Pozycja Japonii po II wojnie światowej nabrała innego znaczenia. Wyznaczały ją klęska wojenna i konieczność szukania innej drogi rozwoju. Tą drogą było przyjęcie części zachodnich wartości – głównie amerykańskich – i zasad wolnego rynku w sferze ekonomii. Reorientacji uległa również polityka zagraniczna, która musiała nastawić się na wsparcie gospodarki poprzez szukanie i utrzymanie dobrych relacji z zagranicą. Większego znaczenia nabrały wszelkie instrument związane z soft power, czyli typowej dla Japonii kultury i wartości, które jednak połączone z wartościami Zachodu, maja korzystny wpływ na rozwój tego kraju. Najlepiej jest to widoczne we wzroście znaczenia tego państwa, które potrafiło wiele zyskać w kategorii miękkiej siły, pomimo hermetyczności własnej kultury i wartości. To one wraz z pokojową polityką i modelem gospodarczego rozwoju idealnie odzwierciedlały możliwości użycia soft power.
Japan’s position after World War II acquired a new dimension determined by the loss of war and the necessity of finding a new path of development. It derived itself from taking over Western values, mainly Northern American ones, as well as free market principles. Foreign policy underwent a significant reorientation, as supporting economy and developing new foreign relations became necessary. Therefore, instruments related to soft power gained importance. Culture and values characteristic for Japan combined with Western values had a positive effect on Japan’s development. It is most evident when observing the increase of Japan’s international relevance. In spite of having rather hermetic culture, this country was able to achieve a lot in the category of soft power. Those values and culture in general, together with peaceful policies and a new model of economic development, ideally mirrored the opportunities deriving from the usage of soft power.

Opis:
The Council of Europe Convention on preventing and combating violence against women and domestic violence, commonly known as the Istanbul Convention, and in Poland also as the anti-violence convention, was opened for signature in Istanbul on May 11, 2011. Turkey was one of the first countries to sign and ratify the document. Recep Tayyip Erdoğan, then as Prime Minister-in-Office, was one of the great advocates of Ankara ratifying the Convention. However, the politician, already as president, “celebrated” the Republic’s decade-long presence in the Convention by signing a decree in March 2021 annulling Turkey’s ratification of the document. The text aims to analyse Turkey’s involvement in the preparation and subsequent adoption of the Istanbul Convention in the context of building Turkish soft power on the Old Continent. The text structure is as follows: the first part will define the concept of soft power and analyse the evolution of Turkish soft power. Then, the Convention on preventing and combating violence against women and domestic violence will be described, and the next part will chronologically describe the presence of the Republic in the Convention. The last part analyses Turkey’s activities related to the preparation and adoption of the Istanbul Convention in the context of building Turkish soft power in Europe.

In recent years, nation branding attracts interest of scholars and academic environment. In the era of globalisation, the need to care for propoer image and perception of a state in international environment becomes even more apparent. Soft power resources are a vital element in creating a strong nation brand. The aim of the article is to verify hipothesis stating that civil society can be perceived as a soft power resource used in building the brand. Therefore, the proposed research is conducted by analysing most significant branding rankings with respect to the positions reached by Sweden, used as a model state with strong civil society.
W ostatnich latach branding narodowy cieszy się coraz większym zainteresowaniem wśród środowisk akademickich. W dobie globalizacji dostrzega się coraz wyraźniej konieczność dbania o odpowiedni wizerunek i postrzeganie państw na arenie międzynarodowej. Istotnym elementem w budowaniu wizerunków państw są zasoby miękkiej siły, jakimi dysponują państwa. Celem artykułu jest weryfikacja hipotezy, zgodnie z którą społeczeństwo obywatelskie może zostać uznane za jeden z cennych zasobów wpływających pozytywnie na budowanie silnej marki państwa. W tym celu analizie poddane zostały najistotniejsze rankingi brandingowe z uwzględnieniem pozycji uzyskiwanej przez Szwecję, służącą jako państwo modelowe o silnym i rozbudowanym społeczeństwie obywatelskim.

India is a country experiencing tremendous economic growth while its political ambitions are aiming higher and higher as well. The country is trying to increase its global power using resources and instruments of soft power. India is learning this art anew, using its rich culture and reaching back to its past traditions. References made to religious diversity and democracy are another powerful tool in the state arsenal. There has been a reorientation in foreign policy as well, which refocused on supporting the state’s economic development by seeking and maintaining good relations with foreign countries. Soft power instruments have grown in importance, especially as concerns culture and values, which combined with peaceful policies made for a truly great opportunity of using soft power.

One of the most dramatic changes in the international arena in the post cold war era counted for China’s rising and attractive growth, which led the community described it as a “cause célèbre” and also witnessed the most strategic regional transformation in the history of humanity within only three decades since its opening to the world. China has dramatically increased its global presence, which requested China to take further steps to wield soft power more responsibly. In this paper, I will seek to explain the China’s Mekong River diplomacy and how the evolution of China’s foreign policy towards the Mekong river sub-region since 2008 from a media perspective.

This paper aims to evaluate the sources of Russia’s soft power as a tool which should enable it to integrate Belarus more closely with Russia. The research question is as follows: what are Russia’s main sources of attractiveness, and what kind of instruments of soft power is the Russian government applying to achieve that aim? To what extent was this soft policy successful? The author applied a qualitative research method. It is inductive and allows the researcher to explore meanings and insights into Russia’s notion of “soft power” in its foreign policy toward Belarus. The basis of it lies in the interpretive approach to the present reality of Russia – Belarus political and economic relations and in the evaluation of Russian efforts to integrate its closest neighbour by using only non-military means.

Russia has always been a country seeking the Great Power status. Even though it lost its importance after the collapse of the Soviet Union, the desire to return to the role of the creator of international order force it to introduce new strategy that will implement soft power resources. This represents a certain obstacle for Russia, which traditionally is accustomed to hard power resources like economic pressure or the use of armed forces. Culture is Russia’s soft power resource that is significant. Values can be more problematic for Russia, because in Moscow’s intentions they should be different from the Western values. Russia is trying to create an alternative soft power project, competitive to that of the West. Russia is trying to make good use of its diplomacy, including digital diplomacy, in order to show the use of its hard power to be seen as soft.

This article analyzes the international projection of the Cuban Revolution, discussing the contours of its soft power that contributed to international reintegration. After this concept discussing briefly and focusing on the transformation of contemporary international scene, it analyzes the change of use of soft power in the revolutionary process in Cuba. In this sense, it points out that such power was, in the golden years of the Revolution (the 60s and the 70s), based on the revolutionary aura and the charisma of its leaders (Fidel Castro, Che Guevara and others) and that, in the first decade of this century, it acquired new supported contours through the emergence of Social Diplomacy, i.e. cooperation in the field of social services (health, education and sports, among others), thus contributing.

The paper refers to a small fraction of raw data obtained during 50 interviews carried out in Lisbon and in Warsaw in 2017-2018. Through the preliminary interpretative analysis with the use of MAXQDA 2018, a connection between English language and soft power (Nye 2004) was established. 'Soft power' is a political concept, re-introduced in this paper through the novel interpretation of the research data, whilst looking at the English language from a sociopolitical, critical pedagogy perspective, in order to investigate its implications for social inclusion and exclusion. Moreover, unexpected matrixes of language, gender and power were discovered, embodying Boudon's concept of unintended consequences of social action (1993). The study was conducted with the use of soft system methodology (SSM) and the notion of 'soft' in social sciences was explored. It also introduced SSM to the analysis of social aspects of the English language in public spaces in Poland and Portugal. Moreover, the results of the study confirmed that there is a connection between English language acquisition and the socio-economic positioning of workers in these locations. The study should be treated as singular and with no intention of building a universal theory, but aims to look into language from an original perspective and to share the most interesting quotes from the research participants, to reveal people's own voices and their own words (appropriately coded to maintain anonymity) and to establish direct contact between the interviewees and their audience.

China’s modern power is based on traditional sources: territory size, demographics, economy, and army. An important factor of power is soft power, which is based on culture, foreign policy (including economics), and values. Chinese soft power resources have an old tradition and the possibility of using them is large, and most importantly, in the current international environment, they can use them to gain and maintain an advantage over competitors. The article presents the elements of China’s soft power that determine its advantage over other countries and the weaknesses that may limit its influence. It largely determines the research methods used: statistics and system analysis. The latter method makes it possible to determine the scale of China’s influence and the chances of using them in the 21st century.

The world risk society is a product of “reflexive modernity” – the period in which the undesired side-effects of activity – risks force people, societies and states to concentrate all efforts to control them. The introductory analysis of nature of threats and risks in that paper contributes to the discussion on what measures and tools the national security strategies offer or should offer the risk society to contain risk. The aim is to find possibly conclusive answer by analysis and comparisons of the selected material. The presentation of concepts and practical solutions from literature and security strategies of Poland and the USA and policies helped conclude that both defensive and offensive approaches along with the traditional military power and soft power seem to be equally crucial to deal with internal and global risks. These measures include: risk management, international cooperation, cooperation of all internal institutions and forces, the international risks policy to conclude with the educational policy as a risk policy.

This work presents the methodology of the Russian impact on Latvia after 1991. It defines and specifies the scope of methods concerning both the hard and soft power in international relations in the 21st century, particularly the ones used to implement the Russian Federation’s foreign policy. The implemented strategies and impact models are described. The work is also focused on certain indicators used in global rankings by experts worldwide. In the 21st century, it is no longer enough to employ the hard power methods as it is advisable to use the soft power ones, which may bring about much better results than the hard ones.

In this paper, I will attempt to analyze the policies and strategies of the EU towards the Middle East in the context of using soft power. Two main issues need to be questioned in this framework: 1) Can EU use soft power instruments effectively in the Middle East? 2) Is EU’s choice to conduct soft power policy in the Middle East, able to make the EU a leading actor in world politics in terms of struggling with new threats in 21st Century? First of all, I will try to discuss “soft power”, as a concept very briefly. Afterwards,I will focus on the differences between the perspectives and approaches of the United States and the EU on the solutions of the problems in the Middle East. While analyzing EU’s use of soft power in the Middle East, I will not refer the general policies of the EU towards the region. Instead of this, I will focus on the Arab Spring and the signifi cance of the recent movements in the region within the context of our subject. EU aims at creating peace and stability at its borders and prefers political and economic methods instead of military methods and hard power instruments. This paper examines how the EU uses this soft power instruments and what their consequences mean for the main issues in the Middle East. Besides, can this policy of the EU contribute to the solutions the problems, stability and peace in the region? The answers of these questions are very signifi cant within the context of EU’s approach to the Middle East, because of several reasons such as; course of the developments in the region, future success of European foreign and security policy and the role that EU is aiming for: ensuring its position as a global actor in world politics. and what their consequences mean for the main issues in the Middle East. Besides, can this policy of the EU contribute to the solutions of the problems, stability and peace in the region? The answers of these questions are very significant within the context of EU’s approach to the Middle East, because of several reasons such as; course of the developments in the region, future success of European foreign and security policy and the role that EU is aiming for: ensuring its position as a global actor in world politics.

Russia's hostile actions against the Estonian state structures take the form of soft power, which can be observed in such areas as the activities of the Russian-speaking minority, media coverage, or through the use of coercion when it comes to fuel sales. This article presents qualitative methods of measuring Russian influence on Estonia. An observable trend in international relations is replacing hard power with soft power, commonly used against states within the sphere of interest of certain geopolitical entities. It is more difficult to identify the latter and prove it results from an aggressor's deliberate actions. Information warfare, including disinformation and propaganda, is one of the means Russia uses to exert political influence. By accepting the offer of a political and military alliance with the Western world, the Baltic States have become a threat to the Kremlin's imperialist aspirations. Russia's direct military actions against Estonia and the other Baltic states would have provoked a strong reaction and could even have led to military confrontation. However, the Russian government wishes to avoid it and, for the time being, limits itself to soft power measures.

This article’s aims are twofold. Firstly, it endeavours to define the concept of development diplomacy (that is, diplomacy done through development aid) as a part of public diplomacy that realises its aims thanks to soft power re- sources. Several theoretical sources are recalled and reflected upon in order to come up with a vision of the role of development diplomacy within public diplomacy. Secondly, this article focuses on the role of development diplomacy in the context of the foreign policy aims. Theoretical reflection on this issue is followed by illustrative examples of documents, actions and research, where practical linkages between development aid and foreign policy’ aims where made. It leads to conclusions regarding the practicalities and effectiveness of embracing development aid under the public diplomacy and thus also under foreign policy umbrella.
