    The article deals with the complex investigation of the content of the draft Association Agreement with the European Union in the context of military collaboration proceeding from the theory of International Law. Special attention is focused on the issues regarding its influence on the military aspects of the state sovereignty of Ukraine. Four main questions are investigated: Does Ukraine have the obligations of an EU member state in the military sphere under the Agreement? What is the nature of Ukraine’s obligations in the military sphere under the Agreement? Does Ukraine have any legal guarantees that protect its own strategic interests in the military sphere in coordinating its defence policy with that of the EU? Are the sovereign rights of Ukraine in the military sphere taken into account in the institutional framework of cooperation under the Association Agreement? The author comes to the conclusion that the deepening cooperation with the EU under this international agreement does not lead to a limitation of the state sovereignty of Ukraine in the military sphere.

    The victory of Viktor Yanukovych in the presidential election seemed to have normalized the relations between official Kyiv and Moscow. Yet, a number of strategic issues in bilateral relations were not solved. The Ukrainian leaders were deeply concerned about the Russia’s rigid position in the energy sector. The Russian leadership made little concession in Ukraine’s moving toward European integration. Moreover, at the turn of the summer and autumn of 2013, the Russian Federation totally blocked the movement of goods between the two countries for an uncertain period of time, thus forcing official Kyiv to refuse to sign the Association Agreement between Ukraine and the EU. The growing Russian pressure initially provoked resistance from Viktor Yanukovych. The steps he took proved that the pro-European statements of the Ukrainian leadership were about to be carried out. However, the aggravating tension and increasing pressure from Russia and, to some extent, the reluctance of EU leaders to provide financial guarantees to the corrupt Ukrainian leadership, pushed Yanukovych to abandon the European integration altogether.
    Zwycięstwo w wyborach prezydenckich Wiktora Janukowycza sprzyjało normalizacji stosunków między oficjalnym Kijowem a Moskwą. Jednak wiele strategicznych zagadnień w stosunkach dwustronnych nie zostało rozwiązanych. Przywódcy Ukrainy byli niezadowoleni ze sztywnego stanowiska Rosji w sektorze energetycznym. Rosyjskim przywódcom, w przeciwieństwie do tego, nie odpowiadał realny postęp Ukrainy w dziedzinie integracji europejskiej.Na przełomie lata–jesieni 2013 roku Federacja Rosyjska faktycznie całkowicie zablokowała na jakiś czas wymianę gospodarczą między dwoma państwami, zmuszając oficjalny Kijów do tego, aby odmówił podpisania Umowy Stowarzyszeniowej między Ukrainą a UE. Rosnąca presja rosyjska początkowo spowodowała opór ze strony Wiktora Janukowycza. Inicjowane przez prezydenta kroki wskazywały, że proeuropejskie deklaracje ukraińskiego kierownictwa mogą zostać zrealizowane w praktyce. Jednak wzmocnienie i dywersyfikacja presji ze strony Rosji, a do pewnego stopnia niechęć przywódców UE do przyznania skorumpowanym władzom ukraińskim gwarancji znacznej pomocy finansowej, popchnęły Janukowycza do odejścia od kierunku europejskiego.

    Na podstawie art. 8 TUE Unia Europejska ma budować przestrzeń dobrobytu i dobrego sąsiedztwa. Instrumentem realizacji tego zamierzania jest umowa stowarzyszeniowa. Umowa tego rodzaju obowiązuje tymczasowo również w relacjach UE-Ukraina. Jej istotnym elementem jest budowa przestrzeni wolności, bezpieczeństwa i sprawiedliwości (Tytuł III umowy stowarzyszeniowej). Przestrzeń ta skonstruowana została, analogicznie do unijnej polityki PWBS (art. 67 TFUE), wokół swobody przepływu osób, uwarunkowanej współpracą Ukrainy w zakresie zarządzania granicami, migracji, azylu, a także zwalczania i zapobiegania przestępczości. Współpraca ta w grudniu 2015 r. została pozytywnie oceniona przez Komisję Europejską, a efektem tej pozytywnej oceny jest przedłożona w kwietniu 2016 r. inicjatywa prawodawcza Komisji w sprawie zniesienia wiz dla obywateli Ukrainy. Jeśli inicjatywa ta zostanie uchwalona przez Parlament Europejski, a na to wskazują pozytywne raporty komisji parlamentarnych, oraz przyjęta przez Radę, wówczas zniesiony zostanie obowiązek posiadania wiz, jeśli chodzi o pobyty krótkie, tj. do 90 dni. Należy jednak pamiętać, iż zmiana ta nie została powiązania w żaden sposób z prawem do podejmowania pracy przez obywateli Ukrainy w państwach członkowskich UE. Zgodnie z art. 18 umowy stowarzyszeniowej zagadnienie podejmowania pracy jest przedmiotem umów dwustronnych między państwem członkowskim a Ukrainą i prawa krajowego państw członkowskich. Zniesienie wiz dla obywateli Ukrainy stanowi jednocześnie, w świetle statystyk Komisji Europejskiej, największe wyzwanie organizacyjne dla polskich organów władzy państwowej odpowiedzialnych za kontrolę granic oraz imigrację – granica polsko-ukraińska jest najczęściej przekraczanym odcinkiem lądowej granicy wschodniej UE. Tylko w pierwszej połowie 2015 r. została przekroczona 4,7 mln razy.
    In accordance with Article 8 of the Treaty on the European Union the EU shall establish an area of prosperity and good neighbourhood. An association agreement is one of instruments used to achieve this goal. Such an agreement is applied provisionally in relation between the EU and Ukraine. The area of freedom, security and justice (Title II of the Association Agreement) is an important part of this agreement. The area is constructed in the same way like the European Union policy based on the Article 67 of the Treaty on functioning of the European Union, to establish the free movement of persons but in conjunction with the cooperation between the EU and Ukraine with respect to external border controls, asylum, immigration and the prevention and combating of crime. The European Commission gave a positive assessment of the cooperation in December 2015, confi rming that Ukraine successfully met all benchmarks under the Visa Liberalisation Action Plan from 2010. In April 2016 the European Commission proposed to the Council of the European Union and the European Parliament to lift visa requirements for the citizens of Ukraine. The above mentioned amendment does not mean that the citizens of Ukraine will have the right to work in the EU. In accordance with Article 18 of the Association Agreement the mobility of workers is a subject to the legislation in the Member. The Visa Liberalisation will also mean a great challenge for the Polish border and migration administration. The Polish-Ukrainian border section remained by far the busiest section of the EU eastern land border, with an increase of 15.5% during January–June 2015 compared with the first half of 2014.

    Ukraine has redeclared its way to European integration which means the arrangement of not only the information campaign directed at the Ukrainians but the promotion campaign directed at foreign public. A serious communication challenge was caused by the advisory referendum in the Netherlands concerning the ratification of the EU–Ukraine Association Agreement. Ukraine had to counteract the well-organized media campaign held by the Dutch Eurosceptics. The Ukraine’s communication efforts are analyzed within the context of the Dutch referendum, 2016.

    The challenges of the implementation of the provisions of the EU Regional policy in Ukraine are determined in this article. The history of cooperation between Ukraine and the EU in the framework of the EU-Ukraine Association Agreement and Association Agenda are investigated here. The main features of the cross-border cooperation and perspectives of further development of regional policy in Ukraine are described in the article.
    W artykule omawiane są wyzwania związane z wdrażaniem postanowień polityki regionalnej UE na Ukrainie. Szczególną uwagę poświęcono historii współpracy między Ukrainą a UE w ramach układu o stowarzyszeniu. Wyszczególnione zostały najważniejsze cechy współpracy transgranicznej i perspektywy dalszego rozwoju polityki regionalnej Ukrainy.

    Od 2014 roku, po podpisaniu Umowy stowarzyszeniowej z UE, Ukraina dostosowuje swoje ustawodawstwo do wymagań unijnych, w związku z czym stoi przed wieloma wyzwaniami związanymi z wprowadzaniem europejskich zasad i praktyk. Kwestia ochrony konsumentów jest jedną z najtrudniejszych ze względu na jej skomplikowany charakter i duże znaczenie dla wszystkich interesariuszy: państwa, biznesu i konsumentów. Reforma ukraińskiego systemu i polityki ochrony konsumentów jest jednym z kluczowych zadań Rządu Ukrainy. Zmiany te dotkną niemal całą populację kraju, jednak zaprezentowana w niniejszym artykule analiza wskazuje na to, że dostosowywanie ukraińskiego ustawodawstwa w tej dziedzinie do poziomu odpowiadającego standardom europejskim przebiega dość wolno. Autorka dochodzi do wniosku, że zamiast ciągłych zmian w ustawodawstwie dotyczącym praw konsumentów, Ukraina powinna opracować kompleksowy i wyważony model polityki ochrony konsumentów, z należytym uwzględnieniem interesów przedsiębiorstw, państwa, a przede wszystkim konsumentów. Nowelizacja przepisów nie oznacza przecież automatycznej poprawy poziomu ochrony konsumentów w kraju, zwłaszcza w sytuacji, gdy skuteczność wypracowanych środków i mechanizmów ochronnych zależy od szerszych reform wymiaru sprawiedliwości i władzy wykonawczej.
    Since 2014 Ukraine has been implementing the EU–Ukraine Association Agreement in its domestic legal system and facing a lot of challenges introducing European rules and practices into the country’s daily life. The area of consumer protection is one of the most challenging fields due to the cross-cutting nature of consumer protection and its high relevance for all stakeholders: the state, businesses, and consumers. Reforming the Ukrainian consumer protection system and policy is one of the key tasks for the Government of Ukraine. These changes will affect almost the entire population of the country, but – as presented in this article analysis demonstrates – the progress in adjusting Ukrainian legislation in this field to the level needed to correspond to the European standards is moving rather slowly. The author concludes that a comprehensive and well-balanced consumer protection policy model instead of constant amendments to the consumer rights legislation needs to be developed in Ukraine with the proper consideration of the interests of businesses, the state and, first of all, the consumers. Amending the consumer rights legislation does not mean automatically the improvement of the consumer protection level in the country, especially in the situation, when the efficiency of the developed remedies and protection mechanisms depends on wider reforms in judiciary and executive branches in the state.

Podjęto również próbę wyjaśnienia wybranych wydarzeń i decyzji mających wpływ na kształt stosunków na linii UE-Ukraina ze szczególnym uwzględnieniem perspektyw ich rozwoju w kontekście ustaleń zawartych w umowie stowarzyszeniowej oraz w świetle wyborów parlamentarnych i prezydenckich z 2019 roku.
    The article focuses on the prospects for the development of the relations between the European Union and Ukraine. Special attention is paid to the existing trends in the cooperation, the question of the EU in the declarations and programmes of key politicians, as well as system changes in Ukraine. In addition, an attempt is made to explain selected events and decisions affecting the EU-Ukraine relations, with special emphasis on the prospects for their development in the context of the provisions contained in the Association Agreement and in the light of the 2019 parliamentary and presidential elections in Ukraine.

    This article discloses the political, legal, financial, economic, and military aspects of Ukraine-EU cooperation within the EU Common Security and Defense Policy (CSDP). The historical stages, mechanisms of development, special structural and organizational characteristics of the CSDP, and its tools for implementing the tasks that envisage involvement of the third of countries in the cooperation are considered.
