Opis:
This article examines problems related to digital trends in economies and societies from two perspectives: the extension of a digital economy to social dimensions, and the role of digital government services in regional cohesion perspectives in Latvia. This methodological approach could serve as a tool for integrating a number of main goals related to the digitalisation trends in the EU, that require support of societies as well as the improvement of social welfare at the regional and national levels. The contribution aims to offer insight into the concept of social investment and innovation as well as co-creation concept and the impact of digitalisation of public services on regional cohesion. The study observes these implications in relation to the need to expand and adapt the content and approach of the digital services implementation. The further digital development as a precondition for diminishing regional and wellbeing divide, facilitating administrative processes for people and entrepreneurs, as well as e-services availability in Latvia is discussed. The article concludes that efficient decision-making related to social investment and innovation for improving social welfare at regional and national levels needs implementation of digitalised services in a wider scale as they inevitably become more important due to the increased digital competitiveness of countries.

Opis:
The necessity of the implementation of the NIS directive resulted in the adoption of solutions and concepts which would regulate the system of cybersecurity in the cyberspace to the Polish legal order. The directive formulates the obligations to ensure cybersecurity of the information systems in the service sectors which have a key meaning for maintaining critical socio-economic activity and thus energy, transport, banking, financial institutions, the health sector, water supplies and digital infrastructure. The act on the national system of cyber-security, which implements the directive, introduces a new concept to the Polish legal order, and thus a key service operator, digital service provider, and defines the organs responsible for cybersecurity, formulating their scope of tasks and mutual relations.

Opis:
The development of information society and continuous demand for fast and efficient administration services rendered for the benefit of citizens call for constant improvement of e-services and automation processes in administrative formalities. This paper evaluates services rendered by public administration based on E-Government Digital Index and then presents online services provided by the Polish Social Insurance Institution (ZUS). The paper also reviews ZUS development strategy for 2021-2025 which is supposed to lift the burden incumbent on the social security premium payers, to fast forward dealings related to administrative matters and, finally, to seal the public finance.

Opis:
Digitalization of public services is a global trend throughout the civilized world. Progressive governments of developed countries are actively implementing initiatives that have been given a very young acronym – GovTech. These are the latest digital technology solutions that make the work of the state more efficient and the lives of citizens easier. Implementation of the GovTech policy is a priority for many international projects and programs: Lisbon Council, Digital Europe, European Blockchain Partnership (EBP), International Association for Trusted Blockchain Applications (INATBA), DT4UA. The purpose of the article is to form a general vision of the current trend of GovTech policy implementation, using Ukraine as an example for the period of 2020-2023. In order to achieve the goal and formulate reasonable results, the study was structured in three sections: 1) Digitalization of Ukraine: introduction of modern digital technologies; 2) Ukraine’s participation in international digital projects; 3) Sharing Ukraine’s digitalization experience with other countries. The study has led to a number of conclusions. The ideology of GovTech is a two-vector message to humanity about the future: where instead of analog officials and certificates, “PaperLess” will work, and instead of cash currency “CashLess” – CBDC / cryptocurrency in a smartphone. Digital public services in a smartphone, and even a citizen’s passport, are already GovTech realities confirmed by the Ukrainian digital project “DIJA”. Ukraine’s successful experience in forming a GovTech e-state has begun to spread actively in other European Union countries (code name: “DIJA”). This shows a trend towards the development and formation of a precedent for the international GovTech format, in the form of a certain future standard (we are sure that this will be developed and researched). However, this study has shown that there are legal difficulties on the way to creating a precedent for the formation of the international GovTech format in Ukraine. The introduction of the intergovernmental GovTech format requires separate legal regulation and consideration of the issue of a fair balance of bilateral state agreements when it is introduced, which also lack relevant legal developments.

Celem artykułu jest przedstawienie stanu udostępnienia i stopnia wykorzystania elektronicznych usług publicznych. Porównane zostały dostępne dane dotyczące usług e-government dla czterech krajów Unii Europejskiej. Do analizy wybrano dwa kraje tworzące UE, czyli Francję i Wielką Brytanię, oraz po jednym z grupy przystępujących późniejszym czasie, czyli Polskę i Bułgarię. W analizie uwzględniono poziom użytkowania usług cyfrowych w kontaktach z administracją publiczną oraz opisano, w jaki sposób świadczone są usługi na portalach administracji centralnej, cyfrowe usługi związane z zeznaniami rocznymi PIT oraz wybrane usługi medyczne.
The article presents the state of providing online public services. There were compared the available data about some e-government services for the four countries of the European Union. The analysis concerns two countries founding the EU, namely France and United Kingdom, and one of the groups of countries joined later – Poland and Bulgaria. The analysis takes into account the level of using digital services in dealing with the public administration (for citizens and enterprises) and describes how services are provided on the central government portals, digital services related to declarations for the personal income taxes and selected medical services.

Opis:
The public sphere which is the closest to the inhabitants is managed by the local government. The legislator entrusted this local government with a number of tasks that should certainly be defined as basic from the point of view of the local and regional communities. These tasks having the nature of a public interest include also tasks related to telecommunication. The local government units as entities financed to a large extent from the public funds could abuse their market position by competing with telecommunication companies, therefore, they were obliged by the legislator to comply with the rules of the market game, including fair competition. They cannot, therefore, abuse their position in the scope of telecommunication activities or in the case of developing telecommunication infrastructure or sharing it with others.

Powszechna cyfryzacja sektora e-usług stanowi współcześnie podstawę rozwoju społecznego i gospodarczego. Rozwój e-administracji stanowi jeden z kluczowych czynników procesu budowy społeczeństwa informacyjnego. W artykule został przedstawiony poziom korzystania z e-usług administracji publicznej w Polsce i krajach UE-28. Analizie podlegały dane empiryczne GUS i Eurostat z lat 2008–2015. Skala korzystania z elektronicznego kanału kontaktów obywatel – urząd jest w Europie mocno zróżnicowana. Termin „społeczeństwo informacyjne” rozumiane jako powszechność korzystania zarówno z Internetu, jak i z e-usług administracji dotyczy takich krajów jak: Dania, Estonia, Norwegia, Finlandia i Holandia, gdzie odsetek osób korzystających z e-usług w 2015 r. wynosił 88% – 75%. Obywatele polscy w rankingach z tego obszaru aktywności wypadają zdecydowanie słabo, znajdując się na ostatnich lokatach.
Common digitization of the e-services sector currently represents the basis for social and economic development. The development of e-administration is one of the key components of the process of building an information society. The paper presents the level of using e-services of public administration in Poland and EU-28 countries. The analysis covers empirical data of the GUS and Eurostat from the years 2008–2015. The scale of using the electronic citizen – office contact channel is very diverse in Europe. The term ”information society” understood as the universal character of using both the Internet and e-services of administration refers to such countries as: Denmark, Estonia, Norway, Finland and the Netherlands where the percentage of people using e-services in 2015 amounted to 88%–75%. Polish citizens in rankings in this area of activity turn out to be definitely weak, placed at the last positions. The paper attempted to point out some objective factors that explain this state of affairs. It turned out that the low level of use is determined and depends on the age of Internet users, level of education, place of residence or income earned in the household. The most advanced in electronic administration services is the population of young people (aged 25-44) and people with a higher level of education. Also high income and inhabitancy in large cities represent determinants of a higher percentage of those using the Internet and e-administration services. Those digitally excluded from this area, one is trying to activate through digital programs implemented since 2001, including the latest ”Integrated State IT Implementation Program” adopted in 2016.

The authors of this article focus on the analysis of safety weaks of digital signature schemes used within e-Government service in condition of Slovak republic. Main part is orientated on the possibility of attacks on eID card with using RSA digital signature scheme what was in the last months very frequently medialized in Slovakia. In the practical part on the base of mathematically description is analysed possible weaks of RSA digital signature schemes especially complexity of factorization problems dependence of length of key is describe and compare with more effectiveness ECDSA scheme. On the base of studies the authors mentioned the recommendations for parameters selection of very often used digital signature schemes focus on access to safety-critical applications supported during process of digitalization of e-Government in Slovak republic.
