Threats have accompanied humanity since the dawn of time. Most of them can develop into crisis situations that can be interpreted in many different ways. The crisis situation is closely linked with the concept of crisis management, which is implemented in four phases. At every stage of work, various elements are significant in terms of crisis management. There are also elements that are very important at every stage. These include: threat analysis, estimation of the probability of their occurrence in a given area, and assessment of their sensitivity. An appropriate information flow system supports the implementation of the above elements. This system should be effective in such relations as between services and between services and society. The effectiveness of information flow depends on the reliability of this information and its flow channel. Information is of particular importance in the decision-making process. It should have appropriate features and properties. Based on the information, both good and bad decisions can be made. In crisis management, this can be relevant to human health and even human life. This article discusses issues related to the nature of information in crisis management.

Family foster care is a form of temporary care for children who, for various reasons, cannot grow up in a biological family. Foster families have a variety of tasks to fulfill, resulting not only from the current custody of the child, but also from the need for extensive compensation for the general developmental deficiencies of the child placed in it. The purpose of the article is to present the possibilities and forms of support directed to children residing in foster families who have experienced various difficult situations and crisis events in their biological families, as well as general assistance that can be obtained by foster families in which difficult crisis situations arise concerning daily functioning.

Public administration, in view of its essence, must satisfy social expectations. In addition, to modernization resources, reorganization, should also modify its mentality. Otherwise without systematic adaptation to a dynamic reality it fails and will transform into the dysfunctional structure. In the risk society, the information society, and this undoubtedly we are, the information policy, especially in crisis situations, has become the boiling issue. It is useful to characterize its essence and impact on the environment, would introduce entities those who are interested in security adjustment recommendations on key issues. It should be remembered that the vast majority of society is assessed on the bases of random information from the mass media rather than on detailed analysis of the public administration.

Niniejszy artykuł prezentuje możliwości wykorzystania sił zbrojnych w zwalczaniu zagrożeń niemilitarnych w Polsce. Wskazano w nim, sposób wykorzystania zasobów oraz środków jakie pozostają w dyspozycji wojska w procesie zarządzania kryzysowego. Poważnym zagrożeniem dla bezpieczeństwa całego kraju stały się różnego rodzaju sytuacje kryzysowe będące następstwem zarówno katastrof naturalnych jak i awarii technicznych. I właśnie na te zagrożenia muszą reagować polskie siły zbrojne. Aby sprostać tym wyzwaniom niezbędne stało się przeanalizowanie możliwości skutecznego działania jednostek sił zbrojnych w działaniach związanych z zarządzaniem kryzysowym.
The paper refers to the possibility of using the Polish Armed Forces in crisis management in Poland. Serious threat to the whole of Poland are crisis situations. On this points the Polish Armed Forces must be prepared for threat and respond on other natural disaster. In this article to present the possibility of using the armed forces to prevent, combat and react crisis situations. In the face of this threat the a basic tenet is a take crisis management measures. Therefore, the proper functioning in the crisis situations need to engage reliable armed forces.

Celem artykułu jest omówienie funkcjonowania systemu zarządzania kryzysowego w Polsce – przedstawienie ogólnych zasad jego działania, dotyczących go regulacji prawnych oraz głównych zagrożeń. W tym celu autorzy dokonują przeglądu definicji sytuacji kryzysowych oraz omawiają cele i etapy zarządzania kryzysowego. Następnie przedstawiają ogólne zasady działania systemu zarządzania kryzysowego w Polsce oraz najważniejsze regulacje prawne z tym związane. Omawiają też główne zagrożenia mogące prowadzić do wystąpienia sytuacji kryzysowej, zarówno naturalne i ekologiczne (np. powodzie, pożary, lawiny), jak i cywilizacyjne, spowodowane działalnością człowieka i awariami technicznymi (np. katastrofy budowlane i transportowe, działalność grup przestępczych, cyberterroryzm). Prowadzi to do konkluzji, że po powodzi stulecia z 1997 roku uchwalono w Polsce przepisy, dzięki którym system zarządzania kryzysowego stoi w naszym kraju na wysokim poziomie. Jednocześnie coraz nowsze zagrożenia powodują konieczność regularnego aktualizowania aktów prawnych dotyczących zarządzania kryzysowego, tak by zapewnianie bezpieczeństwa narodowego było skuteczne.
The aim of the article is to discuss the functioning of the crisis management system in Poland: to present the general principles of its operation, legal regulations and major threats related to it. For this purpose, the authors review the definitions of crisis situations and discuss the objectives and stages of crisis management. Then the general principles of the crisis management system in Poland and the most important legal regulations related to it are presented. The authors also discuss the main threats that may lead to a crisis, both natural, ecological (e.g. floods, fires, avalanches) and civilizational caused by human activity and technical failures (e.g. construction and transport disasters, criminal groups activity, cyberterrorism). This leads to the conclusion that regulations passed in Poland after the flood of the century in 1997 put crisis management system in our country on the high level. At the same time, newer and newer threats make it necessary to regularly update the legislation on crisis management so that ensuring of national security could be effective.

Dioksyny i dioksynopodobne PCB były źródłem wielu różnych awarii i katastrof ekologicznych oraz skażeń żywności i pasz na świecie. W Europie do najbardziej znanych i brzemiennych w skutkach należy katastrofa ekologiczna w 1976 roku w Seveso (Włochy). Innym przykładem awarii było skażenie mleka, jaj i tłuszczu zwierząt wypasanych na farmach w pobliżu spalarni komunalnych emitujących do środowiska duże ilości tych związków, skażenie mleka krów w wyniku pobierania dioksyn wraz z zanieczyszczoną pulpą cytrusową oraz największa katastrofa, która wystąpiła w Belgii i Europie (1999 rok) w wyniku dodania do pasz 200 litrów oleju skażonego PCB i dioksynami. Powyższe wydarzenia, jak również podjęta przez Wspólnotę Europejską strategia ochrony zdrowia mieszkańców przed szkodliwym działaniem dioksyn zawartych w żywności (ponad 90% dioksyn pobieranych jest wraz z żywnością), ujawniły potrzebę posiadania szybkich metod skryningowych do monitorowania na szeroką skalę żywności i pasz. Dla określenia aktywności biologicznej obecnych w paszy PCDD, PCDF i dl-PCB w opracowanych metodach przesiewowych wykorzystano ekspresję genu reporterowego, aktywność enzymów mikrosomalnych, wiązanie ligandu do receptora i przeciwciał. Obecnie biotest CALUX (ekspresja genu reporterowego) uznawany jest za najlepszą metodę przesiewowego oznaczania dioksyn i dl-PCB w żywności i paszach oraz jest jedynym testem stosowanym w rutynowych badaniach monitoringowych oraz sytuacjach kryzysowych. W pracy przedstawiono rezultaty stosowania metody przesiewowej, bazującej na genetycznie modyfikowanych komórkach hepatomy mysiej, wrażliwych na dioksyny. Podczas incydentów dioksynowych w naszym kraju z metody tej korzystano w badaniach żywności pochodzenia zwierzęcego i roślinnego (mięso i jego przetwory, mleko i produkty mleczne, pasze i składniki paszowe). Zastosowanie metody przesiewowej oznaczania dioksyn umożliwiło szybką selekcję próbek dodatnich i zwiększenie przepustowości laboratorium, co jest istotne w sytuacjach kryzysowych dla skrócenia czasu oczekiwania na wynik. W sytuacjach kryzysowych dotyczących skażenia dioksynami potwierdzono, że szybka metoda przesiewowa jest ważnym narzędziem w ocenie i zarządzaniu ryzykiem oraz bezpieczeństwem żywności.
Dioxins and dioxin-like compounds have caused numerous ecological disasters and contamination of food and feed. In Europe, the most famous and fateful environmental disasters was the Seveso accident (Italy) in 1976. Another example was the contamination of milk, eggs and fat of animals grazing on farms near municipal waste incinerators emitting into the environment large amounts of these compounds, contamination of the milk of cows as a result of feeding citrus pulp contaminated with dioxin, and the biggest catastrophe that has occurred in Belgium and in Europe (1999) by adding to feed 200 dm3 of PCB and dioxin contaminated oil. These events, as well as taken by the European Community strategy for health protection of inhabitants from the harmful effects of dioxins in food (more than 90% of dioxin comes from the food), revealed a need for a rapid screening methods for monitoring food and feedstuffs at a large scale. To determine the biological activity of PCDD, PCDF and dl-PCBs present in the feed, developed screening methods use the expression of reporter gene, activity of microsomal enzymes, the binding of ligand to the receptor and to antibody. At present, bioassay CALUX (reporter gene expression) is considered to be the best screening test for determination of dioxins and dl-PCBs in food and feed, and it is the only test used in routine monitoring and in the crisis situations. The paper presents the results of a screening method application based on genetically engineered murine hepatomy cell line, sensitive to dioxins. This method was used to determine dioxins in food of animal and plant origin (meat and its products, milk and milk products, feedstuffs and feedstuff components) during dioxin crises. Application of the screening test allowed rapid selection of positive samples, increase laboratory throughput, and shorten waiting time for results. Shortening the waiting time for results is important in crisis situations. Rapid screening method is an important tool in assessing and managing risk and food safety in emergency situations on the dioxin contamination.

W artykule przedstawiono zagadnienia związane z systemem zarządzania kryzysowego, w tym sposób informowania i reagowania w momencie wystąpienia nagłego i niepożądanego zdarzenia. Zdefiniowano pojęcie oraz rodzaje stanów gotowości (gotowość funkcjonalna, początkowa, operacyjna, zadaniowa, potencjalna) oraz zaproponowano ocenę gotowości pojazdów używanych przez służby w sytuacjach kryzysowych.
Some issues of a crisis management system including ways of informing and reacting in case of a sudden and unwanted event are presented in the paper. Moreover the notion of categories of readiness statuses (initial, operational, task, potential and functional readiness) is defined together with a proposed evaluation of vehicles used by services at crisis situations.

Artykuł przedstawia sposoby i standardy przesyłania informacji w jednostkach samorządu terytorialnego, szczególnie w przypadku sytuacji kryzysowych. Proponowana jest takze analiza tych czynników, które ułatwiają danej organizacji zmierzenie się z sytuacją ekstremalną. Główny nacisk analizy położony jest na public relations jako na narzędzie niespontanicznej metody prezentacji informacji o danym wydarzeniu lub sytuacji. Przedstawiono i szczegółowo omówiono stosowane przez władze poszczególnych urzędów narzędzia komunikacji; jak również dane o opinii pracowników wobec tychże, a także przyczyny negatywnych ocen. Artykuł przedstawia i poddaje ocenie relacje urzędów z mediami.
The article presents the methods and standards of sharing information within local government units, particularly in the case of emergency situations. It puts forward an analysis of the factors that make it easier for a given local government unit to face an emergency situation. The core analysis deals with public relations as a tool of a non-spontaneous method of presenting information about a particular event or situation. The article also presents and discusses in detail those communication tools that are used by individual units, as well as employees’ opinions about them, along with the reasons for negative comments. Finally, the article presents and estimates the relations of local government units with the media.

Referat stanowi próbę odpowiedzi na kilka pytań dotyczących celowości oraz sposobu definiowania pojęcia "sytuacji kryzysowej". Wszystkie postawione w pracy pytania oraz odpowiedzi poparte są rozważaniami w kontekście orzeczenia Trybunału Konstytucyjnego z dnia 21.04.2009 r.1 Na podstawie tego wyroku z dniem 01.05.2010 r. art. 3 ustawy o zarządzaniu kryzysowym, uznany jako niezgodny z art. 2 Konstytucji RP, miał utracić moc. Ustawodawca jednak z dniem 19.09.2009 r. zmienił art. 3 ustawy o zarządzaniu kryzysowym w związku z czym nastąpiło wykonanie wyroku TK, którego celem było wyeliminowanie z obrotu prawnego definicji niekonstytucyjnej. W pracy następuje próba odpowiedzi na pytanie, czy "sytuacja kryzysowa" jest na tyle pojęciem niedookreślonym, że wymaga skonkretyzowania zakresu znaczeniowego w formie definicji legalnej. W opracowaniu prowadzone są rozważania na temat, jakie argumenty przemawiają za celowością i sposobem występowania definicji "sytuacji kryzysowej" w obrocie prawnym oraz w jakim zakresie zmieniono niekonstytucyjną definicję "sytuacji kryzysowej"
The paper is an attempt to answer a few questions concerning the need and also the manner of specifying the notion of "crisis situation". All the questions posed in the paper and the answers given are backed up with deliberations in the context of the Stating of the Constitutional Tribunal of 21 April 2009. Under the ruling, Article 3 of the Act on crisis management was found to be against Article 2 of the Constitution of the Republic of Poland. The article was supposed to stop being legally binding on May 1, 2010. The legislator, however, on 19 September 2009 changed Article 3 of the Act on crisis management. The purpose of the Tribunal’s ruling was to eliminate an unconstitutional definition from legal transactions. The paper makes an attempt to answer a question whether "crisis situation" requires specification of its semantic scope in the form of a legal definition. There is also a question what arguments are in favour of the need and the manner of the appearance of the definition of "crisis situation" in legal transactions and to what extent the unconstitutional definition of "crisis situation" was changed.

Nieodłącznym elementem życia są sytuacje kryzysowe wymagające wsparcia społecznego. Ze względu na funkcjonujące stereotypy czy postawy społeczne jego potrzeba może wzrastać u osób, które charakteryzują się „innością”. Przeprowadzone badania objęły 108 osób o orientacji homoseksualnej, która w naszym społeczeństwie stanowi mniejszość. Badania zostały przeprowadzone za pomocą autorskiego kwestionariusza ankiety, a ich celem było określenie poszukiwania oraz otrzymania wsparcia w internecie, biorąc pod uwagę różne sytuacje mogące wymagać wsparcia społecznego i jego rodzaje. W celu zebrania materiału badawczego wykorzystano metodę kuli śnieżnej. Wyniki badań ukazują, że internet stanowi źródło poszukiwania wsparcia przez osoby o orientacji homoseksualnej, szczególnie w przypadku problemów zdrowotnych, rozpadu związku i problemów natury psychicznej (m.in. depresji). Poszukują oni i zarazem deklarują otrzymanie w przestrzeni wirtualnej przede wszystkim wsparcia informacyjnego.
Crisis situations that require social support are an inseparable element of life. Due to the functioning stereotypes and social attitudes, the need for it may increase in people who are “different”. The conducted research included 108 people of homosexual orientation, who constitute a minority in our society. The research was carried out using the proprietary questionnaire, and its purpose was to determine the search for and receipt of support on the Internet, taking into account various situations that may require social support and its types. In order to collect the research material, the snowball method was used. The results of the research show that the Internet is a source of seeking support by homosexual people, especially in the case of health problems, relationship breakdown and mental problems (including depression). They seek and at the same time declare to receive, above all, information support in the virtual space.

The COVID-19 pandemic has taken the whole world by surprise and has affected all sections of society. One of them are entrepreneurs whose crisis affects themselves, the people they employ, and the economy in general. The article presents how entrepreneurs use their resources in the form of social contacts, coping with the difficulties of the crisis. It also presents the role of business organizations and the relationships they create in the face of a pandemic. How drawing support from relationships that were established against the backdrop of community activity has proved to be of great importance in the face of the pandemic. The publication discusses such issues as: the features of the crisis, the role of the organization in supporting entrepreneurs, the influence of relations on coping with the crisis, and manifestations of trust in a group. The results of the research collected qualitatively in the form of the participants’ written statements show how, in times of a pandemic, they show the sense of support obtained from people in a similar situation. They present what makes entrepreneurs, despite the difficulties related to the crisis, not only able to protect themselves against collapse, but also to develop their companies?
Pandemia COVID-19 zaskoczyła cały świat i dotknęła wszystkie grupy społeczne. Jedną z nich są przedsiębiorcy, których kryzys dotyczy jednocześnie ich samych, zatrudnianych przez nich osób, jak i gospodarki w ogóle. Artykuł przedstawia, w jaki sposób przedsiębiorcy wykorzystują posiadane zasoby w postaci kontaktów społecznych, radząc sobie z trudnościami doby kryzysu. Prezentuje też, jaką rolę odgrywają w obliczu pandemii organizacje biznesowe i tworzone tam relacje. W publikacji omówiono takie zagadnienia jak: cechy kryzysu, rola organizacji we wsparciu przedsiębiorców, wpływ relacji na radzenie sobie z kryzysem, przejawy zaufania w grupie. Wyniki badań zgromadzonych metodą jakościową w formie pisemnych wypowiedzi uczestników przybliżają, jak w dobie pandemii objawia się u nich poczucie wsparcia uzyskane od osób będących w podobnej sytuacji. Prezentują, co takiego sprawia, że przedsiębiorcy pomimo trudności związanych z kryzysem są w stanie nie tylko chronić przed upadkiem, ale i rozwijać swoje firmy.

Opis:
The factors that threaten human safety factors include the quality managing persons of crisis situations. A particularly important aspect of dealing with threats is the selection of employees for their personal predisposition to work in managerial positions. Proper cast these jobs is a condition for effective and efficient management of the entire system during the crises. Although it is difficult to create a perfect selection system, it is worth to seek creation of such conditions of recruitment of new employees and monitoring the work already employed to ensure the sound management of crises in emergency situations. This is essential for the safety, protection of human life and property. The author introduces the weight theme of personal characteristics and abilities that affect the quality of management. He also analyzes the issue of personal maladjustment symptoms, which can have negative effects on the functioning of the entire system.

Continuity of communication in companies seems to be the most significant factor in managing an organisation and in forming its external image. It can be clearly visible during a crisis situation when the process of forming and distributing information is of considerable significance; moreover, the way of managing communication translates directly into results. The main goal of this article is to present communication management in a crisis situation as a conscious tool supporting managing processes in an organisation. Crisis and communication definitions are explained together with their components. Communication barriers limiting its proper and efficient management have been described along with preparations to build a well thought-out communication plan.

Przedmiotem niniejszego artykułu jest analiza newsów telewizyjnych serwisów informacyjnych pod kątem obecności elementów perswazyjnych na płaszczyźnie języka, obrazu, muzyki i odgłosów tworzących multimodalną argumentację retoryczną. Punktem wyjścia jest założenie, że rzeczywistość prezentowana przez dany serwis informacyjny nie jest idealnym i pełnym obrazem relacjonowanego wydarzenia, lecz jego medialną inscenizacją przedstawianą w celu kształtowania świadomości czy wpływania na emocje określonych grup lub społeczności. Zagadnienie to zostało omówione na przykładzie wybranych wiadomości telewizyjnych serwisów informacyjnych emitowanych w stacji TVP1 w latach 2015-2019 dotyczących sytuacji kryzysowych.
The article aims to uncover persuasive elements of television news reporting at the level of language, image, music and sound(s), which are used for multimodal rhetorical argumentation. The starting point is the assumption that the reality presented by a given news service is not an ideal and complete picture of a particular event, but rather it is a media representation created to shape the audience's awareness of the covered issue or to influence the emotions of specific target groups of recipients. Such multimodal argumentation patterns will be illustrated with the selected examples of representations of crisis in televized news shows broadcast between 2015–2019 by Polish public television channel TVP1.
