The right to assembly is recognized as one of the key human rights. It is essential for the functioning of the community, it is also the foundation of the democratic state. The legal regulations of the law of assembly in Poland have a tradition dating back to the mid-nineteenth century, but this right was regulated by 1990. The authentic freedom in this respect can be discussed only in the period of the Third Polish Republic, although this freedom has never meant freedom and has always been subject to limitation. The standards, which have been improved for decades, have been broken by the 2015 act, while in 2017 the Polish legislator introduced a number of solutions that made the law inconsistent and problematic in application. This article is aimed at tracing the evolution of statutory regulations from 1918–2015 and evaluating new solutions, especially those introduced in 2017, against it.
Prawo do zgromadzeń jest uznawane za jedno z kluczowych praw człowieka. Ma ono istotne znaczenie dla funkcjonowania społeczności, jest też fundamentem państwa demokratycznego. Prawne regulacje prawa zgromadzeń w Polsce mają tradycję sięgającą połowy XIX w., przy czym prawo to było do 1990 r. reglamentowane. O autentycznej wolności w tym zakresie można mówić dopiero w okresie III Rzeczypospolitej, choć wolność ta nigdy nie oznaczała dowolności i zawsze podlegała limitacji. Doskonalone przez dziesięciolecia standardy w tym zakresie zostały przełamane ustawą z 2015 r., natomiast w 2017 r. polski ustawodawca wprowadził szereg rozwiązań, które uczyniły ustawę prawo o zgromadzeniach niespójną i problematyczną w stosowaniu. Niniejszy artykuł ma na celu prześledzenie ewolucji regulacji ustawowych z lat 1918–2015 i dokonanie na jej tle oceny nowych rozwiązań, zwłaszcza tych wprowadzonych w 2017 r.

The process improvement operations are very significant in shipbuilding industry as the other industries. In recent years, the shipyards attempt to improve their processes by examining their current production system and to reduce the cycle time of the interim product so that they can keep their competitive power. If the cycle time of the interim products is decrease, that may cause to increase the annual production capacity and market share of the shipyard. In order to do this, the shipyards have to analyse their own production system and carry out some improvements on it. In this study, the effects of carrying out the outfitting and piping assembly operations in earlier work stations were investigated by using a methodology presented here. The steps in the methodology were applied to a double bottom block of a container ship. It was shown that if the outfitting and the piping assembly operations are carried out in earlier stations instead of the block assembly station, this may increase the throughput by 33%. The results of the study were discussed in the final section.

W czasach pandemii koronawirusa, a także zagrożenia wojną wolność zgromadzeń przeżywa kryzys. Trudno jest tę wolność zagwarantować, ponieważ wpływa na nią aktualna sytuacja polityczna i gospodarcza państwa. Dochodzi do zmian w prawie, które są kontrowersyjne i przekraczają uprawnienia ustawowe. W referacie przypominano regulacje międzynarodowe dotyczące zgromadzeń, które są bardzo ogólne. Prawo międzynarodowe pozostawia ustawodawstwu krajowemu doprecyzowanie i uściślenie w przepisach krajowych zagadnień wolności zgromadzeń. Co uczynił ustawodawca w Konstytucji RP i wydając w 2015 r. ustawę Prawo o zgromadzeniach, które są przedmiotem rozważań. Jednak w czasie pandemii ograniczono to prawo w licznych rozporządzeniach przekraczając uprawnienia i spowodowano sytuacje naruszające podstawy prawne. Regulacje międzynarodowe i prawa polskiego z zakresu wolności zgromadzeń są podstawą wydawanych orzeczeń przez Europejski Trybunał Praw Człowieka i sądownictwo krajowe. Wybrane orzeczenia przedstawiono w niniejszej pracy. W pracy wykorzystano metody analizy dokumentów i indukcyjną. Celem pracy jest pokazanie wpływu sytuacji społecznej na tematykę wolności zgromadzeń. Istotne jest, czy na regulacje prawne i orzecznictwo sądów mają wpływ różne zmiany w życiu ludzi. Kryzys społeczny, który nastąpił po pandemii i sytuacja zagrożenia wojną powodują ograniczenia wolności zgromadzeń. Przyczynia się to do tego, że prawo zagwarantowane nie jest przestrzegane. W związku z tym należy to przeanalizować.
In these days of the coronavirus pandemic, as well as the threat of war, freedom of assembly is in crisis. It is difficult to grant this freedom because it is affected by the current political and economic situation in the country. There are changes in the law that may be considered controversial and exceed statutory authority. The paper recalled international regulations on assembly, which are very general. International law leaves it to national legislation to clarify and specify in national regulations the issues of freedom of assembly. Which is what the legislature did in the Constitution of the Republic of Poland and by issuing the Law on Assemblies in 2015, which are under consideration. At the time of the pandemonium, this right was restricted in numerous ordinances, and people felt this caused dissatisfaction. Overstepping the authority led to situations where the legal basis was violated. International regulations and Polish law in the field of freedom of assembly are the basis of the rulings issued by the European Court of Human Rights and the national judiciary. Selected rulings are presented in this work. The paper uses document analysis and inductive methods. The purpose of the work is to show the impact of the social situation on the topic of freedom of assembly. It is important whether legal regulations and court rulings are influenced by various changes in people’s lives. The social crisis that followed the pandemic and the situation of the threat of war cause restrictions on freedom of assembly. This contributes to the fact that the guaranteed right is not respected. Therefore, this should be analyzed.

The topic of this paper is the issue of the notion and classification of assemblies in Polish law, while its direct aim is to analyse and evaluate the regulations of the above issue after the changes introduced by the Act of 24 July 2015 on the Law of Assemblies (Dz.U. item 1485). The discussion is divided into two parts: the first is devoted to the investigation of the very notion of assembly, the second to the analysis of the topic of classification of assemblies – from the perspective of the form of decision of an administrative authority regarding the permissibility of holding the assembly. Following this criterion, assemblies are divided into ones which only require notification and the silent acceptance of the administrative organ, spontaneous assemblies which do not require notification, assemblies which require prior permission, and finally assemblies in the case of which it is necessary to agree on the time and place of holding the assembly with the operator of the road.

The VITAL (EnVIronmenTALly Friendly Aero Engines) project funded by the European Commission under Framework 6 aims to provide significant reductions in aero-engine fuel burn, noise and emissions through the development of innovative design and manufacturing techniques. One method of reducing the amount of fuel burnt, and hence CO2 produced, is to reduce the weight of the engine. A significant proportion of an engine's weight is due to the large castings used to form the main non-rotating structures; the replacement of these with fabricated structures could provide a significant weight reduction. This paper describes the design and implementation of a robotic assembly cell for complex aero-engine components. A series of experiments were performed to prove the feasibility of the automated assembly process. The results presented indicate that automated robotic assembly is feasible and cost effective.

The article is an attempt to analyse matrix recording of the graph to find on assembly sequence. There has been presented the use of matrix of graphs and assembly states to model and find the assembly sequence, there has also been done short comparison of their most essential features. It has been proved, that appropriate matrix representation of the assembly unit, which is the basis of modern computer search algorithms should enable effectively to find a rational sequence of connecting its parts. There have been discussed examples of graph representation using an assembly states matrix and a graph matrix. There have been compared their possibilities in the area of finding assembly sequence leading to shortening time, and as a result limiting its costs.
W pracy przedstawiono próbę analizy macierzowego zapisu grafu do wyznaczania kolejności montażu. Przedstawiono zastosowanie macierzy grafu i stanów montażu do modelowania i ustalania sekwencji montażu. Dokonano również krótkiego porównania najbardziej istotnych ich cech. Wykazano, że odpowiednia macierzowa reprezentacja jednostki montażowej, stanowiąca podstawę współczesnych komputerowych algorytmów przeszukiwania, powinna umożliwiać efektywne ustalenie racjonalnych kolejności łączenia jej części. Omówiono przykłady reprezentacji grafu za pomocą macierzy stanów montażu oraz macierzy grafu. Zestawiono także ich możliwości w zakresie ustalania kolejności montażu, prowadzące do skrócenia czasu i w konsekwencji ograniczające jego koszty.

They constitute areas of particularly hazardous work, as health and life of people depends on correct preparation of scaffolding construction. Because of this, issues related to correct installation should be treated with special care and without compromises.

The paper discusses the function of the Seymik Marshall (which was equivalent to the English Speaker) under the reigns of Kings Michał Korybut and Jan III. The author based his analysis on the examples of assemblies convened to debate at Volhynia. The function of tha Marshall of the Seymik came to being after 1572. The significance of this function grew in the course of time but in the discussed period there was no enlargement of the Marshall’s competence despite the phenomenon of “limita” which appeared at that time. In these Seymik sources in which we find more detailed entries there may be encountered the information on both the function of Director and Marshall. The Director was the top-positioned officer of the voivodship. He commenced the debates and suggested who might be the candidate for the position of the Marshall. The Marshall presided over the Seymik. This activity was sometimes referred to as exercising the Directoriate. The formulas that were used on such occasions were, however, not always precise. Therefore, sometimes the Marshall was referred to as the Director. The difference between these two names is not detectable in the material referring to other Seymiks of the Polonia Minor.

This paper presents a design solution for a system used for the inter-operational transport of tanks. Thanks to its innovative design, this solution allows to carry out the processing and assembly of components on the tank without the need to change its orientation. The application of the solution allows for the reduction of line dimensions and its full automation. Thanks to the use of commercially available modular components for the construction of the system, the time and cost of its implementation has been significantly reduced. Pneumatic drives were used in the solution to reduce costs and optimise design. By using appropriately selected and configured actuators and controls, the expected efficiency and reliability of the system was achieved.
W artykule przedstawiono rozwiązanie konstrukcyjne systemu służącego do międzyoperacyjnego transportu zbiorników. Rozwiązanie to dzięki swojej innowacyjnej konstrukcji pozwala na realizację procesu obróbki I montażu komponentów na zbiorniku bez potrzeby zmiany jego orientacji. Zastosowanie rozwiązania pozwala na ograniczenie wymiarów linii oraz pełną jej automatyzacja. Dzięki wykorzystaniu do budowy systemu dostępnych na rynku komponentów modułowych znacząco ograniczono czas oraz koszty jego wykonania.

This paper presents an approach to assembly planning in the early phase of product development. The product specification, workstation, environment, equipment and tools are not fully known in the early stage of product development. When comparing product variants at this stage there is a lack of data that affects the efficiency of the manufacturing process. It is therefore necessary to apply methods useful in processing incomplete and uncertain data. The main indicator which helps in comparing different product variants is manufacturing time standard. This papier is focused on assembly tool selection which is one of important data influenced assembly time. Based on the proposed algorithm and case study, a tool selection method using a decision tree induced from a training set with reduced uncertainty is presented.

VTT Technical Research Centre of Finland Ltd. has developed and utilized Low Temperature Co-fired Ceramic (LTCC) technology for about 25 years. This paper presents our activities related to photonics and millimetre-waves, including also a relevant literature survey. First a short summary of the technology is given. Especially, the unique features of LTCC technology are described in more details. In addition, several examples have been given to show the validity of LTCC technology in these high-performance fields.
