Opis:
Based on the principle of synthesizing the matrix of transitional probabilities, processes of decision-making support by means of the truncated procedures of type (k/n)n (k≤n) are considered. Obtained expressions for calculating the time-efficiency of the processes of decision support using procedures type (k/4)4 are shown. There are given calculated by the expressions obtained data time efficiency, which will enable a quantitative comparison between different procedures and select the best of them on the basis of specific practical tasks.

During the previous two decades liner carriers within maritime shipping have broken the barriers from being pure transportation providers towards being logistics service providers. Most of the top 20 liner carriers worldwide hale set up spin-offs providing services from local booking up to 3rd party logistics services, combining the business advantages of tight linkages with liners together with the negotiation freedom with demanding customers by providing an extension of service coverage. Economical evaluations of transocean routes and global networks are of interest for decision makers responsible for business strategies as well as for operations. It is crucial to achieve appropriate judgements about which liner routes are profitable and how to build better service networks so that the companies' brand could be attractive to, e.g., ship- pers, including exporters, importers and forwarding agents. In this paper we discuss the corresponding trade-offs as well as related decision support systems of relevant service providers and companies.

Opis:
A calculation model of teaching costs in a university is a system of guidelines, notions and relations to facilitate an assessment of the costs generated by individual university departments, majors, subjects etc. The existing calculation models based on the assessment of costs with the use of precision data prove to be ineffective in practice. The major drawback of these systems is the fact that it is not possible to take into account non-precision data in relation to cost generating factors (e.g. the number of didactic groups, hourly rates etc.). This article presents the author’s own proposal of a cost calculation model based on the formalism of fuzzy logics (with the use of the L-R representation). On the basis of the model proposed, it is possible to assess the costs of an academic subject with imprecise information concerning cost generating factors, or the values of those factors are assessed which imply the values set of the cost of a subject.

There are advantages in considering the routing problem in integrated communication networks as a multiobjective shortest path problem, having in mind to grasp eventual conflicts and trade-offs among distinct objectives and quality of services (QoS) constraints. On the other hand the utilisation of dynamic routing methods in various types of networks is well known to have significant impact on network performance and cost, namely in overload and failure conditions. This paper presents the detailed formulation of a proposal of a multiple objective dynamic routing method (MODR) of periodic state dependent routing type, enabling to represent distinct QoS related metrics and requirements in a consistent manner. The MODR method present formulation is based on a multiple objective shortest path model with constraints and is prepared to use implied costs as one of the metrics. Alternative paths tor each traffic flow are changed as a function of periodic updates of certain QoS related parameters estimated from real time measurements on the routes and trunks of the network. Such paths are computed by a specialised and efficient variant of a bi-objective shortest path constrained algorithm, developed for the MODR, enabling to incorporate flexible requirements on the QoS metrics. The architecture of the routing system is discussed together with the features of its main modules. An illustrative example of application of the MODR path calculation module to a circuit-switched type network using blocking probability and implied cost as metrics, is also presented, considering different overload conditions.

This study provides a systematic review of the existing academic literature describing the key components of eMaintenance. The current literature is reviewed by utilizing a number of academic databases including Scopus, SpringerLink and ScienceDirect, and Google Search is used to find relevant academic and peer-reviewed journal articles concerning eMaintenance. The literature describes eMaintenance as an advanced maintenance strategy that takes advantage of the Internet, information and communication technologies, wireless technologies and cloud computing. eMaintenance systems are used to provide real time analyses based on real time data to offer a number of solutions and to define maintenance tasks. The collection and analysis of appropriate maintenance and process data are critical to create robust ‘maintenance intelligence’ and finally improvements in manufacturing costs, safety, environmental impact, and equipment reliability. This paper describes how the scientific discussion on eMaintenance has expanded significantly during the last decade, creating a need for an up-to-date review. As a conclusion, three research gaps in the area of eMaintenance are identified, including evaluating the benefits of eMaintenance, agreeing on a comprehensive definition, and developing tools and structures for cooperative eMaintenance.

Multi-criteria decision-making (MCDM) methods are associated with the ranking of alternatives based on expert judgments made using a number of criteria. In the MCDM field, the distance-based approach is one popular method for receiving a final ranking. One of the newest MCDM method, which uses the distance-based approach, is the Characteristic Objects Method (COMET). In this method, the preferences of each alternative are obtained on the basis of the distance from the nearest characteristic objects and their values. For this purpose, the domain and fuzzy numbers set for all the considered criteria are determined. The characteristic objects are obtained as the combination of the crisp values of all the fuzzy numbers. The preference values of all the characteristic object are determined based on the tournament method and the principle of indifference. Finally, the fuzzy model is constructed and is used to calculate preference values of the alternatives. In this way, a multi-criteria model is created and it is free of rank reversal phenomenon. In this approach, the matrix of expert judgment is necessary to create. For this purpose, an expert has to compare all the characteristic objects with each other. The number of necessary comparisons depends squarely to the number of objects. This study proposes the improvement of the COMET method by using the transitivity of pairwise comparisons. Three numerical examples are used to illustrate the efficiency of the proposed improvement with respect to results from the original approach. The proposed improvement reduces significantly the number of necessary comparisons to create the matrix of expert judgment.

This article presents the problem of consensus determining postulates defined in decision support systems. The consensus determining methods and the general postulates for consensus estimation and their characteristics are presented in the first part. Next, the definitions of new postulates pertaining to decisions support systems were elaborated, and the possibility of their use in practical solutions is presented. The consensus function granting these postulates is also characterized. The application of these postulates, as a consequence, can lead to the process of making decisions will be more flexible, and the risk involved in decisions will be significantly reduced.

The article presents a proposition of a universal model of knowledge conflict resolving using consensus methods, which can be used in a multi-agent decision support system. Knowledge conflicts often appear, when individual agents generate different solutions of the same problem. It is very difficult for the user – decision-maker to make a good decision because the analysis of solutions generated by agents is very time-consuming and the decision must be made quickly. Moreover, selecting one of the decisions on the basis of the experience of the decision-maker is very risky, because he/she could choose the worst solution. Consensus methods, however, allow to agree, on the basis of the solutions generated by agents, one solution, which is a compromise. As a consequence, reducing the time and decreasing the risk level of the decision taking process, to enable the functioning of the enterprise in more flexible.

The paper describes results of introductory research focused on possibility to use location data available in a mobile network for the analysis of transport system status and efficiency. The details of a system capable of detecting abnormal traffic situation (accidents, heavy congestion) are described. This system (called VASTAR) uses a neural network to learn and store certain characteristic of the analyzed part of a road system. Based on a measured divergence from normal characteristic, a notification about non-typical situation is triggered. The results of a computational experiment using real-world location data and simulation of abnormal situation are provided. The proposed system can be a relatively low cost way to improve competitiveness of a mobile network operator by allowing him to offer new type of informational service. It could also aid municipal authorities by providing support for decisions regarding road traffic control and management and be used by emergency services as a monitoring an alarming tool for detecting abnormal road traffic situations when other means of observation are unavailable.

The aim of the paper is to outline a project focussing on the development of a new type of ship weather routing solution with improved uncertainty handling, through better estimation of ship performance and responses to sea conditions. Ensemble forecasting is considered to take into account the uncertainty levels that are typical of operations in a stochastic environment. Increased accuracy of weather prediction is achieved through the assimilation of real-time data, measured by an on-board monitoring system. The proposed system will allow smooth integration of short-term Decision Support Systems for ship handling in dangerous or peculiar situations with long-term Decision Support Systems for weather routing. An appropriate user interface is also a critical part of the project and it will be implemented in a commercial Electronic Nautical Chart environment. A prototype of the full system will be installed and tested on a commercial vessel in regular operations and under real environmental conditions.

The article includes presentation of fuzzy numbers application in projects prioritizing at manufacturing and service providing enterprises. The following criteria have been applied as a basis for projects prioritizing analysis in enterprise: NPV index, linked with the enterprise strategic aims, project execution cost, project time, project scope and risk. As the criteria selected were of measurable and non-measurable character in projects prioritizing evaluation, the fuzzy decision making system has been developed, in which a linguistic value has been defined for each criterion of projects prioritizing. Knowledge base has been developed afterwards, presenting cause-effect dependencies in projects prioritizing. Knowledge base consisted of conditional rules. Fuzzy system of decision making in project prioritizing has been developed in MATLAB application. The decision making fuzzy system established, constitutes an efficient tool for projects prioritizing, on the basis of criteria given and concluding system developed. The obtained analysis results provide basis for the decision making parties to set the projects execution sequences.

The paper concerns joint allocation and transportation as an optimization problem in selected supply networks. The network consists of a set of suppliers of the raw material, a set of production units and a set of product receivers. The raw material is treated as fast perishing good like vegetables or fruits. The production units are described by time models. In the optimization process, the time of the production and cost of the transportation is taken into account. The objective function is in general non-convex function of raw material allocation and transportation plans of the raw material and the product. To solve the problem considered, exact and heuristic algorithms have been developed and presented. To solve convex problems, solver Lingo developed by Lindo systems is proposed. The idea of a computer decision supported system integrating all presented algorithms is presented as well as four numerical examples illustrating some properties of the assumed supply network model.

In the last decades, clinical evidence and expert consensus have been encoded into advanced Decision Support Systems (DSSs) in order to promote a better integration into the clinical workflow and facilitate the automatic provision of patient specific advice at the time and place where decisions are made. However, clinical knowledge, typically expressed as unstructured and free text guidelines, requires to be encoded into a computer interpretable form suitable for being interpreted and processed by DSSs. For this reason, this paper proposes an ontological framework, which enables the encoding of clinical guidelines from text to a formal representation, in order to allow querying, advanced reasoning and management in a well defined and rigorous way. In particular, it jointly manages declarative and procedural aspects of a standards based verifiable guideline model, named GLM-CDS (GuideLine Model for Clinical Decision Support), and expresses reasoning tasks that exploit such a represented knowledge in order to formalize integrity constraints, business rules and complex inference rules.
