The words we use to understand migration underpin how we attempt to control it. This paper uses critical discourse analysis (CDA) to trace the use of “self-deportation.” I find the word was framed in different ways by media, academics and political experts. I focus on how political experts used self-deportation as a form of dog-whistle politics and associated it with a variety of enforcement-only approaches to immigration policy. I consider the relatively consistent political framing participated in shifting policy debates because they normalized the force and coercion implied by deportation.

In contrast to the apparently stringent EU legal regime, the deportation of EU nationals is a law enforcement device widely normalised in many European countries. Concerning deportation practices, the allegedly critical divide between EU citizens and third-country nationals does not seem to make much sense in practice for some – Eastern European – national groups. Initially, this paper explores the scope and scale of this increasingly salient component of the EU deportation system, by drawing on data supplied by national databases. Additionally, it examines why and how the deportation of EU nationals has gained traction across the European borderscape, a phenomenon that has much to do with rampant xeno-racist attitudes, widespread concerns over so-called ‘criminal aliens’ and, last but not at all least, the street-level management of poor populations and low-profile public order issues. Finally, this paper scrutinises the strength of institutional inertias in the management of enduringly subordinated – and racialised – Eastern European populations

In this article the issues of Crimean Tatars collaboration with the Third Reich during the Second World War are discussed. At the end of the war, the Crimean Tatars were accused by the Stalinist regime of treason and on May 18, 1944 the whole nation – without any explanation – was deported to Central Asia in wagons for animals. Transport conditions were extremely hard, a lot of people died during this trip, because of the lack of food and water and of high temperatures. The deportation had very tragic consequences: within six months, in new places of settlement nearly 40% of Crimean Tatars died.

The article deals with the problems of perceiving Russian language by the Poles deported during 1940th to the territory of the present-day Perm region as a result of mass deportations, as well as those arrested for taking part in the so called “anti-Soviet” activities and serving time in the camps of Perm region. While analyzing the texts of exiles’ memories the author comes to the conclusion that the Russian language for those Poles who survived through exposure to the Urals, is in the first place the language of enemy and captivity and serves as an instrument of propaganda and forced Russification. At the same time in some of the exiles’ memories studying of the Russian language is the only way to interact with the culture and literature which makes it easier to endure their spiritual isolation.

What Maria Karasińska has left behind, is a short diary “Memories from Siberia” (May 1940 – May 1946). It tells the reader that she was born in Lviv on March 25, 1914 and wanted to be pianist. Having graduated from high school, she started learning singing and piano at the Lviv Conservatoire. The war interrupted her education, and in 1940 (more specifically, the night of 12/13 April) she was deported with her family to Kazakhstan, to the East Kazakhstan Region. Karasińska, who was frail and feeble, had to perform heavy physical work, such as carrying heavy wet peat. Despite a series of sad experiences, diseases and death of her relatives, she persevered. She returned to Poland in June 1946 and continued to learn singing at the age of 33. For twenty five years or so, she gave concerts as a soloist at the Mining Philharmonic, later renamed the Silesian Philharmonic. She died on August 15, 2005 in Zabrze. She is remembered as a highly popular and respected artist.

In the article on the basis of archival materials (The state archive of the Russian Federation, The state archive of the Krasnoyarsk territory, The national archive of the Republic of Khakassia) considers the process of forced labor migration as a result of deportation of Russian Germans during the war. Analysis of archival information led to the conclusion that the labor resources of the germans were used in agriculture, logging and industrial enterprises.

Poland is the leading country in pursuing its own citizens under the European Arrest Warrant (EAW), with the number of EAWs issued between 2005 and 2013 representing one third of the warrants issued by all EU countries (although some serious inconsistencies between Polish and Eurostat statistical data can be observed). The data show that Poland overuses this instrument by issuing EAWs in minor cases, sometimes even for petty crimes. However, even though this phenomenon is so widespread, it has attracted very little academic interest thus far. This paper fills that gap. The authors scrutinise the topic against its legal, theoretical and statistical backdrop. Based on their findings, a theoretical perspective is drawn up to consider what the term ‘justice’ actually means and which activities of the criminal justice system could be called ‘just’ and which go beyond this term. The main question to answer is: Should every crime be pursued (even a petty one) and every person face punishment – even after years have passed and a successful and law-abiding life has been building in another country? Or should some restrictions be introduced to the law to prevent the abuse of justice?

The words of Professor Barbara Szacka: “We know who we are only because we know what we did yesterday and the day before”, are the motto of this article, These words are meant to encourage reflection on the results of public opinion polls which present the state of the formation of civic attitudes in the Polish society. The article briefly presents the history of concealing the truth about Katyń, which in many ways affected the formation of such attitudes. Instead of providing clear answers, however, further questions arise: Which aspects of the plan to shape the Polish model of “homo sovieticus” succeeded? To what extent were civic attitudes of Polish intelligentsia and future generations of Poles shaped by this model? Are we already a nation or still or only a federation of families? Is Katyń “...only private mourning, or perhaps ... a national disaster”?

The author of the article describes the previously unknown story of Gurs camp founded in 1939, in southern France. The existence of internment camps on the territory of France was a shameful card during the Second World War in this country. The camp in Gurs was established near the border with Spain by the French authorities in April 1939. The camp was originally intended for Spanish citizens. In May 1940, after German invasion of France, the Vichy state administration changed its use . It became " half penal camp" to which foreign nationals of Jewish origin were sent. Since 1942, when the Germans decided to "solve the Jewish question", the French authorities deported internees in transports, "in an unknown direction" to death camps on the Polish territory. After the war Vichy government collaborators were sent to Gurs camp. Today, the site is the camp's mausoleum.

Being a survivor to the Buchenwald concentration camp may implythe inability to tell this tragic experience. Semprun tries to go beyond this difficulty by writing L'écriture ou la vie. His trauma and the camp’s omnipresence determine a noncoincidence between interior and exterior time and the fragmentation of the text. Chronological linearity makes way for a labyrinthic time caractherized by a continuous change of present into past tense and by several flashbacks and metatextual digressions. The latter are also the indication that the elaboration process is underway and this suggests that art in itself makes the evolution possible.

Artykuł omawia problemy szczególnego typu wymiany ekonomicznej, które pojawiły się w sowieckim Kazachstanie lat czterdziestych dwudziestego wieku – ukazuje różne aspekty tej wymiany, jej podstawy i wartości, jej jednostki i obiegi. Problematyka ta ukazana zostaje w swym wycinku, na przykładzie wspomnień Polaków przymusowo deportowanych do Kazachstanu w latach 1939–1941. Wprowadzenie ustroju totalitarnego – w jego wyjątkowej, brutalnej, stalinowskiej postaci – na terenach zamieszkiwanych przez nomadycznych Kazachów, których wymieszano z falami przymusowych przesiedleńców, wywołało bezprecedensową dysfunkcję życia społecznego, której ofiarą padli wszyscy uczestnicy wymiany ekonomicznej, w tym zesłani tam Polacy. By opisać tę sytuację, korzystam z dwóch dopełniających się konstrukcji teoretycznych: rozważań Janosa Kornaia (ekonomia niedoboru), a także Pierre’a Bourdieu (kapitały kulturowy). Tekst podejmuje rozważania nad pozapieniężnymi i niemonetarnymi środkami płatniczymi na „nieludzkiej ziemi”.
The paper discusses the issues of a particular type of economic exchange that emerged in the Soviet Kazakhstan of the 1940s, showing different aspects of this exchange, its bases and values, its units and circulations. These aspects are shown using the example of memories of Poles forcibly deported to Kazakhstan in the years 1939–1941. The introduction of a totalitarian system, in its unique, brutal, Stalinist form, in areas inhabited by Kazakhs nomads, now mixed with waves of forcibly displaced persons, caused an unprecedented dysfunction of social life, affecting all participants of the economic exchange, including the Polish exiles there. To describe this situation, I used two mutually complementary theoretical constructs: the deliberations of Janos Kornai (shortage economy) and of Pierre Bourdieu (cultural capital). The text reflects on other than pecuniary and non monetary means of payment in an “inhuman land”.

The article shows the questions of repatriation and citizenship in Polish-Soviet relations. Not all of Polish migrations from the USSR in 20th century could be recognized as repatriation. That is why author categorizes different migrations as „repatriation” or „resettlement” according to legal and historical issues. In this article I analyze the forced resettlement/deportation in the narratives of Poles and Ukrainians, who between 1944 and 1946 were “repatriated” from former Borderlands to the “recovered lands” or from South-Eastern Poland to the Soviet Ukraine, and in the memory of their descendants. The empirical base of the analysis were interviews conducted during monographic research in two small towns in Poland and in Ukraine, Krzyż and Zhovkva. The text attempts to answer questions of whether the memory of the displacement among the interviewees from these two places has anything in common, what are the reasons of differences, and how the memory of displacement operates among the younger people in the families. Social and individual context of biographical memory were also analyzed.

The goal of this article is to comment on the fragments of Aleksander Pieńkowski’s autobiography concerning his stay in Uzbekistan and Kazakhstan. Pieńkowski, a shopkeeper in a Polish village, was one of the Polish citizens in areas of Poland annexed by the Soviets after 17 September 1939, who were arrested, investigated, tortured by KGB and deported in 1940 to labour camps in northern Russia. After the amnesty for the Polish deportees in 1941, he was allowed to leave his labour camp in Pechora and go to Uzbekistan to be recruited into the Polish Army. Since the southern Soviet Republics of the USSR were not prepared to deal with the great waves of Poles and Polish Jews arriving in Central Asia, he spent some time at various railway stations in Uzbekistan and was sent to southern Kazakhstan where he worked in a co-operative farm, but mostly served local Kazakhs, before he could finally cross the Soviet-Iranian border in 1942.
