The relevance of the study is determined both by the insufficient study of the diplomatic ceremonials of the USSR, and the fact that knowledge of the laws of their functioning expands our ideas about the cultural component of the life of Soviet society. Taking into account the absence in Russian historiography of a special study devoted to the problem of the interaction of arts at diplomatic ceremonies, the author set the goal to conduct a comprehensive research of the problem of the interaction of arts in diplomatic ceremonials. The article considers the stay of the Diplomatic Corps in Moscow from the point of view of the influence of foreign policy priorities on the norms of the diplomatic protocol. Examples of balls, sports, receptions, organized by the embassies of Germany and Italy, which in the 20–30s played a leading role in the life of the Diplomatic Corps, are given. The content of concert programs of official foreign visits, which contributed to the creation of a positive image of the country on the world stage, is analyzed. For the first time the term “diplomatic counterculture” is introduced into scientific circulation – an intentional violation of the diplomatic protocol and diplomatic etiquette in order to achieve a specific result in international communication. It was revealed that the diplomatic ceremonial in itself is a synthesis of arts – the picturesque design of space, music, choreography, costume. Already in the first years of Soviet power, symbols of power entered the “struggle for power.” At diplomatic ceremonies this struggle was in the form of a confrontation between European protocol traditions and the rules of the Soviet diplomatic protocol and etiquette newly created by the employees of the Protocol Division of the USSR People’s Commissariat for Foreign Affairs. Dress code, concert programs, a list of dishes served – everything had to meet the standards of Bolshevik ideology. Hospitality is an important component of national politics. The Protocol Division, through its work, tried to destroy stereotypes about the USSR as an evil empire. The multinational Soviet culture contributed to the creation of a positive image of the state on the world stage.

In the second decade of the 21st century the number of Polish theater pieces in China increased in comparison with previous years. Polish plays and performances raised a great interest of Polish art among Chinese theatrologists and the theatre circles, forming an excellent reputation for Polish culture in artistic and opinion-making circles. The dynamic and effective promotion of the Polish culture in China depends on the economic and political relations of both of the countries. From the Polish side, the Ministry of Culture and National Heritage, the Adam Mickiewicz Institute (IAM), the Polish Institute in China (part of the Embassy of the Republic of Poland in Beijing) and various Polish theater groups effectively show the initiative to present the best of Polish theater art to Chinese audience. In the recent years Polish theater appears at major theatre festivals in China, books on Polish theater are being published and there are new translations of Polish drama, which proves that only in a few years Polish theater became familiar to Chinese theatregoers.
Во втором десятилетии XXI века количество польских театральных постановок в Китае увеличилось по сравнению с предыдущими годами. Польские спектакли и представления вызвали большой интерес к польскому искусству среди китайских театроведов и в театральных кругах, создав отличную репутацию польской культуры во влиятельных художественных кругах. Динамичное и эффективное продвижение польской культуры в Китае зависит от экономических и политических отношений обеих стран. С польской стороны Министерство культуры и национального наследия, Институт Адама Мицкевича (IAM), Польский институт в Китае (часть Посольства Республики Польша в Пекине) и различные польские театральные труппы успешно проявляют инициативу по представлению лучших образцов польского театрального искусства китайскому зрителю. В последние годы польский театр выступает на крупных театральных фестивалях Китая, издаются книги о польском театре и появляются новые переводы польской драмы, что доказывает, что всего за несколько лет польский театр стал знаком китайским любителем театра.

In the study of general public diplomacy, China can be regarded as a special example with regard to all case studies. E. Gilboa defines a 'framework of analysis' in which public diplomacy is broken down into three parts: a short initial period, a medium period, and a long period. The article will focus on the latter period of the framework of analysis, represented by the two periods since the founding of the People's Republic of China.For this academic inquiry, M. Leonard's instruments for public diplomacy, from domains such as those of NGOs and political parties, were analysed. In addition to these tools, external propaganda was also researched. The period from 1949 to 1978 was the first phase of the public diplomacy of the PRC. At the beginning of the founding of New China, the official diplomatic space was relatively narrow because there were few countries that had established diplomatic relations with China. Public diplomacy could have played a larger role. The article analyses mostly the diplomatic environment and the modes of practice for the main actors within Chinese public diplomacy. It also takes China's diplomatic relations with Japan as a case study of success. It examines all public diplomacy practices from 1979 until the present time. China faces the task of interpreting itself through public diplomacy and shaping its image for the rest of the world. This article also pays close attention to China's public initiatives, offered to the outside world through the One Belt One Road initiative. The author analyses the construction process of the objectives of public diplomacy and reveals its intrinsic direction, from idealism to realism, and eventually back to idealism. The article also examines the relationship between public diplomacy and China's traditional official diplomacy.(original abstract)

Within the context of the Belt and Road Initiative (BRI), which aims to connect China and Europe, the role and exercise of public diplomacy in China-Europe relations is becoming increasingly significant, in particular China's public diplomacy in Europe. China has had some success in exercising its public diplomacy in Europe, but the means of improving its relationship with Europe through public diplomacy strategy within the context of BRI have been discussed less. China has been investing heavily in its charm offensive, and it does have an increasingly positive influence on developing countries, especially in Africa and Latin America. However, its image in Europe is still predominantly negative. Due to the differences in cultural norms and values between China and Europe, it is not enough for China to use its traditional culture and history to create soft power; instead, it needs to unleash the talents of its civil society and make its attractiveness conform to domestic realities. This article aims to tackle problems with the exercise of China's public diplomacy in Europe and provide practical suggestions on how to enhance it in the future, particularly through the use of non-governmental organisations (NGOs). To this end, working within the theory of constructivism, it proposes that China and Europe must go beyond the emotional entanglements of history and culture, cultivate innovative thinking and initiate a new paradigm in China-Europe relations.(original abstract)

The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe’s integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union’s change and development strategy, including the „Europe 2020” strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. A series of problematic issues associated with the fragmentation of culture and its inventions are identified, including globalisation and digitalisation, underinvestment, inadequate protection of intellectual property and copyright, and insufficient international cultural cooperation.

Starting from the concept of social diplomacy, in the system of international relations as a form of “soft power”, which appeared and developed in the system of international relations is quite recent. Current- ly, there is the question of the interdependence of public diplomacy with other forms of communica- tion on the example of the state’s foreign policy. In the first place it concerns propaganda, external pol- icy and state branding. Comparative analysis of the external terms of diplomacy, propaganda and state branding will demonstrate common features, among other things, to promote the political culture of the country, an indication of the place and the role of public diplomacy in the system of external policy.

The author discusses the question of diplomatic contacts between Western Africans and Portugal in the second half of the 15th century. They were preceded by voluntary visits of free Africans to Portugal, which was followed by the organisation of several legations in Benin and Wolof states (Jolof and Cayor). These events had an impact on the Portuguese-African contacts, despite being occasional. Analysing the course of negotiations, accompanying ceremonials, political propaganda tools and the outcome of the talks, the author attempts to present and evaluate the political goals of both sides, the possibilities of Christianisation and the influence that these events had on the relations between people from different cultures and on their mentalities.

The present paper considers the essential role of cultural diplomacy as a foreign policy vector and discusses its place among the tools of public diplomacy. The emphasis is placed on analysing the potential of cultural diplomacy in the Ukrainian foreign policy activities. In particular, the authors examine institutional aspects of promotion of the Ukrainian culture abroad; special attention is paid to the Ukrainian Institute, established in 2017 under the auspices of the Ministry of Foreign Affairs. As for many years there was no comprehensive governmental approach to cultural diplomacy, private initiatives in the field emerged to fill the gap. Having received some support from the Foreign Affairs Ministry and Ukraine’s diplomatic missions, these entities became part of the state’s cultural diplomacy mechanisms.

The considerations in this article are an attempt to grasp and deeply analyze the relationship between wine and politics in the contemporary world. The importance of wine on the international stage is a multi-threaded topic, but the work focuses primarily on the special role of wine in the cross-country dimension. The author uses the method of case study analysis to present the activities of Russia’s economic diplomacy and France’s cultural diplomacy. Their example allows us to understand the role of wine in the implementation of individual foreign policy goals, including strengthening the power and prestige of the state in the international arena.

Dyplomacja kulturalna jest działaniem różnego rodzaju podmiotów mającym na celu budowanie wizerunku państwa. Czesi tworzący od 15 lutego 1991 roku wraz ze Słowakami, Polakami i Węgrami Grupę Wyszehradzką również na tym forum prowadzą dyplomację kulturalną, wpływając w ten sposób na zwiększenie zainteresowania swoimi działaniami na arenie międzynarodowej. Celem niniejszego artykułu było zbadanie, jakie wartości, postaci i wydarzenia historyczne Czechy podkreślają na forum regionalnym, a także poprzez jakie dziedziny sztuki pokazują swoją kulturę. Praca została podzielona na cztery części. W pierwszej opisano uwarunkowania dyplomacji kulturalnej. Następnie opisano działania instytucji państwowych na forum Grupy i w stosunku do społeczeństw regionu. Ostatnia część dotyczy działań kulturalnych społeczeństwa czeskiego w stosunku do społeczeństw Grupy Wyszehradzkiej.
Cultural diplomacy is an activity of many organisations which build an image of the country. The Czechs who create with the Poles, Hungarians and Slovaks the Visegrad Group conduct cultural diplomacy on this regional forum. The aim of this kind of diplomacy is to increase the interest of the state, its problems and activities. This article was written to examine what the Czechs want to show about themselves to the regional nations. This work consists of four parts. In the first part there is some information about historic, economic and law determinants of this cooperation. Because of the fact that cultural diplomacy is a kind of public diplomacy, Czech cultural initiatives are divided as government-to-government, government-to-people and people-to-people communications. In the next three parts the author describes these three kinds of communications.

This study presents various perspectives on cultural communication issues, in the context of globalization and political and economic transformation in Poland and Bulgaria since the democratic revolution of the 1989. Poland and Bulgaria have old historical and cultural relations, defined and developed institutionally in different spheres of social life at the be-ginning of the twentieth century. Cultural cooperation is a kind of catalyst for the country’s foreign policy: maintains the historical, ethnic, and regional cooperation, symbolizes the successes, compensates for the negative relations and is an indirect tool for deepening the breakthrough in bilateral relations. Nowadays, branding models are used to promote the image of countries as a tool of the public diplomacy. This article examines the dynamic role of the changes in the cross-cultural communication. The article draws on the most important cultural and scientific publications and literature to argue that building this cultural coopera-tion has its roots in the capability to mobilize and use culture as a resource for collaborative action between Poland and Bulgaria.

Diverse from the Erasmus program, amongst other EU international interactions, Humanitarian and Developmental initiatives resulting in Nation Branding is a field that is hardly explored. This paper has tried to analyze the concept of supra-nation branding through the EU humanitarian and development program named EU Aid Volunteers Initiative, through focusing on how a supranational organization such as the EU would go about a nation branding initiative that promotes its collective values in Humanitarian and Development Aid. In order to explore the concept of supra-nation branding, it firsts gives a brief introduction about the initiative and identifies the key elements of EU nation branding as well as its humanitarian and development initiatives. Then, it analyzes it through Anholt’s lens and a SWOT analysis, followed by critiques and a conclusion. This analysis proved fruitful in terms of enabling a structural understanding behind the processes employed by the E.U Aid Volunteers Initiative and how it shall enable the E.U to advance its image as a supra-national entity both locally, regionally and internationally.
