    Strategic competition and rivalry between the United States and China has become a paradigm of international relations in the past decade. Central to this growing strategic distrust between Washington and Beijing is the tug of war between the US-led Indo-Pacific strategy and China’s Belt and Road Initiative (BRI). However, the role of China’s ‘peaceful rise/peaceful development’ strategy and assertive nationalism characteristic of Chinese foreign policymaking in creating an atmosphere of tension and misunderstanding between Beijing and Washington have been largely overlooked. This paper, therefore, seeks to understand the relationship between the rise and fall of China’s ‘peaceful rise/peaceful development’ concept, the emerging prominence of assertive nationalism in China’s foreign policy making and a deteriorating US-China relations with deepening strategic mistrust between the two major powers through a comparative-historical analysis of China’s BRI and the US-led Indo-Pacific strategy. Rather than demonstrating China’s commitment to its ‘peaceful rise/peaceful development’ to the world, this paper argues that Beijing’s offensive to defend China’s national interests in a confrontational manner is an indication that an increasingly confident Chinese leadership no longer feels the need for reassuring the world that China's ‘rise’ is peaceful and non-threatening in nature. This could embolden Beijing to defy (if not explicitly challenge) the ‘rules-based international order’ upheld/defended by Washington, thereby spelling the end of China’s ‘peaceful rise/peaceful development’ strategy.

    The Belt and Road Initiative (BRI) is an international project focused on creating a network of infrastructure and strengthening trade links, primarily between China and Europe. Transport of goods within the BRI is conducted through one maritime and six rail economic corridors, one of which (New Eurasian Land Bridge) crosses the territory of Poland. This article covers issues related to the impact of the BRI on the regions of the participating countries and aims to determine the position of Podlaskie voivodeship compared to other Polish voivodeships in the BRI. To achieve this aim, a multi-stage study was conducted, including the design of a set of quantitative factors determining the position of voivodeships in the BRI, evaluation of the importance of the factors during the expert study, collection and normalisation of quantitative data, and comparative analysis of the factors. Research results show that, given the adopted methodology, the Podlaskie voivodeship is ranked 11th out of 16 Polish voivodeships in terms of its position in the BRI. This article’s findings contribute to the discussion on development opportunities in the Podlaskie region in the BRI context. They also motivate comprehensive research on the strategy for the widest possible inclusion of Podlaskie in the BRI’s activities and provide an important stimulus for the region’s development.

    The author analyses new directions of development of the Shanghai Cooperation Organisation (SCO), examines the geopolitical reasons of their emergence, and identifies the role and place of the Organisation in the framework of the Greater Eurasian Partnership (GEP).The author also presents the Development Strategy of the SCO until 2025 and identifies the areas of common interests with the GEP’s development ideas, which are focused on the economic and trade- -related measures along with the issues of political interaction and cooperation in the field of social security. In conclusion the author claims, that SCO countries are acting as “drivers” of regional development and making a concerted effort to create the necessary conditions for ensuring sustainable social and economic development. The new development directions of the SCO demonstrate that the Organisation is able to adapt to new conditions of the changing world, while its participation in new formats of interaction is in demand among the countries of the Eurasian continent.
    Autor przedstawia nowe kierunki rozwoju Szanghajskiej Organizacji Współpracy (ang. SCO), bada geopolityczne przyczyny ich powstania oraz identyfikuje rolę i miejsce Organizacji w ramach Wielkiego Partnerstwa Euroazjatyckiego (ang. GEP). Autor także omawia Strategię rozwoju SCO do 2025 roku oraz identyfikuje obszary będące przedmiotem wspólnego zainteresowania z ideami rozwojowymi GEP, które koncentrują się na działaniach gospodarczych i handlowych oraz zagadnieniach interakcji politycznych i współpracy w dziedzinie bezpieczeństwa społecznego. W podsumowaniu autor wnioskuje, że państwa SCO działają jako “motory” rozwoju regionalnego, podejmując wspólne wysiłki w celu stworzenia warunków niezbędnych do zapewnienia trwałego rozwoju społecznego i gospodarczego. Nowe kierunki rozwoju SCO pokazują, że Organizacja potrafi dostosować się do nowych warunków zmieniającego się świata, a jej udział w nowych formatach współpracy jest pozytywnie oceniany w krajach kontynentu euroazjatyckiego.

    Celem artykułu jest ukazanie dylematów i postaw polskiego rządu związanych z uczestnictwem w chińskiej inicjatywie Belt and Road. Tezą pracy jest twierdzenie, że inicjatywa Belt and Road podzieliła główny nurt dyskursu publicznego na dwa główne wątki: opcję o optymistycznym nastawieniu – dostrzegającą szanse partycypacji w tej inicjatywie oraz dyskurs pesymistyczny – ukazujący zagrożenia dla bezpieczeństwa państwa polskiego. Autorzy odpowiedzą na następujące pytania badawcze: jak BRI jest przedstawiana w polskim dyskursie publicznym? Jakie są główne szanse i wyzwania wynikające z przystąpienia Polski do inicjatywy? Dokonana zostanie także analiza danych zastanych wszelkiego rodzaju płaszczyzn relacji polsko-chińskich.
    The aim of the article is to show the dilemmas related to the Poland’s participation in the Chinese Belt and Road Initiative. The theory behind the paper is that the Belt and Road Initiative has divided the mainstream of public discourse into two main threads: an optimistic option – one that sees opportunities in the participation in the initiative – and a pessimistic one, highlighting the threats to the security of the Polish state. The authors will answer the following research questions: how is the BRI presented in the Polish public discourse? What are the main opportunities and challenges resulting from Poland’s accession to the initiative? A desk research analysis of all types of Polish-Chinese relations will also be conducted.

    Głównym celem artykułu jest analiza motywów dotyczących decyzji o zaangażowaniu kapitałowym chińskich spółek w Europie Środkowej i Wschodniej (EŚW). W artykule poddano analizie użyteczność istniejących koncepcji teoretycznych do wyjaśnienia uwarunkowań chińskich zagranicznych inwestycji bezpośrednich (ZIB). Decyzje chińskich podmiotów okazały się zgodne z teorią rozwoju inwestycji Dunninga (IDP), ale badania dowiodły także, że motywy ZIB są inne dla krajów regionu Europy Środkowej i Wschodniej niż w pozostałych regionach. Badanie wykazało, że jednym z głównych celów inwestycji w tym regionie jest uzyskanie dostępu do wspólnego rynku UE. Dodatkowo analiza danych ujawniła, że kraje EŚW, które nie są częścią UE, przyciągają proporcjonalnie więcej chińskich ZIB niż te, które mają łatwiejszy dostęp do funduszy UE.
    The main aim of the article was to analyze the motives behind the FDI decisions of Chinese companies’ capital engagement in Central and Eastern Europe. The article examines the applicability of existing theoretical concepts towards Chinese outward foreign direct investment (OFDI). Chinese OFDI patterns have been found to be consistent with Dunning’s investment development path (IDP) theory, but research shows that OFDI to CEE countries is additionally driven by specific motives different than in other regions. The study has proved that one of the major purposes is to get access to the EU common market. Additionally, data analysis has revealed that CEE countries that are not part of the EU attract proportionally more Chinese FDI than those that have easier access to EU funds.

    Nowy Jedwabny Szlak, a właściwie Inicjatywa Pasa i Drogi (IPD) to chińska inicjatywa mająca na celu ułatwienie handlu międzynarodowego między Chinami i Europą oraz Afryką, budowę nowego międzynarodowego ładu gospodarczego i systemu bezpieczeństwa. W IPD zaangażowanych jest obecnie ponad 60 państw należących do różnych ugrupowań gospodarczych, charakteryzujących się różnym poziomem rozwoju gospodarczego i otwartości ekonomicznej. Wiele odnóg lądowego Nowego Jedwabnego Szlaku biegnie przez państwa należące do Euroazjatyckiej Unii Gospodarczej (EAUG). W tym głównie korytarz transsyberyjski będący północną odnogą Szlaku, który rozwija się w sposób najbardziej dynamiczny i jest w największym stopniu eksploatowany spośród wszystkich kolejowych połączeń między Chinami i Europą. Euroazjatycka Unia Gospodarcza i funkcjonująca w jej ramach unia celna między Białorusią, Kazachstanem i Rosją teoretycznie powinny umożliwiać łatwy tranzyt towarów między Europą i Azją. Znacznie lepsza, niż w przypadku pozostałych odnóg kolejowych IPD, infrastruktura transportowa wydaje się być dodatkowym atutem. Niestety czynniki polityczne i embargo nałożone przez Rosję na wiele towarów pochodzących z Europy Zachodniej, znacznie ograniczają możliwości wykorzystania tego szlaku transportowego. Celem artykułu było zbadanie potencjału Euroazjatyckiej Unii Gospodarczej jako elementu Inicjatywy Pasa i Drogi. Ocena możliwości wykorzystania biegnącego przez terytorium EAUG korytarza transportowego w ramach IPD, a także identyfikacja głównych determinant, które w przyszłości będą oddziaływały na rozwój biegnących przez EAUG korytarzy transportowych i logistycznych.
    The New Silk Road, or actually the Belt and Road Initiative (BRI), is a Chinese concept aimed at facilitating international trade between China, Europe and Africa as well as building a new international economic order and security system. More than 60 countries belonging to various economic groupings with different levels of economic development and economic openness have been involved in the BRI. Many branches of the BRI run through the countries belonging to the Eurasian Economic Union (EAEU). This is mainly the Trans‑Siberian corridor, being the northern branch of the Route, which is being developed in the most dynamic way and is the most exploited among all railway connections between China and Europe. In theory, the EAEU and its customs union between Belarus, Kazakhstan and Russia should allow the easy transit of goods between Europe and Asia. Transport infrastructure, much better than in the case of the other BRI railway branches, seems to be an additional advantage. Unfortunately, political and structural factors, as well as the embargo imposed by Russia on many goods originating in Western Europe, significantly limit the possibilities of using this transport route. The aim of the article is to examine the potential of the Eurasian Economic Union as part of the Belt and Road Initiative and assess the possibility of using the transport corridor running through the territory of the EAEU within the BRI. We will also identify the main determinants that will affect the development of transport and logistics corridors running through the EAEU in the future.

    The Chinese Belt and Road Initiative, spanning over 65 countries, have caught the attention of various researchers. To date, scholars have provided the background and given an opinion on the attractions, challenges, and significance. In the eyes of many, there are still doubts about benefits for both China and the Belt and Road Initiative countries. This article aims to contribute to the modest existing literature regarding the perception of Lao PDR, the landlocked country, who joined China under the BRI by initiating the Lao-China railway project in 2016. Although some perceived Laos as being the most vulnerable to being profoundly influenced by and dependent on China, I believe this fruit of globalisation will bring more benefit than harm. As findings show, Lao PDR acknowledges both the potential challenges, especially repaying the debt for the railway construction, and the benefits of having a new economic frontier. The country still takes the risk to fulfil its dream of reducing poverty through numerous opportunities that transformation of its identity from land-locked to land-linked can bring about.
    Chińska inicjatywa Pasa i Szlaku, obejmująca ponad 65 krajów, przyciągnęła uwagę wielu badaczy. Do tej pory uczeni przedstawili jej genezę i wyrazili opinię na temat znaczenia tej inicjatywy, a także korzyści i wyzwań z nią związanych. Wielu z nich wskazuje wątpliwości co do korzyści zarówno dla Chin, jak i pozostałych krajów inicjatywy Pasa i Szlaku. Niniejszy artykuł ma na celu przyłączenie się do tej dyskusji przedstawiając perspektywę Laosu, kraju bez dostępu do morza, który dołączył do inicjatywy Pasa i Szlaku inicjując projekt kolejowy z Chinami w 2016 roku. Chociaż niektórzy postrzegają Laos jako jeden z krajów najbardziej narażonych na bycie pod głębokim wpływem Chin i zależnych od nich, autor stawia tezę, że ten owoc globalizacji przyniesie więcej korzyści niż szkód. Jak pokazują wyniki badania, Laos dostrzega zarówno potencjalne wyzwania z tym związane, w szczególności spłatę długu na budowę kolei, jak i korzyści rozwojowe związane z tą inicjatywą. Najważniejszym celem do osiągniecia jest ograniczeniu ubóstwa poprzez angażowanie się w takie przedsięwzięcia i przekształcenie tożsamości Laosu z kraju zamkniętego (land-locked) na kraj „połączony” (land-linked).

    The article focuses on the Belt and Road Initiative, which was introduced by the leadership of the People’s Republic of China in 2013, and its political as well as economic implications for Iran China relations. The ongoing implementation of the Chinese initiative raises a few research questions. Would both sides benefit from the cooperation in the BRI framework or would one of them maybe have the upper hand? What are the main opportunities and challenges in the case of China-Iran relations and BRI implementation? The analysis is conducted in the framework of the grand strategy theory. This study is based on primary sources such as official governmental documents, speeches of influential politicians, and official statistical data. Besides these sources, information from secondary sources like monographs and academic articles was taken into consideration.

    The Chinese Belt and Road Initiative, announced by President Xi Jinping in Kazakhstan in 2013, attracted a lot of attention in both the global media, and the academic community. This vague idea which has been evolving since then, has not necessarily led to many practical achievements. Nonetheless, it has become very popular in Central and Eastern European Countries (CEEC), as their governments have perceived it as a chance for diversification in their foreign policies, as well as in economic relations. Apart from the Belt and Road Initiative, CEEC countries have been implementing concurrent platform of 16+1 since 2011, being also presented as an important stepping stone in providing the Chinese with a backdoor entrance to Europe. In both cases the reality is far behind expectations, especially in economic terms. Chinese investments are still relatively low in most CEEC countries, especially in those that are EU members. This paper will try to assess both initiatives and their convergence by comparing reality with declarations, especially in economic terms. Reference will be made to certain neo-liberal as well as neo-realist theories and the research will be based on legal analysis, comparative analysis, as well as mostly on descriptive statistics.
