The internet has greatly altered the way that people and institutions communicate. One of the most recent changes is the growth of the Open Access (OA) model, where research articles are provided free of charge to readers online. Such changes are having a domino effect on traditional communication. In most cases, articles in professional journals have been evaluated by a strict peer-review system. However, due to the inherent problems with these peer reviews, such as the length of time it takes referees to complete their analysis and the reviewer’s personal biases and potential unethical behavior, there is a growing consensus that a different review method needs to be developed for OA articles. In addition, the internet has led to the development of many new professional journals, which range from poor to excellent, based on the articles accepted. Unfortunately, some journals are being published solely for monetary gain from high author fees. Presently, different review methods are being suggested or implemented for articles, such as ranking systems, online commentaries and crowdsourcing, Also, various institutions are publishing lists that rate academic journals on their quality level. Such experimentation of review models is important. However, after the trial period, the primary OA sources need to agree on using the same review model. Consistency of evaluation is critical for readers to be able to make objective comparisons of scholastic articles from one OA site to another.

Modern integrated information and telecommunication systems are upgraded on a continuous basis. Such systems contain both new and old components. The approaches to developing individual components of access control systems are different in the majority of cases. As a rule, modernization of outdated but efficient systems that have been operating without any failures for long periods of time is economically unfeasible. Such an approach requires that different subsystems function based on shared data. This necessitates the coordination of various access control systems in order to ensure proper information security levels. This article examines how joint functioning of various versions of access control systems deployed in IT and telecommunication spheres may be achieved at the stage of their modernization. Potential ways in which information flows may bypass the security policies of one of the access control systems concerned are determined. The authors discuss traditional access control models. For role-based and thematic access control models, specific hypotheses are formulated to comply with security policies when different versions of access control systems work together. The structure of the model assuming that different versions of access control systems operate jointly has been developed. Based on the model, the necessary and sufficient conditions are determined under which unauthorized information flows are prevented. The security theorem for the joint functioning of different versions of access control systems is presented and proved. The results of the study showed that the methodological basis for coordinating access control models applicable to information and telecommunication systems undergoing modernization consists in observing, separately, the equality of information flows between shared objects in each of the versions of the access control systems. The approaches developed in this article can be extended to combined access control systems.

Opis:
Background: Unit-load (UL) warehouses are among the most diffuse solutions to store items stocked in pallets, while class-based storage (CBS) assignment is an effective strategy balancing the storage space need and the UL traceability. This paper proposes a design strategy to reduce the access time for UL-CBS systems based on the inclusion of one additional diagonal aisle crossing the racks and the parallel aisles accessing the storage bays. Methods: The introduced design strategy is based on the analytic models to compute the access time for one diagonalcross aisle warehouses with 2- and 3-CBS system. The minimization of the closed form expressions getting the average time to reach the storage bays allow reducing the travelled paths to store and retrieve (S&R) the ULs. Results: Comparison of the average time to S&R the ULs between traditional warehouses and the proposed configuration highlights the positive impact of the diagonal cross-aisle inclusion. In addition, a case example for a company operating within the food sector shows performance increase of about 33% respect to the correspondent traditional warehouse configuration. Conclusion: The interest in non-traditional warehousing systems raises because of the savings in the time to S&R the ULs. Analytic and even more general models to compute such savings are of help to best design the storage area increasing the inbound handling performances.
Wstęp: magazyny z miejscami składowania są najczęściej stosowanym obecnie rozwiązanie dla przechowywania dóbr ułożonych na paletach, zaś przypisanie miejsc składowania (CBS) jest efektywną strategią optymalizującą ograniczenia powierzchni i identyfikalność jednostek składowania. W pracy zaproponowano strategię planowania rozkładu magazynu umożliwiająca redukcję czasu dostępu do tej poszczególnych jednostek składowania poprzez wprowadzenie dodatkowej ukośnej osi w poprzek regałów oraz osi równoległych umożliwiających dostęp do miejsc magazynowania. Metody: Wprowadzona strategia rozplanowania oparta jest na modelach analitycznych obliczających czas dostępu w magazynie z jedną osią ukośną w systemie 2-CBS oraz 3-CBS. Minimalizacja wyrażenie określającego średni czas dostępu do miejsca składowania pozwala na zmniejszenie długości ścieżki dostępu (S&R) do jednostki składowania. Wyniki: Porównanie średniego czasu dostępu do jednostki składowania pomiędzy tradycyjnym magazynem a proponowaną konfiguracją pokazuje pozytywny wpływ zastosowania osi ukośnej. Dodatkowo, zastosowanie tego rozwiązania w przykładowym magazynie firmy działającej w branży spożywczej pokazało 33% wzrost efektywności w stosunku do konfiguracji w tradycyjnym magazynie. Wnioski: Zainteresowanie w rozwiązaniach odbiegających od tradycyjnych magazynów jest coraz większe, ze względu na oferowane przez nie możliwości oszczędności czasu dostępu do jednostek składowania. Modele analityczne i ogólne są tutaj szczególnie przydatne do obliczania możliwych oszczędności i dzięki temu zaprojektowania optymalnych rozwiązań obejmujących również operacje manipulacyjne w obrębie magazynu.

The present report proposed a model of access consciousness to fear-relevant information according to which there is a threshold for emotional perception beyond that the subject makes hits with no false alarm. The model was examined by having the participants performed a confidence-ratings masking task with fearful faces. Measures of the thresholds for conscious access were taken by looking at the receiver operating characteristics (ROC) curves generated from a three-state low- and high-threshold (3-LHT) model by Krantz. Indeed, the analysis of the masking data revealed that the ROCs had threshold-like-nature (a two-limb shape) rather continuous (a curvilinear shape) challenging in this fashion the classical signal-detection view on perceptual processing. Moreover, the threshold ROC curve exhibited the specific y-intercepts relevant to conscious access performance. The study suggests that the threshold can be an intrinsic property of conscious access, mediating emotional contents between perceptual states and consciousness.

W artykule omówiona została symulacyjna metoda badania wydajności procesu obsługi żądań dostępu w obiektowych bazach danych. Zaproponowany został model symulacyjny umożliwiający badanie wpływu metod klasteryzacji na efektywność omawianego procesu. Rozpatrywana jest organizacja danych w modelu „pamięć podręczna-pamięć zasadnicza”. Eksperyment symulacyjny może posłużyć do porównania wybranych metod klasteryzacji na etapie projektowania rozwiązań. Wyniki badań mogą być wykorzystane przy podejmowaniu decyzji o implementacji metod w rzeczywistych systemach bazodanowych.
This article presents the simulation method for the efficiency evaluation of the serving access-requests process in object databases. Simulation model has been proposed, capable to investigate the impact of the clustering method on the efficiency of this process. The presented approach assumes organisation of data in the „cache memory-main memory” model. Simulation experiment may be used for a comparision of chosen clustering methods, at the early stage of designing the final solution. The results can be considered while making decisions about implementation of methods in the real database systems.

Celem pracy jest charakterystyka modeli, znanych w historii myśli ekonomicznej już od setek lat, jakie w nowej odsłonie pojawiły się we współczesnej gospodarce i wpływają na decyzje ekonomiczne zarówno konsumentów, jak i producentów w kontekście innowacji. The aim of the article is to present a base of Polish Publishers Open Access Policies as a tool supporting the scientific community in the implementation of openness policies. It is the first national platform to gather and analyze a publishing policy in the field of Open Access to Polish scientific journals. For scientists, it is a tool for searching for a Polish journal meeting certain criteria. It enables grant recipients to verify whether the journal meets the principles of Plan S. The database also provides information on the principles of using intellectual property.The functionalities of the database were analyzed based on NCN’s policy comparing them with the principles of publishing research results in Open Access. The specific criteria used in the Polish Publishers Open Access Policies database were compared with other databases: Arianta, SHERPA/RoMEO. The analysis shows that the Polish Publishers Open Access Policy is the only national database for Polish scientific journals, bringing together in one place information necessary for the scientific community on publication in Open Access. The database facilitates project preparation and implementation. Academic librarians, promoting the idea of Open Science, support the scientific community at each stage of the activity described, providing tools, knowledge base and competences.

Method materialization is a promising data access optimization technique for multiple applications, including, in particular object programming languages with persistence, object databases, distributed computing systems, object-relational data warehouses, multimedia data warehouses, and spatial data warehouses. A drawback of this technique is that the value of a materialized method becomes invalid when an object used for computing the value of the method is updated. As a consequence, a materialized value of the method has to be recomputed. The materialized value can be recomputed either immediately after updating the object or just before calling the method. The moment the method is recomputed bears a strong impact on the overall system performance. In this paper we propose a technique of predicting access to materialized methods and objects, for the purpose of selecting the most appropriate recomputation technique. The prediction technique is based on the Hidden Markov Model (HMM). The prediction technique was implemented and evaluated experimentally. Its performance characteristics were compared to: immediate recomputation, deferred recomputation, random recomputation, and to our previous prediction technique, called a PMAP.

The paper presents an application of an RT-family trust management language as a basis for an access control model. The discussion concerns a secure workstation running multiple virtual machines used to process sensitive information from multiple security domains, providing strict separation of the domains. The users may act in several different roles, with different access rights. The inference mechanisms of the language are used to translate credentials allowing users to access different functional domains, and assigning virtual machines to these domains into clear rules, regulating the rights of a particular user to a particular machine, taking into account different periods of validity of different credentials. The paper also describes a prototype implementation of the model.

Regardless of the several measures implemented by the South African government to curb food insecurity, majority of rural households are still experiencing food insecurity at a provincial level in Limpopo Province. This could be because of the high unemployment rate that the rural households are experiencing at a provincial level. As many of the rural households’ members went as far as obtaining tertiary education, most individuals still find it difficult to secure jobs and this results to many rural households depending on social grants for a living. In addition, social grant money alone does not become enough to meet their entire families’ food needs. The study was conducted at Mopani district municipality. Multistage sampling procedure was used, and the villages were selected based on probability proportionate to size. Thus, making the total of 173 rural households. The objectives of the study were to profile the socio-economic characteristics of rural households and to identify food security status of rural households and to determine factors that influence food security among rural households. To analyse the data, Household food insecurity access scale, descriptive statistics and Multinomial logistic regression model were used. From the findings of the study, the results revealed that majority of rural households in Mopani district municipality were found to be moderate to severe food insecure.

The Provincial Competitiveness Index is an indicator to evaluate and rank the governments of provinces and cities of Vietnam in terms of the quality of economic governance and building a favorable business environment. The paper focuses on the digital platform being the driving force of development of the access economy impacting on supply chain business model reconfiguration. First, the main accelerators of the sharing and access economies were described and compared with the characteristics of supply chain architecture. Then, different solutions of the platform business model impacting on supply chain reconfiguration are analysed. Next the results of a pilot study are presented to illustrate how supply chain managers understand the role of digital technologies and platforms. The paper is based mainly on a literature review and partially on the results of a pilot study conducted at the end of 2018 among 120 supply chain managers using the CATI methodology. Digital platforms can be used to improve supply chain competitiveness in several ways – starting from access to logistics services using the outsourcing model, through the additional solution of the supply chain business model portfolio widening the range of distribution channels, up to the digital supply chain solution being a platform connecting the whole ecosystem of supply chain stakeholders. The paper has a conceptual character, and the proposed solutions are still at the early stage of implementation in practice. Therefore, the undertaken topic should be a subject of further studies.

In online gambling, poker hands are one of the most popular and fundamental units of the game state and can be considered objects comprising all the events that pertain to the single hand played. In a situation where tens of millions of poker hands are produced daily and need to be stored and analysed quickly, the use of relational databases no longer provides high scalability and performance stability. The purpose of this paper is to present an efficient way of storing and retrieving poker hands in a big data environment. We propose a new, read-optimised storage model that offers significant data access improvements over traditional database systems as well as the existing Hadoop file formats such as ORC, RCFile or SequenceFile. Through index-oriented partition elimination, our file format allows reducing the number of file splits that needs to be accessed, and improves query response time up to three orders of magnitude in comparison with other approaches. In addition, our file format supports a range of new indexing structures to facilitate fast row retrieval at a split level. Both index types operate independently of the Hive execution context and allow other big data computational frameworks such as MapReduce or Spark to benefit from the optimized data access path to the hand information. Moreover, we present a detailed analysis of our storage model and its supporting index structures, and how they are organised in the overall data framework. We also describe in detail how predicate based expression trees are used to build effective file-level execution plans. Our experimental tests conducted on a production cluster, holding nearly 40 billion hands which span over 4000 partitions, show that multi-way partition pruning outperforms other existing file formats, resulting in faster query execution times and better cluster utilisation.

Celem pracy była próba rozwiązania problemów terminologicznych i metodologicznych towarzyszących gospodarce opartej na dostępie i dzieleniu się w świetle rozważań różnych autorów. Problem ten jest istotny z punktu widzenia panującego obecnie chaosu pojęciowego, braku „dyscypliny terminologicznej” w tym zakresie, jak również braku potwierdzonej empirycznie teorii, która opisywałaby modele gospodarki dostępu i dzielenia się. W pracy zaprezentowano odmienne podejścia związane z terminologią dotyczącą gospodarki dostępu i gospodarki dzielenia się, powołując się na stanowiska R. Botsman i R. Rogersa, L. Lessiga, A. Kisila oraz G.M. Eckhardt i F. Bardhi. Istota tego zagadnienia wydaje się współcześnie bardzo ważna, albowiem modele aktywności gospodarki dostępu i gospodarki dzielenia się zyskują coraz większą popularność, trudności zaś we właściwym określeniu, czym w rzeczywistości te gospodarki są i jakie formy działalności obejmują, rodzą różne konsekwencje w zakresie m.in. polityki podatkowej czy tworzenia struktur gospodarki podziemnej.
The aim of the work is an attempt to solve the terminological and methodological problems which accompany the access and sharing economy in the light of considerations taken by various authors. This issue is important because of the conceptual chaos, the lack of the “terminological discipline” in this regard, as well as empirically confirmed theory which would characterise the economy models for access and sharing economy. In the work the author presented different approaches related to the terminology of the access and sharing economy, referring to Rachel Botsman and Roo Rogers, Lawrence Lessig, Alexander Kisil and Harvard economists: Giana M. Eckhardt and Fleur Bardhi. The essence of this issue seems to be very important today, as the activity models of the access and sharing economy are gaining more and more popularity and difficulties in the correct definition what in fact these economies are and which activities they include, raises different consequences in terms of for example: state tax policies, or developing the structures of the underground economy.

The final sections of main access roads to the cities require especial attention as the frequency of accidents in these road sections are considerably higher than other parts of interurban roads. These road sections operate as an interface between the rural roads and urban streets. The previous researches available on this subject are limited and they have also mainly focused on a narrow range of factors contributing to the accidents in these areas. The main contribution of this research is to consider a relatively comprehensive range of potential factors , and to examine their impacts through the development and comparison of both conventional probabilistic models and Artificial Neural Network (ANN) models. For this purpose, information related to the main access roads of three major Iranian cities were collected. This information consisted of accident frequency data together with the field observations of traffic characteristics, roadway conditions and roadside features of these roads. Various ANN and probabilistic models were developed. The frequency of accidents, i.e. fatal, injured, or damaged accidents, was considered as the output of the developed models. The results indicated that a hybrid of ANN models, each comprised of 10 input variables representing traffic, roadway and roadside conditions, outperformed several probabilistic models, i.e. Poisson, Negative binomial, Zero-truncated Poisson, and Zero-truncated Negative Binomial models, also developed under similar conditions in this study. Moreover, effective roadway width, roadway lighting condition, the standard deviation of vehicles speed, percentage of drivers violating the speed limit, average annual daily traffic, percentage of heavy goods vehicles, the density of roadside commercial and industrial land uses, the density of median U-turns, the density of local access roads, and the effective width of the left-side shoulder were identified as the most effective factors contributing to the accidents in these areas. The developed ANN model can be used as a tool to predict accident rates in these road sections, and to estimate a potential reduction in the accident rates, following any improvements in the major factors contributing to the traffic accidents in these areas.

This paper presents the aim and realization procedures of the project EURO- ACCESS (Agroclimatic Change and European Soil Suitability, No. EV5VCT920129, CIPA3510PL923399, CIPDCT930022, CIPDCT925058, financed by EC). The project was coordinated by Dr. Peter Loveland, Soil Survey and Land Research Centre. Crarifield University, Silsoe Campus, Bedford, Great Britain. The project was conducted in 1992-1995 by scientific institutes from 6 countries, including the Institute of Agrophysics, Polish Academy of Sciences in Lublin. This book consists of main information about the whole project and detailed information about, tasks performed by the Institute of Agrophysics, PAS in cooperation with the Institute of Soil Science and Plant Cultivation (IUNG) Puławy as well as with other European institutes. There are presented results of investigations conducted in cooperation with ADAS Land Centre, Gleadthorpe Research Centre, Meden Vale, Mansfield, Great Britain, (Chapt. 2: Modelling of water movement in the soil profile with the preferential flow influence.), Maria Curie-Sklodowska University, Lublin, Poland (Chapter 3: The method of rainfall intensity estimation for runoff prediction), INRA Montpellier, Prance and IUNG Puławy, Poland (Chapter 4: Verification of yield prediction model using soil and climatic data). The basic task of EURO-ACCESSS project was the model and program development for prediction of climate change influence onto potential yield of important crops. The climatic and physiological properties are assumed to be known. In hydrological submodel developed in ADAS, Mansfield, there was Richards one dimensional flow model assumed. In order to include heterogeneity of the soil the submodel of bypass flow was created by IA PAS and included into existing one dimensional flow procedure. The horizontal infiltration submodel is based on Green- Ampt simplified flow model. It plays role of source and/or sink term within the Richards procedure and accounts for the bypass flow of water from the surface to the deeper layers of the soil profile. The model has been verified in the laboratory conditions, on the basis of numerical experiments and in the field condition. Laboratory flow experiment with induced cracks shows the possibility of explanation of bypass flow with developed procedure. Numerical experiment shows ade- quateness of proposed crack and inaeropore description to the field data. The model allows easily estimate macropore parameters from the simple measurements at the soil surface or from the profile cross-section. The calibration of the model on the basis of measured data consisting soil moistures at different depths and precipitation data, soil hydraulic properties and évapotranspiration data, shows better agreement with the bypass flow model included. The main problem was to estimate momentary rain intensity from the daily precipitation data available. This was done using the statistical model of the rain intensity distribution. The momentary rain intensity plays major role in the runoff estimation. On the basis of long term (1982-1993) historical precipitation, climatic and yield data collected in IUNG Puławy, the whole EURO-ACCESS II has been verified. The plant submodel based on EPIC model was modified and suited to European conditions by INRA, Montpellier. The whole verification was conducted on the basis of daily climatic data. The error analysis shows that, during 1985-1990 period when model was calibrated estimated yield error was 22,5%-, for the period 1984 and 1991 1993 where model was verified the yield error was 8.0%. For the whole period of simulation the error was 15.3%.
