W artykule przedstawione zostały problemy modelowania, projektowania i integracji systemów wspomagania dowodzenia. Omówione zostały w szczególności zagadnienia teleinformatycznej platformy integracji rozproszonych systemów dowodzenia oraz wymiany danych w rozproszonej symulacji działań bojowych, metody wspomagania dowodzenia w procesie planowania działań operacyjnych, metody tworzenia i udostępniania jednolitego obrazu pola walki. Pracę kończy opis przykładowego systemu wspomagania decyzji na potrzeby zautomatyzowanych systemów dowodzenia SZ RP oraz wnioski wynikające z przeprowadzonej analizy dotyczące w szczególności sieciocentrycznych aspektów w systemach wspomagania decyzji na potrzeby zautomatyzowanych systemów dowodzenia.
The paper deals with some problems of modelling, designing and integration of command support systems. In the focus of our attention are aspects of a telecommunication and information platform for integration of distributed command systems and data interchanging in heterogeneous simulation of combat simulation. Moreover there are described the methods of decision support in a planning process of operational tasks, the methods of creating and sharing a common operational picture (COP) of a battle space. Finally, there is presented case study of decision support system for support of automated command system (C4I) which has been put into practice in Polish Armed Forces. Conclusions deals with network centric aspects of decision support in command systems.

Opis:
The subject of this work is the defence planning of a point target against an air attack. The defence system is decomposed into a number of sectors. A direct method of coordination is used at the upper level, while the sectors use a discrete-time event-based model and the description of uncertainty by multiple scenarios of an attack. The resulting problems are solved using linear programming. A comparison of two coordination strategies for realistic attack scenarios and an analysis of effectiveness are provided.

Decision Support Systems (DSS) are computer-based tools which can assist managers of different disciplines, local governments, investors and other stakeholders to simulate, evaluate, and/or optimize management alternatives. This study aims to elaborate and develop a concept design of a DSS and explore the possibilities which it offers in selecting the most optimal Clean Coal Technology for a given location in the Upper Silesian Coal Basin. The implementation of CCT is a very complex process and is characterized by the interaction of many factors such as: economic, environmental, legal and social therefore, as a consequence the decision-making becomes intricate. The study consisted and relied on the draw-up structure, the determination of fundamental components of the DSS and the generation of recommendation reports. Furthermore, the identification of the DSS user’s needs was carried out along with the classification of the main groups of users, which have a direct impact on the implementation processes of the CCT in the Upper Silesian Coal Basin.
System wspomagania decyzji (SWD) jest narzędziem komputerowym, który może pomóc menadżerom z różnych dyscyplin, przedstawicielom środowisk samorządowych i innym zainteresowanym stronom w przeprowadzeniu symulacji, ocenie i/lub optymalizacji procesu zarządzania. Prowadzone badania mają na celu opracowanie i stworzenie projektu SWD, który okaże się pomocny w wyborze optymalnej technologii czystego węgla dla danej lokalizacji w Górnośląskim Zagłębiu Węglowym. Implementacja technologii CTW jest bardzo złożonym procesem i bazuje na interakcji czynników: ekonomicznych, środowiskowych, prawnych i społeczne w związku z tym, w wyniku czego podejmowanie decyzji w tym zakresie staje się skomplikowane. W pracy opisano strukturę systemu, określono podstawowe elementy SWD i uwzględniono generowania raportów rekomendacyjnych. Ponadto zidentyfikowano potencjalne grupy użytkowników SWD, mających bezpośredni wpływ na procesy implementacji WTC w Górnośląskim Zagłębiu Węglowym. Przeprowadzono również identyfikację potrzeb użytkowników systemu.

Praca porusza zagadnienia dotyczące aktualnych możliwości informatycznego wsparcia podejmowania decyzji w procesach eksploatacji przenośników taśmowych. Przedstawiono dotychczas stosowane rozwiązania systemów zarządzania eksploatacją maszyn w polskim górnictwie, a następnie zaprezentowano idee prototypu systemu zarządzania eksploatacją przenośników taśmowych budowanego w oparciu o narzędzia klasy Business Inteligence, wspierającego podejmowanie decyzji na dowolnym szczeblu zarządzania i umożliwiającego szybki dostęp do zaawansowanych, wielowymiarowych analiz. Przedstawiono koncepcję budowy systemu oraz przedstawiono zalety przyjętej technologii informatycznej, uwzględniającej także przestrzenny opis infrastruktury technicznej. Ponadto przedstawiono przykładową strukturę danych opisowych zawierającą warstwy systemu dotyczące elementów infrastruktury, zdarzeń jak również reguł zarządzania, które stanowią wytyczne strategii racjonalnego utrzymania przenośników taśmowych.
The paper deals with the latest developments in the field of computerized maintenance management system for a belt conveyors system. Some of existing in mining industry computer based systems are presented and discussed. It is showed that there is a need to build a comprehensive computerized tool for example based on a Business Intelligence software that will be able to store, process and quickly analyse data and use extracted information for decision making. A concept of such system is presented in the paper, moreover several advantages of the proposed approach is discussed. The crucial part of the system are data stored in data base - proposals of data structure organized in layers and some examples of decision using these data are also shown.

Systemy wspomagania decyzji (SWD) w praktyce zarządzania nie są niczym nowym. Początek ich stosowania datuje się na połowę zeszłego wieku, ale w procesie ich rozwoju znacznie poszerzył się zestaw metod, które są wykorzystywane, aby ułatwić decydentom dokonywanie wyborów. Metodologia wspomagania decyzji opiera się przede wszystkim na logicznym wnioskowaniu oraz racjonalnych przesłankach ich podejmowania. Najnowsze badania interdyscyplinarne, prowadzone pod szyldem neuronauki poznawczej, pokazują jednakże, że bardzo istotne przy podejmowaniu decyzji są czynniki behawioralne i emocjonalne. Niestety, współczesne systemy wspomagania decyzji nie uwzględniają w wystarczającym stopniu tych aspektów. Zastosowanie technik neuronauki wydaje się jednak bardzo obiecującym kierunkiem rozwoju SWD. Celem artykułu jest analiza możliwości, jakie niesie ze sobą wykorzystanie narzędzi neuronaukowych w ramach systemów wspomagania decyzji, i wskazanie potencjalnych korzyści wypływających z uwzględnienia pozaracjonalnych determinant dokonywanych wyborów w procesie decyzyjnym.
Decision support systems (DSS) in management practice are nothing new. Their use dates back to the mid of the last century, but in the process of their development they have been greatly expanded with set of methods that are used to help policy makers to make choices. The methodology of decision support is based primarily on logical reasoning and reasonable grounds of their making. Recent interdisciplinary research, conducted under the name of cognitive neuroscience show, however, that very important factors in decision making process are also behavioural and emotional. Unfortunately, modern decision support systems do not sufficiently take into account these aspects. The use of neuroscience techniques seems to be a very promising direction in the development of the DSS. This article aims to analyse the possibilities offered by the use of neuroscience tools within the decision support systems and to identify potential benefits of taking into account non-rational determinants of the choices made in the decision making process.

There many decision problems where numerous partial achievement functions are considered impartially which makes the distribution of achievements more important than the assignment of several achievements to the specific criteria. Such models are generally related to the evaluation and optimization of various systems which serve many users where quality of service for every individual user defines the criteria. This applies to various technical systems, like to telecommunication ones among others, as well as to social systems. An example arises in location theory, where the clients of a system are entitled to equal treatment according to some community regulations. This paper presents an implementation of decision support framework for such problems. This platform is designed for multiple criteria problems analyzed with the reference distribution approach. Reference distribution approach is an extension of the reference point method.

The article presents the application of the decision tree classifier to the acute abdominal pain diagnosis. The recognition task model is based on a decision tree. In this model the decision tree structure is given by the experts. For the assumed structure of the decision tree the locally optimal strategy is considered. The problem discussed in the work shows a selection of different classifiers (parameters) to the internal nodes of the decision tree. Experiments conducted for selected medical diagnosis problem shows that the use of different parameters for k-NN classification can improve the quality of classification in comparison with the situation if it is used with the same parameter for all internal nodes of the decision tree.

The article presents a proposition of a universal model of knowledge conflict resolving using consensus methods, which can be used in a multi-agent decision support system. Knowledge conflicts often appear, when individual agents generate different solutions of the same problem. It is very difficult for the user – decision-maker to make a good decision because the analysis of solutions generated by agents is very time-consuming and the decision must be made quickly. Moreover, selecting one of the decisions on the basis of the experience of the decision-maker is very risky, because he/she could choose the worst solution. Consensus methods, however, allow to agree, on the basis of the solutions generated by agents, one solution, which is a compromise. As a consequence, reducing the time and decreasing the risk level of the decision taking process, to enable the functioning of the enterprise in more flexible.

There are advantages in considering the routing problem in integrated communication networks as a multiobjective shortest path problem, having in mind to grasp eventual conflicts and trade-offs among distinct objectives and quality of services (QoS) constraints. On the other hand the utilisation of dynamic routing methods in various types of networks is well known to have significant impact on network performance and cost, namely in overload and failure conditions. This paper presents the detailed formulation of a proposal of a multiple objective dynamic routing method (MODR) of periodic state dependent routing type, enabling to represent distinct QoS related metrics and requirements in a consistent manner. The MODR method present formulation is based on a multiple objective shortest path model with constraints and is prepared to use implied costs as one of the metrics. Alternative paths tor each traffic flow are changed as a function of periodic updates of certain QoS related parameters estimated from real time measurements on the routes and trunks of the network. Such paths are computed by a specialised and efficient variant of a bi-objective shortest path constrained algorithm, developed for the MODR, enabling to incorporate flexible requirements on the QoS metrics. The architecture of the routing system is discussed together with the features of its main modules. An illustrative example of application of the MODR path calculation module to a circuit-switched type network using blocking probability and implied cost as metrics, is also presented, considering different overload conditions.

Effective decision-making in industry conditions requires access and proper presentation of manufacturing data on the realised manufacturing process. Although the frequently applied ERP systems allow for recording economic events, their potential for decision support is limited. The article presents an original system for reporting manufacturing data based on Business Intelligence technology as a support for junior and middle management. As an example a possibility of utilising data from ERP systems to support decision-making in the field of purchases and logistics in small and medium enterprises.

The dynamic development of additive manufacturing technologies, especially over the last few years, has increased the range of possible industrial applications of 3D printed elements. This is a consequence of the distinct advantages of additive techniques, which include the possibility of improving the mechanical strength of products and shortening lead times. Offshore industry is one of these promising areas for the application of additive manufacturing. This paper presents a decision support method for the manufacturing of offshore equipment components, and compares a standard subtractive method with an additive manufacturing approach. An analytic hierarchy process was applied to select the most effective and efficient production method, considering CNC milling and direct metal laser sintering. A final set of decision criteria that take into account the specifics of the offshore industry sector are provided.

We propose a decision support framework (DSF) assisting insulin therapy of diabetic children. Our DSF relies on a medical treatment graph (MTG), which models and graphically represents clinical pathways. Using the MTG, it is possible to plan and adapt medical decisions dependent upon the current health state of a patient and the progress of the treatment. Our MTG fits well with the requirements of clinical practice. The presented work is a cooperative effort of researchers in computer science and medicine. The MTG model has been thoroughly tested and validated using real-world clinical data. The usefulness of the approach has been confirmed by physicians.

One of the most difficult tasks encountered when implementing waste management practices in Turkey involves the selection of the most suitable area for a landfill. The Geographic Information System (GIS) which possesses the ability to imitate and process economic and environmental constraints, presents itself as a useful and effective decision support tool. This study will utilize the GIS to determine feasible alternative landfill areas on the European side of Istanbul, which has a high density population, showing that accurate selection results can be achieved at lower cost.

Opis:
W artykule autorzy przedstawiają możliwości wykorzystania systemów wspomagania decyzji w procesie integracji zarządzania działaniami ratowniczymi. Autorzy starają się zarówno przedstawić, w jaki sposób integracja i wykorzystanie narzędzi informatycznych odbywa się obecnie, jak i nakreślić możliwości rozwoju tego typu zastosowań informatyki w przyszłości. Analiza prowadzona jest głównie w oparciu o polskie realia, ale autorzy prezentują również międzynarodowe doświadczenia w zakresie wykorzystania systemów informatycznych w integracji zarządzania systemami ratowniczymi. Część utylitarna artykułu bazuje na doświadczeniach Stanisława Drosio zdobytych w czasie wdrażania pewnych elementów opisywanych narzędzia w powiecie Wodzisław Śląski.
The article describes the possibility of using computer support for the decision-making and in-formation processes in the rescue system in Poland. The authors also describe the future development trends of decision support systems in crisis management, which is a kind of the next stage of IT development in the management of rescue systems. The paper also describes the existing research and the development of computer technology used in the administration of emergency based on the case studies of tools and systems. The analyses are focused on Polish reality, but also the tools implemented in the European Union and the United States of America are described. The article is based on the research conducted by Stanislaw Drosio during the projects of building and implementing the described IT tools in Wodzislaw Slaski district.
