Objectives: This article presents the eternal relevance of the decision-making process and its inseparable connection with the personality of the decision-maker. Broadly speaking, the subject of consideration is the decision-making process. The main goal of the authors is to review the decision-making process, some styles of decision making and offer information about some types of software for decision making and strategic planning. Methods: The scientific methodology used is a combination of a theoretical review of the issue, a critical scientific review and the presentation of new scientific advances in the world of practice in terms of decision-making through technical means and methods. Results: The conditions that the decisions must meet in order to be useful and accepted, some styles of decision-making processes and also the use of decision-making software are analysed in the article. Conclusions: The authors are aware that this is a repeatedly researched topic and it is in the last part that a novelty of an applied-practical nature is definitely found. Several software for decision making and strategic planning software, which is a category of software critical for organizational leaders who want to ensure more strategic decision-making and implement simpler and more effective reporting are presented in the last part of the article. This software provides a place to manage all strategic elements, in order to achieve high-level organizational structure and long-term goals.

Artykuł analizuje ważną dla międzynarodowego dyskursu naukowego poliheurystyczną teorię podejmowania decyzji (poliheuristic theory of decision-making, PTDM). Teoria ta przyczyniła się do opracowania tzw. stosowanej analizy decyzyjnej (applied decision analysis) oraz wzmocniła próby popularyzacji podejścia behawioralnego w analizie polityki bezpieczeństwa. Główną hipotezą tekstu jest twierdzenie, że podejście PTDM może pogłębić studia nad kruchymi strukturami politycznymi w Europie Środkowej. Celem autora jest identyfikacja obszarów zastosowania wspomnianych ujęć w badaniach nad bezpieczeństwem narodowym rozwijanych w Europie Środkowej. Artykuł wykorzystuje pogłębioną analizę teoretyczną, przedstawia genezę teorii PTDM, analizuje rozwój jej koncepcji, rekonstruuje główne założenia, ze szczególnym uwzględnieniem studiów nad podejmowaniem decyzji w dziedzinie bezpieczeństwa narodowego. Artykuł jest elementem szerszych badań nad konstruktywistycznym pojmowaniem bezpieczeństwa w Europie Środkowej.
This article explores developments of poliheuristic theory of decision-making (PTDM), which has become an intellectual background for applied decision analysis and has supported new behavioral approach in security policy analysis. The main hypothesis of this paper is the statement that PTDM approach may deepen constructivist analyses on fragile political structures in Central Europe. The basic aim of author is to identify the research field of mentioned concepts in the context of security policy research. Theoretical analysis tools are used in order to examine the philosophical and scientific inspirations, to reconstruct fundamental premises of PTDM, with the special concern on portraying national security decision-making. Article is a part of larger study on the perspective of constructivist developments in security studies in Central Europe.

We accept injunctive message through an unaware decision (Goulding, Goulding, 1997, p. 13). It’s not always so obvious. We have two ways of accepting injunctive message - a despair and defiant decision. When we make a despair decision - we accept the injunctive message and live limiting our functionality in some aspect. However, when we make a defiant decision, we act in accordance with the principle of "I will show you!" and in an excessive way we prove to ourselves and others, that nothing similar concern us. Although this form of accepting injunctive message is slightly healthier, it is still destructive and a person who is experiencing it is influenced by it and works under the urge to prove something. This is a defiant decision, and excess in some aspect, is the most important clue that can help identify it. (McNeel, 2010, 159-169).
Zakaz przyjmujemy poprzez nieświadomą decyzję (Goulding, Goulding, 1997, s. 13). Nie zawsze jednak jest ona tak oczywista. Mamy bowiem dwie drogi przyjęcia zakazu – decyzję desperacką oraz przekorną. Gdy podejmujemy decyzję desperacką - przyjmujemy zakaz i żyjemy ograniczając funkcjonowanie w jakimś aspekcie. Gdy jednak podejmujemy przekorną decyzję, będziemy działać w myśl zasady „jeszcze ci pokażę!” i w nadmiarowy sposób udowadniać sobie i innym, że nic podobnego nas nie dotyczy. Choć ta forma przyjęcia zakazu jest nieznacznie zdrowsza, to nadal jest ona destrukcyjna, a osoba, która jej doświadcza, znajduje się pod wpływem zakazu – działa pod przymusem udowodnienia czegoś. To właśnie jest przekorna decyzja, a nadmiar w jakimś aspekcie funkcjonowania jest ważną wskazówką, która pozwala ją zidentyfikować (McNeel, 2010, 159-169).

The paper discusses the impact of the decision-making profiles on the consistency of rankings obtained by three multiple criteria methods, i.e. DR, AHP and TOPSIS. The online decision making experiment was organized, based on an electronic questionnaire which is a hybrid of the internet survey system and the decision support system. The participants of the experiment were 418 students of Polish universities. To describe the decision-making profile, the REI test was used which allows to distinguish two decision-making styles: rational and intuitive. The Kendall rank correlation coefficient was used to test the consistency of the rankings obtained by the considered methods. Using different grouping methods, the relationship between the decision profile and the ability to express one’s preferences by means of these methods, that differ in cognitive requirements, was examined. The results of the research may be helpful for supporting the decision-maker in decision processes by choosing the method that fits their profile best.

Legal Aspects of Lobbying in Decision-Making Processes of Public AdministrationThe process of decision-making in public administration is multifaceted, with the deci-sion being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legał environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain conseąuences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying. The essence of lobbying is to influence, within the confines of law, decisions of public authorities in a particular direction. In Poland, lobbying is nów an institution regulated by the Act of 7 July 2005 on Lobbying Activity in the Lawmaking Process (OJ No 169, item 1414).Lobbying is also very common in the European Union, where the phenomenon is not only acceptable, but even desirable.Lobbying is seen as bringing benefits for both parties consulted. The article presents a proposal of use a decision table to support the decision-making process in scope of maintenance management in mining companies. In particular, it refers to decisions related to evaluation and improvement of mining machinery use in the mining production process. The article presents the theoretical foundations of decision tables building and characteristics of the most important stages of creating this table. This whole process was tried to refer specifically the mining industry. For this reason, during construction of the decision tables, the results of research on the effectiveness of the selected mining machines were used. The conducted research provided a lot of data, information and knowledge on the work of the particular mining machines, especially regarding the number and reasons for unplanned breaks during the machines’ work. The developed decision table will consist of conditions, rules and actions whose purpose is to define the recommendations for the particular groups of participants in the mining production process. The obtained results will form the basis for the development of the recommendations and proposals of actions to improve the level of use of mining machines. The authors focused mainly on the practical use of tables to support the decision-making process regarding maintenance and improvement of effectiveness of mining machines. The obtained results confirm the validity of the adopted assumptions. Decision tables can become an important tool that supports the decision-making process within mining companies.

Scientific field of decision making process is extremely popular. Policymakers are increasingly aware of the potential mistakes associated with the process of decision making. Empirical studies show that despite huge knowledge of decision making process its quality has not improved significantly, both for the individual and the organization as a whole. Mistakes made by managers arise mainly from two sources: the treatment of decision as a domain of top managers and the lack of systematic monitoring and analysis of decision making process in the organization. Complex risky decision problems involve sequences of decisions and random events. The choice at a given stage depends on the decisions taken in the previous stages, as well as on the realizations of the random events that occurred earlier. In the analysis of such situations, decision trees are used, and the criterion for choosing the optimal decision is to maximize the expected monetary value. Unfortunately, this approach often does not reflect the actual choices of individual decision makers. In descriptive decision theory, the criterion of maximizing the expected monetary value is replaced by a subjective valuation that takes into account the relative outcomes and their probabilities. This paper presents a proposal to use the principles of cumulative prospect theory to analyse complex decision problems. The concept of a certainty equivalent is used to make it possible to compare risky and non-risky alternatives.

Very often we complain about the decisions that were previously made. Yet the fact is that the decisions made were based on the knowledge we had before. By now we have gained more knowledge. Therefore the common problem of making decisions is that decisions are not made reliable enough because parameters in risk assessment and supply chain management are underestimated or not robust enough. In this paper we propose a framework that will try to predict future situations collectively and increase the reliability of decision making. Project management is the art of making right decision. Project managers are faced by huge array of choices. Decision analysis is used in strategic planning, operational management, and other areas of business. Decision analysis helps companies to determine optimal exploration and production strategies with uncertainties in cost, prices, and exploration prospects. This paper describes project management steps and the way they can be supported by Intelligent Decision Support system (IDSS). The main parameters assessed are total cost of the projects, time of the project total fulfilment, number of subcontractors, location factors, and etc. IDSS will enable to collect data, propose possible alternative decisions, and provide risk assessment.

Osobą odpowiedzialną za realizację procesu zarządzania w organizacji (przedsiębiorstwie) jest menedżer, który każdego dnia podejmuje decyzje. Menedżer musi zdawać sobie sprawę, że jedne decyzje podejmuje się szybciej (decyzje rutynowe), a drugie decyzje muszą być przemyślane (decyzje nierutynowe). Celem artykułu jest przedstawienie kilku modeli podejmowania decyzji ze szczególnym uwzględnieniem zintegrowanego modelu podejmowania decyzji. W opracowaniu przyjęto następującą hipotezę badawczą: zintegrowany model podejmowania decyzji jest gwarantem optymalnego podjęcia decyzji przez menedżera. Artykuł ma charakter teoretyczny i został oparty na studium literatury przedmiotu.
The person responsible for the implementation of the management process in the organisation (enterprise) is the manager who makes decisions every day. The manager must be aware that some decisions are made faster (routine decisions) and other decisions must be well thought out (non-routine decisions). The aim of the article is to present several decision-making models with particular emphasis on the integrated decision-making model. The following research hypothesis was adopted in the study: an integrated model of decision-making guarantees optimal decision-making by a manager. The paper is theoretical and based on the study of the literature on the subject.
