With Xi Jinping’s assumption of power in China, large-scale reforms of the entire state system have begun in this country, especially those related to broadly understood security. The aim is to improve the functioning of the Chinese state in the 21st century and ensure its position as a world leader. It is also important that in the reform of the national security system, the Chinese state leadership paid attention not only to this system’s basic elements, i.e., the army and the police, but also to the rule of law and social and environmental security. Such a broad approach to the issue of national security proves strategic thinking as well as understanding and considering the processes taking place in the contemporary world./p>
С приходом к власти в Китае Си Цзиньпина в этой стране начались масштабные реформы всей государственной системы, особенно тех ее секторов, которые связаны с безопасностью в широком смысле. Целью этих реформ является не только улучшение функционирования китайского государства в XXI веке, но и обеспечение его позиции мирового лидера. Немаловажно и то, что при реформировании системы национальной безопасности китайское государственное руководство уделяло большое внимание не только базовым элементам этой системы, т.е. армии и полиции, но и правопорядку, социальной и экологической безопасности. Столь широкий подход к вопросу национальной безопасности свидетельствует о стратегическом мышлении, а также о понимании и учете процессов, происходящих в современном мире.

In this article the author analyzes the institutional and legal conditions of local “government” elections in Ukraine in 2015. Special attention is given to the determinants of formal elections to local government bodies. Indicates the specific nature of the local elections in 2015 (up today). The local elections in Ukraine in 2015 were held under the conditions of reforming local self-government. The main goal of the reform is the socalled decentralization. Local government reforms ensure the creation of associations of territorial communities of villages (cities, settlements). For the first time in the elections they took part association of territorial communities. In addition, the Ukrainian authorities have failed to conduct elections on the entire territory of the country. No votes were cast in Autonomous Republic of Crimea, due to the annexation of the peninsula by the Russian Federation in 2014. Elections to local self-government bodies were also not carried out in part of the Donetsk and Luhansk regions, due to the ongoing armed conflict in Donbass since 2014.
В статье автор анализирует институциональные и правовые условия выборов в местные органы власти в Украине в 2015 году. Особое внимание уделяется нормативно-правовой основе выборов в органы местного самоуправления. Была показана специфика выборов в местные органы власти в 2015 году. Выборы в мест- ные органы власти в Украине в 2015 году проходили в условиях реформирования местного самоуправления. Основной целью реформы является так называемая децентрализация. Реформы местного самоуправления обеспечивают создание объединений территориальных общин сел (городов, поселков). Впервые в выборах приняли участие объединения территориальных общин. Кроме того, украинские власти не смогли провести выборы на всей территории страны. В Автономной Республике Крым не было отдано ни одного голоса из-за аннексии полуострова Российской Федерацией в 2014 году. Выборы в органы местного самоуправления также не проводились на части территории Донецкой и Луганской областей из-за продолжающегося с 2014 года вооруженного конфликта в Донбассе.

Omówiono problemy warunków i procesu reformowania w sferze edukacji na Ukrainie i w Polsce, sposoby doskonalenia systemu szkolnictwa wyższego oraz przygotowania kadr pedagogicznych dla niego. Ukazano informacje na temat reformy szkolnictwa wyższego w Polsce i na Ukrainie w ostatnich 25 latach, jak również nowe trendy i innowacje w szkolnictwie wyższym. Przedstawiono podstawowe zasady reformy sektora edukacji na Ukrainie w kontekście jej przyszłej integracji z Europejską Przestrzenią Szkolnictwa Wyższego.
The problems of condition and the reformation process in the sphere of education in Ukraine and in Poland, the ways of improvement of higher education system, and preparation of the pedagogical staff to it are being observed. Compile information on higher education reform in Poland and Ukraine for the last 25 years as well as new trends and innovations in higher education are presented. The basic principles of reform of the education sector in Ukraine due to the prospect of integration into the European educational area are discussed.

The qualitative development of a democratic society and the improvement of the functions of the rule of law in our country are closely connected with the understanding of human rights, including in the field of land relations. After all, the land, its subsoil and other natural resources located on the territory of Ukraine, in accordance with the Constitution of Ukraine, are the objects of property rights of the Ukrainian people exclusively, and are a national treasure. Today, Ukraine is undergoing a complex process of reforming land relations and adapting them to modern political, economic and social needs, especially in an open market for agricultural land. With an extremely strong agro-industrial potential, Ukraine has a significant role to play in overcoming the global food crisis. However, in the current system there is no competent and balanced state policy, and appropriate mechanisms for its implementation, on the integrated development of land relations and adaptation of land reform in Ukraine. As never before, there is a need for quality and effective public administration in the field of land use within the functioning of the agricultural land market in Ukraine. With the beginning of land status in Ukraine, new questions arose about the directions and mechanisms of improving land relations, the formation of the land market, the solution of which involves scientific and practical clarification of a wide range of problems in its infrastructure. Due to the introduction of a new wave of land reform in Ukraine, public administration in the field of land use of state and communal property should acquire a modern character. Along with the introduction of a transparent market for agricultural land, the reform also aims at transparent and efficient land management. One of the mandatory components of this goal is the introduction of an effective system of public administration in the field of land use of state and communal property. Thus, the formation of effective public administration in the field of land use within the functioning of the agricultural land market in Ukraine, including taking into account international experience, would ensure quality and rational use and protection of land in Ukraine, guarantee the rights of land owners and users and effective governance, which requires a systematic and scientific approach to addressing issues.
Якісний розвиток демократичного суспільства та вдосконалення функцій правової держави в нашій країні тісно пов’язане з розумінням прав людей, в тому числі у сфері земельних правовідносин. Адже земля, її надра та інші природні ресурси, що знаходяться на території України, відповідно до Конституції України є об’єктами права власності виключно українського народу, і являються національним багатством. На сьогодні Україна проходить складний процес реформування земельних відносин та адаптації їх до сучасних політичних, економічних та соціальних потреб, особливо в умовах відкритого ринку землі сільськогосподарського призначення. Маючи у володінні надзвичайно потужний агропромисловий потенціал, Україна має відігравати значну роль у подоланні глобальної продовольчої кризи. Однак на сучасний лад відсутня грамотна та виважена державна політика, та доцільні механізми її реалізації, щодо комплексного розвитку земельних відносин і адаптації завдань земельної реформи в Україні. Як ніколи існує потреба в якісному та дієвому публічному адмініструванні у сфері користування землями в межах функціонування ринку землі сільськогосподарського призначення в Україні. З початком набуття землею статусу товару в Україні виникли нові питання щодо напрямів та механізмів вдосконалення земельних відносин, формування земельного ринку, вирішення яких передбачає науково-практичне з’ясування широкого кола проблем по його інфраструктурному забезпеченню. Внаслідок впровадження нової хвилі земельної реформи в Україні публічне адміністрування у сфері користування землями державної та комунальної власності повинно набути сучасного характеру. Поряд з запровадженням прозорого ринку земель сільськогосподарського призначення метою реформи є також прозоре та ефектине управління земельними ресурсами. Однією із обов’язкових складових реалізації такої мети є впровадження ефективної системи публічного адміністрування у сфері користування землями державної та комунальної власності. Таким чином, формування ефективного публічного адміністрування у сфері користування землями в межах функціонування ринку землі сільськогосподарського призначення в Україні, в тому числі з врахуванням міжнародного досвіду, дало б можливість забезпечити якісне та раціональне використання та охорону земель в Україні, гарантувати права власникам та користувачам земельних діялнок та здійснювати дієве управління, що потребує системного та наукового підходу для розв’язання проблемних аспектів.

У раду указујемо на статус романа у наставним плановима и програмима српског језика и књижевности у основном и средњошколском образовању у Републици Србији. У њему се разматрају неколики аспекти у погледу избора лектире за основну школу и указује на евентуалне мањкавости и пропусте наставног плана и програма. Анализирају се и измене имплементиране у наставним програмима овог наставног предмета као и отворене могућности у текућој реформи, али и извесна ограничења која се намећу пред тимовима стручњака задуженим за њено спровођење.
The aim of this paper is to point to the possibility of reforming the curricula for primary and secondary schools. It seems, not by chance, that writers of syllabuses, and the writers of literature in particular, are faced with certain dilemmas and uncertainties, as teaching literature has proved to be a litmus paper that absorbs and reflects all cultural, historical and social shifts, all ideological and cultural breakdowns and phases. Thus, in line with ideological and historical changes, with the disappearance of the old and emergence of new sociopolitical circumstances, some writers were dropped out of syllabuses in order to be reintroduced, enlightened with new perspectives on interpretation and historical evaluation; some new ones acquired the status of school writers, while others, whose works were painstakingly interpreted by former generations, being stripped of their ideological usability and reduced to mere second-rate literature, were left out of school readers and reading lists. Another question that imposes itself on teams of professionals in charge of literature syllabuses is certainly the question of age appropriateness, that is, the adaptedness of of certain literary works to the developmental level of students, which makes it feasible or difficult for them to understand a particular literary text. This criterion is undoubtedly an indispensable element in the teaching of literature in primary schools, especially bearing in mind the main outcomes definded in the school curricula. Students’ reading competences are dynamised by a whole range of psychological and educational moments which should be integrated and functionally complemented in the teaching process. In the context of a young person’s growing up, shaping and maturing, this is one of the major goals and the widest reach of literature teaching at school age. For these reasons, we address the role and importance of novel in the process of education in higher primary school grades with particular reference to several aspects – the question of age appropriateness, purposefulness of and justication for introducing certain types of novels into the curriculum, the presence and functionalisation of domestic and elective (supplementary) readers, the question of innovating and interpreting modern literary production not included in the curriculum. In addition, we analysed the scope of a chronological approach to the novel in the syllabuses for secondary schools, potential sporadic changes implemented in the syllabuses for literature teaching, as well as the open possibilities within the ongoing reform that open up to teams of experts in charge of its implementation.

The article is devoted to the latest Ukrainian historiography of the Judicial Reform of 1864. It is noted that in Ukrainian literature of recent years, attention has been paid to the implementation of the Judicial Reform on the lands that are part of modern Ukraine. In both Russian and Ukrainian historical literature, the Judicial Reform of 1864 received only a positive assessment.

Автор в тексте попытался обсудить, в связи с процессами глобализации в западных культурах, изменения в организации и функционировании систем высшего образования. Реализованные реформы направлены на отказ от университета идеи и ее замену так называемым университетом совершенствования. Автор указывает не только на происходящие изменения, но и на их влияние на образование студентов, а также на формирование новой академической культуры. Не разделяя энтузиазма сторонников реформ, он считает их угрозой современному человеку и его культуре. Эти угрозы касаются прежде всего уровня образования студентов и академической культуры, а также национальных культур. Они означают содержательное и аксиологическое обнищание личности человека будущего, и это попытка довести его до одномерного специалиста, то есть технического человека. Homo electronicus, или homo technicus как homo excellence, должен заменить homo sapiens. Автор воспринимает реформы не как процесс улучшения образования, а как реализацию идеологии, целью которой является формирование глобальной либеральной империи.
In the text, the author has attempted to discuss, in connection with globalization processes in Western cultures, changes in the organization and functioning of higher education systems. Imple-mented reforms aim to replace the concept of the university of idea with the so-called university of excellence. The author points not only to the changes being made, but also on their impact on the education of students, as well as the formation of a new academic culture. Not sharing the enthusiasm of advocates of reforms, he sees them as a threat to modern man and his culture. These threats primarily affect the level of education and academic culture, as well as they mean impoverishment of the substantive and axiological personality of the human of the future and are an attempt to bring it to a one-dimensional specialist, i.e. a technical man. Homo electronicus, or homo technicus as well as homo excellence is to replace homo sapiens. The author sees the reforms not as a process of improving education, but as an implementation of an ideology aimed at a global liberal empire.
