By introducing the context of contemporary global trends that shape the defense-industrial landscape, the text addresses the question of the continued relevance of this particular relationship. Finally, the author offers some foundations for forecasting the future trajectory of Sino-Russian military-technical cooperation.

This article is the third edition of a review of articles published in selected Polish academic journals in the field of international security. Covering the year 2016 the author has made a (necessarily subjective) selection of papers published in four periodicals: „Bellona”, „Rocznik Bezpieczeństwa Międzynarodowego” (International Security Yearbook), „Rocznik Strategiczny” (Strategic Yearbook) and „Stosunki Międzynarodowe” (International Relations). Inevitably the subjects taken up by authors of texts under review reflect the current state of the international security environment and prognosis on its future evolution.
Niniejszy artykuł stanowi kolejną odsłonę przygotowywanego od dwóch lat przeglądu artykułów publikowanych w wybranych polskich czasopismach naukowych poświęconych tematyce bezpieczeństwa międzynarodowego. W odniesieniu do roku 2016 autor dokonał (siłą rzeczy) subiektywnego wyboru tekstów, które znalazły się na łamach czterech publikacji – „Bellony”, „Rocznika Bezpieczeństwa Międzynarodowego”, „Rocznika Strategicznego” oraz „Stosunków Międzynarodowych”. W naturalny sposób tematyka podejmowana przez autorów rzeczonych publikacji stanowi odzwierciedlenie obecnego stanu międzynarodowego środowiska bezpieczeństwa oraz prognoz co do kierunków jego dalszej ewolucji.

Current economic crisis in the EU can prove to be a turning point for the European defence-industrial base. The purpose of this article is to analyse the current state of the EU-based defence sector and possible trajectories of its future evolution. In order to achieve this aim, an overview of defence industry’s functions has been provided, followed by SWOT analysis of internal and external factors influencing the current and future position of the European defence-industrial base. Presentation of the sector’s strengths and weaknesses, as well as threat and opportunities coming from the external environment provides basis for assessment of possible future directions of industry’s evolution.

In the last two decades special operations forces became an important component of many states’ defence systems, providing important contributions to actual military operations, as well as to a general potential for the achievement of given objectives. It stems chiefly from unique capabilities of those forces, which make them especially useful in the current international security environment. Those factors proved to be decisive for the far reaching evolution and dynamic development of Polish special forces. This article aims to analyse special operations forces’ utility for the fulfilment of the Polish Armed Forces’ basic missions (as stated in the Defence Doctrine), as well as to present perspectives for their further development (through the opportunities, challenges, risks and threats framework).
Na przestrzeni ostatnich dwóch dekad wojska specjalne stały się ważnym elementem systemów obronnych wielu państw, wnosząc istotny wkład w prowadzone operacje wojskowe, oraz ogólny potencjał realizacji stawianych przed nimi zadań. Wynika to z unikalnych zdolności tego rodzaju wojsk, czyniących je szczególnie użytecznymi we współczesnym środowisku bezpieczeństwa międzynarodowego. Czynniki te zadecydowały również o daleko idącej ewolucji i dynamicznym rozwoju polskich Wojsk Specjalnych. Celem artykułu jest analiza użyteczności jednostek specjalnych dla realizacji zasadniczych misji Sil Zbrojnych RP (zapisanych w Strategii Obronności RP) oraz prezentacja perspektyw ich dalszego rozwoju (przez pryzmat szans, wyzwań, ryzyk i zagrożeń).

Reflections on cultural conditioning of foreign and security policy has a long and rich tradition. Its modern expression can be found in the strategic culture studies, which have, during more than three decades, left their mark on the discipline of international relations. During that time, it has been subject to considerable evolution and undoubtedly enriched the workshop for interstaterelations analysis. The purpose of this paper is to present history of thought on relations between culture and foreign policy, trace the evolution of strategic culture concept in the discipline of IR and outline some issues which promise to open interesting avenues for further studies in this field.

The international security environment of East Asia is undergoing dynamic changes. This articleis another instalment in a series of analysis initiated by the “Strategic Review” in 2017. It deals with international security situation in various regions. The article’s main aim is to present the influence of selected international events of 2017’s second half and 2018s first half on the evolution of East Asia’s long term international security environment. In order to achievethis aim the author has posed two research questions: what long term trends have the strongest influence on international security environment of East Asia? and, do key events of 2017–18 increase or decrease stability of the regional security environment? Following research methods have been adopted to solve this research problem: the comparative method, legal-institutional analysis and forecasting method based on identification of key trends shaping the evolutionof the studied phenomenon. The main conclusions are twofold. First, the most important long term trends shaping the international security environment of East Asia are, on the one side, the growing bipolarity of the regional order (with US and PRC as main protagonists) and, on the other side, other player’s attempts to increase the degree of their own autonomy. The events of 2017–18 show that almost all regional powers act to limit the tensions. It doesn’t change thefact that long term trends point towards a growing confrontation of two contradictory visions of regional order – one championed by USA, and the other by PRC.

The security policy of the Empire of Japan in the post-World War II period is a subject of interest among both policymakers and International Relations scholars. There are two basic reasons for that. The first one comes from the traditionally important position occupied by this state in regional balance of power in Asia. The second reason comes from a fact, that at the beginning of the Cold War, Japanese leaders adapted a peculiar foreign policy and security strategy, based on disavowal of the instrument of force and limitation of the defence potentian to the indispensable minimum. This policy stood in contrast to with the common practices of the Cold War international order. It was also difficult to explain from the perspective of traditional IR theory (based on political realism), which states that the rise of state's economic power should lead to great power aspirations and intensive arms build-up. It is intriguing, that the fundamental transformation of the international order, brought by the end of the Cold War, initiated a process of change in Japanese security policy, which leads in exactly opposite direction.
Polityka bezpieczeństwa Cesarstwa Japonii w okresie po II wojnie światowej jest nieprzerwanie obiektem żywego zainteresowania, zarówno praktyków, jak i badaczy stosunków międzynarodowych. Wynika to z dwóch zasadniczych przesłanek. Pierwszą stanowi tradycyjnie istotna pozycja tego państwa w międzynarodowym układzie sił regionu Azji. Druga wynika z faktu, iż u zarania zimnej wojny japońscy przywódcy przyjęli oryginalną strategię polityki zagranicznej i bezpieczeństwa, opartą na wyrzeczeniu się instrumentów siłowych i ograniczeniu potencjału obronnego do niezbędnego minimum. Taka polityka mocno kontrastowała z poczynaniami innych znaczących aktorów ówczesnego ładu międzynarodowego. Była również trudna do wytłumaczenia z punktu widzenia tradycyjnej perspektywy wyjaśniania stosunków międzynarodowych (opartej na realizmie politycznym), w myśl której wzrost potencjału gospodarczego państwa powinien prowadzić do mocarstwowych aspiracji i wzmożonych zbrojeń. Niezwykle intrygującym pozostaje fakt, iż zasadnicza transformacja ładu międzynarodowego, którą przyniósł koniec zimnej wojny, zapoczątkowała proces ewolucji japońskiej polityki bezpieczeństwa w przeciwnym od dotychczasowego kierunku.

The article presents the outcome of the research of Polish Measurement of Attitudes and Values (PPPiW) on the attitudes of the Poles towards foreigners carried out in 2009 and 2010. The Bogardus Social Distance Scale was used in the analyses in order to describe the social distance between the Poles and the foreigners. The outcome facilitates the comparison at the local (Warsaw) and the national level together with the description of different perspectives towards strangers. According to respondents, immigrants should integrate themselves into the society by learning Polish and by accepting local axiomatic and normative rules. Although the Poles are likely to accept foreigners as their neighbours or work colleagues, they are less keen on them as potential partners of their children. According to the acquired data, Polish citizens express positive feelings towards „different” cultural groups but think in stereotypes.

In recent years use of internet technology in North Africa resulted in an increased dynamism of social relations which manifested itself among others in mass social movements. It seems that without the modern technology the protests would not have the farreaching social consequences that they had. The aim of the article is to present the socio-demographic factors affecting the emerging images of users in North Africa. Possibilities and limitations for the development of Internet will be presented, in particular in recent years in Maghreb countries. The article will also refer to social portals which have become a space for free public activities.

The purpose of this paper is to present a two-step survey method of commuting to work and its main results on the example of the city of Bialystok. The survey has numerous methodological limitations and is very complex. The authors compare the range of influence of the city in 1983-2005 and describe the structure of daily commuting to work. Despite a number of methodological assumptions, the presented method seems to be a valuable tool for studying daily journeys to work, especially since there are no detailed data related to this issue.

The article constitutes a subjective review of articles published in 2014 on the pages of selected Polish academic journals dealing with International Security Studies („Kwartalnik Bellona”, „Bezpieczeñstwo Narodowe”, „Rocznik Strategiczny” and „Stosunki Miêdzynarodowe”). The author has selected texts dealing with most popular topics (e.g. Ukrainian conflict, evolution of NATO and CSDP), as well those presenting interesting and innovative research propositions (e.g. higher education as a resource for state power or military applications o biotechnology). Presentation of thesis put forward by authors of selected articles is accompanied by scientific comments.
Artykuł stanowi subiektywny przegląd artykułów publikowanych w 2014 r. na łamach wybranych polskich czasopism naukowych z obszaru studiów nad bezpieczeństwem międzynarodowym („Kwartalnik Bellona”, „Bezpieczeństwo Narodowe”, „Rocznik Strategiczny” oraz „Stosunki Miêdzynarodowe”). Autor dokonał wyboru tekstów dotyczących najczęściej poruszanych tematów (jak np. konflikt ukraiński, ewolucja NATO oraz WPBiO), jak również prezentujących ciekawe i innowacyjne stanowiska badawcze (np. szkolnictwo wyższe jako zasób potęgi państwa czy militarne zastosowania biotechnologii). The aim of the article is to analyze the state of the international security environment of East Asia and main directions of its evolution in year 2016. The author identifies key long-term trends shaping the regional security order of the considered area. This builds the picture of the region at the beginning of the period under consideration and provides the "strategic background" for current events. This introduction is followed by a presentation of key international security events which have taken place in East Asia during 2016 (and early months of 2017). These are being shown in the wider strategic context. On that basis a preliminary assessment of given event's influence on the regional international security environment can be given. Finally, the author proposes a prognosis of future evolution of the security situation in East Asia during the next 12-18 months.  
Celem artykułu jest analiza stanu międzynarodowego środowiska bezpieczeństwa regionu Azji Wschodniej oraz zasadniczych kierunków jego ewolucji w roku 2016. Autor identyfikuje kluczowe trendy długoterminowe kształtujące regionalny ład bezpieczeństwa omawianego obszaru. Umożliwia to określenie ,,stanu wyjściowego" regionu na początku analizowanego okresu, a także określenie swoistego ,,tła strategicznego", w odniesieniu do którego należy rozpatrywać bieżące wydarzenia. Następnie przedstawiono kluczowe wydarzenia z obszaru bezpieczeństwa międzynarodowego, które zaszły w Azji Wschodniej w trakcie 2016 r. (oraz w pierwszych miesiącach 2017) oraz ukazano  je w nakreślonym kontekście strategicznym. Pozwala to na sformułowanie wstępnej oceny co do wpływu pojedynczych wydarzeń na międzynarodowe środowisko bezpieczeństwa regionu (stabilizujące, destabilizujące lub neutralne). W ostatnim etapie, na bazie dotychczasowych rozważań podjęto próbę prognozy dalszej ewolucji sytuacji bezpieczeństwa w Azji Wschodniej w perspektywie kolejnych 12-18 miesięcy.

This paper aims to analyse the military-industrial aspects of Turkish defence policy. A sophisticated and profitable defence industry is a useful tool for a state’s foreign and security policy. It not only supplies the armed forces with the necessary weapons and military equipment, but can also bring political influence on the international arena through arms transfers and military-industrial cooperation. These realities are not lost on Turkish decision makers. That is why they have made the nurturing of an indigenous defence-industrial base a distinct state policy. In this paper, the defence industry’s functions in the framework of Turkish defence and security policy are defined, the condition and structure of Turkish defence and aerospace sector is analysed and conclusions regarding its future prospects are presented. This provides the basis for a wider analysis of the defence-industrial aspects of Turkish defence and security policy.

The article aims to analyze the role of economic sanctions in the People’s Republic of China’s overall approach to achieving its security objectives in the international arena. During the last two decades, Beijing used this instrument on numerous occasions to exert pressure on a varied group of actors. China’s current strategy toward a range of disputes and conflicts it is engaged in (the South China Sea territorial disputes most prominently stand out) is often described using the popular vocabulary of “hybrid warfare” or “grey zone conflicts”. Putting the conceptual complications aside, the author agrees that the PRC’s approach can be viewed as part of a growing trend for great powers to employ what can be called “hybrid strategies” toward its opponents. As part of a broader category of economic statecraft, economic sanctions form an important element of this approach. Considering current scholarship on both “hybrid” (or “grey area”) warfare and economic sanctions, the article answers the question of why the PRC increasingly resorts to hybrid strategies (including economic coercion) and identifies the main characteristics of Chinese economic sanctions. It also provides preliminary conclusions on their effectiveness.

Podstawą artykułu są dane zgromadzone podczas badań ankietowych oraz wywiadów pogłębionych przeprowadzonych w gminach, przez które przebiegają wybrane do analizy korytarze drogowe. Badania dotyczyły funkcjonowania i użytkowania wybranych odcinków dróg. Na tej podstawie oceniono społeczne postrzeganie dostępności do wybranych usług, dokonano analizy przemian częstotliwości użytkowania dróg oraz zmian w jakości życia i poziomie bezpieczeństwa. Społeczna percepcja dostępności do usług różni się w zależności od ich rodzaju (lokalne, ponadlokalne) i kategorii drogi.
This paper is based on data collected during a study (questionnaire survey and in-depth interviews) conducted in selected Polish gminas and focused on selected road corridors. On this basis, social perception of the accessibility of selected services is assessed as well as changes in frequency of road use, quality of life, and road safety. In the case of three road corridors (highways A1 and A4; express road S8), changes in accessibility have occurred as a result of road investments.
