The aim of this research paper is to present the history of sanitary aviation in postwar Poland since 1945 up till now. In the course of research the following methods were used: analysis, synthesis, abstraction and generalization. The outcome of the research is presentation of the 74 year history of restoring aviation as an element of medical rescue system in postwar Poland. In the course of research the following theoretical research methods were used: analysis, synthesis, abstraction and generalization. It has been proved that due to great involvement of Polish aviators the operational capacity of medical service system was restored in a short period of time benefitting by the pre war experience and that of other dynamically developing countries of Western Europe. The historical facts had crucial influence on the present make up of Aviation Emergency Medical Service. Presently the formation owns modern aircraft and equipment compliant with worldwide standards of HEMS Helicopter Emergency Medical Service.

The article aims to show selected issues related to safety management system with particular reference to its legal aspects. It is composed of seven parts. The first one outlines the general overview on the problem of aviation safety. In the following passage, substance of safety management in civil aviation is presented. Third part describes key factors determining safety in aviation. In the fourth subtitle, selected issues regarding international regulations concerning safety management systems are discussed with reference to Chicago Convention and Annex 19 which established detailed arrangements for safety management. Subsequently, the author describes the EU legislation related to subject matter as well as major institution in charge of ensuring safety like European Aviation Safety Agency. The las but one subtitle refers to some legal aspects of safety management in civil aviation in Polish law. The summary contains conclusions drawn from the analysis of the both international and polish regulations.Purpose - The paper’s main purpose is to present legal framework of aviation safety management at the level of international, European and polish law. The author also investigates the role of legal regulations in the process of keeping aviation safe with reference to other factors which have a negative influence on aviation safety. Design/Methodology/Approach - A comprehensive analysis of legislation was conducted along with literature review including international publications focused both on the area of management and law. The reference list was selected in such way to show an objective and impartial approach to the subject matter.Findings - The laws regarding safety management in aviation are subject to harmonization but we can observe that the regulations are becoming more and more technical and complex.Research limitations/implications - The limitations of this paper lie in the lack of review of the studies of practical part of the safety management system regulations.Practical implications-The review shows a profound review of legislation which may be used by both managers and lawyer from aviation industry. Moreover, some statistical data is provided in order to emphasize the importance of safety management in the current world.Originality/Value-The article presents analysis carried at three levels of legal regulations, i.e. international, European and local (Polish) which is the best way to show similarities and point out differences.

Many flights operate in different countries and aviation communication takes place mainly between non-native speakers of English. Unfortunately, real life professional discourse seems to go beyond its prescribed standardization. Moreover, it still happens that many languages are used simultaneously on the frequency. This paper investigates the matter of multilingual usefulness in global aviation communication. The author presents the current state of affairs and discusses whether or not operational personnel need to know how to speak multiple languages or if it is better to speak only prescribed Aeronautical English. Empirically based research is also presented. What matters in a given context and especially in a particular non-standard or emergency situation is the language used for professional communication, but in the aviation context it is not only the communication between parties involved that really counts. All the users of airspace should understand words uttered by their colleagues present at frequency in order to be able to correct wrong instructions or react in case of distress.

This article looks at some historical aspects of sanitary aviation in Poland in the context of global aviation and its influence on the development of Polish aviation. The research was limited to the period from the rise of sanitary aviation until the outbreak of the Second World War. The first part of the article examines the development of sanitary aviation in the world. It includes mainly technical aspects starting from free balloons, flying ambulances and the first sanitary airplanes. The article also examines the legal aspects pertaining to the International Conference of the Red Cross in 1925. The main part of the article is concerned with the development of sanitary aviation in Poland. The history is divided into two parts, 1924-1927 and 1927-1939. The division was based on the legal act regulating the principles of operation of sanitary aviation, which changed its further development.

This paper presents a flight safety analysis over the past a dozen or so years. The analysis was mostly conducted on the basis of statistical data recorded by units responsible for flight safety in the Armed Forces of the Republic of Poland. The first part of the paper presents a brief historic outline and basic flight safety-related definitions. It also describes basic elements of flight safety formulated by the International Civil Aviation Organisation, ICAO. It presents theories providing reasons for the occurrence of aviation incidents and1 the role of a human factor in flight safety and at the same time makes known so called James Reason's Model that explains why aviation accidents occur. In addition, it includes a few examples of the occurrence of serious accidents caused by the human factor. It also emphasises the importance of the system of aviation-related events reporting and investigation and the planning of preventive actions to be taken. The paper also stresses the need to change the way of thinking about aviation accident prevention, where the most important questions are not what or who, but why and how. The second part of the paper presents flight safety analysis in the Armed Forces for the previous year.

The continuous development of civil aviation, and consequently aviation infrastructure, poses challenges to legislators to minimize the negative impact of aviation activities on the environment. The article points out that there are a number of regulations that ensure the protection of the environment from aviation activities. In addition, the dynamics of the development of air operations on the territory of the Republic of Poland until 2040 was showed, and thus it was emphasized that the activities of international and European organizations as well as the national legislator should focus on the continuous increase of restrictions relating to the protection of the environment and aviation activities.

Flight training is occupied by many hours of theoretical and practical training. Polish universities offer the possibility of conducting the aforementioned training as part of academic training. A young aviation student, implementing himself in this process, takes on the burden of academic training and aviation training. The aviation environment is sensitive to safety issues. These include the occurrence of incidents, events, and aviation accidents. This issue arises directly from the possibility of endangering the health and lives of bystanders as well as aviation personnel and the damage or destruction of aviation equipment. In addition, there are issues related to the immobilization of airports, aviation organizations, excess repairs, or cases settled in court. Despite all the above, it should be mentioned that air transport is described as the safest means of transportation where – although incidents, events, or high-profile crashes are occasionally recorded. It is desirable for personnel to remain as focused as possible during aviation tasks. The multitude of tasks carried out by aviation students, combined with the burden of academic study, can carry a significant impact on maintaining concentration, lowering perception, or at least meticulousness. These topics correlate closely with the human factor. As a research problem, the submitted work was adopted to determine the impact of academic teaching load on the safety of aviation activities performed, in the context of aviation training provided at universities. The research included aviation mechanics and aircraft crews within its scope.

ObjectivesThe study aimed to establish the current incidence and severity of spatial disorientation (SD) in Polish military pilots when flying different aircraft types over their entire careers, and to determine how SD training and pilots’ flight experience might benefit their recognition of situations that may cause SD.Material and MethodsOverall, 176 military Polish pilots (aged 33.8±7.72 years, the number of flying hours: 1194±941) flying different aircraft types, who attended the aviation medicine course, were surveyed and asked to report their episodes of SD. To collect anonymous data, a postal SD questionnaire (INFO PUB 61/117/5) was used.ResultsIn the overall incidence rate of SD (96%), the most commonly experienced SD illusion was “loss of horizon due to atmospheric conditions” (81%). More SD incidents were reported by pilots who had received SD training. Some differences in the categories of the most commonly experienced SD illusion episodes between aircraft types were found. A severe episode adversely affecting flight safety was categorized by 10% of the respondents.ConclusionsIn Polish military aviation, episodes of SD are a significant threat to aviation safety. There is evidence for the beneficial effects of SD training in the improvement of pilots’ ability to recognize those factors that lead to SD.

Thielert Aircraft Engines GmbH certyfikował w maju 2002 roku lotniczy silnik Diesla Centurion 1.7 w Europie przez EASA, a w rok później przez FAA w USA. Liczba użytkowanych silników Diesla zasilanych paliwem lotniczym Jet Al, trakcyjnym paliwem dieslowskim i syntetycznymi biopaliwami lotniczymi wzrasta. Wprowadzono po wielu perturbacjach do roku 2012 około 3500 silników Diesla tej firmy. Właściwości nowoczesnego silnika Diesla w stosunku do klasycznego benzynowego silnika lotniczego Otto oraz jego certyfikacja zmieniły zasadniczo sytuację na rynku napędów w lotnictwie zmierzających do zastosowania jednego paliwa dla lotnictwa komercyjnego, General Aviation oraz bujnie rozwijającego się lotnictwa bezpilotowego (UAV). Autor dokonuje przeglądu dynamicznie zmieniającej się sytuacji na rynku napędów i paliw lotniczych.
The Thielert Aircraft Engines GmbH certified in May 2002 Air Centurion 1.7 Diesel engine in Europe by EASA, and a year later in the United States by the FAA. The number of exploited Diesel engines fueled by Jet Al, Diesel fuel and synthetic biofuels is increasing. After many perturbations about 3,500 Diesels were introduced till year 2012.The characteristics of modern Diesel compared to gasoline regular aircraft Otto engine and its certification considerably changed the market situation in aviation propulsion oriented to use one type of fuel for commercial aviation, General Aviation and vigorously developing unmanned aviation (UAV). The author reviews the current rapidly changing situation on the market of aviation propulsion and aviation fuels.

The article deals with the issue of the Beijing reform of international criminal aviation law. The author analyses the relevant applicable international law and confronts it with the new legal regulations adopted at the International Civil Aviation Organisation (ICAO) conference in Beijing in 2010. As a result, the author states that the basic change involves the expansion of the catalogue of acts subject to criminalisation as well as the expansion of the circle of persons participating in or supporting actions involving the commission of acts that pose a threat to the safety of civil aviation; the system also specifies the responsibility of collective entities (the so-called ‘Al Qaeda’ clause). The author is deeply convinced that the development of the Tokyo-Hague-Montreal-Beijing system, which is part of the whole international legal system of combatting terrorism, including its financing, is fully justified. The new regulations also make this system more coherent. It is also worth adding that the adoption of the Beijing Convention and the Beijing Protocol is part of the implementation of the Global Counter-Terrorism Strategy adopted by the United Nations.

The common belief that safety in aviation is created through global and regional international aviation organizations is true, however it does not fully convey the core of the problem. The standards and directives shaping the safety system in aviation are important, however these are merely strategic tools for shaping the policy and safety strategies in aviation. The real activity in this area is performed at the very bottom of the aviation structure, directly in an air company, particularly in an airline, that is, by a carrier who provides carriage and cargo services. The reason for initiating research in this area was an attempt to find answers to the following questions: to what extent does safety policy pursued by air companies influence the image of those companies as well as the assessment and safety feeling on the part of the passengers? Is investment in safety profitable from the standpoint of an airline? The above-mentioned problems, presented in a form of a report of the conducted research, constitute the bulk of this article. It should be noted that the fragmentary research undertaken in the course of work over the subject of safety conditioning in airlines may form the basis to plan further research in this area.

Zapewnienie bezpieczeństwa w sektorze lotnictwa cywilnego jest priorytetowym działaniem wielu organizacji lotniczych. Potwierdzeniem tego są liczne dokumenty regulujące kwestie ochrony lotnictwa cywilnego, wydane nie tylko na szczeblu prawa krajowego i unijnego, ale również w konwencjach o zasięgu międzynarodowym. Ryzyko zaburzenia bezpieczeństwa w lotnictwie cywilnym jest ogromne, ponieważ istnieje wiele zagrożeń, które mogą przyczynić się do jego utracenia. Dąży się do przeciwdziałania im, jednak aby były one skuteczne niezbędna jest świadomość istnienia zagrożeń i ich potencjalnych skutków. Mogą one posiadać podłoże militarne, nie militarne, bądź też pochodzić z otoczenia wewnętrznego lub zewnętrznego danej organizacji lotniczej. Różne możliwe zagrożenia pochodzące właśnie z tych źródeł, zostały przedstawione i opisane w tym opracowaniu.
Ensuring security in the civil aviation sector is a priority activity for many aviation organizations. This is confirmed by numerous documents regulating civil aviation security problems, issued not only at the level of national and EU law, but also in conventions of international scope. The risk of security disruption in civil aviation is enormous because there are many risks that can contribute to the loss of security. There are attempts to counteract them, however, if they are be effective, it is necessary to be aware of the dangers and their potential consequences. They may have a military, non-military background, or come from an internal or external environment of a given aviation organization. Various possible threats originating from these sources have been presented and described in the article.

The specificity of military flights operations imposes a number of requirements on aircraft. One of the main factors concerning the realization of the air task is the reliability of the engine. The most common cause of aircraft engine malfunctioning is the quality of the fuel supplied. This paper presents the factors affecting the quality of fuel supplied to aircraft and the procedures preventing the delivery of aircraft fuel, which could interfere with the operation of the aircraft engine.
