    Opis:
    The Part II of the article on the issue of road charges presents an electronic system used in Poland, i.e. ViaTOLL, its operation, i.e. the charges rates, dependent on the vehicles’ environmental conditions such as EURO classes. Shown are also the changes in the fleet of trucks over a time, in conjunction with their structure of the emission classes. A selective comparison has been conducted of electronic toll rates in force in Poland and a few countries of the Common Europe. The article is summed up by the analysis of the European Commission actions to introduce a uniform system of road charges across the EU, the so-called EETS (European Electronic Toll Service).

    W artykule przedstawiono wybrane problemy dotyczące implementacji europejskiej usługi opłaty elektronicznej EETS w Polsce. Instytut Transportu Samochodowego (IST) prowadził testy projektu pilotażowego - struktura funkcjonalna Krajowego Systemu Automatycznego Poboru Opłat (KSAPO). W skład systemu wchodzą następujące elementy: urządzenia pokładowe OBU, dwie bramki kontrolne, laboratoryjny model krajowej centrali automatycznego poboru opłat KCAPO. OBU automatycznie nalicza opłatę (myto), biorąc pod uwagę kategorię pojazdu (dmc, liczbę osi), klasę emisji spalin oraz przejechany odcinek drogi. OBU jest wyposażone w moduł GPS, GSM oraz DSRC, co zapewnia mu interoperacyjność z innymi systemami EETS w państwach członkowskich UE. System spełnia wymagania dyrektywy 2004/52/EC oraz decyzji KE. System KSAPO rozpoznał wszystkie cztery testowane urządzenia Tripon EU typu GPS/GSM, ponadto francuskie urządzenie OBU - Passango typu DSRC (5,8 GHz) oraz niemieckie Toll Collect (GPS/GSM/IR). Świadczy to o tym, że system KSAPO jest interoperacyjny, może współpracować zarówno z systemami typu DSRC, jak i GPS/GSM, które aktualnie stosowane są w UE. Skuteczność automatycznego wykrywania tablic rejestracyjnych wyniosła 99,9 %. Wskaźnik PDOP wyniósł 91% wartości idealnych (poniżej 1) oraz 8 % znakomitych (poniżej 3). Podczas lokalizacji w systemie GPS dostępnych było od 5 do 11 satelitów, co stanowiło 99% wszystkich pomiarów.
    The paper presents selected issues concerning the implementation of European Electronic Tolling Service EETS in Poland. The Motor Transport Institute conducted tests of the pilot project - the functional structure of the National Automatic Toll Collection System (NATCS). The system includes the following elements: two on-board intelligent devices OBU, two control gates, laboratory model of National Automatic Toll Collection Centre (NATCC). OBU automatically charges a fee (toll), taking into account the category of vehicle (admissible mass, the number of axes), the category of emissions, and distance of road travelled. OBU is equipped with GPS, GSM and DSRC modules, which ensures its interoperability with other EETS systems in EU Member States. The system meets the requirements of Directive 2004/52/EC and the EC Decision. System has recognized not only four OBU Tripon - EU but also obu from Toll Collect (Germany) and Passango from France which approved interoperability among EU. The system is reliable, its effectiveness of Automatic Number Plate Recognition (ANPR) was 99,9%. Tests results showed that in the case of 99% of measurements at least 5 satellites were used for the purpose of location. The test showed that 91% of the PDCP measurements were lower than 1, and 8% had value from 1 to 3.

    Opis:
    This article presents selected issues concerning functional structure of the National Automatic Toll Collection System. The system includes the following elements: two on-board intelligent devices - OBU, two control gates, laboratory model of a National Centre for Automatic Toll Collection (NATCS). Poland and other EU member states should implement the European Electronic Tolling Service - EETS in accordance with the European Commission's decision of 6 October 2009. EETS should be available within three years (2012) for all vehicles over 3.5 tonnes and vehicles carrying more than 9 persons including the driver. This service will be available for other vehicles within five years (2014). Motor Transport Institute has created the structure of NATCS, as a hybrid pilot project to be used in researches on the implementation of the interoperable system in EU. The tests results will be presented in the article - part 2.
    W artykule przedstawiono wybrane problemy dotyczące struktury funkcjonalnej Krajowego Systemu Automatycznego Poboru Opłat - KSAPO. W skład systemu wchodzą następujące elementy: dwa inteligentne urządzenia pokładowe OBU, dwie bramki kontrolne, laboratoryjny model krajowej centrali automatycznego poboru opłat KCAPO. Zgodnie z decyzją Komisji Europejskiej z dnia 6 października 2009 r., Europejska Usługa Opłaty Elektronicznej - EETS, powinna być dostępna za trzy lata (2012) dla wszystkich pojazdów o masie powyżej 3,5 tony lub pojazdów przewożących ponad 9 osób łącznie z kierowcą. Usługa ta będzie dostępna dla pozostałych pojazdów za pięć lat (2014). Instytut Transportu Samochodowego przedstawił interoperacyjny projekt pilotowy, przydatny w badaniach i implementacji EETS w państwach członkowskich UE. Testy projektu pilotażowego KSAPO zostaną przedstawione w kolejnym referacie.

    Th e paper refers to some problems of European Electronic Tolling Service (EETS) implementation in Poland. Motor Transport Institute has developed the structure of the National Automatic Toll Collection System (NATCS). It consists of National Automatic Toll Collection Centre (NATCC), OBU and control subsystem. NATCS system is based on a combination of mobile communications using the GSM-GPRS standard technology, the satellite-based global positioning system (GPS) and 5,8 GHz microwave technology. An innovative element of NATCS is the On-Board Unit (OBU), which automatically calculates the amount of charge due taking into account the vehicle category (admissible weight, number of axles), road distance and the emissions class (ecological aspect). The control subsystem distinguishes between automatic enforcement through control gates, enforcement by mobile teams, and patrol teams. Th is presented kind of system is the best toll solution for Poland because of unique capabilities.

    The paper refers to some standardization and interoperability problems of European Electronic Toll Service (EETS) implementation in European Union. The EETS in the European Union member states is not interoperable due to differences in charging concepts, technology standards, classification and tariff structure, legal and institutional backgrounds. European Commission has taken bold steps to address that issue. The first one was Directive 2004/52/EC of the European Parliament and of the Council 0/29 April 2004 on the interoperability of electronic road toll systems in the Community. The second was decision to launch Europe's own Galileo system. The third was EC decision from 6 October 2009 based on Research Charging Interoperability (RCI) and Common Electronic Fee Collection System for a Road Tolling European Service (CESARE) projects. EETS will be available within three years for all road vehicles above 3.5 tones or allowed to carry more than nine passengers, including the driver. It will be available for all other vehicles within five years. Motor Transport Institute researches in mentioned matters have been presented. With regard to future expansion and development, the satellite-based toll collection system will be a better solution, especially with regard to flexibility when it comes to extending toll collection to every road category, every category of vehicle and, what's more, in terms of cost efficiency in implementation and operation.

    W artykule przedstawiono wybrane problemy interoperacyjności europejskiej usługi opłaty elektronicznej, która jest celem długofalowym KE i opiera się na dyrektywie 2004/52/WE. Interoperacyjność oraz budowa architektury tego typu systemu, powoduje konieczność opracowania norm w zakresie rozwiązań technicznych, proceduralnych, jak również realizacji kontraktów oraz projektów unijnych. Techniczna architektura EETS została zbudowana na podstawie modelu CESARE, w skład którego wchodzą cztery elementy: zarządzający interoperacyjnością, operator opłat, usługodawca oraz usługobiorca europejskiej opłaty elektronicznej.
    The paper refers to some problems of the EETS interoperability, which is a long-term objective of the EC and based on the directive 2004/52/EC. Interoperability and creating this type system architecture is an open framework in Europe, which enables technical, procedural, contractual level and initializing of projects in European Union. EETS technical architecture was built on CESARE model, defines the technical detail of the interfaces for road charging system that corresponds to the interfaces between the business entities that together operate the service: the Toll Charger, the Toll Service Provider and the Service User.

    This article presents tests results of the pilot project - The functional structure of the National Automated Toll Collection System (NATCS). During the tests OBU automatically charged a fee (toll), taking into account the category of vehicle (admissible mass, the number of axes), the category of emissions, and distance of road travelled. OBU is equipped with GPS, GSM and DSRC modules, which ensure its interoperability with other EETS systems in the EU Member States. The system meets the requirements of 2004/52/EC Directive and the EC Decision from the 6-th of October 2009. Tests proved high effectiveness of automatic number plate recognition, being 99,9%. The analyses of PDOP (Position Dilution of Precision) parameters showed that 90% had the value below 1, and 8% value from 1 to 3. Based on tests, the maximum number of satellites for localization was - 11 and minimum - 5, that create value 99%.
    W artykule przedstawiono testy projektu pilotażowego - struktura funkcjonalna Krajowego Systemu Automatycznego Poboru Opłat (KSAPO). Podczas testów sprawdzono działanie OBU, które automatycznie nalicza opłatę (myto), biorąc pod uwagę kategorię pojazdu (dmc, liczbę osi), klasę emisji spalin oraz przejechany odcinek drogi. OBU jest wyposażone w moduł GPS, GSM oraz DSRC, co zapewnia mu interoperacyjność z innymi systemami EETS w państwach członkowskich UE. System spełnia wymagania dyrektywy 2004/52/EC oraz decyzji KE. Testy potwierdziły wysoką skuteczność systemu w zakresie rozpoznawania tablic rejestracyjnych pojazdów, wynoszącą 99,9%. Analiza danych pomiarowych parametru PDOP i ilości satelitów używanych podczas pomiaru wykazała, że dla ponad 90% pomiarów PDOP było niższe niż 1,8% posiadało wartość od 1 do 3. Na podstawie testów stwierdzono, że maksymalna liczba satelitów używanych podczas lokalizacji wyniosła 11, a minimalna 5 (99%).
