Bioeconomy and circular economy are lately buzzing words in political as well as in academic groups. Both of those ideas are based on biotechnology knowledge and they are assuming implementation of new, environmental-friendly technologies, which should contribute to reduction of fossil fuels usage and creation of job opportunities in country as well as urban areas. Furthermore in both – European frame program “Horizon 2020” and Polish “National Development Strategy 2020” issues related to bioeconomy and biotechnology are emphasized. In Cracow from 3 to 6 July 2016 was held 17th European Congress on Biotechnology (ECB2016), organized by European Federation of Biotechnology and Biotechnology Committee of Polish Academy of Sciences. This meeting gave the opportunity for scientist, companies and policy makers for collaboration upon different aspects of agricultural, industrial and medical biotechnology and its contribution to development of bioeconomy ideas.

Conversion of scientific achievements to market a product is a key issue and the best description of significance of science for society. In the case of experts in the natural sciences in Poland, we observe a high intellectual potential of researchers and several scientific discoveries. However, Polish inventions are very rarely available on the market and the number of national and international patent applications done by Polish scientists is very limited. For the development of bioeconomy, the progress in biotechnology is critical.

The following paper presents and discusses controversies over the moral justification for patent protection in biotechnology. Special emphasis was put on the controversy over the moral justification for patent protection of stem cells. By referring to arguments of (i) human dignity and (ii) patentability criteria, the moral justifiability of patent protection of stem cells was put in serious doubt. In a further section of the paper, the moral problems linked to patent protection in biotechnology were shown in a broader political and economic view. In that section of the paper, the preliminary concept of solving some of the discussed problems was sketched out (i.e. the introduction of decision criteria based on the system of values shared by the members of a given society).

Bioeconomy is an important element of the Polish economy and the basis of bioeconomy is innovative biotechnology. The development of bio-economy (especially in closed circuit) requires modern “bio” technology. The resignation of such elements in the economy as achievements of modern biotechnology – albeit possible – is associated with a significant increase in development costs and the loss of access to innovative technologies that are essential for the today and future economy of the country. It is necessary to gain public acceptance for the emerging market of bioproducts, bioservice and bioprocesses. Legislation ammendment supporting innovation in general, and bio domains in particular, is a necessity. The current state of Polish biotechnology is presented on the basis of detailed studies and published on the website of the Biotechnology Committee of the Polish Academy of Sciences: “Biotechnological centers in Poland – MAP OF POLISH BIOTECHNOLOGY”; on this page you will find as well this report (www.kbiotech.pan.pl).

This paper discusses the controversies over the moral justification for patent protection in biotechnology. Special emphasis has been put on the controversy over the moral justification for patent protection of stem cells. A whole section of the paper is devoted to the moral issues linked to patent protection in biotechnology and their political and economic significance. Fungi of the Aspergillus genus are widely distributed in nature, including more than 300 species, but only a few of them are pathogenic for humans and animals. Aspergillus can grows on organic substrates in soil, on plants. Spores are constantly present in air, and with it food, household items, outer integument and mucous person causing the disease to cause aspergillosis. When aspergillosis usually affects the respiratory system, in some cases, skin, kidneys, brain, eyes. Invasive pulmonary aspergillosis is associated with high mortality. In recent years, the number of cases has increased. At risk are people with immune deficiencies. Crucial in the fight against this disease promptly started playing antifungal therapy and early diagnosis. When selecting tests are important technical and economic indicators of the complexity or simplicity the study, its reproducibility, the applicability of automated screening and cost analysis. In the present article we have analyzed and compared different methods for aspergillosis diagnostics. Biotechnological approaches for development of allergy/aspergillosis diagnostic preparations also have been discussed.

The purpose of the article is to analyze the innovative forms of bioeconomy in the region. Due to the aim of the research, the main tasks are the following: to characterize such forms of innovative infractructure as business incubator, technopark, technopolis and cluster; to show the relationship between the evolution of the region and implementation of bioeconomy principles within this region; to investigate the successful experience of different countries concerning the establishment of innovative structures based on biotechnology, to explore the specific conditions of bioeconomy development in Ukraine. The paper contains the general characteristics of the bioeconomy as the economy based on the use of renewable biological resources. Exploring this realm of economy there was used scientific material of various domestic and foreign researchers, analytics and practicians as L. I. Fedulova, K. I. Fedulova, O. M. Anisimova, O. I. Didchenko, K. McCormick, N. Kautto, S. Hilgartner, L. Lewidow and international sources of information such as Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions. Preparing the study there were used such scientific methods as analysis, synthesis, generalization, explanation, classification. The article shows the importance of biotechnology using in the region that was confirmed by the world experience. We believe that the main objects of strong activation of biotech sector in the region are the bioclusters. They have the most comprehensive and highest efficiency in terms of uniting the efforts of stakeholders. It is confirmed by the experience of many countries. So, the bioeconomy serves as a new part of the national economy, which has unlimited possibilities for prosperity in the region of its localization through the various innovative forms of expression.
Celem niniejszego artykułu jest analiza innowacyjnych form biogospodarki w regionie. Ze względu na cel badań, podstawowe zadania są następujące: scharakteryzowanie takich form innowacyjnej infrastruktury jak: inkubator przedsiębiorczości, park technologiczny, technopolis oraz klaster; pokazanie zależności pomiędzy ewolucją regionu oraz implementacją zasad bioekenomicznych w tym regionie; w celu zbadania udanych doświadczeń w różnych krajach związanych z ustanawianiem innowacyjnych infrastruktur opartych na biotechnologii oraz w celu wskazania specyficznych warunków rozwoju biogospodarki na Ukrainie. Niniejszy referat zawiera ogólne cechy biogospodarki oraz ekonomii opartej na wykorzystaniu odnawialnych zasobów biologicznych. Badanie tej dziedziny ekonomii zostało wykorzystane jako materiał do badań wykonywanych przez rozmaitych naukowców. Zarówno krajowych jak i zagranicznych, zarówno analityków jak i praktyków takich jak L. I. Fedulova, K. I. Fedulova, O. M. Anisimova, O. I. Didchenko, K. McCormick, N. Kautto, S. Hilgartner czy L. Lewidow. Ponadto zostały one wykorzystane w materiałach międzynarodowych takich jak: komunikacja pomiędzy Komisją Europejską a Parlamentem Europejskim, Radą Unii Europejskiej, Europejskim Komitetem Ekonomiczno-Społecznym oraz Komitetem Regionów. Podczas opracowania badań używano takich metod naukowych jak analiza, synteza, uogólnienie, wyjaśnianie oraz klasyfikacja. Artykuł ten pokazuje znaczenie biotechnologii stosowanej w regonie, która została potwierdzona światowym doświadczeniem. Wierzymy, iż głównym przedmiotem silnego pobudzenia sektora biotechnologii w regionie są bioklastry. Są one najbardziej wszechstronne i są najbardziej efektywne w jednoczeniu wysiłku udziałowców. Zostało to potwierdzone doświadczalnie w wielu krajach. Biogospodarka funkcjonuje zatem jako nowa część narodowej gospodarki, która dysponuje nieograniczonymi możliwościami rozwoju w regionie ze względu na jego lokalizację poprzez wprowadzanie wiele innowacyjnych form.

Opis:
The study of the composting process is a very urgent task. The rapid growth in food production leads to the formation of waste, which should be safely disposed of in a natural way – composting. Composting the vegetable component of food waste can significantly reduce the proportion of waste falling into landfills and utilize the food waste from the hotel and restaurant industry. Additional enrichment of the compost mixture of food waste with the «Baikal EM» microbiological additive accelerates the maturation process and enhances the efficiency of the finished compost. Such compost does not contain viable weed seeds or pathogenic microflora and can be used as a fertilizer. In contrast to the control, a sufficient level of germination index is observed for the studied samples and they are not phytotoxic. The finished compost can be used as a fertilizer in agriculture for growing crops. The results obtained indicate that the index of germination of radish seeds increases along with the duration of fermentation of the composted mixture. Communities of microorganisms contained in the «Baikal EM» additive accelerate the natural process of composting, taking an active part in the destruction of the components of the vegetable mixture. The pH value of the finished compost, both under thermophilic and mesophilic conditions, is close to neutral indicators. High values of CO2 emissions from reactors were recorded in the second week under thermophilic and for 3 weeks under mesophilic conditions. The finished compost that fermented under thermophilic and mesophilic conditions can be used as fertilizer, but considering that additional energy is required to create thermophilic conditions, it is advisable to compost the food waste mixture with the addition of the microbiological additive «Baikal EM» under mesophilic conditions.

Starting from the example of the Amazon, in Brazil, we intend to analyse how technology (mainly in its biotechnological face) appears as a threat to biodiversity, insofar as it acts through a reduction and standardization: technology needs to reduce diversity to something knowable to be able to control and exploit, in view of human necessities. In this sense, according to Hans Jonas, it is necessary to ask about the horizon of the future giving preference to the negative prognosis (fear rather than hope) to avoid that the harmful consequences of nihilism (marked by the absence of criteria capable of guiding technological action) affect life decisively. In this case, the Enhancement project proposed by transhumanism appears as yet another chapter in the history of risks represented by modern technology.
