In later years after annexation of Crimea, ongoing conflict in Ukraine and Brexit defence is the most discussed issue among politicians and on mass media, because the main question is how to secure European Union (EU) from potential external aggression of Russia? Concerning defence of Europe, we need to take in to the consideration not only North Atlantic Treaty organization (NATO), but also EU Common Security and Defence policy (CSDP). NATO has a major impact on its member states – mostly European countries, but at same time a significant role in European security and defence should be given to CSDP. In Latvia’s case defence policy is based on NATO and most of the case studies about Latvian defence are related to NATO role, but at same time, because of changing threats for EU, it is necessary to pay more attention to CSDP role and impact on Latvia’s defence. Therefore, this paper will describe Europeanisation from theoretical perspective by focusing on top-down Europeanisation, it will provide a historical background of EU CSDP and analysis top-down Europeanisation impact on the Latvian defence policy. This paper is based on Europeanisation theoretical framework, analysis of Latvian national security and defence strategic documents, Latvian legal acts concerning defence, data about Latvian participation in EU missions and Battle groups etc

This article proposes that a small state’s approach to total defence will be strong influenced by the nature of its strategic environment. It compares the defence approaches of Poland and New Zealand to identify whether the different contexts of their strategic environments necessitate divergent strategies for defending their state. The theory of population ecology of organisations will be used to frame the different options available to small states in their strategic environments and applied to the cases in order to explain their different approaches to total defence.

The defence industry is one of the few remaining industrial islands in the sea of the deindustrialized Polish economy. Given the need to conduct a creative industrial policy, which has been imposed through membership of the EU common market, as well as the opportunities that emerge as a consequence of the defence modernization programme of the Polish Armed Forces, that potential should be adequately utilized for the purposes defined by the state’s security policy, as well as of the need to rebuild the productive, research and educational potential of the Polish economy. That, in turn, requires not only better procedures (reinstating the government’s committee on defence issues) better cadres, as well as an ability to manage an informal network of interdependent interests of the different sectors of economy and administration.
Przemysł zbrojeniowy jest jedną z nielicznych przemysłowych wysepek zdezindustrializowanej gospodarki Polski. Wobec politycznej konieczności prowadzenia kreatywnej polityki przemysłowej w ramach wspólnego rynku Unii Europejskiej, a także szans, jakie daje program modernizacji Sił Zbrojnych RP, potencjał „zbrojeniówki” powinien być odpowiednio wykorzystany zarówno do celów bezpieczeństwa państwa, jak i odbudowania potencjału wytwórczego, badawczo-rozwojowego czy edukacyjnego naszej gospodarki. Powodzenie takiej operacji wymaga jednak dalekosiężnej i przemyślanej polityki Ministerstwa Obrony Narodowej oraz umiejętności jej skoordynowania z politykamiprojektowanymi przez Ministerstwa Gospodarki, Skarbu Państwa i Nauki. To z kolei wymaga nie tylko lepszych procedur (reaktywacja międzyresortowego ciała w rodzaju Komitetu Spraw Obronnych Rady Ministrów), lepszych kadr, ale także umiejętności stworzenia nieformalnych sieciowych powiązań interesów różnych sektorów gospodarki i administracji. Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

The purpose of this paper is to discuss the dilemma NATO has faced since February 2014 in its defence policy regarding the Baltic States. If NATO pursues a policy of deterrence, it might trigger war because Russia, the would-be deteree, may perceive actions taken by NATO as not intended to strengthen deterrence but rather to intimidate or coerce it. If it pursues an alternate policy of leaving the Baltic States visibly undefended, it might trigger war because Russia may see this as a sign of weakness and a gap to be exploited. This article investigates the logic of the dilemma, before considering whether NATO’s choice, made at the Warsaw Summit of July 2016, is working as intended. Ultimately, we cannot predict the answer and, therefore, we should consider all possible outcomes, including those which lead to a defensive war in the Baltic States.

As a consequence of Russia’s aggressive actions – initially with regard to the annexation of Crimea, and the beginning of the armed conflict in eastern Ukraine in 2014 – many European Union countries have revised their current security and defence policies. The ongoing Russian invasion of Ukraine, initiated on 24 February 2022, only strengthened this tendency. For Poland, one of NATO’s major eastern flank states, the need to improve the management of national security that corresponds to the challenges and threats that lie ahead has become self-evident. The goal of this article is to look at the assumptions of the defence policy of the Republic of Poland, and to evaluate the country’s defence potential based on the implemented modernisation schemes.

In this article, the author analyses types of Europeanisation: top-down, bottom-up, horizontal, circular, and looks at Latvian involvement in the EU CSDP capability project - EU Battlegroups. Additionally, the author analyses the EU CSDP strategies in 2003 and 2016 with emphasis on key threats and key directions of action for the security of the EU. If it is necessary, EU Battlegroups can become involved to secure the EU. In the article, the author examines Latvian involvement in EU Battlegroups and changes in political planning documents and legal acts regarding EU Battlegroups. The author shows that for the future, it is necessary to involve an EU Battlegroup in real action in the area of operations, and that it is necessary to initiate discussions on a possible review and evaluation of the format of the EU Battlegroup.

Poland’s reaction to the proclamation in 1999 by the European Union – the European Security and Defence Policy (ESDP), was restrained, and even critical. However, after the accession to the community, the authorities of Poland have started engaging in shaping and carrying out this policy. Poland is participating in building assets and capabilities of ESDP: in the process of European rapid reaction forces generation, in creation of “battle groups”, in work of the European Defence Agency, and in building of ESDP civilian capabilities. It is engaging in the EU crisis management operations,military and civilian missions. During last years Poland is showing high activity in favour to strengthening the Common Security and Defence Policy (new name of ESDP after Lisbon Treaty); it gave the evidence of that at the time of the Presidency of the EU Council in the second half of 2011. In matters of strengthening the CSDP Poland cooperates closely with Germany and France within the framework of the Weimar Triangle.

For several years now, Poland has been pursuing a policy in this area that is not fully accepted by EU countries. This paper is intended to show the need for a more harmonized EU defence policy, until its unification. Available research methods have been adopted, namely, historical, statistical, comparative and descriptive. The Bundeswehr, the armed forces of the Federal Republic of Germany, which was one of the strongestarmies in NATO during the Cold War, is currently in serious crisis. After the reunification of Germany, thenumber of soldiers was quickly reduced and the defence spending dropped to 1.2 percent of the GDP. In2004, the doctrine of using the Bundeswehr changed too. It was concluded that there was no risk of anattack on the German territory, so general conscription was abandoned and the supplies of weapons andammunition needed for mobilization were liquidated. The army was to specialise in peace and stabilisationmissions in endangered areas of the world. However, at present, Germany has far fewer soldiers on missionsthan, for example, France and Great Britain, and it consistently refrains from joining missions during which itis likely to participate in real combat operations. At present, the German army does not have a single brigadecapable of taking part in a combat, and a small number of Luftwaffe airplanes and helicopters are technicallysound, including Marine vessels. The situation of the Bundeswehr is complicated by the widespread pacifismin German society and the resulting lack of trust in, and aversion to the military.

Defence policy has recently become one of the components of the external dimension the European Union policy, reflecting, in a sense, on the need to be a strategic player in international relations and not only in economic matters. This article presents the evolution of this policy from the 90s to the present solutions. The starting point is a treaty analysis of the principles presented in each document starting with the Maastricht Treaty to the decision in the Treaty of Lisbon. In addition, the specificity of the EU as an international legal entity, and the procedure for deciding on external issues was shown.
Polityka obronna stała się w ostatnim czasie jednym z komponentów wymiaru zewnętrznego Unii Europejskiej odpowiadając niejako na zapotrzebowanie bycia graczem strategicznym na arenie międzynarodowej nie tylko w kwestiach ekonomicznych. Artykuł przedstawia ewolucję wymienionej polityki od lat dziewięćdziesiątych XX wieku po rozwiązania obecne. Punktem wyjścia jest analiza traktatowa zasad zaprezentowanych w poszczególnych dokumentach, począwszy do Traktatu z Maastricht po Traktat z Lizbony. Ponadto ukazana została specyfika UE jako podmiotu prawnomiędzynarodowego i procedury decydowania w sprawach zewnętrznych.

The aim of the presented paper is to depict the approach of the European Union and its member states towards security in the countries belonging to the Visegrad Group. For V4 countries it is vital to implement such a policy that would make Western Europe aware of the threat and exert political pressure on the countries of the so-called old Union (in particular on France and Germany) to assume a greater responsibility for security and peace in the world as an international organisation and support all actions designed to establish real and effective common defence policy of the EU. Indeed, state security is presently ensured not only by the armed forces of a given country but also through the assurance of obtaining effective assistance (of different kind) from other states and international organisations guaranteed by international agreements.
