The main objective of the study is to show the willingness of citizens to act, through the prism of opportunities offered by participation at the local level. Mainly, they concern the potential allocation of financial resources at the municipal level, in various aspects of local life such as improving safety, investments, culture, sport and recreation. The study shows that issues related to investments, infrastructure and local security are more important for the respondents than those relating to culture, art and sport and recreation. It is also noted that the supporters of Bronisław Komorowski in the first and second round of the elections for the office of the President of the Republic of Poland (in 2015) form the most active electorate. However, in the case of declared political views the leftish electorate slightly prevails. Taking into consideration particular age groups, middle-aged persons (aged 35-44 and 45-54) appeared to show bigger engagement, while the least active were persons above 65 years of age.

The presented analysis related to the Polish specificity of preferences in economic voting and to the dynamics of relations between economic situation and political assessment. The analyzed studies show clearly that voters take into account the economic situation in the country irrespective of supporting a particular party – ‘definitely yes’ or ‘rather yes’ (from 75% for Palikot Movement to 79% for PSL). The issue is less important to those respondents who declare electoral absenteeism (60,4%). When considering economic program of a candidate or a political party, this is the electorate of the Democratic Left Alliance who definitely pay to it a lot of attention (87,1%). Regardless of declared ideological views and a party support, the respondents pay more attention to the economic program of a candidate/ a party than to the condition of the national economy, and it especially refers to those voters who declare themselves as right wingers (the left +5,7%; the centre +4,3; the right +9%). To sum up, it can be stated that regardless of an adopted criterion (of electorates of particular parties or ideological views), about ¾ of the voters declare taking into account the economic situation of the country or the economic program of a candidate / a political party as the factor which has an impact on their votes.

The main way of citizen’s participation are elections. Elections at local level, especially to local government, are very important for contemporary democracy. The key issue for developing democracy is activity of citizens which is very often called as civil society. Hence, the aim of the article is to find what is the citizen’s participation at local level. The most popular form of activity at local level are: inhabitant consultation; country meeting; district meeting; local referendum. Supporters of SLD (39% of them) declared participation in country meetings. In other parties this indicator was at lower level, for example in PSL (33,3%) and PiS (28%). It looks different when the question is related to participation in an inhabitant consultation. In this case, the majority of supporters of PO (29,6%) take part in this kind of activity. Similar percents are in Ruch Palikota (29,6%) and PSL (29,3%). Supporters of PiS (28,8%) and PO (27,8%) attend actively in local referendum. To sum up, we can conclude that the participation at local level is not very optimistic or pessimistic. Unfortunately, we are not able to indicate clear conclusions, but only find some helpful notes for a further research. Presented study allows us to find many positive aspects and encourage us to continue this subject.

Basing on research carried out on a representative group of Poles, as part of a national research project called „Political preferences. Attitudes-Identities-Behaviours”, it can be concluded that respondents the most often point expressing their beliefs through petitions (23%), local initiatives (21%) and demonstrations (12%). Research shows that men more frequently than women express their opinions through petitions (54,2%-45,8%), local initiatives (54,3%-45,7%) and demonstrations (61,6%-38,4%). Inhabitants of villages and towns over 200 thousand people were nearly two times more active than citizens of medium-sized villages. Having at least a secondary school education definitely increases people’s activity (approx. 40%), more than having a vocational education (approx. 13%). Expressing views is also dependent on age because younger people do it more frequently than elder ones. The most indicated were individuals in the age group 25-34 (62%), more rarely although in comparable proportions people aged 18-24 and 35-44 while in the next age groups that activity drops significantly. People aged 18-24 and 45-54 the most willingly take part in demonstrations. People aged 25-34 sign petitions and engage in local initiatives. Among citizens in the age of 55 and more there is not evident diversity in the forms of participation. The differences in the behaviour of people with various views are also highlighted. Those who declare themselves as left wing prefer petitions (39%) against local initiatives (35%) and demonstrations (26%). Centrist voters the most often choose petitions (49%) against local initiatives (34%) and demonstrations (17%). And people who declare themselves as right wing mainly indicate local initiatives (43%) against petitions (36%) and demonstrations (21%). But those citizens, who could not determine themselves, the most often decide to petitions (49%) against local initiatives (32%) and demonstrations (19%). Taking under consideration declared political views there are no significant differences when it comes to membership in political parties, trade unions, non-government organizations and local associations. Greater disproportions are highlighted when comparing belonging to different types of organizations. Regardless of the opinions the most popular are local associations, followed by non-government organizations, trade unions, and the least political parties. In conclusion, it can be said that the political participation in Poland clearly indicates who is more frequent and who is more seldom willing to be active in this area. It seems to be an important clue for those wishing to take effective activities to increase the involvement of citizens.

It is ageneral rulein making decisions, even those controversial or connected to publicaffairs, taking place in the common vote. Whatkinds of institutions of direct democracy are practiced, it mainly depends on historical, cultural and economical conditions. The aim of the research is an attempt to specify the level of support for citizens’participation in new forms of direct democracy such as participatory budgets, as well as the purpose of the research is the diagnosis for citizens’ abilities to participate in the possible institutions of direct democracy that function in the local government. To summarize conducted research, it can be concluded that citizens declare their support for the possibility of co-deciding on municipality budgets and possibility of strengthening their participation through the available institutions of direct democracy in local governments, such as the referendum or locals’ consults. This support is generally independent from sympathizing with the different political parties or ideological view points.

The paper concerns the subject of the early mayoral elections at the town level in Ruda Śląska, held in September 2022. As a background for the presentation of the central case, the article refers to other earlier mayoral elections held in the same term (after the elections of 2018). The main aim of the analysis is to verify the research hypothesis that early elections of town mayors, held in Poland after 2018, confirm that application of the principle of direct elections favors candidates independent of state-wide parties. The source material for the research consisted mainly of documents of the National Electoral Commission, as well as Polish legal acts related to local electoral processes. The authors have investigated selected sources using the content analysis method. To achieve the research aim, results for particular elections were compared.
Publikacja obejmuje problem prezydenckich przedterminowych wyborów samorządowych w Rudzie Śląskiej, przeprowadzonych we wrześniu 2022 r. Jako tło dla przedstawienia głównego problemu badawczego, artykuł odwołuje się do innych lokalnych wyborów prezydenckich, które odbyły się po 2018 r. Głównym celem analizy jest weryfikacja hipotezy badawczej, która zakłada, że przedterminowe wybory prezydentów miast, przeprowadzone w Polsce po 2018 r., potwierdzają, iż zastosowanie zasady wyborów bezpośrednich faworyzuje kandydatów niezależnych od partii ogólnopaństwowych. Materiał źródłowy dla przeprowadzonych prac badawczych stanowiły głównie dokumenty Państwowej Komisji Wyborczej, a także polskie akty prawne, dotyczące samorządowych procesów wyborczych. Autorki zbadały wybrane źródła przy pomocy metody analizy treści. Aby osiągnąć przyjęty cel badawczy, wyniki uzyskane dla poszczególnych elekcji zostały finalnie porównane.

Research on electoral identifications and attitudes and voting behavior is among the most popular planes of analysis of the citizens’ political participation. The presented article is a report from research carried out in the framework of the project “Political Preferences: Attitude – Identification – Behavior” in 2009 – 2014. It discusses the main assumptions and research directions, the tools used and, finally, the results obtained in the project. The presented research project is of a nationwide character, and is conducted on a representative sample of voters.
Badania identyfikacji, postaw i zachowań wyborczych należą do najpopularniejszych płaszczyzn analizowania politycznej partycypacji obywateli. Prezentowany tekst jest raportem z badań realizowanych w ramach projektu “Political preferences: Attitude – Identification – Behavior” w latach 2009–2014. Omawia on główne założenia i kierunki badawcze, stosowane narzędzia oraz uzyskane wyniki. Przedstawiany projekt badawczy ma charakter ogólnopolski i jest realizowany na reprezentatywnej próbie wyborców.
