Opis:
The aim of the paper is to reconstruct the (un)used chances which are generated for early education assessment by the constructive paradigm. In my reflections I take into account two complex and interpermeating perspectives: the premises of educational theory and educational practice. I order the area of reflection thus created by means of the assessment categories present in the language of practicalised didactics and colloquial assessment discourses. The analysis of declared assumptions, tacitly adopted or overlooked in various concepts and solutions, leads to the conclusion that in early education assessment constructivism is not so much an overlooked discourse, but distorted by normative convictions and educational practices.

Commenting on the paper by Filipiak et al., we especially suggest a wider definition of the category of diagnosticians than the authors have proposed. We do not fully contest the correct proposal of continuing education in the field of assessment, but we wonder how to organize such education so that it caters not just for psychology graduates but also for other specialists who deal with assessment on an everyday professional basis – such as educators, sociologists, psychiatrists, and therapists.

Opis:
Criticality is considered as a fundamental category of production planning, maintenance process planning and management. The criticality assessment of machines and devices can be a structured set of activities allowing to identify failures which have the greatest potential impact on the company’s business goals. It can be also used to define maintenance strategies, investment strategies and development plans, assisting the company in prioritizing their allocations of financial resources to those machines and devices that are critical in accordance with the predefined business criteria. In a criticality assessment process many different and interacting criteria have to be taken into consideration, despite the fact that there is a high level of uncertainty related to various parameters. In addition, not all assessment criteria are equally important. Therefore, it is necessary to determine the weight of each criterion taking into account different requirements of machine criticality process stakeholders. That is why a novel model of a machine criticality assessment is proposed in this paper. The model extends the existing methods of assessing machines criticality, taking into account not only the importance of machine criticality assessment criteria, but also possible interactions between them.

The article is an invitation to a discussion on creating a continuing education system in the field of psychological assessment in Poland. This kind of learning is recommended in numerous documents relating to assessment practice, including the rules of obtaining EuroPsy – the European Certificate in Psychology. There is no coherent and commonly accessible system of learning and verifying assessment competencies in Poland. A degree in psychology alone is enough to be allowed to use all the assessment tools available. Research on the education of psychologists suggests that continuing education combined with clinical practice is the best way of developing assessment competencies. In this context, the article addresses a number of problems – and questions derived from them – that focus on the task of organizing such a system in Poland.

Student-directed teaching and assessment techniques are gradually dominating educational systems almost all over the world. This study investigated a cohort of male and female Iranian EFL students’ attitudes toward self-, peer-, and teacher-assessment experiences. Sixty three students at Urmia University and Tabriz Islamic Azad University, in the form of three intact classes, experienced self-, peer-, and teacher assessment activities for one academic semester (having taken a knowledge pretest, four assessment series, and a course achievement posttest). Of all the participants, 38 completed a 5-point Likert-scale attitude questionnaire. The application of ANOVA, across and within group dependent samples t tests, as well as some qualitative analyses, indicated that the three experimental groups had positive attitudes toward their assessment experiences. While the peer-assessment group was the most positive in this regard, slight differences were found in the groups’ attitudes and beliefs. Further findings and implications are discussed in the paper.

The main objectives of the long-term research, the partial results of which are presented in this paper, were related, among other things, to identification of the influence of experimental artwork classes on children’s artistic skills. The adopted research method based on analysis and interpretation of artworks regarding their compositional modality turned out to be the factor unmasking the difficulty in assessing children’s artworks. Therefore, the paper presents fragmentary results of complex research and demonstrates the divergence of marks given by a group of competent judges who used a structured tool.

This study looks at how teachers can improve their in-class assessment practice in the Ellembelle District in Ghana, and aims to identify the challenges confronted by teachers in classroom assessments, as well as ways to improve the classroom assessments themselves. A quantitative research method was adopted using a simple random sampling technique. The study was conducted among 207 professional teachers using a mailed questionnaire (primary data), which was analyses using statistical tools. The study found that teachers face many challenges in their classroom assessments, and thus proposed performance-based assessments, rubrics, peer assessment, portfolio assessment and self-assessment as strategies for improving classroom assessments. It is recommended that the Ghana Education Service ensure a decrease in strength in classrooms in the district, incorporate peer assessment, and conduct in-service training, self-assessment, and performance evaluation to improve effective classroom assessments.

The shoreline is an important geographical zone, and knowledge of its accurate location can be crucial for coastal management and mapping. The ever-increasing number of aerial and satellite sensors is leading to research related to the development of new methods for the automatic extraction of the shoreline. Currently, there is a lot of research in this area with different research methodologies. In this paper, an analysis of shoreline extraction methods was carried out. Based on the analysis undertaken, current research processes in this field can be verified. This enabled the further evaluation of the research methodologies studied, including the identification of basic assessment elements for shoreline extraction accuracy. Practical aspects of this work include the ability to establish the correct methods to assess the accuracy of extracted shorelines for both research and production processes related to data extracted from remotely sensed images.

In the current national curriculum (the Framework Educational Programme for Basic Education – FEP) the concept of child /pupil/student has become the basis for conceptual thinking about the whole educational process. If we want to respect the pupil´s personality, then it is necessary realize in practice the relevant didactic concept. It includes an approach to student assessment, too. Such assessment fully engages pupils in targeted judging process. In this contribution we describe a model of a comprehensive and developing assessment and conditions for its implementation. In the proposed model student self-assessment is fully connected to the systematic assessment of the teacher and gains a significant importance for self-directed learning. Both assessing processes (teacher assessment and pupil self-assessment) support the student´s motivation and efforts to achieve the set goals and encourage teachers to select appropriate strategies developing the personality of the pupil.

Risk assessment is one of the important ways to analyze and protecting production processes. It facilitates to focus on the risks that really matter to execute a fail-safe manufacturing process or task. While developing and emphasizing oral skills in foreign language learning in line with the Common European Framework of Reference for Language (CEF) seems to be the general trend in the whole of Europe, the place and attention given to oral skills in the majority of schools across Europe is less than it deserves. This is so owing to a number of factors, one being that oral skills are slow to develop, require time and investment in terms of attention and resources and yet leave largely insubstantial evidence of effort, and finally teaching materials oftentimes focus on more manageable language elements and skills. The Web application described in the subsequent pages is a reasonable solution to this problem as it allows teaching staff to jointly evaluate the oral skills and proficiency of their pupils through a web-based environment. The main objectives of the rationale behind the web app are in bringing teaching staff in various institutions by providing them with a community where their assessments can be validated by their colleagues and to provide them and their pupils with tools to distribute and share annotated video and audio materials on the internet. This article outlines the workings of the web app, its major components, the logic behind it and the logistics in creating online assessments of oral proficiency in a collaborative assessment environment with a Community of Practice as a safeguard for the continual and sustained operation of the web-based evaluation environment for assessing oral skills
Chociaż nacisk na rozwijanie umiejętności mówienia w języku obcym według EuropejskiegoSystemu Opisu Kształcenia Językowego (ESOKJ) wydaje się być powszechnymtrendem w całej Europie, miejsce i uwaga jaką poświęca się umiejętnościom mówieniaw znakomitej większości szkół europejskich jest mniejsza niż na to zasługują. Składasię na to szereg rozmaitych czynników, z których jeden dotyczy faktu, że umiejętnościjęzykowe nabywane są powoli, wymagają czasu i wysiłku, a jednocześnie brak wyraźnychefektów wydatkowanych nakładów pracy, oraz wreszcie nie sprzyja temu taka konstrukcjamateriałów do nauczania, gdzie zwraca się uwagę na takie składniki i komponentynauczania, które są bardziej namacalne. Aplikacja internetowa przedstawiona poniżej stanowiciekawy sposób na uporanie się z tym problemem, pozwalając nauczycielom nawspólne, grupowe i wzajemne dokonywanie ocen umiejętności mówienia w środowiskuinternetowym. Głównym założeniem tej aplikacji jest networking między nauczycielamiz rozmaitych instytucji edukacyjnych w celu stworzenia wspólnoty eksperckiej, którapozwoli na walidację ocen języka mówionego i stanowić będzie dla nich narzędzie zapomocą, którego będą dzielić się materiałami audio i wideo zawierającymi wyczerpująceoceny wypowiedzi ustnych w języku obcym. Dynamic Assessment (DA) is a postmodern notion in testing which sees instruction and assessment as inextricably mingled contending that learners will progress if provided with dynamic interactions. The main purpose of the study is to see if the scores generated by the computerized dynamic assessment (C-DA) which is grounded in Vygotsky’s theoretical framework in congruence with the concept of DA can lead to designing a syllabus which results in the participants’ reading comprehension development. In the present study, a total of 32 Iranian EFL undergraduates from a university in Iran were selected on the availability basis. The study made use of the interventionist approach (the same mediation for all individual learners) to DA due to a two-fold aim: being more economically-supported and owing to its feasibility in focusing on larger cohorts of individuals. Investigating the learners’ generated scoring profiles through CDA revealed that not only did the learners have varying problem areas but also they needed different amount of mediation for identical test items. These profiles reiterated the fact that learners with different zones of proximal development (ZPDs) require customized instructional programs to reflect their individualized needs.

The building objects show a wide variety. Among them, we can distinguish buildings and various building constructions. In addition to the fact that they are of various sizes, they perform different functions, while their purpose and use generates various problems, they can be made using various materials, different technologies and construction solutions. Therefore, the decision on which solutions to apply may be difficult to make. In this situation, it is good to develop several alternative solutions for their comprehensive comparison. In addition, the existing regulations that originate in the EU directives, in many cases impose the obligation to develop several variants of future investments and analyze them taking into account many factors. In the EU recommendations, the analysis related to the impact of construction investments on the environment is of highest importance. The ISO 14040–1404X regulations created and introduced by the European Union are the most important tool for a global assessment of the environmental impact of a product, facility and service. They relate to the environmental impact assessment of the entire Life Cycle Assessment (LCA), and their assumption is to identify and minimize any environmental impacts that may arise from the production, use and disposal of the product. Research should include specific stages according to the LCA evaluation system: determination of the purpose and scope of the assessment, inventory of input and output data and the impact assessment. The following research methods were used: source materials analysis, library query, advanced data collection methods through online surveys, LCA assessment, multicriterial methods. The research conducted by the author showed that the analysis involving selected problems related to the object-environment interaction is dominant. However, in practice it is difficult to find the analyses covering the entire lifecycle of an object in accordance with the LCA procedure and examples of comparison of specific design solutions within the variant assessment procedure taking into account the LCA procedure. The aim of the article is to show how such procedure can look while comparing the exemplary variants of a construction project. The article presents an example and diagrams of conduct covering the whole life cycle of an object, and the analysis is based on specific examples.

Opis:
System opiniowania służbowego, będący zbiorem przemyślanych i logicznie dobranych elementów, stanowi kluczowy podsystem systemu zarządzania zasobami ludzkimi. Systemy opiniowania wraz ze zmianami w samej organizacji i jej otoczeniu ulegają modyfikacjom, w tym podlegają procesom doskonalenia ukierunkowanym na ułatwienie realizacji procesu, zwiększenie jego efektywności i przydatności w odniesieniu do podejmowanych działań personalnych. Mając na uwadze funkcje systemu opiniowania, celem niniejszego artykułu jest wskazanie zmian, jakie zaszły w systemie opiniowania służbowego funkcjonariuszy Policji na przestrzeni ostatnich szesnastu lat, w tym dokonanie krytycznej analizy zarówno aktualnego kształtu systemu, jak i wcześniejszych jego odsłon. Artykuł zawiera także propozycje dalszych zmian w systemie, których wdrożenie pozwoliłoby na uzupełnienie aktualnego systemu o aspekty do tej pory nieuregulowane, jak również doprowadziłoby do zwiększenia obiektywizmu wystawianych opinii służbowych i jednolitości w ich sporządzaniu.
Professional assessment system, which is a collection of well-thought and logically selected elements constitutes a key sub-system of human resources management system. Assessment systems together with changes in the organisation itself and its surroundings are subject to modifications, including they are subject to processes of improvement targeted on facilitation of implementation of the processes and increase of its effectiveness and suitability in relation to undertaken stuff-related activities. Bering in mind the functions of the assessment system, the purpose of this article is to indicate the changes which took place in professional assessment system of police officers over the past sixteen years, including improvement of critical analysis both of the actual shape of the system as well as its earlier versions. The article also contains suggestions of further changes in the system, the implementation of which would allow to supplement the recent system with aspects that remained so far unregulated as well as to lead to increase of objectivity of expressed professional opinions and uniformity in their preparation.

Opis:
Physical fitness and health are two concepts that more and more evidence show their close relationship. The main aim of this paper is to provide an assessment protocol accessible, affordable and easy to apply, to assess fitness and health. To test the protocol, a total amount of 115 participants (59 men and 56 women) aged 25.9 years were assessed. The assessment protocol is designed and tested for application in a population over 18 years of age. It was used to assess the University of Balearic Islands community users. Based on evidence and validated tests (Alpha and Afisal test batteries, Stepping Queen College Test), the following measures for the design of the protocol for assessing the level of fitness and health were recorded: anthropometry (weight, BMI, body fat, waist circumference), fitness (lower extremity strength, upper body endurance, hand grip strength, maximum oxygen intake, flexibility), and blood pressure. The assessment protocol include the previous action of the reception of the participant (explanation and administering of the International Physical Activity Questionnaire and the Physical Activity Readiness Questionnaire) and an ending action where a report of the results obtained and individual recommendations to improve the overall fitness and health level is provided to each participant.

Opis:
Implementation of periodic employee assessment systems into companies is a difficult and complex process. It consists of many mutually–related phases such as design, implementation, utilization, monitoring, and control. The approach to each of these as well as the quality of solutions applied within their framework determines the success or failure of the entire operation. The authors of this article concentrate on the design phase of the periodic employee assessment system. Many of the difficulties in achieving assessment system targets have their genesis in this phase of work. The objective of this article is to show the role and importance of the design phase in the success of the entire venture - the introduction and effective utilization of periodic employee assessment systems in economic practice. The authors have attempted to formulate the prime guidelines in implementing this phase as well as to make evaluating entities aware of the types of threats they should look out for and how they can be presented.

The High Resolution Operational Model for the Baltic (HIROMB) consists of a leveled threedimensional primitive equation model, including one equation boundary layer dynamics and a viscous- plastic ice model. At SMHI it is driven by the High Resolution Limited Area meteorological Model (HIRLAM). and it has been running continuously in a pre-operational mode since October 1995. The quality assessment concentrates on the last year of the simulation from April 1997 to April 1998.

In pursuit of higher energy savings and de-carbonization, greater fuel diversity and lower pollutant emission is possible by production processes through energy-savings opportunities and associated environmentally-benign technologies. Current production processes represents the biggest consumption of energy, and the greatest amount of emissions emitted to the environment. Improvement in energy efficiency is considered as the basic principle in realizing energy-saving, bringing cost-effective benefits and reduction of greenhouse emissions. Hence, this study proposes a framework to assess alternative sustainability of cogeneration systems, integrating the economic, environmental, and social indicators. The results showed that the cogeneration system with a new boiler with a 600 PSIG pressure and a new turbine seems to be a cost-efficient solution compared to the baseline scenario saving energy at the level of 1,823,072 kWh/yr (63%) against the baseline scenario. In the case study, the implemented solution in the plant improved the overall sustainability degree of technology by 53% (from 46% as baseline to 97%).

Teacher conceptions of assessment influence their implementation of learning-focused assessment initiatives as advocated in many educational policy documents. This mixed-methods study investigated Chinese secondary school teachers’ conceptions of L2 assessment in the context of an exam-oriented educational system which emphasizes English grammar, vocabulary and reading comprehension skills. For the quantitative part of the study, survey data were collected to gauge the conceptions of assessment held by 66 senior secondary EFL teachers from six schools in Eastern China. For the qualitative part, case studies of two teachers from schools with different rankings were conducted. Quantitative results showed that the teacher participants as a group agreed most with the view that assessment is to help learning. However, there was a strong association between two factors, that is, the assessment as accurate for examination and teacher/school control factor, and the assessment as accurate for student development factor. The strong association indicated that it may be less likely for the group of teachers to adopt the formative assessment initiatives emphasizing student development as promoted in the English curriculum reform. Qualitative findings further revealed individual differences in the two case study teachers’ conceptions and practices of assessment as well as the interplay among meso-level (e.g., school factor), micro-level (e.g., student factor), and macro-level (e.g., sociocultural and policy contexts) factors in shaping the teachers’ different conceptions and practices of assessment. A situated approach has been proposed to enhance teachers’ assessment literacy.

This paper attempts to highlight the significant multidimensional role of teachers of English as a foreign language in conducting language assessment in the process of teaching. The study presented in the article aimed to investigate school and university EFL teachers’ (n=87) beliefs about the place of assessment in their teaching practice and their role as assessors. The findings indicated that classroom assessment, though appreciated by the study participants, posed a major challenge to them.

Although the usefulness of alternative assessment in second language (L2) classrooms has been extensively recognized by scholars, the use of the various types of alternative assessment in English as a Foreign Language (EFL) contexts has not received adequate attention by L2 practitioners. To contribute to this line of research, the present research sought to examine the impact of a portfolio-based writing instruction on writing performance and writing anxiety of EFL students. To this end, a number of 41 EFL learners were recruited as the participants of this study. They were then randomly divided to an experimental group (N=21) and a control group (N=20). The participants in the experimental group received portfolio-based writing instruction, whereas the control group received the regular writing instruction with no archiving of students’ drafts in portfolios. Timed-writing tasks and the Second Language Writing Anxiety Inventory (SLWAI) were employed to collect the data. The results obtained from ANCOVA analysis revealed that the portfolio-based writing instruction aided the participants in improving their writing performance more than the control group. Moreover, it was found that the use of portfolios significantly reduced the L2 writing anxiety of the participants while the traditional writing instruction did not have any significant impact on L2 writing anxiety of the control group. The pedagogical implications for portfolio-based writing instruction are discussed finally.

Groundwater resources play a dominant role in water supply in Serbia, and to manage them properly, an assessment of their quantitative and qualitative status must be given. The concept of quality groundwater management is the implementation of EU Water Framework Directive (WFD-2000/6/EC). In this, groundwater monitoring has the highest role, which should provide a comprehensive insight into the quantitative and qualitative characteristics of water in a particular area (Stevanović 2011). The research area in this case is karst landscapes of Serbia. The water bodies of karst groundwater have been identified in the Carpathian-Balkan Mountains of eastern Serbia and in the Dinaric area of western Serbia. Groundwaters of alluvial aquifers along the major rivers are systematically monitored, however, karst and artesian aquifers are not covered by the monitoring network. The current state of monitoring network in the karst of Serbia is, to say the least, unsatisfactory – only the spring of Mlava is observed by the Republic hydrometeorological service of Serbia. EU Water Framework Directive proposes water resource management at the level of river basins, so therefore, prior to network organization, the grouping of existing water bodies of karst groundwater was performed. The basic rule for grouping water bodies is that all bodies must belong to the same river basin and the groups provide reliable data for assessing the status of individual water bodies. Then topographical, geomorphological, hydrographic, geological and hydrogeological characteristics of the terrain were analyzed. According to Poledica (2015) and Stevanović (2015), 25 groups of water bodies in the areas of exploration have been singled out, 13 of them in western and 12 in eastern Serbia. For each group a representative monitoring network has been determined. 104 observation facilities have been selected in the domain of quantity and 53 facilities in the quality domain. This is the total number of observation points that are further sorted by priority. Including the economic factor, it is proposed to gradually develop monitoring networks. Beginning of observation will start in a period of 5 years from now, when observation facilities of first priority (springs of water supply) will be included. The observation facilities of second priority will be included in a period of 10 years from now and those of third priority will be included by 2035. Karst springs and purpose-built piezometers within the source where there are already wells for water supply provide the largest numbers of observation points. Also, hydrological stations are located on watercourses near karst springs where flows during the dry period of the year will be monitored. The final results are presented in the form of hydrogeological maps of Eastern and Western Serbia, which contain water bodies with observation points. These maps were made using the software package ArcGIS. On all facilities, it has been determined which parameters will continuously be monitored (content of observation) and how often (frequency of observation). The level of water will be observed continuously on the places where piezometers will be drilled. Discharge of springs will be observed each other day. Discharge regime of karst springs is studied enough only after many years of research. The reconstruction of monitoring network is suggested after six years. Microbiological and bacterial composition will be observed at least six times a year and other qualitative parameters at least four times a year. Spring discharges and level of groundwater belong to quantitative parameters. Dissolved oxygen, pH value, electrical conductivity, nitrates, turbidity and microbiological composition belong to qualitative parameters.
