Opis:
Warsaw has the most developed public transportation system in Poland and, therefore, the longest network of bus only lanes. The studies show a significant number of their violations made by individual vehicles, mostly because of complex traffic conditions and lack of physical separation from the other road lanes. This situation leads not only to road traffic law violations, but also mainly to disturbance in regularity and efficiency of bus connections. According to similar solutions implemented in other cities, Motor Transport Institute designed a concept bus lane enforcement system for Warsaw, which comprises the analysis of state-of-the-art law regulations on using monitoring systems in Poland, as well as operational and technical conditions for implementing the designed system and the concept of the system and system architecture itself. During the research, Motor Transport Institute conducted a complex audit of the bus lanes, in result of which the desired locations for ANPR camera points were identified. The article thoroughly describes the Polish law regulations on ANPR cameras location and confronts is with the actual needs regarding specific urban road sections. It also presents the methodology adopted for localizing the camera points. As a result, several examples of proposed locations are presented and discussed in terms of their compliance with the regulations, necessity for changing the traffic system on the specific road section and efficiency in bus lane enforcement.

Opis:
Automatic Number Plate Recognition systems are already widespread over the world. Their performance, both with high computational efficiency of modern computers make them a very good solution to use in traffic supervision and management systems in the city and at the regional level in the scope of safety and security services. The most popular way of use ANPR systems concerns detection of violations in traffic law. In Poland implementation of ANPR systems is at the starting point. There is still a noticeable lack of integrated area solutions, and currently used ANPR systems could not reach their full potential. In the following article authors introduced basic problems of application of the ANPR systems in Poland due to the legal requirements. Moreover paper presents selected functional aspects of ANPR systems.

Automatic car license plate recognition (LPR) is widely used nowadays. It involves plate localization in the image, character segmentation and optical character recognition. In this paper, a set of descriptors of image segments (characters) was proposed as well as a technique of multi-stage classification of letters and digits using cascade of neural network and several parallel Random Forest or classification tree or rule list classifiers. The proposed solution was applied to automated recognition of number plates which are composed of capital Latin letters and Arabic numerals. The paper presents an analysis of the accuracy of the obtained classifiers. The time needed to build the classifier and the time needed to classify characters using it are also presented.

Intelligent transportation systems are rapidly growing mainly due to active development of novel hardware and software solutions. In the paper a problem of automatical number plate detection is considered. An efficient two-step approach based on plate candidates extraction with further classification by neural network is proposed. Stroke width transform and contours detection techniques are utilized for the image preprocessing and extraction of regions of interest. Different local feature sets are used for the final number plate extraction step. Efficiency of the developed method is tested with real datasets.

W artykule przedstawiono zintegrowany system zarządzania, kontroli i nadzoru ruchu drogowego. Podstawą systemu są rozwiązania technologiczne wykorzystujące Automatyczne Rozpoznawanie Tablic Rejestracyjnych (ARTR). Pozwala to na automatyczną ewidencję ruchu pojazdów wraz z przesyłaniem i gromadzeniem rezultatów w centralnej bazie danych. Analiza tych wyników pozwala na uzyskanie przez system funkcjonalności dostosowanych dla właściwych odbiorców (służb drogowych, służb bezpieczeństwa, itp). Z uwagi na konieczność przetwarzania informacji w czasie rzeczywistym realizacja systemu opiera się w dużej mierze na rozwiązaniach sprzętowych. Przykładem są dedykowane kamery ARTR będące zintegrowanymi urządzeniami realizującymi sprzętowo większość operacji przetwarzania i rozpoznawania obrazu. Artykuł przedstawia architekturę systemu oraz kierunki dalszych prac nad udoskonaleniami. Uniwersalności systemu nadaje możliwości zastosowania w obszarach bezpieczeństwa, bezpieczeństwa ruchu drogowego, ITS - kontroli i zarządzania ruchem drogowym.
In the paper a traffic control system is presented. It is based on automatic license plate recognition (ALPR). This solution allows automatic traffic evidence with the results being transferred and stored in central database. The analysis of these results enables obtaining the functionality adjusted to the specific recipient like traffic service or security forces. Such a system requires fast and accurate data processing, which means using dedicated hardware solutions as, in example, in a dedicated ALPR camera. This kind of cameras are devices which integrate most of image processing and image recognition in hardware. The paper presents the structure and basic concepts of the VirtualCOP system realized by Telsat company [1]. In the first section essential parts of the automatic license plate recognition system is presented. It consists of three components: a control point, client application and a database server. In the next section key elements of the most significant procedures are discussed: the automatic license plate detection, the number segmentation and, finally, the recognition process. The system architecture is presented in the third section. At the end of the paper there are conclusions and directions of future development of the system.

The paper presents the analysis and discussion of video detection data usage for discrete transport systems safety improvement. The Autonomous Vehicles (AV) and the Augmented Reality (AR) research in connection with a Driving Assistance (DA) are presented. This article is going to show where the border between those two fields of interest is and how they are going to influence on the future of automotive. The proposal of the AR system – based on soft-computing methods used for an object classification problem – is given. The input data are taken from the real traffic monitoring system located at the set of roads in Poland. Data from the monitoring devices are used to analyze the travel time of vehicles – elements of the transportation system. The travel time model taking into account the real road situation is built. The proposed solution can be an essential tool for the owner and administrator of the transportation systems

This article contains results of studies on the applicability of data from Intelligent Transportation Systems (ITS) for the purposes of geographical studies regarding the spatial mobility of inhabitants within a big city. The article focuses on the option of applying two types of sub-systems – induction loops and automatic number-plate recognition (ANPR) – and includes examples of analyses based on the resulting data, which can serve as a basis for mobility studies. The area on the example of which the capabilities of application of ITS data have been presented is Lodz – a large city in central Poland. The conducted research shows that ITS systems offer an enormous potential in providing data for spatial mobility studies. In order to fully exploit its worth, however, it is imperative to expand the research procedure by including, for instance, the results of qualitative research. Also, the interpretation of results obtained on the basis of ITS data ought to be performed with an awareness of numerous significant preliminary and simplifying assumptions.
