This research analyses the Russian approach to the use of air power supporting direct subordination to ground forces in comparison with NATO’s approach of an independent component directly conducting the military objective through deep air operations. By drawing upon mostly open sources, this paper sheds light on possible advantages and limitations of both sides’ peculiar approaches in regards to possible future military encounters. Despite taking NATO’s evolution of air power into account, it becomes clear that the Russian military air forces cannot fully adapt in the near future due to mainly historical, economic, technological and geopolitical factors. Therefore, Russia’s air forces are rather unbalanced and incapable of applying the full potential of air power. Through analysing the origins and emphasising further implications as to future development, this research highlights the importance for NATO to focus more on achieving and maintaining air superiority including exploitation of its clear advantage in long-range aviation.

Samolot, jako nowy rodzaj broni, który na większą skalę pojawił się w czasie pierwszej wojny światowej, nie dokonał przełomu w sztuce jej prowadzenia. Dostrzeżono jednak w lotnictwie potencjalną siłę, która może zmienić obraz przyszłej wojny. Dlatego po wojnie podjęto działania zmierzające z jednej strony do uporządkowania doświadczeń z tego okresu, z drugiej zaś do opracowania nowych koncepcji zastosowania lotnictwa w walce zbrojnej. Poglądy teoretyków ewoluowały. Było to spowodowane szybkim rozwojem lotnictwa, który umożliwiał spojrzenie na ten rodzaj broni w sposób odmienny. Krytyczna analiza teorii i poglądów wskazuje, że wojskowe środowisko Drugiej Rzeczypospolitej pilnie śledziło głosy płynące zarówno z państw ościennych, jak i tych dalszych, kształtując w ten sposób nową jakość w walce zbrojnej. Niektórzy z polskich teoretyków głosili pogląd, że lotnictwo – przy odpowiednim wsparciu ze strony sił lądowych i marynarki wojennej – będzie w stanie „opanować” nieprzyjaciela z powietrza i tym samym skłonić go do kapitulacji. W przekonaniu autorów artykułu, powyższa kwestia jest pochodną rozwiązania problemu badawczego, sformułowanego w postaci pytania: jakie teorie i poglądy na użycie polskiego lotnictwa istniały w okresie Drugiej Rzeczypospolitej?
During World War I an aircraft was used relatively extensively as a new tool for war; however, it did not make a breakthrough in the art of war as such. Nevertheless, it became obvious that the aircraft might pose a threat that was able to change ways next wars would be waged. On one hand, military thinkers made an effort to draw conclusions from the lessons learned during the previous war. On the other, they started working out new approaches to the implementation of aircraft into operations. Polish military thinkers of the inter war period were involved in the process and looking carefully at different ideas unfolded abroad allowing them to influence Polish theories. Some of Polish theorists advocated that having appropriate support from land and navy forces, aviation would be able to coerce an enemy from the air and to force the opponent to capitulation. The authors of the article argue that the above is a derivative of an answer to the question: what theories and ideas on the use of the Polish Air Force existed during the Second Republic?

Performance management is one of the most significant strategies in promoting the efficiency of organizations and is highly sensitive. It is important to check the efficiency of combined cycle power plants because of their major contribution to power generation and air pollution. This study was conducted to evaluate the economic and environmental efficiency of Combined Cycle Power Plants (CCPPs). The inputs and outputs required to evaluate the performance of the power plants were determined according to expert opinions. Then, the 7-year statistics and information of the Qom, Neishabour, Shahid Rajaee, Yazd and Kerman power plants were collected as the desired CCPPs in Iran. The Window Data Envelopment Analysis (WDEA) method was used for evaluating the efficiency of the power plants. The 3-year window length showed that most of the power plants were efficient. Only the Rajaee, Neishabour and Yazd power plants were ineffective in some years. The mean efficiency of the power plants in the 4-year window length showed that the plants were efficient from 2008 to 2010.

Gapped magnetic components are inherent to applications where conversion of power would force magnetic flux density beyond the saturation point of magnetic materials. A physical discontinuity in a magnetic path, which an air gap represents, signifies a drastic change in its reluctance to magnetic flux. This gives rise to a phenomenon referred to as the fringing effect, which impacts the performance of magnetic components. The fringing flux also affects the physical properties of magnetic components, such as magnetic reluctance and inductance. Since inductance of gapped magnetic components is a function of the size of the air gap, a relatively simple change to the configuration of the air gap or splitting a single gap into a plurality of gaps entails, frequently, a radical change to the magnetic circuit of the component. This paper examines the way the air-gap configuration affects the distribution of the fringing flux and, by extension, magnetic reluctance and inductance. A method to aid the design of multigap inductors is presented based on 3-D electromagnetic modelling as well as measurements. An analytic expression, which closely approximates the required length of quasi-distributed gaps substituting a single gap, is developed.

Modernisation of the power plants of cargo fleet vessels to satisfy the requirements set out by the International Maritime Organisation is an urgent scientific and technical problem. The article presents the results of developing a solution to this problem that focuses on the exhaust gas system. We propose the use of ejection nozzles as part of this system. It was found that when the ejection coefficient in these nozzles is n = 3, it is possible to exclude the use of SCR reactors, thus reducing the operating costs of the marine power plant. Using a mathematical modelling method, the efficiency of operation of six types of nozzle as part of the exhaust gas system was investigated, and a constructive layout was proposed for the gas ducts and inlet louvres for supplying ambient air. To increase the efficiency of the proposed system, we consider several options for intensifying heat transfer processes through the use of dimple systems in the nozzles and nozzles with swirling flow. We found that these technical solutions would make it possible to further increase the efficiency of the systems by up to 19% abs.

Long-term results of ground-level air radionuclide contamination at the Russian coast of the Baltic Sea (nuclear facilities in the vicinity of the town of Sosnovy Bor) are under consideration. As compared with 1992-1997 [1], the Leningrad Nuclear Power Plant (NPP) equipment hermetic sealing (in 1998-1999) caused both the reduction of detection frequency of 131I aerosol and the maximum concentrations of 137Cs in the ground-level air at the NPP site. Long-term weekly nuclides' concentration time series were examined by the correlation analysis. Results of the analysis are presented. The seasonal fluctuations of 7Be concentrations in the ground-level air were examined by the harmonic (Fourier) analysis. The seasonal fluctuations of its concentrations with the maximum in spring-summer period are shown.

Currently, Vietnamese underground mines have been exploited down to -500 m and, in the near future, they will be exploited deeper. The exploitation of coal of seams has an negative impact on a workers environment. The increase in the depth of coal seam exploitation causes is the increase of adverse microclimate factors such as temperature, moisture, heat radiation. According to the current Viet¬namese laws, coal deposits can be mined in a condition when air temperature does not exceed 30oC, although this rule is not always observed, especially during summer. The article show how reducing the adverse impact of climate factors in the mines and calculating the parameters which reduce the temperature on an example in one of underground coal mines in Vietnam.
Obecnie wietnamskie kopalnie podziemne zostały wyeksploatowane do -500 m, w najbliższej przyszłości będą eksploatowane głębiej. Eks¬ploatacja ma negatywny wpływ na środowisko. Działalność eksploatacji w wyrobiskach powoduje wzrost niekorzystnych czynników mi-kroklimatycznych, takich jak temperatura, wilgotność, promieniowanie cieplne. Zgodnie z obowiązującym wietnamskim prawem, złoża węgla mogą być eksploatowane w warunkach, gdy temperatura powietrza nie przekracza 30°C, chociaż nie zawsze jest to przestrzegane, zwłaszcza latem. W artykule przedstawiono rozwiązanie ograniczania niekorzystnego wpływu czynników klimatycznych w kopalniach oraz obliczenie parametrów obniżających temperaturę powietrza na przykładzie podziemnych kopalń węgla w Wietnamie.

The free convection of the water and air over the globe induces evaporation of standing water and the generation of wind, respectively. The ratio of the corresponding heat transfer coefficients is shown to be equal to the ratio of solar power going into evaporation/precipitation and into wind generation. The present work provides a justification for the estimate on wind power reported by M. King Hubbert and also that wind generation on a global scale is about two-order magnitudes less than the solar power responsible for rainfall. This paper resolves the existing ambiguity in the estimates of wind power over the globe.

In this paper, the results of correlations between air temperature and electricity demand by linear regression and Wavelet Coherence (WTC) approach for three different European countries are presented. The results show a very close relationship between air temperature and electricity demand for the selected power systems, however, the WTC approach presents interesting dynamics of correlations between air temperature and electricity demand at different time-frequency space and provide useful information for a more complete understanding of the related consumption.

Systematic attempts to maximise the efficiency of gas turbine units are achieved, among other possibilities, by increasing the temperature at the inlet to the expansion section. This requires additional technological solutions in advanced systems for cooling the blade rows with air extracted from the compressor section. This paper introduces a new mathematical model describing the expansion process of the working medium in the turbine stage with air film cooling. The model includes temperature and pressure losses caused by the mixing of cooling air in the path of hot exhaust gases. The improvement of the accuracy of the expansion process mathematical description, compared with the currently used models, is achieved by introducing an additional empirical coefficient estimating the distribution of the cooling air along the profile of the turbine blade. The new approach to determine the theoretical power of a cooled turbine stage is also presented. The model is based on the application of three conservation laws: mass, energy and momentum. The advantage of the proposed approach is the inclusion of variable thermodynamic parameters of the cooling medium. The results were compared with the simplified models used in the literature: separate Hartsel expansion, mainstream pressure, weighted-average pressure and fully reversible. The proposed model for expansion and the determination of theoretical power allows for accurate modelling of the performance of a cooled turbine stage under varying conditions.

One of the particularly significant threats during exploitation is the climatic threat, which is associated with an increase in the overall costs that are allocated to combating it. The rise in the virgin temperature of the rock mass by 1oC increases the demand for the required cooling capacity to be taken from the air. The publication assesses the effectiveness of the air-conditioning installation by testing its operation on a selected example. The assessment of the efficiency of the air-conditioning installation for a selected hard coal mine showed that none of the five tested coolers achieved the maximum assumed rated power. The use of total power (7.5 MW) in mining excavations was less than 50% and amounted to η = 0.472%. The research showed that the main reason for obtaining low cooling parameters is the inability to locate them in the place of the highest air temperatures. The other problem is an insufficient airflow rate of cooling water supplied to the coolers at too high temperature. The above considerations indicated that the cooling power from built-in air- conditioning systems is not properly and effectively used. Improving the efficiency of its functioning is possible by proceeding research that will eliminate the above factors and by using air conditioning equipment, taking into account the periodic audit of their work to reduce electricity consumption.

Some problems concerning tests of middle range antiaircraft missiles "OSA" rocket motors are presented in the paper. Rocket motor is an important part of missile and testing of its dynamic characteristics on the motor test bed is carried out in the institute. The results of dynamic tests are combined with the results of chemical-physical tests of motor propellant and other pyrotechnic or high energetic materials to develop final decision concerning further service. A testing method and test results obtained in 2002-2007 are presented.

Modernisation of marine power plants in the transport vessel fleet to satisfy the requirements of the International Maritime Organization is an urgent scientific and technical problem. Currently, the use of catalytic selective filters, dry and wet scrubber systems and exhaust gas recirculation for marine diesel engines is widely used for this purpose. An analysis of the use of ejection gas-air coolers is presented as an additional method of emission reduction. However, the use of such device does not neutralise the harmful emissions of power plant engines, but only increases the volume concentration of their exhaust gases. But this will help to increase the efficiency of dispersion of harmful emissions, by reducing the concentration of harmful emissions to values not exceeding the maximum permissible concentrations. Its efficiency depends on the load mode of the diesel engine. It is found that the initial concentration of harmful substances in combustion products due to their dilution with fresh air at 100% engine load is reduced by about 50%. The values of the reduction of the concentration and temperature of exhaust gases with the reduction of the engine load to 75% and 50% depending on the louvre angle are obtained. It is proved that ejection gas-air coolers can be an effective additional means for compliance with modern environmental parameters, especially when vessels are in special areas of the world’s oceans.

W artykule podano sposób określenia temperatury i wilgotności właściwej powietrza opuszczającego parownik chłodziarki bezpośredniego działania typu TS-300, pracującej w konkretnych warunkach cieplno-wilgotnościowych. W tym celu wykorzystano dane techniczne współpracującego z taką chłodnicą wentylatora lutniowego oraz równania modeli matematycznych opisujących pracę rozważanego systemu (Łuczak 2012, Nowak, Łuczak 2015, Nowak i in. 2016) i proces chłodzenia powietrza w parowniku (Filek, Nowak 1994). Uzyskane z rozwiązań przyjętych opisów matematycznych wyniki obliczeń numerycznych porównano z rezultatami pomiarów i określono istotność statystyczną uzyskanych odchyłek, oceniając tym samym praktyczną przydatność przyjętego modelu do oceny skuteczności pracy chłodziarki powietrza TS-300.
This paper presents methods of determination of temperature and specific humidity of air, leaving the direct-action refrigerator’s evaporator (TS-300) working in the particular hot-humidity conditions. For this, technical data of fan co-working with that cooler, mathematical equations describing operation of this system (Łuczak 2012, Nowak, Łuczak 2015, Nowak et al. 2016) as well as air-cooled process in the evaporator were used (Filek, Nowak 1994). The results obtained from mathematical equations were compared with the measured results and statistical significance of deviations were defined.
