-Central Europe. So why has lustration in Poland, Hungary, and Bulgaria been passed when post-communist parties held parliamentary majorities? Why did the postcommunist party in Romania switch from no-lustration to pro-lustration after the 1992 elections? We explain this phenomenon by electoral timing and rules of procedure in legislatures. Specifi cally, we develop an agenda-setter model with a fi nite number of parties, imperfect information, and multiple potential medians. Our main argument can be summarized as follows: Suppose that the Postcommunists do not introduce any lustration bill and then lose proposal power in elections. If Anti-communists come to power, they are sure to introduce a harsher bill, and the median of the legislature may prefer such a bill to a no-bil status quo. Post-communists can prevent such a scenario by implementing a mild bill themselves. If they manage to appease the new parliamentary median, they will block a harsher bill that would be implemented after they lose power. Additional results show how electoral perspectives and uncertainty affect and modify this typical scenario. We test our model with an exhaustive analysis of all cases from East- Central Europe that meet our assumptions that a Postcommunist party is in power and no lustration bill is already in force.

From melancholy to despair. About Andrzej Stasiuk’s prose worksIn Moja Europa, Jadąc do Babadag and Fado Andrzej Stasiuk describes his travelling to the countries of the East-Central Europe: its diminished, forgotten part, lying on the margins of History and Progress. It is a land of melancholy, of the eternal emptiness and lack. To praise it means to give an ironic response to the enthusiasm of a “return to the West”, to the attempts to meet East-European stigma and to the West’s fear of East-European ferocity. What is the source of this melancholy? Stasiuk refers to Cioran, his philosophy of history, his resignation and his belief in the bankruptcy of the European civilization. We know, however, that in the case of Cioran melancholy covers the memory of philosopher’s commitment to Romanian fascism; his subsequent melancholy replaces responsibility. What are the wounds and silenced victims hiding in Stasiuk’s melancholic landscape? What kind of responsibility does he not want to accept? In his next book, Dziennik pisany później, Stasiuk comes back to the same countries, this time not trying to escape the hell of questions about the East-European ethnic carnage. The author of the article analyses his turning point, using the terminology developed in Peter Hallward’s Absolutely Post-colonial to describe the dynamics between two tendencies: singular and specific. Od melancholii do rozpaczy. Skąd się jednak bierze spowijająca ją melancholia? Stasiuk powołuje się na Ciorana, na jego filozofię historii, rezygnację i przekonanie o bankructwie cywilizacji europejskiej. Wiemy jednak, że w przypadku Ciorana melancholia przykrywa pamięć o przemilczanym romansie filozofa z faszyzmem, który miał się stać radykalnym wyrwaniem się ku nowemu światu i nowej historii. Jakie rany i przemilczane ofiary kryją się w melancholijnym krajobrazie u Stasiuka? Jakiej odpowiedzialności nie chce przyjąć? W kolejnej książce, Dzienniku pisanym później, Stasiuk wraca w te same miejsca, by tym razem nie umknąć przed pytaniami o wschodnioeuropejskie piekło etnicznej jatki. Autorka przedstawia ten zwrot, korzystając z terminologii Petera Hallwarda i opisanej przez niego dynamiki między tendencjami singular i specific.

W pierwszej części artykułu omówiono główne czynniki (wewnętrzne i zewnętrzne), które wpłynęły na procesy transformacji ustrojowej w europejskich i zakaukaskich krajach postkomunistycznych. W drugiej części artykułu skupiono się na czynnikach, które zadecydowały, że jak dotychczas proces transformacji ustrojowej na Ukrainie jest bardzo słabo zaawansowany.
After the fall of the Socialist system, processes of transformation began in them. These processes were influenced by factors of both the external and the internal nature. As a result of their impact, European and Transcaucasian post-communist countries are a very diverse group of countries. Some of them (such as the current member states of the European Union and NATO) took full advantage of the weakness of Russia and are now stable democracies with an average level of the inhabitants’ life. Others are still characterised by incomplete democracy and poor society. However, the period of free elections in the studied group of countries is already coming to an end due to neo- -imperial policy of W. Putin, which is best exemplified by Russian actions in Georgia and Ukraine. Ukraine belongs to the countries that for various reasons have not made use of a historic opportunity to build a democratic and prosperous society, although after Euromaidan the country's present authorities do their best to accelerate the process of transition. Unfortunately, the Russian actions (including military ones) effectively prevent this.

Clues to the chronology of Old Germanic loans in Romanian and in other South-East European languagesThe present article is directly based on the handout of the talk this author gave at the International Conference on Balkan Linguistics (6-7 May, 2013, Toruń, Nicolaus Copernicus University); therefore the subchapters and paragraphs observe the arrangement of the materials included in that handout. The first part contains a chronological table that reflects mainstream archaeological-historical information regarding the history of military-political actions and achievements of the Old Germanic populations in south-east Europe between the 3rd century BC and the 6th century of our era. Then concrete textual proofs follow, which are chronologically arranged and briefly commented upon. Opis:
Central Europeans have very rich language for describing their own countries in unflattering manner and very, very long tradition of doing so. In this article author proposes a hypothesis for unusually low collective self-esteem. It is deeply rooted in the region’s peripheral relation with the West. It is a by-product of a yawning gap between rich, powerful, industrialized West and stagnant Central Europe. Müller’s “Global East” is, from this perspective, one of the (many) attempts to overcome region’s peripheral status.

Andrzej Wajda’a Sweet Rush (Tatarak) and Petr Zelenka’s The Karamazovs (Karamazovi) are film adaptations of literature. Both directors represent very innovative approach to the literary material. Wajda wanted to depict the theme of death and passing in original way and combined various literary sources: Jarosław Iwaszkiewicz’s short story Sweet Rush, a novelette by Sándor Márai, and Last Notes by Polish actress, Krystyna Janda. Her text is a form of reflection on the death of her husband who was a recognized cinematographer. Wajda also incorporated into the picture scenes revealing the film’s making off. Petr Zelenka’s screen adaptation of the famous novel by Fiodor Dostoievsky is based on the film record of the Prague theater presentation (also based on The Karamazovs) made in the industrial space of the Sendzimir Ironworks inPoland. The recorded spectacle became the opportunity for the director to present his artistic statement on the history and culture of the Middle andEast Europe and the artist’s status nowadays.

The aim of the article is to present trade contacts between Prussia and Hungary from the end of the 13th century to the mid-15th century. The problem has hitherto remained beyond the interest of researchers dealing with trade relations. On the basis of the Hanseatic, Polish and Hungarian sources the author analyses the structure of goods being traded, participants of the trade and trade routes. The author points out the connection between the development of trade contacts with political relations in East Central Europe. After the death of King Louis I of Hungary (1382) the trade conducted between Hungary and Prussia, which went through the Polish territories, became heavily dependent on the balance of power between the Teutonic Order, the Kingdom of Poland and the Kingdom of Hungary. The author underlines that the range of goods which were the subject of the trade started to grow at the end of the 13th century. Apart from metals (copper, iron, silver) Hungarian merchants sold to Prussian merchants wax, furs, wine, cheap cloth and southern products such as fruit, spice and condiments. In the 15th century Melnaterite (Kupferwasser), the mineral used in dyeing, was exported from Upper Hungary to the Baltic zone. Merchants from Prussian towns exported to Hungary goods imported from West Europe, mainly cloth. Until the mid-15th century the main role in Prussian trade with Hungary was played by merchants from Toruń, while in the second half of the 15th century their place was taken over by merchants from Gdańsk.

The study contains the reflection on the usefulness of the notion East-Central Europe as a historical region in the research on confessional relations in the early modern era. It begins with the description of the discussion on regionalization of European history, with particular emphasis on the frequently ideologized division into East and West. Next, the author recalls the genesis of the notion of East-Central Europe as a historical region, which was introduced after the Second World War by Oskar Halecki, and the popularization of this notion in the second half of the twentieth century. In the author’s opinion, the most important criterion in the evaluation of usefulness of this construct should be its research functionality checked not in syntheses or reviews, but in detailed research into specific problems, including comparative research.

The article discusses the historical mutability and political connotations of the geographical signifiers Eastern and Central Europe, and the chronotope Post-Soviet / Post-Communist Europe. It considers the tensions present in these denominations, arguing for the need to defamiliarize and re-define them. Three major sections survey the circumstances that shaped the referential and connotative values of the terms from the Enlightenment to the era of European integration. The article notes commonalities in the defining experiences of the countries in the east of Europe: their emergence from the ruins of former empires (Habsburg, Russian, Ottoman) and of the Soviet bloc. It considers whether the spatial terms have been developed from within or imposed from the outside, and discusses how they have perpetuated stereotypes of the region under consideration and its people(s) and generated enduring cultural myths. It concludes by proposing terms that recoup the cultural significance of the region—East-Central Europe, its close correlative East-Centre Europe, the neologism Europeast—and by alerting scholars working on transnational Shakespeare adaptations to the importance of recontextualizing research in individual national traditions as part of a larger investigation of the mutual translatability of shared experiences.

Functioning of the Visegrad Group since its beginning was not an easy issue. V4 was established to integrate East-Central European countries into Euro-Atlantic structures in the atmosphere of cooperation. However, it was a partnership o f countries which in many cases guided by different interests. From the beginning, there was no sympathy inside the Group, but over time it changed. Since joining into the European Union in this cooperation experienced moments of common mobilizing such as: a struggle under the EU Cohesion Policy, the fight for the Union budgets, and the last one position against the welcome of refugees arriving to Europe. It should be noted that properly develop cooperation of Visegrad Group at the elementary level in areas such as: environmental protection, infrastructure, transport and energy projects and tourism. An important new motivation to this cooperation is founded in 2016 EU Battle Group of the Visegrad Group with almost 4 thousand soldiers.

Central European federalists gathered in Central European Federal Youth Movement (CEFYM) and Central European Federalists (CEF) propagated throughout the period of its existence the plan of federalization of Europe. Under the influence of stagnation in the work of integration in the fifties and sixties adopted a model of integration of “Europe Homelands” presented by Charles de Gaulle, and based on a confederation of sovereign states. Recognize the Confederacy as a desirable and natural step on the way to the federation. They believed, moreover, that within the European confederation may be closer ties – such as federations, such as central Europe. Own program federalists presented in spite of historical and political events. Do not succumb to their efforts, because they thought they were guilty of their peoples and homelands. Adhered to the principle that “Victory refer only to those who have attended the organized effort, well – thought-out plan and persistence in its execution”, and that they can not settle on their own lives, to ensure a well-being, because they have to think about their child.

Złożoność problemu i jego wpływu na bezpieczeństwo międzynarodowe powinna skłonić rząd Stanów Zjednoczonych Ameryki Północnej do podjęcia aktywnej współpracy z państwami regionu a także z Unią Europejską w zwalczaniu tego procederu.
The illicit trafficking of nuclear and radioactive materials is a great threat for the security not only in Europe but around the world. In the past 15 years the international organizations revealed many cases of illegal trade of radioactive uranium, recorded especially in the East Europe and Caucasus region. The complexity of the problem and its impact on the international security should persuade the US government to cooperate actively with the East-European countries as well as with the European Union to decrease the threat.

Nowadays, the common denominator of involvement of the EastCentral Europe in the international arena, and above all, the premise determining community of interest expressed in the European Union is the migration crisis. Despite the different circumstances of activity in the context of the migration crisis, states in the region express similar opinions on the consequences of immigration for security in the region. Above all, they emphasise the implications of immigration for the internal security of states. Given the complex nature of migration, this article focuses on the phenomenon of immigration in the EU, determining the causes of the escalation of the influx of immigrants and, above all, identifying the consequences for the security of states of East-Central Europe.

All kinds of illegal trafficking, prostitution, pornography, gambling, fraud and counterfeiting, computer crime, corruption, piracy, illegal immigration and many other criminal activities can pose a threat to national and even international security if conducted by larger criminal groups or organizations. The phenomenon of organized crime has acquired a transnational character due to the increasing globalization of financial markets and communications as well as technological development. The three countries of East Central Europe – The Czech Republic, Hungary and Poland – can be of interest in terms of organized crime as recent political and economic developments in these countries have made them attractive to such criminal activities. Another problematic region in terms of organized criminal activities is the region of Central Asia which includes several countries of the former Soviet Union – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
Wszelkiego rodzaju nielegalny handel, prostytucja, pornografia, hazard, oszustwa i fałszerstwa, przestępstwa komputerowe, korupcja, piractwo, nielegalna imigracja i wiele innych działań przestępczych mogą stanowić zagrożenie dla bezpieczeństwa narodowego, a nawet międzynarodowego, jeśli są popełniane przez większe grupy lub organizacje przestępcze. Zjawisko przestępczości zorganizowanej nabrało charakteru ponadnarodowego w wyniku postępującej globalizacji rynków finansowych i komunikacji oraz rozwoju technologicznego. Trzy kraje Europy Środkowo-Wschodniej – Czechy, Węgry i Polska – mogą być interesujące pod względem funkcjonowania przestępczości zorganizowanej, ponieważ niedawne wydarzenia polityczne i gospodarcze w tych krajach sprawiły, że stały się one atrakcyjne dla takiej działalności przestępczej. Kolejnym problematycznym obszarem z punktu widzenia przestępczości zorganizowanej jest region Azji Środkowej, który obejmuje kilka krajów byłego Związku Radzieckiego – Kazachstan, Kirgistan, Tadżykistan, Turkmenistan i Uzbekistan.

With the intention to correspond to the present volume’s fundamental concept and main task, the article and its summary discuss whether there happened a shift from appropriation to rivalry in historiographical operationalization of the term “East Central Europe” in the last decades.

In early twentieth century racial ideologies and racial anthropology penetrated the traditional concepts of national specificity. It was a rule all over Western Europe, though Germany was clearly the leader both in ideological and institutional terms. In East Central Europe this development was accelerated by an increased intellectual influence of German universities. First World War marked the peak of these processes. Racial anthropology was expected to deliver a scientific interpretation of the continental conflict. In East Central Europe it was equally an argument in support of ethnic and territorial claims. The article discusses eight examples of regional theories based on discursive connections between race and nation: Hungary, Ukraine, Serbia, Poland, Finland, Romania, Lithuania, and Bohemia. Their authors were experts: professional anthropologists, geographers, ethnologists and medical scientists. Generally it can be argued that all of these theories were successful. A considerable part of them (notably the Serb, Polish, Finnish) contributed to the construction of ‘national unity’ of the newly formed states. Others, despite their failure to do so, were instrumental in the formation of national movements and strengthened the idea of national peculiarity. Almost all of them succeeded in entering the mainstream of the European racial sciences in the interwar period. Consequently, their authors made considerable careers in the academia. But in long run the post-1945 evolution of physical anthropology marginalized racial theories. After the collapse of the Third Reich what had been the mainstream of physical anthropology gradually turned into a scientific and ideological Sonderweg. The experts dealt with in this article caught up to the art of modernity that unexpectedly run out of fashion.

The animal burials have been discovered in a great quantities throughout the Early Bronze Age over a wide East-Central European area. This phenomenon is a continuation of the Neolithic Age tradition. Animal burials are divided into several different types, however we can distinguish two general forms: individual animal burials and connected with human graves. After consideration of the types of the graves, additional grave goods, orientation of the dead animals, species, number, age and sex of the individuals, and comparison the foregoing data with the consumption habits, Author is convinced of an offering character of this kind of ritual practices.

East-Central Europe being distinguished – despite different views – a geographical space does not constitute a distinct and coherent political, economic, social, and cultural space. Changes taking place in contemporary Europe, in particular those associated with integration processes mark a new, specific dividing line, different from that during the Cold War. It runs across the geographical, and, consequently, social, political, economic and cultural space of East-Central Europe. It is constructed by both different standards and indicators of social, political and economic life in that part of Europe and the specific shape of cultural identity. The research objective of the paper is to identify and analyze the “fracture” of social space in this part of Europe. It is assumed that social space is a complex, multifaceted construction. Especially significant seems to be the problem of the political empowerments of civil society and its limitations, the problem of the socio-economic situation, and the problem of cultural identity. It is also assumed that the EU’s political strategy currently being pursued, consisting in relinquishing the prospect of EU enlargement towards the east to include selected countries of the so-called post-Soviet area, contributes to strengthening “the fracture” of East-Central Europe. This is apparently the result of the European Union’s implementation of “A Europe of Projects” strategy, which is the measures undertaken under the European Neighbourhood Policy, Eastern Partnership, or Black Sea Synergy.

The phenomenon of depopulation was observed in the last two decades in regions of East-Central Europe where the economy had previously relied upon natural resource extraction throughout the socialist period. The restructuring of traditional branches of industry, such as mining and metallurgy, has had a negative impact on the demographic potential of industrial agglomerations as well as the surrounding areas. This article focuses on an analysis of population change after the year 1990 in the following affected regions: Silesian Voivodeship in Poland, Moravian-Silesian in the Czech Republic, and Donetsk Oblast and Luhansk Oblast in Ukraine. It also defines the types of demographic change and explains causal factors of observed processes. The population of regions mentioned above decreased from 14,4 to 12,6 million people in the period under consideration. The largest population decline was observed in Luhansk Oblast (-20,0 %) and Donetsk Oblast (-16,9 %). A considerably lower decline took place in Silesian Voivodeship (-5,7 %) and in Moravian-Silesian (-3,3 %). We find that differences in the rates of population decline are derived mainly from heterogeneity in the vital statistics of those regions while migration plays a more minor role in the depopulation process.

Using data from large, representative national samples in in Poland, Hungary, Bulgaria, Australia, Finland, and the Netherlands, we examine moral norms about just rewards for education. Comparing these norms in East Central Europe shortly after Communism-where the dominant ideology was egalitarian, schooling free, rewards to education modest, and alternative investments absent-and in market-oriented societies where the opposite held, provides insight into the influence of institutional arrangements on moral norms. We find that the publics in all these countries favor large rewards for education (which legitimates substantial income inequality), showing that these moral norms are resilient to institutional arrangements. These results align with Aristotle’s claim that people believe job performance merits reward because it makes valuable contributions. They undermine alternative theories: credentialism, radical egalitarianism, and the hegemonic power of dominant political elites. These results also undermine economists’ human capital arguments insofar as they are seen as a moral justification for income inequality.

Oskar Halecki’s reception in French historiography is one of the interesting examples of diffi-culties in understanding Polish historical thought in France. As one of the leading authors of the concept of East‑Central Europe in world historiography, a descendant of the Viennese aristoc-racy and an ambassador of Polish humanities in the League of Nations Committee on Intellec-tual Cooperation, he promoted the history of the countries of the region, considering their independent of Russia cultural specificity, deeply connected with the values of the Christian Europe. In 2010, Barbara Budrich Publishers (Germany) published a book titled Political Science in Central-East Europe. Diversity and Convergence on the development and state of political science in the countries of Eastern and Central Europe. The book is a collection of 19 country reports (Albania, Armenia, Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Russia, Serbia, Slovakia, Slovenia and Ukraine), which, collectively, provide the much needed account on the discipline’s institutionalization throughout the region. Individual chapters – written by academic professors or lecturers – include such information as the state of research, teaching, major books and journals, international cooperation, public impact. The chapter on Polish political science was written by professor Teresa Sasinska-Klas, at the time of the publication, the President of the Polish Political Science Association.

Od końca lat 90. XX wieku wiele państw Europy Środkowo-Wschodniej wprowadziło strukturalne reformy emerytalne obejmujące wprowadzenie obowiązkowego drugiego „filaru” prywatnie zarządzanych funduszy emerytalnych. Takie reformy wprowadziły: Węgry (1998), Polska (1999), Łotwa (2001), Bułgaria (2002), Chorwacja (2002), Estonia (2002), była Jugosłowiańska Republika Macedonii (2003), Słowacja (2005) i Rumunia (2008). Większość państw tego regionu dokonało strukturalnych reform emerytalnych w trakcie transformacji swoich systemów społeczno-ekonomicznych. Za główny cel tych reform można uznać modernizację. Druga fala reform emerytalnych była ściśle powiązana z kryzysem finansowym, który „odkrył” problemy systemów emerytalnych i przyspieszył zmiany. Jednak, wbrew niektórym komentarzom, trudno uznać tę falę reform za całkowity odwrót od kapitalizacji i prywatyzacji. Druga fala reform emerytalnych w tym regionie może być postrzegana jako dostosowanie systemów emerytalnych do uwarunkowań. Polska była jednym z pionierów strukturalnych reform emerytalnych. W drugiej fali reform Polska (na razie) zdecydowała się na obniżenie wysokości składki na drugi filar dla zmniejszenia deficytu systemu emerytalnego i poprawy sytuacji finansów publicznych.
Since the end of the 1990s, several countries in Central and Eastern Europe (CEE) have carried out structural pension reforms, including the introduction of privately managed pension systems, a so-called second-pillar pension system. The CEE countries that implemented this type of pension system include Hungary (1998), Poland (1999), Latvia (2001), Bulgaria (2002), Croatia (2002), Estonia (2002), the Former Yugoslav Republic of Macedonia (2003), Slovakia (2005) and Romania (2008). Most CEE countries introduced structural pension reforms as part of the transformation of their socioeconomic systems following the end of communism in Central and Eastern Europe. Modernization may thus be seen as the main objective in the first wave of pension reforms. The second wave of pension reforms was closely related to the financial crisis that revealed problems of the pension systems and facilitated change. However, contrary to some accounts, no complete retreat from the funding and privatization of pension systems occurred. The second wave of pension reforms in CEE countries may be seen as the adjustment of pension systems to the circumstances. Poland was both a frontrunner of the structural reforms, introducing it in 1999, as well as making a crucial adjustment to the financial problems of the pension system by decreasing the contribution rate to the second pillar from 7.3% to 2.3% in 2011.
