In this work we provide a list of irreducible monic, totally positive polynomials with integer coefficients and lengths below 2.3679d for a degree d polynomial. Our approach combines techniques based on auxiliary functions and mixed-integer linear programming algorithms. The list obtained shows that there are polynomials of this type up to degree 16, with the exception of degree 11 where we are very close to the threshold.

he polymer gears owing to their advantages are used in auxiliary power transmission systems of automotive . For example, the gears occur in transmissions of drives of car wipers or drives of car windows. The polymers are mainly used owing to lower production cost than in steel gears. The better silent-running and corrosion z are their other advantages in comparison with steel gears. Unfortunately, the polymer gears are not devoid of disadvantages. The main disadvantages are the lower efficiency and the lower capacity and what follows — the bigger dimensions. The conservative attitude of design of polymer gears is still noticeable. As a rule, such gears e steel gears, but the polymer gears are designed with bigger module. The most probably owing costs and lack of proper design recommendations, for design of polymer gears is used geometry of classic steel gears, because the procedure of analytical strength calculations for classic gears is well-know. The gears made from polymers are built in the mould matrices. In constructions of many mechanisms, the gears can be replaced in case of consumption or damage, so the construction of such gears that can be produced in the machine shop equipped with gear generating e for standard gears, was justified. Nowadays, the constructions of mechanisms used in automotive vehicles are often not even dismountable, but the whole mechanism is changed. It is worth changing the attitude to design of such transmissions.  The method of gears production gives many opportunities.   The production of gears with ited geometry, also such geometry that is impossible to obtain using traditional methods of machining, is possible in the mould matrices.

In the case-law and in the literature on the subject, there is disagreement as to whether it is permissible to regulate in the statute of the auxiliary unit the principles and procedure for dismissal of a member of the resolution body of that auxiliary unit. Such a possibility also does not arise directly from the Act on Communal Self-government, as it does not regulate the issue of dismissal of members of legislative bodies coming from direct elections. If it is assumed that a community council had been given the opportunity to make decisions on specific matters related to the local community, then it is justified in the context of the interests of that community to discipline community councillors, e.g., depending on their attendance at the council sessions.

The form of terminative, in Old and Classical Egyptian known as sDm.t=f, was present in all the stages of Egyptian language until Coptic. The paper analyses changes which occurred in that form due to a process of grammaticalization. These changes were mostly congruent with a well-known pattern: main verb > auxiliary verb > prefix, the pattern, which can be commonly observed in the development of Egyptian language. However, there were also some other mechanisms, which should be considered much more unusual. The paper shows circumstances under which such mechanisms can be observed, in particular: a role of phonetic change in a language and coexisting of words of different lexical category, originating from the same word. Egyptian, being a written language for nearly four thousand years, allows to point such atypical examples and show their origins and consequences over a long period of time.
Forma terminativu, w staroegipskim i klasycznym egipskim znana jako sdm. t=f, występowała we wszystkich etapach języka egipskiego, aż do koptyjskiego. Autorka artykułu analizuje zmiany, które zaszły w tej formie na skutek procesu gramatykalizacji. Zmiany te w znacznym stopniu zgodne były z dobrze znanym schematem: czasownik główny > czasownik posiłkowy > prefiks, schematem, który jest powszechnie obserwowalny w rozwoju języka egipskiego. Jednakże, zachodziły tam także inne, bardziej nietypowe mechanizmy. W artykule ukazano okoliczności, w jakich takie mechanizmy mogą wystąpić, w szczególności: rolę mających miejsce w języku zmian fonetycznych oraz współwystępowanie słów należących do różnych części mowy, ale pochodzących od tego samego słowa. Egipski, który był językiem pisanym przez niemal cztery tysiące lat, pozwala wskazać takie nietypowe przykłady i określić ich pochodzenie oraz późniejszy rozwój w dłuższym okresie.

Issues of autonomy in local government is considered primarily in relation to the basic units of this form of governance, it is in relation to the commune and district. Independence is conditional on having a certain financial autonomy or a substantial dose of financial decentralization. The situation is different as far as financial independence or its lack in auxiliary units (settlements and districts in medium and large cities) is concerned. The basic plan is the public budget which occurs only in the commune, district and province. In the case of districts and neighborhoods is the constituting authority to decide whether it will take the initiative of establishment of district councils, housing councils and equip those in the power and fi nancial resources to carry out their tasks. For the purposes of the characteristics of auxiliary units were selected: the 6 provincial cities, where effectiveness of the district councils, housing councils is noticeable, 6 cities, which have lost their status of the provincial capital, and 6 district towns of medium size. As a result of this study examples of large provincial cities has been the development of the district local government, housing estate. However, not all former provincial city and county have been set up auxiliary units, although there are housings in the tradition of the inhabitants, the nomenclature and housing cooperatives. As stated, most relied on ancillary units in the form of district councils, councils of settlements, districts, councils included actively in the management and operation issues of settlements, increasing the quality of life of their inhabitants.

The article analyses 2nd person singular perfect forms in a collection of Old Russian documents of the 14–16th centuries. The main focus is placed on their formal aspects and the transition from an analytic to synthetic form. The process itself is well-known, yet it still lacks a detailed description and fully explained reasons for its occurrence. The author, providing statistical data on the use of the auxiliary verb byti and explicitly expressed subject, proves its great regularity. There is a strong dependence between the two items and usually only one of them is applied with perfect constructions. This shows that the function of the auxiliary verb has been completely changed and in the period described it played only the role of a person indicator. Thus, it became redundant when the use of personal pronouns was increased. All the exceptions to this rule are scarce and can be explained with factors of a syntactical or extra-linguistic character. The author’s assumptions are confirmed with statistical data and examples taken from spiritual and contractual charters of grand princes and appanage princes in the XIV–XVI centuries.

Synthetic estimators are known to produce estimates of population mean in areas where no sampled data are available, but such estimates are usually highly biased with invalid confidence statements. This paper presents a calibrated synthetic estimator of the population mean which addresses these problematic issues. Two known special cases of this estimator were obtained in the form of combined ratio and combined regression synthetic estimators, using selected tuning parameters under stratified sampling. In result, their biases and variance estimators were derived. The empirical demonstration of the usage involving the proposed calibrated estimators shows that they provide better estimates of the population mean than the existing estimators discussed in this study. In particular, the estimators were examined through simulation under three distributional assumptions, namely the normal, gamma and exponential distributions. The results show that they provide estimates of the mean displaying less relative bias and greater efficiency. Moreover, they prove more consistent than the existing classical synthetic estimator. The further evaluation carried out using the coefficient of variation provides additional confirmation of the calibrated estimator's advantage over the existing ones in relation to small area estimation.

This paper considers some efficient classes of estimators for the estimation of population mean using known population proportion. The usual mean estimator, classical ratio, and regression estimators suggested by Naik and Gupta (1996) and Abd-Elfattah et al. (2010) estimators are identified as the members of the suggested class of estimators. The expressions of bias and mean square errors are derived up to first-order approximation. The proposed estimators were put to test against various other competing estimators till date. It has been found both theoretically and empirically that the suggested classes of estimators dominate the existing estimators.

Opis:
Despite the fact that suspended monorails have been used in the mining industry for over 50 years it is necessary to continue research on the possibilities of increasing the unit mass of the transported load or the speed of people transport. The first step is to establish the exact dynamic load of suspended route’ elements and compare this value with easy to calculation static load. The objective of the research was to determine the influence of speed and direction of travel on maximum load force applied to the sling of the route in mining excavation. The research results indicated that the speed of 2 ms−1 does not significantly influence the load on the sling. Theoretical hypothesis, stating that the estimation of the force value in the sling ought to be performed using projecting on a surface perpendicular to the route was confirmed. It was also proven that in order to characterize the geometry of the sling as well as a precise analysis of its load it is necessary to employ the length and the angle of the chain in relation to the above mentioned surface. Upon employing statistical analysis of the test results, the maximum dynamic effect of the locomotive passing was determined to be 20.1 ± 2.5% of the value of the calculated static load for all slings, projected onto a plane perpendicular to the route. For a single sling, mounted on a test route section inclined at an angle of about 10°, the increase in force due to the passage of the locomotive was up to 21.0% of the static load for this sling.

The paper aims at presenting the contemporary usage of the verb shall in Modern English. The traditional principles governing the usage of shall constitute a complex paradigm in which the implications of different forms change according to the person of the subject. The statistics show that the verb shall experienced a dramatic fall in frequency of use between the early 1960s and 1990s. The author is aiming at presenting the evolution of the verb shall throughout the centuries, its reorganization and the way it has altered. The Old English shall expressed obligation/necessity whereas the Middle English usage indicated to the predicative element of the verb in question. Furthermore, the author explores the difference in application between will and shall. The semantic shift of 'shall' appears to be a natural consequence of the competition it lost to will. Moreover, in 'shall' seems to be retracting to the narrow niche of seldom usage. The article also indicates to the use of shall in present-day English both in American and British varieties. In American English, which is commonly assumed to be more advanced and open to change than British English, 'shall' seems to survive in the contexts where it expresses deontic meaning.

The objective of the paper is to adjust for the bias due to unit nonresponse and measurement error in survey estimates of total household financial wealth. Sample surveys are a useful source of information on household wealth. Yet, survey estimates are affected by nonsampling errors. In particular, when it comes to household wealth, unit nonresponse and measurement error can severely bias the estimates. Using the Italian Survey on Household Income and Wealth, we exploit the available auxiliary information in order to assess the magnitude of such a bias. We find evidence that for this kind of surveys, nonsampling errors are a major issue to deal with, possibly more serious than sampling errors. Moreover, in the case of SHIW the potential bias due to measurement error seems to outweigh by far that induced by nonresponse.

Sylvia Pankhurst was a pioneering figure of socialist feminism who advocated for universal suffrage and against war. Less well-known is her involvement in the movement for an international auxiliary language. In 1927, Pankhurst published a booklet, Delphos. The Future of International Language, where she described the growing need for a world auxiliary language and her support for Interlingua (Latino sine flexione). A biographically informed study of Delphos shows the modernist, cosmopolitan and democratic vocation of the international auxiliary language movement in the early 20th century. Pankhurst’s views on the motivation and principles of an interlanguage-to-come were widely shared by the international auxiliary language community. We present her support for Interlingua as an example of the scientific humanism that dominated the beginnings of interlinguistics, and relate her language activism to her socialist and pacifist stands.
Sylvia Pankhurst była pionierską postacią socjalistycznego feminizmu, który opowiadał się za powszechnym prawem wyborczym i przeciw wojnie. Mniej znane jest jej zaangażowanie w ruch na rzecz międzynarodowego języka pomocniczego. W 1927 roku Pankhurst opublikowała broszurę Delphos. Przyszłość języka międzynarodowego, w którym opisała rosnące zapotrzebowanie na światowy język pomocniczy i jej wsparcie dla języka Interlingua (Latino sine flexione). Osadzone w kontekście biograficznym studium Delphos pokazuje modernistyczne, kosmopolityczne i demokratyczne powołanie ruchu na rzecz międzynarodowego języka pomocniczego na początku XX wieku. Poglądy Pankhurst na temat motywacji i zasad przyszłego interjęzyka były szeroko rozpowszechnione przez międzynarodową społeczność na rzecz języka pomocniczego. Artykuł prezentuje jej wsparcie dla języka Interlingua jako przykład humanizmu naukowego, który zdominował początki interlingwistyki oraz odnosi jej aktywizm językowy do jej socjalistycznych i pacyfistycznych poglądów.

Sustainable development refers to the development of a business in such a way that future generations will be able to satisfy the same needs. This article describes how sustainable development can be measured by economic performance and a positive impact on the natural environment. A general indicator of a company’s environmental impact is presented in the article. It can be determined, on the one hand, by a company’s environmental impact, and on the other hand, by savings in the use of natural resources, which is associated with savings in a financial sense. Therefore, it can be used to analyze the progress of sustainability in terms of environmental and economic performance. The case study provides an example of how emissions and energy factors can be analyzed to form a synthetic indicator and create a general indicator.

Opis:
Sustainable development refers to the development of a business in such a way that future generations will be able to satisfy the same needs. This article describes how sustainable development can be measured by economic performance and a positive impact on the natural environment. A general indicator of a company’s environmental impact is presented in the article. It can be determined, on the one hand, by a company’s environmental impact, and on the other hand, by savings in the use of natural resources, which is associated with savings in a financial sense. Therefore, it can be used to analyze the progress of sustainability in terms of environmental and economic performance. The case study provides an example of how emissions and energy factors can be analyzed to form a synthetic indicator and create a general indicator.

Since the quadratic finite population functions can be expressed as totals over a synthetic population consisting of some ordered pairs of elements of the initial population, the traditional and penalized calibration technique is used to derive some calibrated estimators of the quadratic finite population functions. A linear combination of estimators discussed is considered as well. A comparison of approximate variances of the calibrated estimators is also presented. A simulation study is performed to analyze the empirical properties of the calibrated estimators of the finite population variance and covariance which appear as special cases of the quadratic functions. It is shown also how the calibrated estimators of the population covariance (variance) can be applied in regression estimation of the finite population total.

SThe active disturbance rejection control (ADRC) exhibits strong robustness and adaptability in the presence of strong interference of a large class of uncertain systems. In order to better control the water level of the auxiliary boiler drum, this paper applies the ADRC to improve its control precision, robustness and timeliness. Firstly, the change of drum water level in a large oil tanker auxiliary boiler is analyzed and the dynamic equation is established. After the mathematic changes, the dynamic equation is transformed into a two-order system. Aiming at the characteristics of nonlinear, time-varying and strong disturbance of the boiler water level control system in marine auxiliary boiler, studying the ADRC that includes tracking differentiator (TD), extended state observer (ESO), nonlinear feedback (NLSEF) and disturbance compensation of four parts. The establishment of two kinds of two-order ADRC controller to control the drum level. Through the theoretical analysis and simulation experiment test, and comparing with the cascade control strategy, the experimental results show that the active disturbance rejection controller satisfies the steady state response index of the system, and has good timeliness and accuracy to the control of water level of the drum.

This study proposes a new class of exponential-type estimators in simple random sampling for the estimation of the population mean of the study variable using information of the population proportion possessing certain attributes. Theoretically, mean squared error (MSE) equations of the suggested ratio exponential estimators are obtained and compared with the Naik and Gupta (1996) ratio and product estimators, the ratio and product exponential estimator presented in Singh et al. (2007) and the ratio exponential estimators presented in Zaman and Kadilar (2019a). As a result of these comparisons, it is observed that the proposed estimators always produce more efficient results than the others. In addition, these theoretical results are supported by the application of original datasets.

Many dual frame estimators have been proposed in the statistics literature. Some of these estimators are theoretically optimal but hard to apply in practice, whereas others are applicable but have larger variances than the first group. In this paper, a Joint Calibration Estimator (JCE) is proposed that is simple to apply in practice and meets many desirable properties for dual frame estimators. The JCE is asymptotically design unbiased conditional on the strong relationship between the estimation variable and the auxiliary variables employed in the calibration. The JCE achieves better performance when the auxiliary variables can fully explain the variability in the study variables or at least when the auxiliary variables are strong correlates of the estimation variables. As opposed to the standard dual frame estimators, the JCE does not require domain membership information. Even if included in the JCE auxiliary variables, the effect of the randomly misclassified domains does not exceed the random measurement error effect. Therefore, the JCE tends to be robust for the misclassified domains if included in the auxiliary variables. Meanwhile, the misclassified domains can significantly affect the unbiasedness of the standard dual frame estimators as proved theoretically and empirically in this paper.

This paper presents a family of dual to ratio-cum-product estimators for the finite population mean. Under simple random sampling without replacement (SRSWOR) scheme, expressions of the bias and mean-squared error (MSE) up to the first order of approximation are derived. We show that the proposed family is more efficient than usual unbiased estimator, ratio estimator, product estimator, Singh estimator (1967), Srivenkataramana (1980) and Bandyopadhyaya estimator (1980) and Singh et al. (2005) estimator. An empirical study is carried out to illustrate the performance of the constructed estimator over others.

The aim of this paper is to suggest a class of two phase sampling estimators for population mean using multi-auxiliary characters in presence of non-response on study character. The expressions for bias and mean square error are obtained. The condition for minimum mean square error of the proposed class of estimators has been given. The optimum values of the size of first phase sample, second phase sample and the sub sampling fraction of non-responding group have been determined for the fixed cost and for the specified precision. A comparative study of the proposed class of estimators has been carried out with an empirical study.

Opis:
In accordance with the Act of 6 January 2005 on national and ethnic minorities and regional languages, the so-called auxiliary language was introduced into the Polish legal order. It involves a situation when it is used by a national or ethnic minority in a municipality where they constitute a minimum of 20% of the total population. Then there is the legal possibility of using the minority language on equal terms with the official language, that is the Polish language, before the municipal authorities. This paper presents and describes issues related to the rules of introducing an auxiliary language and situations when it can be used. The existing legislative shortcomings in the form of using phrases that are ill-defined or cause problems of interpretation are pointed out. The auxiliary language, although it can currently be used only in 33 municipalities, is an important element in the functioning of national and ethnic minorities in Poland, as well as is very useful in the relations between the municipality and the residents (belonging to the minority).

The auxiliary units of Gdansk have become a permanent element of its structure. On the basis of the adopted legal measures, local authorities are not obliged to establish auxiliary units (but in Gdynia it is obligatory to appoint auxiliary units), but it follows from the grassroots activities of citizens. The mechanism of forming auxiliary units has become a means of inhabitants participating in municipal life. The unique functioning of the Gdańsk auxiliary units relies on their ongoing transformation, caused by multiple amendments of local laws. The above is a result of searching for the best solutions. Above all, multiple actions undertaken by the local government are focused on the stabilisation, as well as improvement of the functioning of auxiliary units.
Jednostki pomocnicze miasta Gdańska stały się trwałym elementem w jego przestrzeni. Przyjęte rozwiązania prawne nie obligują władz miasta do tworzenia jednostek pomocniczych (np. w Gdyni jest obowiązek powoływania jednostek pomocniczych), ale kwestie te są wynikiem  oddolnego działania mieszkańców. Mechanizm kształtowania instytucji jednostek pomocniczych stał się formą partycypacji obywateli w życiu gminy. Specyficzne funkcjonowanie  gdańskich jednostek pomocniczych polega na ich ciągłej przemianie, spowodowanej zmianami prawa lokalnego, poszukiwaniem „idealnych” rozwiązań.  Zadawalające jest to, iż wiele poczynań władz miasta zmierza do ustabilizowania i poprawy jakości funkcjonowania jednostek pomocniczych.

The aim of this article is to bring closer the issues related to the functioning of villages – auxiliary units of a commune characteristic for rural areas. The study indicates the legal basis for the functioning of these units, starting with the Constitution, through statutory acts, ending up with acts creating their legal position, that is statutes. The status of individual village authorities and the basic principles of their financing have also been discussed, often referring to the reality of the Gryfino commune. Particle filters are very popular - number of algorithms based on Sequential Monte Carlo methods is growing. Paper describes and compares the performance of four of them: Auxiliary Particle Filter - this approach should reduce the high sensitivity to outliers values and poor posterior approximation, Rao-Blackwellised Particle Filter - this approach is recommended for objects with linear and nonlinear state variables, Bootstrap Filter - the first proposed Particle Filter which still can be used, because is very simple to implement, and some variety of SIR algorithm - this algorithm was chosen to show, that importance density also can be constant. The obtained results show that Bootstrap Filter and Rao-Blackwellised approaches give good results, but Bootstrap Filter works 10 times faster. The worst results gives SIR algorithm with unconditional importance function.

Opis:
The method and rules of elections of village heads and village council-members, which are conducted at meetings of village residents, are one of the last examples of direct democracy. Even though this form of democracy has been studied and described previously, the electoral rivalry within rural communities is marginalized; therefore, it is little known. The paper tries to define the features of electoral competition and analyze rivalry at this level of government. It has been based on a case study of one commune and three research methods have been used: direct observation, document analysis and personal interviews. Additionally, the paper presents sociological and demographic studies on some of the newly elected village heads and their councils.

This paper deals some linear regression type ratio exponential estimators for estimating the population mean using the known values of quartile deviation and deciles of an auxiliary variable in survey sampling. The expressions of the bias and the mean square error of the suggested estimators have been derived. It was compared with the usual mean, usual ratio (Cochran (1977)), Kadilar and Cingi (2004, 2006) and Subzar et al. (2017) estimators. After comparison, the condition which makes the suggested estimators more efficient than others is found. To verify the theoretical results, numerical results are performed on two natural population data sets.

This paper considers the problem of estimating the product of two population means using the information on multi-auxiliary characters with double sampling the non-respondents. Classes of estimators are proposed for estimating P under two different situations [discussed by Rao (1986, 90)] using known population mean of multi-auxiliary characters. Further, this problem has been extended to the case when population means of the auxiliary characters are unknown and they are estimated on the basis of a larger first phase sample. In this situation, a class of two phase sampling estimators for estimating P is suggested using multi-auxiliary characters with unknown population means in the presence of non-response. The expressions of bias and mean square error of all the proposed estimators are derived and their properties are studied. An empirical study using real data sets is given to justify the theoretical considerations.

Introduction and aim. Sub-centers (SC) are the first contact point with the community with auxiliary nurse midwife (ANM) as the instrument, delivering all the primary health care services. The SCs are under constant criticism for their inability to deliver quality services. This study assessed the preparation of facilities available at the SC to manage high-risk pregnancies (HRP) and to compare the same between rural and tribal blocks of the selected district. Material and methods. This health facility-based cross-sectional observational study was done for 6 months among 276 rural and tribal SC of the Udaipur district by a two-stage random sampling method using an observational checklist to assess the infrastructure and logistics of SCs. Data were analyzed using SPSS 20. Results. The study covered 264 (95.7%) non-24x7 SCs and 12 (4.3%) 24x7 SCs. Only one-third SCs, 93 (33.6%) were situated at the center of the village. Only 151 (54.7%) SCs had attached ANM quarters. All 24x7 SCs and 78.4% of non-24x7 SCs had adequate equipment and infrastructure. Conclusion. Most of the subcentres’ infrastructure and functional equipment was equipped to tackle HRP. Rural SC adhered more than tribal. Most HRPs were tracked and referred to higher centers. Unless we emphasize strengthening SCs, the dream of a healthy nation will remain obscure.

Uwzględniając kontekst publikacji, autor skupił się wokół możliwości przysługujących pokrzywdzonemu, który skorzystał z uprawnień określonych w rozdziale 5. Kodeksu postępowania karnego. W szczególności omówiony został wpływ oskarżyciela posiłkowego na przebieg i kierunek postępowania karnego. Autor ukazał praktyczny aspekt prawnych zagadnień związanych z uprawnieniami przysługującymi każdemu, czyje dobro prawnie chronione zostało zagrożone lub naruszone przez popełnione przestępstwo. Artykuł został zorientowany wokół problematyki rozwiązywania konfliktu społecznego wywołanego przestępstwem. W ocenie autora pokrzywdzony, działający w charakterze strony, ma szerokie możliwości wskazywania organom postępowania kierunku dalszego działania. Na uwagę zasługuje również wpływ instytucji oskarżyciela posiłkowego na budowanie ogólnej kultury prawnej społeczeństwa, naprawienie szkody wywołanej przestępstwem oraz zbliżenie osób zainteresowanych prowadzonym postępowaniem do przekonania o istnieniu sprawiedliwego procesu karnego. Autor dostrzegł również kontrowersje związane z funkcjonowaniem omawianej instytucji w praktyce. Szczególnie wyodrębnione zostały dwa aspekty: prekluzyjny charakter terminu do wniesienia subsydiarnego aktu oskarżenia oraz dostęp do tłumacza w kontekście podobnego uprawnienia przysługującego oskarżonemu. W artykule wskazano możliwości rozwiązania tych problemów i tym samym poprawy systemu ochrony praw pokrzywdzonego w polskim procesie karnym.
The article analyzes the character of auxiliary prosecutor in criminal procedure in terms of its usefulness for the protection of victim’s rights. Considering the subject matter of the publication, the author focused on the entitlements of the victim who acquired the rights regulated in Chapter 5 of the Code of Criminal Procedure. Particularly, the influence of the auxiliary prosecutor on a course of criminal procedure was discussed. The author presented practical aspect of legal rights provided to anyone who has been wronged because of the committed crime. The paper also covers possibilities of settling social conflict caused by the felony. In the opinion of the author the victim acting as a party to the proceedings has a broad spectrum of opportunities to aid law enforcement authorities by providing directions of further actions. Worth noting is also the impact the discussed institution has on shaping legal culture of the society, compensation to the injured party and creating a belief - among the parties to the proceedings - of the existence of just criminal procedure. The author indicated controversies connected with functioning of auxiliary prosecutor in practice. Two issues have been particularly individualized: preclusive character of the term to submit subsidiary indictment and accessibility of an interpreter with respect to similar right that the accused is entitled to. The article consists of possible ways to solve these problems and thus improve the system of protection of victim’s rights in the Polish criminal procedure.

Diesel main and auxiliary engines are main sources of air pollution from ships mooring in ports. Auxiliary engines are used in electrical grids that are essential for the operation of a ship. In many reports and academic publications the estimated amount of exhaust emission, calculated by means of the assumed marine auxiliary engine load factor, is used in order to assess the operation of marine power plants with respect to environmental protection. The factors influencing the marine auxiliary engine load factors are: the auxiliary engine excess power versus generator power and generator efficiency. However, these factors are rarely taken into account. In the present paper the importance of engine excess power and the efficiency of marine generating sets for the evaluation of real auxiliary engines load and exhaust emission related to it is discussed. Besides, the results of in-service experience of exhaust emission from marine auxiliary engines on the example of Ro-Pax vessel are presented.

This paper presents a description and the results of experimental studies of the deformation, friction and structural damping occurring in foundation bolted joints of propulsion plant components and auxiliary machinery that is rigidly mounted on sea-going ships. The rigid mounting of these devices to the ships’ structural foundations can be implemented in a traditional way, i.e. on chocks made of metal (usually of steel), or in a modern way, i.e. on chocks cast of resin, specially designed for this purpose. The main goal of this study is to perform a comparative analysis of these two solutions and to give a scientific explanation for why chocks cast of resin perform better in machinery seatings than the steel chocks traditionally used for this purpose. The paper consists of two parts. Part I presents the details of the rigid mountings of machinery to the foundations, and contains the results of experimental studies performed on a model of a foundation bolted joint with a traditional steel chock. Part II contains the results of similar studies carried out for a model of a bolted joint with a modern chock cast of resin. Next, a comparative analysis and evaluation of the results obtained for both investigated bolted joints was carried out, and conclusions were formulated to highlight important aspects of the problem from the point of view of science and engineering practice.

This article is Part II of the paper containing a description and results of the experimental studies of the deformations, friction processes and structural damping that occur in the foundation bolted joints of propulsion plant components and auxiliary machinery installed on sea-going ships. Part I of this research work presents an analysis of the rigid mountings of machines and devices to the foundations on steel or resin chocks, and explains the need to carry out relevant research in this area. It also presents the description and results of experimental studies carried out for a foundation bolted joint with a conventionally used steel chock. Part II (this article) contains a description and results of similar studies carried out for a foundation bolted joint with a modern chock – cast from epoxy resin compound (EPY), specially developed for this purpose. Then, a comparative analysis of the results obtained for both bolted joints in question was made and the foundation chocks of the poured-in-place resin compound were demonstrated to better fulfill their technical tasks than the steel chocks traditionally used for this purpose.

Estimation of the population average in a finite population by means of sampling strategies dependent on an auxiliary variable highly correlated with a variable under study is considered. The sample is drawn with replacement on the basis of the probability distribution of an order statistic of the auxiliary variable. Observations of the variable under study are the values of the concomitant of the order statistic. The mean of the concomitant values is the estimator of a population mean of the variable under study. The expected value and the variance of the estimator are derived. The limit distributions of the considered estimators were considered. Finally, on the basis of simulation analysis, the accuracy of the estimator is considered.

Research objective: The aim of the article is to examine the circumstances of introduction and subsequent functioning of the minority language from the perspective of local authorities. The hypothesis that bilingualism is a part of the creation of a multicultural image of communes, as well as an element of their promotion and strategic development has been verified. The research problem and methods: The main problem of the publication is the non-symbolic daily practice of language policy in 33 communes that introduced an auxiliary minority language. In the research process, the analysis of evoked sources, critical analysis of content posted on the Internet and the case study method were applied. The process of argumentation: The argument consists of four main parts. The first part discusses the symbolic use of the minority language. The second part presents basic information on the Polish context of policy towards minority languages. The third part presents the main assumptions and results of empirical research. The last part of the paper is devoted to theoretical remarks on the limitations of the analysis of public policy in relation to social phenomena heavily loaded with symbolism. Research results: Research shows that non-symbolic language policy practices are rarely used. Local authorities do not promote the possibility of communicating in a minority language and do not use it themselves. Communes that have introduced a minority language as an auxiliary language rarely use bilingualism in the creation of a local brand or as an element of tourism promotion or in the context of cross-border cooperation in the development of business.Conclusions, innovations, and recommendations: Identity-oriented preferences differ from preferences public policy typically deals with because they do not fulfill the instrumental rationality expectation assumed by the public policy analysis.

A class of linear regression models has been proposed for the estimation of population mean and total when information regarding auxiliary variate is available in survey sampling using regression method of estimation by introducing a new auxiliary variable z, which may also be a function of the auxiliary variable x. The proposed model leads to reduction in mean squared error as compared to ordinary regression method of estimation. The improvement has been demonstrated over ordinary regression estimator and also on ratio estimator with the help of an empirical example.

Ranked set sampling (RSS) was first suggested by McIntyre (1952) to increase the efficiency of estimate of the population mean. It has been shown that this method is highly beneficial to the estimation based on simple random sampling (SRS). There has been considerable development and many modifications were done on this method. This paper presents a modified ratio estimator using prior value of coefficient of kurtosis of an auxiliary variable x, with the intention to improve the efficiency of ratio estimator in ranked set sampling. The first order approximation to the bias and mean square error (MSE) of the proposed estimator are obtained. A generalized version of the suggested estimator by applying the Power transformation is also presented.

Artykuł przedstawia propozycję nadzoru diagnostycznego nad maszynami wirującymi małej i średniej mocy, zwanymi tu również maszynami pomocniczymi. Głównym obiektem zainteresowania są maszyny ułożyskowane tocznie o mocach od kilkudziesięciu kW do kilku MW. W pierwszej części przedstawiono uwarunkowania pod kątem diagnostyki, odnoszące się do tej grupy obiektów, a następnie określono zadania monitorowania. W kolejnej części zaprezentowano koncepcję diagnozowania obiektów. Została ona oparta na doborze częstotliwości charakterystycznych układu oraz na dopasowaniu poziomów ostrzeżeń do rzeczywistych danych, przechowywanych w bazie. Istotną częścią prezentowanej koncepcji jest automatyzacja procesu konfiguracji. Artykuł zakończono opisem możliwości zastosowań, m. in. w energetyce i transporcie. Dodatkowo zaproponowano możliwości usprawnień eksploatacyjnych.
The paper presents proposal for monitoring and diagnostics of small and medium power rotating machinery, referred to also as auxiliary machinery. Main points of interest are machines with rolling bearings of power between few tens of kW to few MW. The first part presents characteristics of machinery from diagnostics point of view and requirements for monitoring. Next part contains concept of diagnostics for these machines. It is based on selection of characteristic frequencies of the object and tuning of alert levels based on real data, stored in the database. Important part of this concept is automation of this process. The paper ends with proposals of applications, e.g. in power generation and transport. It also contains several ideas, which can improve practical implementation.

Do przewietrzania przodków w systemach komorowo-filarowych powszechnie stosowane są wentylatory wolno- strumieniowe. Skuteczność ich działania zależy od wielu czynników, wśród których podstawowe znaczenia mają parametry początkowe strumienia powietrza wytwarzanego przez wentylator oraz miejsce jego zabudowy w wyrobisku. W pracy przy użyciu metod CFD wyznaczono 3D pole prędkości w komorze. Porównywano wyniki uzyskane przy opisie przepływu trzema modelami turbulencji: dwurównaniowymi k-epsilon i k-omega SST oraz jednorównaniowym Spalarta-Allmarasa. Wyniki obliczeń konfrontowano z pomiarami kopalnianymi [6].
Room and pillar headings are frequently ventilated with the use of jet fans. The range of penetration of an air stream generated by the jet fan is determined by several parameters; the major determinants being the initial stream parameters and the place of fan's installation. The paper presents a method of calculation 3D velocity fields in room and pillar headings. Results obtained with the use of three turbulence models, it is two equations model k-l i k-u SST and one equation of Spalart-Allmaras. Calculation were compared with measurements [Meyer 1993].

Greater interdependence and integration among the countries worldwide have resulted in the growth of the world trade and, what follows, marine transportation. In the last few years, despite the world economic stagnation, the number of ships has increased. An increase in the marine transportation means greater air pollution caused by ships, what is of paramount importance for the port cities. One of the efficient ways of limiting the negative impact of ships lying in ports on the environment is the power supply from the local electricity stations. This will allow for turning marine power generating systems off, what will result in the emission elimination in the ship’s mooring time along with the decrease of noise and vibrations. The infrastructure of the port electric installation necessary for the ships’ supply has to be designed so as to make the operating of different ship types possible. It is complicated as all over the world ships are equipped with different electric systems. The paper deals with general issues related to common nominal voltages and frequencies for vessels which call in European harbours and their estimated power demands. Additionally, a case study of a ferry vessel, currently undergoing retrofitting for shore connections, is presented and some particulars concerning technical solutions and environmental profits are described.

The authors begin with calibration approach in sample surveys, focussing on the Eurostat approach. Next, the indicators of poverty and social exclusion are discussed as an essential tool for monitoring progress in the reduction of these problems. Most of these indicators are calculated according to the Eurostat recommendations, using data from European Statistics on Income and Living Conditions (EU-SILC). Complex sample design of the EU-SILC requires weighted analyses for estimates of population parameters and approximate methods of standard error estimation. In our study McCarthy and Snowden (1985) bootstrap method for standard errors estimation of income poverty measures is presented. In the next step the reweighting of bootstrap weights is applied and results of such calibration are discussed.

Following Khoshnevisan et.al. (2007) and Koyuncu and Kadilar (2009), this paper develops a general family of combined estimators of the population mean in post-stratified sampling (PSS) scheme, using known values of some population parameters of an auxiliary variable. Properties of the proposed family of estimators, including conditions for optimal efficiency, are obtained up to first order approximations. The results are illustrated empirically.
