Japan 311 earthquake/tsunami and the following nuclear disaster in Fukushima create a strong anti-nuclear public opinion in Taiwan. Thus, the government was forced to seal Taiwan's fourth nuclear power plant at Dragon Gate, wavering its final decision. Nonetheless, the immediate damage caused by the nuclear disaster is far less than earthquake/tsunami. Why should people be scared by the nuclear disaster rather than the huge destructiveness of earthquake/tsunami? Indeed, the real danger after a nuclear disaster is the long-term health risks caused by radiation, but the health risks of unhealthy diet and lifestyle are actually far greater than those from radiation. Since people can accept unhealthy diet and lifestyle, why can't they accept nuclear power plant? Moreover, the climax of anti-nuclear public opinion in Taiwan was not reached at the immediate aftermath of 2011 3/11 earthquake/tsunami but three years later in 2014. Why was it? This article addresses all these puzzles and argues that, anti-nuclear public opinion in Taiwan is the product of lack of knowledge and political manipulation. With more information and without political ideology, the anti-nuclear public opinion in Taiwan will be changed. This argument is later confirmed by the internet questionnaire survey of article.

This paper draws on ethnographic fieldwork to present an account of the current situation of one of the indigenous villages of Taiwan in the face of a natural disaster related interference of the state and non-government organisations, and the struggle of its inhabitants to maintain cultural integrity and socio-political independence. After Morakot typhoon hit the island of Taiwan in August 2009 causing numerous landslides, several indigenous villages including those situated in the mountains' interior, were permanently relocated to the vicinity of the plains and mainstream Han Chinese society. In the process of relocation the government as well as non-government organizations were involved. To the villagers who took an active part in the negotiations process, the new relocation site became an opportunity to unite most of the previously scattered members of the community However the conflicts instigated during the negotiations led several families to refuse relocation. In order to survive in the abandoned village they have returned to traditional mode of subsistence. In their eyes they have become the protectors of their group's traditional territory and sole guardians of the village. Hence by the means of traditional and state provided socio-political structures the villagers have successfully blocked government as well as non-government projects regarding the village, which led to shift of internal authority Through this experience the villagers came to realize increasing sociocultural differences between the mainstream Han Chinese society and their own heritage as well as growing distance between the inhabitants of the original village and the residents of the relocated settlement. Their experience led them to a firm conviction about traditional knowledge to be the guarantor of prosperity and solution to any problems.

Natural disasters have shown humanity in the past and continue to prove the devastating strength of the Earth itself. However, in order to relieve their effects, numerous organisations which cooperate on local, national, and international levels have been appointed. The aim of the article is to outline contemporary international organisations for aid and disaster. Starting with the base structure characteristics, this article will reveal the core mission of international organisations for aid. The analysis will be supported with examples of international cooperation and specific achievements of the organisations including the perspective of the past 8 years. In the conclusions, the author argues that educational and informative actions are necessary to enhance cooperation among different organisations and their stakeholders.

Aim: To present a condensed but inclusive discussion of the nature of the complex global system and the impediments to, but also the advantages of, means of prediction and action in a rapidly declining society to offer a compendium of the potential to assess the difficulty of predicting complex social systems. Research methods: A review and synthesis of research material on: the function of dissipative systems, most specifically the global social system; the means to discern, measure and assess three kinds of energy through functional networks; the intractable difficulties with prediction and agency. Conclusions: Regardless the inherent difficulty in prediction and agency in complex systems, there is a benefit to having some methodology. That is, it is better to understand how the system works, and to be able to identify, if just a short while in advance, what might happen and what responses we might have, and to do that we need to have an organized way to look at things. Originality / value of the article: Offers, to a broad variety of large and small organizations, a brief guide to conceptualizing the global system, its functioning parts and sources of energy, and the imperative and difficulty of predicting and strategizing for changes in a declining system. Implications of the research: There is benefit to a thorough understanding of the complex social system, if it allows prediction and response to system changes. Limitations of the research: It is a “crash course”, and ideas are explored but not exhaustively described. JEL: D91, E71, H12

Purpose: This study focusses on the coordination required between military and non-military organisations during humanitarian disasters.   Design / Research methods: An in-depth case study was conducted of the disaster relief operation after hurricane Matthew on Haiti in October 2016. We investigated the support of the Dutch military organization and its coordination with the non-military relief organizations. We examined coordination issues at operational, tactical, and strategic levels.   Findings: The study shows that no coordination problems occurred at operational level. At the tactical level, cultural differences between military and non-military organizations resulted in coordination problems and deviant perspectives on urgency. At the strategic level, there was a disagreement between the Dutch Ministry of Foreign Affairs and the Dutch Ministry of Defence regarding the Oslo Guidelines. A minority agreed that the guidelines actually apply to military organizations during disaster relief operations.   Practical implications: The coordination between the military organization and the non-military relief organization during disaster relief operations can be improved by promoting common and mutual respect and defining a clear tasks and role fulfilments. A first step to improve the coordination is to get familiarity and clarity on the Oslo Guidelines. Another step for improvement is for the military organization to accept that it has no leading but an assistance role during disaster relief operations.   Research limitations/implications: A single case study limits the external validity of the results, although useful insights were gained. Future research could address the role of the Oslo Guidelines during disaster relief operations. Are these guidelines still valid, should they be updated, and are the sufficiently known by all relief organizations, including the military?  Originality/value of the article: The world is faced with an increasing occurrence of disasters affecting human lives. More lives could be saved when military and non-military organizations would work together more effectively. This is one of the first studies to explore the terms of engagement at the start of relief operations.

Natural disasters are extreme events that result in death or injury to humans, and damage or loss of valuable infrastructure and environment. Such horrible catastrophes affect the village of Maruthamunai in Ampara District. It is situated in the tropical zone. Maruthamunai routinely experiences floods, drought, tsunami and contiguous diseases. The study was undertaken to identify the effects, causes and the disaster management activities. We also prepared a disaster risk map for the Maruthamunai area to identify the affected zone. Several methods are used to analyze this study. These include qualitative and quantitative data that were analyzed using SPSS and Arc GIS application to produce the maps. The study clarified the effects of natural disasters and prepared disaster risk maps to identify safe places. Our work will help to minimize the effects of disaster and will also support better environmental practices to mitigate the problems.

The article discusses longitudinal psychological examinations of victims of the flood that struck the County of Wilków in the Lubelskie Province, Poland, in 2010. Due to the multifaceted character of the research project, only a part of it is presented here, concerning the psychological and environmental variables significant in coping with the effects of the flood. The obtained results, illustrating the subjective importance of the domains described as well as the changes that occurred between 6 and 18 months after the flood, were interpreted in the context of coping with the effects of an ecological disaster. The paper describes the main theoretical conclusions emerging from the research and practical implications for activities connected with broadly understood crisis intervention.

Unijne i natowskie mechanizmy reagowania na katastrofy Celem tego artykułu jest określenie, analiza i ocena roli UE i NATO w międzynarodowych operacjach reagowania na katastrofy. W artykule przyjęto szerokie podejście i omówiono mechanizmy, które mogłyby mieć zastosowanie do tak zwanych klęsk żywiołowych i katastrof spowodowanych przez człowieka. Rozważa się w nim instrumenty, które mogą przyczynić się do realizacji praw osób dotkniętych klęskami żywiołowymi w Europie i poza nią. Wykorzystanie zdolności NATO do reagowania na katastrofy przyciągnęło dotychczas ograniczoną uwagę w literaturze naukowej. Główna hipoteza przewiduje, że NATO zapewnia wartość dodaną w międzynarodowym reagowaniu na katastrofy w odniesieniu do działań ONZ i UE. NATO ze swoim wymiarem transatlantyckim i potencjałem wojskowym jest w stanie pomóc, gdy poszkodowany kraj, sąsiedzi i/lub inne organizacje międzynarodowe nie są w stanie poradzić sobie z potencjalnymi negatywnymi skutkami katastrof naturalnych lub spowodowanych przez człowieka. Przy czym działania UE i/lub NATO w zakresie reagowania w przypadku katastrof nie zastępują działań państw dotkniętych katastrofą, lecz stanowią uzupełnienie ich wysiłków w tym obszarze.

A disaster is a sudden, calamitous event that seriously disrupts the functioning of a community or society and causes human, material, and economic or environmental losses that exceed the community's or society's ability to cope using its own resources. All over the world the impact of disaster is very challengeable. Sri Lanka is not except for it. Landslide, flood, tsunami, drought and accidents are in abundance. Considering the Landslide, Badulla District is often affected by the landslide disaster. Thus, this study aims for this study, primary and secondary data were used. MS Excel 2013 and Arc GIS 10.4 were used to analyze the study. The findings of the study, the cause of physical factors around 40% and around 60% of causes occurred by human factors of landslide. Identify the landslide area measures the landslide, collecting the reports of infrastructure and precautions of landslide are supporting to reduce the effect. When shows the maps using GIS technologies for this landslide area helping to move the people to safe zone. Depth roots plants should be planted in this area to capture the soil and rock that will prevent the slide. Reservoirs must be built after doing the geological examination and geomorphological examination. Using the screed concrete in the base of mountains and making the Gabion walls of the width and height of mountains help to prevent the slide. This method called Geo textile. These solution helps to control the effect from landslide.

Aim/purpose - The aim of this paper is to present a strategy that allows companies to recover from disasters, when creating a supply chain. Furthermore, it also shows the impact on the company's resources that are used in the implementation of the strategy in case of small and big disasters. Thanks to the proposed solution, it is possible to analyze each company individually, as well as in groups, at any given time. Design/methodology/approach - The results were obtained based on a numerical analysis which was performed with the use of MATLAB software. The tests were carried out separately for five companies, as each of them may expect a disaster on any different day. However, the selection of the day when crises occur is carried out in accordance with the probability determined by scientific research. Findings - The research showed that companies using their resources can continue to fulfill their functions as a link in the Supply Chain despite the fact that they react differently to small disasters compared to big ones. This difference occurs since small disasters in contrast to big ones appear in every company much more often. Consequently, it is more difficult for companies to build their wealth in the case of small disasters. The advantage of the proposed approach is that one can freely test which strategy can cause the least losses for the company as well as for the entire supply chain. Research implications/limitations - The analysis carried out shows that companies wishing to develop in conditions of unexpected disasters, that cannot be predicted, should regularly increase their assets because they are needed to implement a strategy that allows them to maintain an appropriate operational level. This approach provides tools that enable the selection of strategies with variable parameters, freely determined during the scientific research. Originality/value/contribution - The paper presents a graphical analysis of the change in the value of resources of a supply chain company over one year period. Such an analysis may be useful for any company that creates a supply chain during the COVID-19 crisis period, which is an unpredictable disaster. The adoption of a Gaussian Pseudo Random Number Generator turned out to be useful as it creates crises days while simulation studies allow us to generate experiments for different data configurations. This paper provides an analysis of small and large disasters separately, which is an approach not presented in the literature.
