A number of international studies argue that there is a correlation between the number of traffic fatalities and the degree of public activity. The studies use the unemployment rate to support that argument. As unemployment grows miles travelled fall, a factor known to affect road safety. This relationship seems to be true for Poland, as well. The model presented in the paper is intended to prove it. It is a structural time-series local level model with the explanatory variable (the unemployment rate) and some interventions. Because of the dynamic nature of traffic safety developments it lends itself very well to modelling in that way.

Opis:
The paper outlines the background and goals of the Road Safety Observatory in the Polish region of Warmia and Mazury. While created it was Poland’s first road safety Observatory, both at the regional and central level. Established in line with the methodology proposed in the European project SafetyNet, together with the planned National Road Safety Observatory it will form part of a Europe-wide network of observatories linked with the European Road Safety Observatory (ERSO). Commissioned by the Regional Road Safety Centre in Olsztyn, the idea for the Warmia-Mazury Road Safety Observatory was developed in 2010. The Observatory was completed in the autumn of 2012 and opened in November 2012.

W referacie przedstawiono założenia i cele Obserwatorium Bezpieczeństwa Ruchu Drogowego funkcjonującego w regionie Warmii i Mazur. Obserwatorium jest pierwszą taką jednostką w Polsce zarówno na poziomie regionalnym, jak centralnym. Zostało powołane zgodnie z metodyką zaproponowaną w europejskim projekcie SafetyNet i wspólnie z Krajowym Obserwatorium Bezpieczeństwa Ruchu Drogowego, realizowanym przez Instytut Transportu Samochodowego, wejdzie w skład europejskiej sieci obserwatoriów współdziałających z ERSO. Koncepcja WarmińskoMazurskiego Obserwatorium BRD powstała w 2010 roku na zamówienie Wojewódzkiego Ośrodka Ruchu Drogowego - Regionalnego Centrum BRD w Olsztynie. Prace nad jej wdrożeniem trwały do jesieni 2012 i w listopadzie 2012 obserwatorium oficjalnie udostępniono użytkownikom.
The paper presents the principles and objectives of the Road Safety Observatory operating in the region of Warmia and Mazury. The observatory is the first such unit in Poland - both at the regional level, as central. It has been established in accordance with the methodology proposed in the European project SafetyNet, and together with the National Road Safety Observatory, being developed by the Institute of Road Transport, will form part of the European network of cooperating observatories of ERSO. The concept of Warmia and Mazury Road Safety Observatory was committed in 2010 by the Road Traffic Centre - Regional Road Safety Centre in Olsztyn. The work on implementing it lasted until the autumn of 2012 and in November 2012 the observatory was officially launched.

Opis:
As a signatory to the UN Declaration on road safety and member of the EU, Poland has an obligation to comply with relevant EU policies and in particular to halve the overall number of road deaths by 2020. To monitor the progress in reaching the targets, the road safety situation must be evaluated and its processes understood. For this purpose regional and national road safety observatories were launched in Poland, which triggered the need to develop special methods and tools to assess trends and how different factors affect risk, particularly in the short and mid-term perspective. One of these tools can be structural time-series models to explain how trends change and forecast realistic scenarios of change. We can also use models to simulate the effects of sources of risk on selected road accident consequences on sections of Poland’s road network.

Stworzenie jednolitego systemu gromadzenia i rozpowszechniania informacji o stanie bezpieczeństwa ruchu drogowego, pozwalającego uzyskiwać wiarygodny obraz zarówno istniejącej sytuacji, jak i trendów zmian obserwowanych w przeszłości, powinno stać się priorytetowym krokiem w rozwoju systemu zarządzania bezpieczeństwem ruchu drogowego w Polsce. Należy stworzyć rozwiązania organizacyjno-prawne i finansowe gwarantujące stabilność funkcjonowania takiego systemu, zarówno na poziomie krajowym, jak i regionalnym oraz lokalnym. Zbierane dane należy w przyszłości uzupełniać o dane pochodzące ze szpitali oraz o inne dane np. dotyczące sieci drogowej, natężeń ruchu drogowego czy zachowań użytkowników dróg. Myśląc o rozwoju tego systemu, należy rozwijać metody i narzędzia ułatwiające gromadzenie, analizę i monitoring stanu brd, w tym również narzędzia wspomagające system zarządzania brd.
Creation an uniform system for the collection and dissemination of information on the road safety, allowing to obtain a reliable picture of both the current situation and trends observed in the past should be a priority step in the development of an integrated road safety management system in Poland. Organizational, legal and financial solutions should be provided to ensure functioning of such a system, both at the national, regional and local levels. Collected data should be in the future supplemented by data from hospitals and additional data, e.g. on the road network, traffic intensity, or on the behavior of road users. Thinking about development of this system methods and tools to facilitate the collection, analysis and monitoring of road safety should be developed, including measures to support road safety management system.

Regional Traffic Centre - Road Safety Centre in Olsztyn together with other institutions located in the Central Europe has been developing European Project SOL - "Save our lives" financed from the European Operational Project- Central Europe in the frame of the European Regional Development Fund. Its aim is to promote sustainable mobility development as well as inerease of road safety awareness in the central European countries which will influence life quality of the societies in the project partner countries.

Warunkiem zrównoważonych form rozwoju infrastruktury miejskiej, uwzględniających zarówno komfort, bezpieczeństwo oraz ład przestrzenny jest podejście wielokierunkowe, łączące to, co wynika z potrzeb, ale i obowiązków mieszkańców aglomeracji, a także w sposób harmonijny wpisuje się w otaczający krajobraz kulturowy. Konieczne jest, zatem opracowanie kompleksowych przedsięwzięć w zakresie planowania i projektowania przestrzeni miejskich. Spójne i kompleksowe wdrożenie koncepcji w zakresie bezpieczeństwa ruchu drogowego nie tylko zmniejszy liczbę wypadków, ale powinno także przyczynić się do poprawy jakości i warunków życia w mieście oraz bardziej efektywnego podziału przestrzeni miejskiej i lepszego przepływu ruchu pieszych, czy rowerzystów. W pracy odniesiono się do koncepcji planowania infrastruktury komunikacyjnej opartej na zasadach strefowania oraz wspólnych przestrzeni, a także kształtowania terenów zieleni.
In order to achieve balanced forms of urban infrastructure, which ensure comfort, safety and spatial order, when designing new solutions it is necessary to adopt a multi-facet approach which will combine everything that the local residents need but will respond harmoniously to the existing cultural landscape. It is therefore necessary to work out complex undertakings for the sake of planning and developing urban space. Coherent and complex implementation of planned road safety conceptional works should not only reduce the number and weight of accidents but should also lead to improved quality of urban life and living conditions, more efficient division of the urban space, better flow of traffic of pedestrians and cyclists, changes in the behaviour of all road users, changes in the structure of transported cargos and more common use of safer means of transport. This paper deals with a concept of planning transport infrastructure based on the principle of establishing spheres and shared spaces as well as on greenery areas management.

Jednym z głównych czynników ułatwiających wdrażanie innowacji organizacyjnych jest kooperacja, zarówno wewnętrzna w firmie, jak i z zewnętrznymi partnerami. Determinuje ona implementowanie nowych rozwiązań na poziomie funkcjonowania organizacji.
This article, on the analysis of literature and case, aims to answer the following research questions based: ● how innovation can support the organizational development of the company? ● how cooperation can stimulate the implementation of organizational innovation? The obtained data allow draw conclusions highlighting the importance of organizational innovation in the development of businesses, which are often the starting point for building a competitive advantage. One of the main factors facilitating the implementation of organizational innovation is cooperation, both inside the company and with external partners. It determines implement new solutions in the functioning of the organization.

Opis:
Results of public opinion survey related to drivers´ distraction is one of the most frequent causes of road traffic accidents and this problem is growing and escalating globally in recent years. The aim of the paper is present results of survey that was focused on finding out public opinion and attitudes toward selected activities and factors that reduce driver’s attention during vehicle driving. First part of paper is defining the role of drivers´ distraction in road accidents and presenting current situation of this problematic in Slovakia. Second part of paper describes the methodology and procedure for implementing public opinion survey and presents its results with focus on activities that are the most often performed by drivers affecting their attention are performed and what is the public attitude towards this issue. In last part main outcomes and findings are summarized.

Continuously growing mobility which has been observed from many decades means that societies are increasingly More affected by the negative aspects of transport such as: accidents, emissions, vibration and noise causing social, Economic and environmental problems. With about 1.3 million people killed in transport each year and accident costs Exceeding EUR 200 billion in the European Union (more than the European Commission’s annual budget), there is an urgent need for action in the area of transport safety. There are also estimates suggesting that transport causes half of today’s environmental pollution. The aim of this article is to present an idea of transport safety integration as a modern and effective approach toward sustainable transport which should be implemented on the European level.

Each day more than 3,000 people are killed in the transport system worldwide, most of whom are victims of road accidents. Poland, just like the other EU countries, experiences a disproportion between the number of road accidents and other transport accidents. Each mode has a different safety management system with different databases, transport infrastructure authorities and accident investigation bodies, systems for tracking the movement of vehicles, trains and ships. Although significantly dissimilar, transport modes and their safety management systems can be improved through integration and the use of good national and international practice in the entire transport sector. This is in line with the European Union's policy, which in its 2001 White Paper encouraged member states to undertake work on a European methodology of independent transport safety investigation. ZEUS Project with its aim to build a structure of integrated transport safety system in Poland is an example of the work. International experience shows that an independent investigation agency working across all modes of transportation can most effectively improve safety. An intermodal agency provides economy of operation, transfer of safety lessons between different modes of transportation, the advancement of new and innovative investigation techniques and the ability to focus on key issues of concern in all modes. It is therefore suggested that serious consideration be given to a unified independent agency wherever it is feasible.

The importance of independent investigations into the causes of transport accidents is still underestimated in Poland in the same way as the right of society to adequate information on safety. Meanwhile, international experience shows that they can effectively improve safety by reducing the costs, enhancing the transfer of safety lessons between different modes of transport, facilitating the advancement of new and innovative investigation techniques and by increasing safety levels through the recommendations coming from investigations and safety research.
Znaczenie niezależnych dochodzeń w sprawie przyczyn wypadków transportowych jest wciąż w Polsce bagatelizowane, tak samo, jak prawo społeczeństwa do odpowiednich informacji dotyczących bezpieczeństwa. Tymczasem międzynarodowe doświadczenie pokazuje, że mogą one skutecznie poprawić bezpieczeństwo poprzez obniżenie kosztów, zwiększenie przepływu informacji o bezpieczeństwie między różnymi środkami transportu, ułatwiając rozwój nowych i innowacyjnych technik dochodzeniowych oraz zwiększenie poziomu bezpieczeństwa poprzez zalecenia wynikające z dochodzeń i badań nad bezpieczeństwem.

Scharakteryzowano podstawowe cechy fizyczne i psychomotoryczne oka ludzkiego i wskazano występujące reakcje bezwarunkowe pod wpływem ekspozycji otoczenia. Badania treści i parametrów świetlnych reklam dynamicznych LED w Gdańsku wskazują, że spoty reklamowe trwają zbyt długo, a jasność nośników LED w nocy przekracza wielokrotnie normy jasności przyjmowane dla znaków i sygnałów drogowych.
Based on audits and assessments of planned advertising in the vicinity of crossings of large streams of traffic, the paper identifies issues which have to be solved by the road manager. It characterizes the basic physical and psychomotor properties of the human eye and points out the unconditional reactions occuring under the influence of ambient exposure. Examining the content and parameters of dynamic LED light commercials in Gdansk indicate that the commercials take too long, and the brightness of the LED media repeatedly during the night than the brightness accepted standards for traffic signs and signals.
