Organizational preparations to the Polish Presidency are in progress at full steam. We began accomplishment of some tasks in 2007 starting from the analysis of experiences of other countries. In 2008, the Government Plenipotentiary for the Polish Presidency in the EU was appointed and in January 2009 the Polish government passed a comprehensive program of preparations to this historical event. Moreover in 2009 the financial resources for organization were provided, logistic preparations as well as trainings for Polish officials and first promo and information activities were undertaken. On July 1, 2011 Poland will assume the Presidency of the EU Council. It is not only a great challenge requiring strategic planning, full political and organizational activity on domestic and European level but also, what the representatives of the current government emphasize, a big opportunity for Poland in shaping the EU. According to them, the Presidency gives a possibility of a bigger and real influence on decisions taken in the EU. To the public opinion, they send messages that we will have an opportunity to present in the EU arena the priorities of Polish policy, emphasize the most important area, submit our own ideas and initiatives. Only few emphasize the fact that the Presidency is mainly the continuation of previous activities of the EU, providing its coherent functioning and guaranteeing the vote in the worldwide important matters.

Migration is a human experience, which has arisen and developed in relation to the human society itself. In our era, immigration is associated with the integration and the globalization. Immigration is a modern intercommunications between cultures in a world increasingly with more multicultural, or in a world with a hybrid culture. Western multiculturalism as a space wherein the Albanian cultural integration moves. After the collapse of the communist system and coincidental that occurred the great things happening in the xxi century, the immigration can be a field study by the Transitology At the time when the crisis of philosophical thought is present, this phenomenon can be studied by a reflective philosophical thought (philosophy reflective) In this paper I am focused on Albanian emigration. Even and in the case of Albanians immigration is a similarity to the historical processes of Jewish people. Albanians have realized two tragic exodus mythical proportions: on xvi century to the Italy and on 90th years of xx century to the Greece The causes of this exodus were political reasons: In the first case (xvi cent.), was the Ottoman occupation of Albania. In the case of the 90th years of xx century, was the Albanian idolatry, atheist, and socialist totalitarian regime. Nowadays Albanian emigration continues, and the main cause is the economic and social. Integration as a cultural movement of the identity: Albanian integrating movement. Identity is a process, a movement where function three vectors: identity, being time and space. Integration is analyzed as a category which functions in relationship with identity Europe was more than an old house for Albanian emigrants. It was a new relationship. It was the new unknown culture. This road passes between assimilation and isolation. The most useful and the most effective vehicle of integration is the adaptation of immigrants. The integration and returning in home in time of globalization are not divided. On our days the key “returning in home” has a new dimension. In the global era between the individual and the fatherland (motherland) has a spiritual cultural relations. This relationship is there an ideal content. It is an eternal bond and is not as dependent on material factors. Integration of migrants passing through colliding positives and negative; progressives and regressive. The religion identity of Albanian is not any essential structural component of their identity. The religion of Albanians as a part of their culture. This tendency of European society is an integrating space for Albanians. So unlike all Muslims of other countries, Albanian Muslims are integrated quickly and easily to the European secularist environment.

This article discusses the development of state policy concerning national minorities in Poland after 1989 from the perspective of its internationalization and the Europeanization of its legal foundations, i.e., guaranteed legal status for minorities and the nature and scope of minority rights. The thrust of the article is that Europeanization of Poland’s national minority policy progressed in several stages and that the process ofEUaccession was not the only impulse for this progression. Initially, Europeanization focused on regulation of the status of minorities by means of bilateral treaties with Poland’s neighbours which included special “minority clauses.” The next stage was connected with the EU accession process. In this stage, protection of minorities was one of the most important political criteria against which candidate progress was evaluated (the so-called Copenhagen criteria) and it ended with the acceptance of international documents (mainly European Council documents) concerning the protection of minorities. The last stage concluded with the passing and implementation of a special minority act in 2005. Paradoxically, external factors (the influence of international institutions) had the greatest impact on the Europeanization process in the early 1990s. Later developments were apparently more influenced by internal factors, especially the need to regulate the legal status of such minorities as the Silesians and the Kashubians.

The present paper diff erentiates between two related but not identical processes: on the one hand, the approximation of Bulgarian media law with Community law, and on the other the real transformations in the media sector caused by the process of the EU integration of Bulgaria. The Com- munity law implementation is a prerequisite for the legislative reform in countries in accession but it is only one of the elements of EU conditionality. The critical analysis of the effectiveness of EU condi- tionality in respect of Bulgarian media policy and law has been carried out.

The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

The article analyzes the ways of adoption of the acquis communautaire by non-member states. In case of Switzerland, it is a polymorphic phenomenon achieved through international agreements as well as domestic legislation. In the agreements the following characteristics may be combined in various ways: the degree of integration provided for in the agreement (integration, cooperation or liberalization agreements are distinguished), the dynamic or static adoption of the acquis, the principle of direct applicability of EU law or the equivalence of legislations, the scope of the reference made (or lack thereof) to the case law of the Court of Justice. The Europeanization in Switzerland is partial and mostly static, which results in incompatibility between the constantly developing EU law and the rules applicable in EU’s relations. Switzerland does not participate in the internal market and relies on the classical intergovernmental cooperation, without establishing any supranational bodies.
Cet article a pour objectif d’examiner la reprise de l’acquis communautaire par les non-membres de l’UE. En Suisse, c’est un phénomène polymorphe se passant par l’intermédiaire des accords internationaux ainsi que la législation nationale. Dans les accords, les caractéristiques suivantes peuvent varier : le degré d’intégration (intégration, coopération ou libéralisation), la reprise dynamique ou statique de l’acquis, le principe de l’application directe ou de l’équivalence des législations, l’étendue de la prise en compte de la jurisprudence de la CJUE. L’européanisation en Suisse n’est que partielle et statique, en ce qui résulte l’incompatibilité entre le droit de l’UE et le droit applicable en Suisse. La Suisse ne participe pas au marché commun et s’appuie sur la coopération intergouvernementale, sans établir un cadre institutionnel supranational.

Several approaches are available to define the mainstream academic literature in a certain subdiscipline. However the sustainability of the findings of those searches is still an open issue. The paper addresses this problem by examining two approaches to defining the mainstream literature on a certain topic. In the first case, it verifies the approach of creation of the list of the most influential scientific publications using the “times-cited” and H-index as two of the main criteria. In the second case, the study applies a bibliometric approach by examining 90 academic articles on energy policy of the European Union published in 2013–2015. The study shows that former approach may lead to unsustainable search results as they are dependent on time when the search was completed. The search using bibliometric approach ensures sustainable results as they are not time-dependent. It produces the list of the most influential 28 academic sources on the topic that will not change through time if one applies the same sample of articles. The both approaches use the ISI Web of Science database. But as the latter uses the older version of the database, the search is limited to the articles published not later than 2015. The both approaches examine articles in English only. Therefore the paper provides general reflections on objectivity of such findings in a broader context of the study of energy policy of the EU.
Учёные используют несколько способов поиска научной литературы основного направления в рамках определённых подотраслей науки. Однако надёжность результатов таких поисков может быть подвергнуто сомнению. Эта статья пробует решить эту проблему, применяя два подхода к поиску литературы основного направления на определённую тему. В первом случае был проверен подход к поиску наиболее влиятельных научных публикаций, используя главными критериями такие показатели как сумма цитирования и индекс Хирша. Во втором же случае был применён библиометрический подход, анализируя 90 научных статей на тему энергетической политики Европейского Союза, опубликованных в 2013–2015 гг. Результаты анализа показали, что первый подход предоставляет ненадёжные результаты, потому что они зависят от времени, когда был произведён поиск. В свою очередь, библиометрический подход обеспечивает надёжные результаты, ввиду того, что они не зависят от времени. Благодаря использованию библиометрического подхода, был получен список 28 самых влиятельных научных источников на тему энергетической политики ЕС в 2013–2015 гг. Оба метода используют базу данных ISI Web of Science. В исследовании были использованы статьи только на английском языке. Дополнительно, статья знакомит с потенциалом библиометрического подхода, а также включает в себя общее размышление об объективности полученных данных в более широком контексте исследований на тему энергетической политики ЕС.

The article deals with the issue of an emerging European space of social inequality. It begins with a critical examination of prevalent and unquestioned views on national inequality and the tendency to ignore transnational inequality. The main section of the text identifies new groups that are part of the European inequality regime – among them European Union elites, transmigrants, and transfer groups – and new dimensions of structuration that can be attributed to the Europeanization process such as the marketization and regionalization of inequality. Based on this analysis, the article highlights possible shifts in social cleavages that may lead to a broader reconfiguration of societal conflict structures.

W artykule przedstawiono Europejską Politykę Sąsiedztwa (EPS) jako produkt uboczny zewnętrznego zarządzania Unii Europejskiej. Uznaje ona kluczową rolę granic zewnętrznych w procesie integracji UE. W artykule przeanalizowano komponent graniczny kluczowych dokumentów EPS i odpowiednie komunikaty dotyczące okresu od 2003 do 2017 r. Teksty dotyczące EPS uznają granice zewnętrzne za strefę kontaktu i dynamicznej współpracy. Dokumenty ujawniają imperialistyczne tendencje UE i uznają zarządzanie granicami zewnętrznymi za kwestię wspólnej odpowiedzialności ponoszonej przez Unię i jej partnerów.
The paper considers the European Neighbourhood Policy (ENP) as a byproduct of the EU’s external governance. It identifies the vital role of external borders in the integration processes of the European Union (EU). The paper analyzes the border component of the ENP’s key documents and respective communications covering the period from 2003 to 2017. The ENP texts recognize external borders as zones of contact and dynamic collaboration. The documents reveal the imperialistic incentives of the EU and identify the management of external borders as a matter of joint responsibilities among the Union and partners.

Medical Device Regulation (MDR) entered into force in 2017 and became applicable in 2021. In the context of Europeanization and the European Union (EU) multilevel governance system, regulations are used as a means of unification. EU has gradually increased the degree of convergence in medical devices, even though medical devices pertain to the health sector, which is within the Member States’ competence. Despite MDR being a regulation, its preamble states that its aim is to harmonize rules for the placing on the market and use of medical devices on the EU market. This article analyzes the level of convergence introduced by the MDR and its impact on regulatory complexity. Our findings demonstrate that many relevant elements, such as mandatory CE marking, reached the level of unification, whereas some that are still to become legally effective, such as the European database on medical devices (EUDAMED), went further and reached the highest level – supranational and integral joint administrative capacities. Unlike the expected inverse correlation between EU convergence and regulatory complexity, our findings revealed that due to delays in bringing into effect certain unifying elements, de facto, MDR introduced additional constraints compared to the previous Medical Device Directive (MDD) framework. This leads to the main finding of this research, which is that the MDR convergence increase has led to a conflicting outcome – an increase in regulatory complexity.

Państwa Europy Środkowej, mimo formalnej budowy demokracji liberalnej jako modelu rządzenia, wciąż borykają się z trudnościami. Los demokracji nie jest ostatecznie przesądzony. Pytanie o przyszłość pozostaje otwarte. Autor widzi kilka przyczyn takiego stanu rzeczy. Po pierwsze, idealistyczne podejście do samej demokracji jako panaceum na problemy Europy Środkowo-Wschodniej i błędne założenie, że jej implementacja zagwarantuje powszechną szczęśliwość . Po drugie, jej instrumentalne traktowanie przez dotychczasowe elity. Demokracja ma być gwarancją status quo. Po trzecie, brak implementacji jednej bardzo ważnej zasady – przejrzystości rządów prawa. Autor odnosi się też do znaczenia Unii Europejskiej. Na podstawie europeistycznej teorii top-down i modelu Saturna, analizuje potencjalność zachowań państw Europy Środkowo-Wschodniej w omawianym aspekcie z punktu widzenia oddziaływania Unii Europejskiej oraz skali jej wpływu.
The East-Central European states are still on the difficult way to reach democratic rules, despite the formal construction of liberal democracy as model of government, they still face difficulties. The question of the future is open.

Europeanization processes taking place in Poland have an impact on various areas and subjects of social life. An important direction of studies of these processes relates to their conduct and performance at the local level. Particularly interesting is one aspect of Europeanization, involving the use of EU funds. The emergence of EU funds has had a visible impact on various areas of life and actors at the local level, resulted in a significant extension of the tasks, but the actual making power of local government. In the analysis of transformation of local political cultures account for an important part in the activities undertaken by individual local actors of the ruling elitę. Opening up new sources of funding has created a new instrument of power, has opened new possibilities for action, but also new areas of conflict, control, responsibility for local government entities. Two cases of urban leaders discussed in the article demonstrate that political actors may adopt different strategies to aid funds. Referring to the concept of R. Merton, they can take a morę local orientation or present the character-istics of a cosmopolitan leader. The content of the effectiveness of strategies adopted by the municipal leaders to use EU funds depends on the functioning of the city's political culture, a system of forces and practices. European funds do not appear so in a vacuum, do not also create a completely new reality Be implemented in the field of urban policy, where there they found the actors, relationships, values and modify them, but it is difficult to consider them as a factor that causes rapid, revolutionary change.

RESEARCH OBJECTIVE:The article takes as objective the identification and evaluation of the current state-of-the-art and tendencies of Europeanisation of European businesses and onceptualisation of modelling the Europeanisation process of businesses and their strategies. THE RESEARCH PROBLEM AND METHODS: Although initiated in the political sciences, since the beginning of 21st century the research into the phenomenon of Europeanisation has been more and more confidently entering the economic sciences. The study is based on a typical literature review using the conventional research methods of deduction, reduction, synthesis and theoretical modelling.  THE PROCESS OF ARGUMENTATION: On the one hand, the presented discussions have a character of creative synthesis and systematics of the output of economic sciences within the scope of business Europeanisation, which includes three overlapping areas, namely the theory of the firm,  the theory of internationalisation and the theory of international entrepreneurship, all of them developed both in economics and in management. On the other hand, the work is an attempt of the conceptualization of the business Europeanisation process in the holistic, inter-disciplinary representation. The search for universal determinants and mechanisms of business Europeanisation was determined by several purposes which were achieved in the course of the undertaken research works. RESEARCH RESULTS: The article proposes a conceptual framework to analyse Europeanization of a firm in its business environment, with its internal characteristics such as competitiveness and flexibility to focus on the factors, mechanisms, fields and sense of Europeanization. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Based on the in-depth literature study and as the contribution the Author suggest that Europeanization strategies are assigned into four fields of an adapted internationalization matrix: Pan-European, Sub-European, Euromultiterritorial and Eurominimalistic strategies.

Europeanization is not a new term, but only throughout the recent two decades it has turned into a notion very frequently used in social science. It seems there are two reasons for its success: (1) the intensification of European integration in the late 1980's and (2) the development of the conceptual studies on Europeanization. Numerous theoretical approaches elaborated under the term have stimulated its popularity, yet they have also raised a critical question on the empirical usefulness of the broadly and vaguely defined concept. In the article the concept of Europeanization is taken under scrutiny. Recently developed multiple attitudes to Europeanization are critically discussed and presented with reference to the broader body of the literature on European integration. The considerations end with a short revision of possible empirical usages of the popular term in Polish context. This aim has been triggered by a shortage of references to the widely discussed concept in Polish literature. Polish debate on repercussions of the membership in the European Union may be significantly enriched by a thoughtful reference to the popular, even though controversial concept. Being aware of its shortcomings we can make a better use of its advantages.

The aim of this text is to answer the question to what extent European integration influenced the creation and functioning of the regions in two countries: United Kingdom and Poland. The hypothesis is, based on model of different sources of regional power by A. Bourne, that in both countries the EU impact strengthened regional powers. European integration is shown as one of the factors triggering decentralization reforms in both countries. A pro-regional shift in national politics is explained as a sign of Europeanization of administrative structures and political priorities. There is evidence that European integration empowered regions in the UK and Poland. Sub-national authorities received new competencies, especially regarding regional policy implementation, and can use new channels of participation in the formulation of EU policy. Even if central governments remain to be gate-keepers between regional authorities and the EU, the regional profile has been boosted.
