In this paper, an analysis of the properties of a switched reluctance motor (SRM) 8/6 in an extended constant power range is presented. The typical constant power range to constant torque range ratio is between 2 and 3. In the case of machines designed as an electric vehicle drive, it is important to maximize this ratio. In the case of an SRM, it is possible to achieve this by applying an appropriate control strategy. An analysis of the SRM operation utilizing a modified control algorithm allows control of the maximum value of the motor phase current. As a consequence, using the so-called nonzero initial conditions for the current and flux allows the output power to be maintained in a wide speed range. For the improvement of drive system efficiency, the work of the phase current regulator should be limited to a minimum. The most advantageous work conditions we obtain with single-time current regulator work. Laboratory verification has been performed for selected states of motor work.

Opis:
Design and construction of container ships follow consolidated requirements, with standard consideration of fire management. Indeed, cargo fires can have important consequence on crewmembers and cargoes, as well as impacting coastal zone and marine environment. Innovative strategies include prevention of events and mitigation of consequences. Digital solutions, providing with situational pictures onboard and around the vessel are fundamental for new fire management solutions, seamless and integrated into the vessel IT infrastructure, according to IMO regulations and the recent EMSA CARGOSAFE Report. The assessment of these solutions requires theoretical evaluation, validation activities in simulated environment and demonstration activities in real environments, with use cases to prove feasibility and benefits. This paper, after a review of traditional preventing and mitigating solutions against fire and an analysis of container ships fires, proposes applicable innovative technologies and operational measures, emerging problems for their potential implementation and requirements for virtual and real tests design.

Public transportation is often disrupted by disturbances, such as the uncertain travel time caused by road congestion. Therefore, the operators need to take real-time measures to guarantee the service reliability of transit networks. In this paper, we investigate a dynamic scheduling problem in a transit network, which takes account of the impact of disturbances on bus services. The objective is to minimize the total travel time of passengers in the transit network. A two-layer control method is developed to solve the proposed problem based on a hybrid control strategy. Specifically, relying on conventional strategies (e.g., holding, stop-skipping), the hybrid control strategy makes full use of the idle standby buses at the depot. Standby buses can be dispatched to bus fleets to provide temporary or regular services. Besides, deep reinforcement learning (DRL) is adopted to solve the problem of continuous decision-making. A long short-term memory (LSTM) method is added to the DRL framework to predict the passenger demand in the future, which enables the current decision to adapt to disturbances. The numerical results indicate that the hybrid control strategy can reduce the average headway of the bus fleet and improve the reliability of bus service.

With the massive expansion of decentralised renewable energy in electricity grid networks, the power supply system has been changed from centralised to decentralised one and from directional to bi-directional one. However, due to the regional energy structure difference in the power imbalance between electricity generation and consumption is becoming more and more serious. A grid-scale energy storage system (ESS) can be one solution to balance the local difference. In this paper, two charging/discharging strategies for the grid-scale ESS were proposed to decide when and with how much power to charge/discharge the ESS. In order to realise the two strategies, this paper focuses on the application of fuzzy logic control system. The proposed strategies aim to reduce the peak power generation, consumption and the grid fluctuation. In particular, this paper analysis the ratio between energy-capacity and rated power of ESS. The performance of the proposed strategies is evaluated from two aspects, the normalised power of ESS itself and the influence on the power grid. Simulation studies were carried out on the rule-based control systems with different energy-to-power (e2p) ratios, and the results show that the proposed charging strategy with combination of extreme situation of power imbalance and the rest capacity of ESS provides a smooth load curve for the regional power grid system while the external power exchange is reduced effectively.

The aim of the paper is to examine a control strategy for a single proton conducting solid oxide fuel cell (H+SOFC). The study is based on a dynamic model originating from the steady state reduced order model of H+SOFC. The proposed control strategy is based on a singular PID controller that controls the amount of air delivered to the cathode side of the fuel cell. Additionally, fuel mass flow is correlated with current density to achieve a fixed fuel utilization factor. The concept was tested on typical operating scenarios such as load-follow mode. The study revealed that the singular PID controller is reliable and ensures a safe H+SOFC operation.

This work addresses the development of a distributed switching control strategy to drive the group of mobile robots in both backward and forward motion in a tightly coupled geometric pattern, as a solution for the deadlock situation that arises while navigating the unknown environment. A generalized closed-loop tracking controller considering the leader referenced model is used for the robots to remain in the formation while navigating the environment. A tracking controller using the simple geometric approach and the Instantaneous Centre of Radius (ICR), to drive the robot in the backward motion during deadlock situation is developed and presented. State-Based Modelling is used to model the behaviors/motion states of the proposed approach in MATLAB/STATEFLOW environment. Simulation studies are carried out to test the performance and error dynamics of the proposed approach combining the formation, navigation, and backward motion of the robots in all geometric patterns of formation, and the results are discussed.

Most vehicles are powered by internal combustion engines. Due to the nature of their operation they emit, among others, carbon dioxide which contributes to the greenhouse effect. CO2 production is strictly correlated with fuel consumption. The article presents the results of road tests of a passenger car with a spark-ignition engine meeting the Euro 6 emission norm. The test vehicle was equipped with a classic exhaust gas aftertreatment system – a three-way catalytic converter. The aim of the study was to verify the impact of the cruise control use on the vehicle fuel consumption. The measurements were based on Portable Emission Measurement System type mobile equipment for exhaust emission tests. The tests were carried out in real driving conditions travelling on an express way. Test drives took place on a route with variable topographic profile. Three test drives with different speeds were carried out, but the aim was to obtain an average speed of 130 km/h.

The article explores the challenges that strategic stability is facing under the new nuclear world order. These are conceptual deviations from Cold War-framed deterrence theory, technological breakthroughs and critical transformations of states’ nuclear postures. Contrary to the existing publications on this issue, we claim that strategic stability will continue under the new nuclear order and might even be strengthened by the complex combination of security challenges, given the growing impossibility to de-escalate war once it breaks out.
Artykuł analizuje wyzwania, jakie przed stabilnością strategiczną stawia nowy nuklearny porządek świata, obejmujące koncepcyjne warianty teorii odstraszania w ramach zimnej wojny, przełom technologiczny i krytyczną transformację postaw nuklearnych państw. Wbrew dotychczasowym publikacjom na ten temat twierdzimy, że w nowym porządku nuklearnym stabilność strategiczna zostanie utrzymana, a nawet może wzmocniona przez złożoną kombinację wyzwań, jakie stoją przed bezpieczeństwem, biorąc pod uwagę rosnącą niemożność deeskalacji wojny po jej wybuchu.

The purpose of the article is developing the locomotive structure of intellectual system of support of decision-making and to find a criterion by which to adequately assess different control action to the train. System of decision support for locomotive crew is seen as a complex structure with complex interactions located at a great distance, on-board locomotive systems. The quality of the organization determines the effectiveness of the system as a whole. To solve the problem of creating the optimal structure of the DSS applies the aggregate-decomposition method that involves two steps: decomposition of the problem into a number of subproblems and aggregating the partial results. To evaluate the quality control of a locomotive used the concept of control strategy with specific indicators. Design is developed and structure of locomotive DSS is obtained, taking into account peculiarities of operation of railway transport. To account for not only quantitative but also qualitative characteristics of activity of the locomotive or intellectual systems of decision support, it is proposed to use methods of fuzzy logic. So were able to deduce and calculate the additive criterion of the quality control activities of the intelligent system. Formal indicator of the quality of the train control process using different strategies is received. In the work theoretically grounded definition of the weighting factors for each partial criterion of the quality of train control. Using the dependencies derived, the nature of the influence of the value of partial criteria on the quality of train control in relation to a strategy. The results of the work allow to more accurately simulate the operations of a locomotive crew, which in the future will serve as the basis for the development of autonomous intelligent systems of locomotive control. The developed method is shown to be three main criteria which values the safety, energy consumption, and execution time schedule. However, for more flexible and accurate model, this approach allows to enter additional criteria, and the simplicity of the calculation provides the necessary speed when implemented on on-board locomotive computers.

This essay discusses the optimal shape of monetary policy in Poland as the Polish economy faces the COVID-19 pandemic. It starts by discussing possible scenarios for GDP and inflation dynamics in 2020, and next it focuses on monetary policy. It reviews recent moves as taken by the Monetary Policy Council in March and April 2020, and then analyses the possibility of monetary policy in Poland going long by allowing interest rates on long-term repo operations to be lower than the reference rate. In doing so it uses, among others, the idea of reversal interest rate. Although this paper generally supports the idea of Polish monetary policy going long, it also underlines some potential risks of implementing non-standard instruments of monetary policy.
Esej traktuje o optymalizacji polityki pieniężnej w Polsce w warunkach kryzysu gospodarczego wywołanego pandemią COVID-19. Początkowo rozważane są możliwe warianty wzrostu PKB i inflacji w 2020 r., a następnie skoncentrowano się na polityce pieniężnej. W szczególności omówiono decyzje Rady Polityki Pieniężnej z marca i kwietnia 2020 r., a następnie przeanalizowano możliwości wydłużenia horyzontu tej polityki, w szczególności dzięki utrzymywaniu stóp procentowych długoterminowych operacji repo na niższym poziomie niż stopa referencyjna. W tekście wykorzystano koncepcję reversal interest rate. Mimo, że generalnie Autor popiera wydłużanie horyzontu polskiej polityki pieniężnej, to akcentuje ryzyka związane z wdrażaniem niestandardowych instrumentów tej polityki.

This paper advocates the use of a Weberian framework in the analysis of the processes of Europeanization of public policies. It focuses on employment policies to explore the "elective affinities" between the European Employment Strategy launched in 1997 and the subsequent elaboration of national reforms reorganizing and strengthening monitoring, surveillance, and sanctions of the unemployed. From this perspective, Europeanization is defined as mutual reinforcement between European policy frames and national reforms than a top-down unilateral relationship of influence.
Niniejszy artykuł wykorzystuje ramy teoretyczne Maxa Webera do badania procesów europeizacji polityk publicznych. Skupia się na polityce zatrudnienia, by analizować "powinowactwa z wyboru" między Europejską Strategią Zatrudnienia zainicjowaną w 1997 r. a późniejszymi reformami krajowymi reorganizującymi i wzmacniającymi monitorowanie, sankcjonowanie i nadzór bezrobotnych. W tym ujęciu, europeizacja jest rozumiana raczej jako wzajemne wzmacnianie się polityki europejskiej i reform krajowych niż relacja oparta na jednostronnym, odgórnym oddziaływaniu.

This paper presents a study of control strategies for 5-phase permanent magnet synchronous motors (PMSMs) supplied by a five-leg voltage source inverter. Based on the vectorial decomposition of the multi-phase machine, fictitious machines, magnetically decoupled, allow a more adequate control. In this paper, our study focuses on the vector control of a multi-phase machine using a linear proportional-integral-derivative (PID) current regulator in the cases of sinusoidal and trapezoidal back-electromotive force (EMF) waveforms. In order to determine currents’ references, two strategies are adopted. First one aims to minimize copper losses under constant torque, while the second one targets to increase torque for a given copper losses. These techniques are tested under a variable speed control strategy based on a proportional-integral (PI) regulator and experimentally validated.

The purpose of the study was to find personality and family predictors of aggressive coping strategies in adolescent youth in situations of social conflict. The Questionnaire for Analysis of Coping Strategies in Adolescents in Situations of Social Conflict (Kwestionariusz do badania strategii radzenia sobie młodzieży w sytuacji konfliktu społecznego, KSMK; designed by D. Borecka-Biernat), the Questionnaire for Analysis of the Sense of Control (Kwestionariusz do Badania Poczucia Kontroli, KBPK; designed by G. Krasowicz and A. Kurzyp-Wojnarska, the Stress Assessment Questionnaire (Kwestionariusz Oceny Stresu, KOS; designed by D. Włodarczyk and K. Wrześniewski), as well as M.Plopa’s Parental Attitude Scale (Skala Postaw Rodzicielskich, SPR) were used in the study. The empirical research was conducted in secondary schools on a sample of 893 adolescents (including 468 girls and 425 boys) in the age range of 13 to 15. In the light of the conducted studies it was determined that a strong conviction of the influence of other people on positive or negative outcomes of events , as well as the assessment of a situation of conflict as threat coincides with aggressive coping strategies in youth in situations of social conflict. The analysis of the results has revealed that the tendency to react aggressively to emotional tension generated in social conflict is shaped by an inappropriate parental attitude, characterized by an emotional distance of a parent to their adolescent child.

The problem of reduction of greenhouse gas emissions in shipping is currently addressed by many research works and related industries. There are many existing and visionary technologies and ideas, which are conceptually defined or practically realised. This goal can be achieved in different ways, and reducing fuel consumption is one of the major methods. In these circumstances, the aim of this study is to analyse the possibility of fuel consumption reduction by using an alternative control strategy for low-speed marine diesel engines which would take into account the interactions between hull, propeller and main engine. For this purpose, a mathematical model including ship hull and propulsion system is developed. A case study is conducted for a ship for which the results of both the ship hull and screw propeller model tests are available. A low-speed two-stroke diesel engine is then selected for the considered ship. Two different governors are included in the model and their parameters are changed to investigate the dynamic behaviour of the system when simulating the forward acceleration mode in calm sea conditions. The research is mainly focused on variations of fuel consumption by the ship passing a certain distance to reach the nominal constant speed. It is concluded that, for a given travel distance, it is possible to save considerable amount of fuel at the expense of slight increase of journey time.

Differential Evolution (DE) is a simple, yet highly competitive real parameter optimizer in the family of evolutionary algorithms. A significant contribution of its robust performance is attributed to its control parameters, and mutation strategy employed, proper settings of which, generally lead to good solutions. Finding the best parameters for a given problem through the trial and error method is time consuming, and sometimes impractical. This calls for the development of adaptive parameter control mechanisms. In this work, we investigate the impact and efficacy of adapting mutation strategies with or without adapting the control parameters, and report the plausibility of this scheme. Backed with empirical evidence from this and previous works, we first build a case for strategy adaptation in the presence as well as in the absence of parameter adaptation. Afterwards, we propose a new mutation strategy, and an adaptive variant SA-SHADE which is based on a recently proposed self-adaptive memory based variant of Differential evolution, SHADE. We report the performance of SA-SHADE on 28 benchmark functions of varying complexity, and compare it with the classic DE algorithm (DE/Rand/1/bin), and other state-of-the-art adaptive DE variants including CoDE, EPSDE, JADE, and SHADE itself. Our results show that adaptation of mutation strategy improves the performance of DE in both presence, and absence of control parameter adaptation, and should thus be employed frequently.
