The aim of the study is to compare the institutional solutions and practical activities of the government and local government administration in two periods: the Second and the Third Republic of Poland. Because of the need to refer to the documents from the period of the Second Republic of Poland, it was necessary to refer to the historical method. The study is based on the comparison of two orders from different periods, therefore it was necessary to use the comparative method for the purpose of the analysis conducted. In the study also a system approach was applied to the analysis of institutional solutions. Decentralist and centralist concepts clashed both in the period of the Second Republic of Poland and during the political transformation. The beginnings of the political change were characterised by the predominance of naturalist tendencies, while in the further stages of the development of the Polish state there were growing tendencies to increase the omnipotence of the state.

After the Revolution of Dignity (2013-2014) in Ukraine, the new government declared an extensive decentralization program as a part of far-reaching economic reforms to be implemented. These efforts are supposed to be supported by reassigning of public functions, shifting down some public revenues, and increasing the local autonomy concerning revenue management. The paper shows the main obstacles on the way to decentralization, to what extent these decentralization plans have been realized within the actual governmental policy in 2014-2015, and how these decentralization efforts would contribute to increasing efficiency in public administration

In studies of decentralization processes little is spoken of economic self-government, the role of which is to advocate the interests of the social environment of entrepreneurs. Since the beginning of the political transition in Poland an unproductive discussion has been ongoing concerning the place of economic self-government in the system of local government. Current legal regulations do not provide business chambers with the status of public legal unions. They tend to be based on the facultative nature of ties between entrepreneurs, which is the main cause of the weakness of Polish economic self-government, or rather the economic quasi-self-government. Undoubtedly, the lack of such structures in the sphere of public institutions is the main reason for their marginali-zation by the government and local authorities, which do not see the need to make any concessions for the distracted economic environment. Given this context, the most ra-tional solution seems to be the creation of universal economic self-government, which will be incorporated in the system of public institutions.

Financial aspect remains a key aspect of decentralization from the point of view of local self-government, and a kind of test illustrating the nature and scope of the processes of decentralization is the category of financial independence of local governmental units, referred to in Anglo-Saxon literature as local financial autonomy. The aim of the research is to demonstrate the essence and the key role of this category in terms of the local financial system, as well as the identification and evaluation of key determinants limiting the scope of the revenue autonomy of local government in Poland. The most important determinants are stated as follows: limited stability and performance of self-government units, excessively limited range of local taxation powers, frequent practice of imposing additional tasks to the regional and local authorities without appropriate financial compensation, dominance of income transfer in the system of local government finances, dysfunctional income equalisation system of local government, restrictive system of rationing local deficit and debt, excessive politicisation of the local government.

The Ukrainian agricultural sector is one of the areas of the domestic economy with a positive foreign trade balance. Promising areas of export-oriented agricultural production ensure the deepening of the processing level of agricultural products, raising their quality to European standards, creating conditions for a general increase in agricultural production, improving the export structure, intensifying the regulatory role of the state, and supporting domestic exports. The primary goal of the agricultural land-using development business model is to present a comprehensive picture of both the specific land-use and the agricultural enterprise, and to agree on different points of view on the functioning of the agricultural enterprise. The convergence process will combine elements of systems of different natures, subordinating them to the general goal defined by the subject of management. An example may be the following antagonistic couples, which are controversially perceived by the scientific community and agricultural production practitioners: land use and protection; government regulation and the market; quantity and quality of natural resources, including land resources and agricultural products; right to private ownership of land and right of use; strengthening monopolization (of farms) in the field of agricultural land-use and the development of small and medium-sized enterprises; public and private interests; domestic and foreign markets; formal and informal institutions of land-use and protection; integration with the European Union and the world community.

Opis:
Communication is an essential requirement for collaborative manufacturing systems. However the diversity of communication media and protocols in machine tools, automation equipment, and associated proprietary software, presents a challenge for enabling capable, extensible and re-configurable process monitoring systems. Additionally, as process control systems evolve from centralised hierarchical structures to decentralised heterarchical communities, enabling media and tools are required to provide interoperability between systems and subsystems. The focus of this research is to introduce a manufacturing decentralised process monitoring architecture that utilises a service-oriented architecture framework for network-wide dynamic data acquisition and distribution. The system design is created using a combination of service-oriented architecture topology and technical modelling. Service-oriented communication structure and capability is given particular focus, resulting in a comparative study of message structures and communication speeds. The resultant system is modular in structure, reconfigurable, network-distributable, interoperable, efficient, and meets real-time requirements.

The culture of transmodernity is accompanied by a number of changes concerning religion. The secularization theory has ended in failure; the role of spirituality and religion is emphasized. Changes occasionally provoke the thesis that Protestantization and Pentecostalization of Christianity is taking place, leading to fragmentation and decomposition. This is accompanied by a tendency to decentralize the Catholic Church. This poses challenges to theological hermeneutics regarding the reception of Vatican II and the reading of the signs of the times; this also requires the Church to take an appropriate spiritual attitude and define the vision of the future.

W sierpniu 1947 roku na mapie świata pojawiło się nowe, demokratyczne państwo, Indie. Podstawowym problemem pierwszych rządów niepodległego państwa było określenie jego ustroju politycznego i administracyjnego, a w szczególności podziału kompetencji pomiędzy rząd centralny, rządy stanowe i w późniejszym okresie samorządy lokalne, które zostały wprowadzone obligatoryjnie dopiero w 1992 roku na mocy poprawek nr 73 i 74 do konstytucji Indii. Można zaryzykować tezę, iż optymalizacja relacji politycznych i gospodarczych na linii rząd federalny – stany – samorządy lokalne jest podstawową determinantą sprawnego funkcjonowania Federacji Indyjskiej, a może nawet warunkiem jej przetrwania.             Głównym celem artykułu jest identyfikacja politycznych przesłanek oraz determinant procesów decentralizacyjnych w Indiach w latach 1947–2000, a także wskazanie kierunku i siły ich wpływu na badane procesy.
In August 1947, a new democratic state, India, appeared on the world map. The fundamental problem of the first governments of the independent State was to define its political and administrative regime, and in particular, the division of competences between the central government, state governments, and local authorities, which were introduced obligatorily in 1992 under the 73 and the 74 amendments to the Constitution of India. One could risk the thesis that the optimization of political and economic relations between the Federal Government, States and Local Governments is the fundamental determinant of the efficient functioning of the Indian Federation, and maybe even a condition for its survival. The main objective of the article is to identify the political premises and determinants of decentralization processes in India between 1947–2000, as well as to identify the direction and strength of their impact on the process investigated.

The main aim of this article is to identify current issues in the field of local government in Poland, especially the local political elites in the context of their political affiliation. The decentralization process and the gradual transfer of the responsibilities of the national regional and local dimension has led to the development of self-government. This in turn enabled the participation in the process of governance every citizen of the inhabited area. Recent local elections show that localism is a relative term and greatly simplified. Each of the local politician has own connections with a specific option. Those behavior leads to a kind of self-governance crisis that manifests itself among other things: a decrease of public trust, low voter turnout and increase the sense of social alienation.

Michał Kulesza, Jerzy Regulski, and Jerzy Stępień are three co-authors of polish self-government reform (1990 – 1998). The author of the article searches their roles as experts as well as politicians in shaping self-government system. Final conclusion is as follows: although they were “scientific owners” of the problem, their important part in resolving it was more political (bureaucratic) than professional. The matter of their professional role was generally out of question. Practically, the most difficult task was not the shape of future self-government system but the implementation of it. Key in resolving this problem was the political position of aforementioned co-authors, their participation in bureaucratic power, and openness for lobbying. It is a meaningful lesson for the future reformers, each and every one of them.

Goal – to analyze the activities of public authorities and local governments in the context of decentralization, to identify the main problems of the relationship between public authorities and local governments in order to improve their work. Research methodology – in the article the author applied general (system analysis method, method of argumentation theory) and private scientific methods of cognition (legal: formal‑legal and comparative‑legal methods). Score/results – the article analyzes the process of decentralization of public administration, on the basis of domestic experience, offers ways of functional and structural optimization of relations between public authorities, explores the principles of improving the relationship between public authorities and local governments in the decentralization process. Originality/value – the work is done by the author independently without any help and assistance of others. The article provides links to citations, as well as links to legislation. Decentralization and privatization have been the key elements of the new public management agenda for reshaping public services. Both trends have also affected the area of health services, with particular focus on hospital management. This paper describes the process of decentralization of healthcare and hospital governance in Poland for recent decades and discusses whether the increasing role of local and regional governments in hospital management has triggered the process of privatization of healthcare units. Deriving from statistical data and qualitative assessment, it concludes that while privatization of hospitals in one of the important trends in the Polish health policy, its scope is limited by several obstacles of economic, political and social nature.

Decentralization processes are increasingly becoming the driving force of changes in the modern world, and how regional elites use their advantages and minimize their disadvantages depends on whether they will turn out to be a boon or a factor of social destruction. It is extremely important in modern conditions that the social and humanitarian sciences contribute to the conceptualization of system-dynamic interdisciplinary knowledge, the scope of which will cover not only the hierarchy of centers and peripheries within a single country, but also the space «above» state borders, which is amenable to regulation. The article is devoted to highlighting modern methodological approaches to reviewing the concepts of center-periphery relations and developing a new model of regionalism, which is based on the recognition of the freedom of pluralism and the intransitive importance of the ideas of multiculturalism. In this context, all cognitive strategies built on the advantages of the ideas of centralization, and first of all on the traditional model of center-periphery relations and modernization, undergo correction. It has been proven that the postmodern situation in which modern society is located is the least reminiscent of a domineering vertical, built according to the usual canons of center-periphery. Rather, it is associated with a heterogeneous horizon that can be modified in a wide variety of configurations. Reviewing the concepts, models and structure of established center-periphery relations contributes to rethinking the mechanisms and scope of influence of political, economic and cultural centers on the course of social development of spatial structures in the context of new challenges. Built on this foundation, the theory of center-periphery polarity is seen as an innovative operational tool in the entire system of natural and social sciences, which to one degree or another are engaged in the analysis of spatial relations
