The semi-markov model of the system operation process is proposed and its selected parameters are defined. There are found reliability and risk characteristics of the multi-state series- “m out of k ” system. Next, the joint model of the semi-markov system operation process and the considered multi-state system reliability and risk is constructed. The asymptotic approach to reliability and risk evaluation of this system in its operation process is proposed as well.

W artykule zaproponowano wielostanowe podejście do oceny bezpieczeństwa systemów oraz zastosowane są procesy semi-markova do modelowania ich procesu eksploatacji. Zdefiniowano funkcję bezpieczeństwa systemu i funkcja ryzyka systemu. Zaproponowano również podejście do rozwiązania bardzo ważnego, praktycznego problemu powiązania bezpieczeństwa systemów z ich procesami eksploatacji. Zastosowanie proponowanej metody zostało przedstawione na przykładzie oceny bezpieczeństwa portowego systemu transportu paliwa.
A multi-state approach to estimation of the systems' safety is proposed and a semi-markov processes for their operation modelling are applied. A system safety function and a system risk function are defined. The paper offers an approach to the solution of a practically very important problem of linking the systems' safety and their operation processes. Application of the proposed method is illustrated in the safety evaluation of the port oil transportation system.

W artykule przedstawiono nowe praktyczne narzędzie do rozwiązania zagadnienia optymalizacji procesu eksploatacji i niezawodności złożonych systemów technicznych. Wykorzystano zintegrowany ogólny model niezawodności złożonych systemów technicznych w zmiennych warunkach eksploatacyjnych, łączący wielostanowe podejście do analizy niezawodności systemów z modelem semi-markowskim ich procesu eksploatacji. Ten łączny model oraz programowanie liniowe zaproponowane są jako narzędzie do optymalizacji procesów eksploatacji złożonych systemów technicznych skutkującej maksymalizacją średnich czasów przebywania systemów w podzbiorach stanów niezawodnościowych.
A convenient new tool for solving the problem of reliability and availability evaluation and optimisation of complex technical systems is presented. Linking a semi-Markov modelling of the system operation processes with a multi-state approach to system reliability analysis is proposed to construct the joint general model of the reliability of complex technical systems in variable operation conditions. This joint model and linear programming are proposed for complex technical systems for the optimisation and maximisation the system lifetimes in the reliability state subsets.

Opis:
The operation process of the complex industrial system is considered and its operation states are introduced. The semi-markov process is used to construct a general probabilistic model of the considered complex industrial system operation process. To build this model the vector of probabilities of the system operation process initials operation states, the matrix of probabilities of the system operation process transitions between the operation states, the matrix of conditional distribution functions and the matrix of conditional density functions of the system operation process conditional sojourn times in the operation states are defined. To describe the system operation process conditional sojourn times in the particular operation states the uniform distribution, the triangle distribution, the double trapezium distribution, the exponential distribution, the Weibull distribution and the normal distribution are suggested. Under these all assumptions from the constructed general model the main characteristics of the system operation process are find. The mean values of the system operation process conditional sojourn times in particular operation states having these distributions are calculated. Moreover, the unconditional distribution functions of the system operation process unconditional sojourn times in the particular operation states, the mean values of the system operation process unconditional sojourn times in the particular operation states, the limit values of the transient probabilities of the system operation process at the particular operation states and the mean values of the system operation process total sojourn times in the particular operation states are determined.

The method of the statistical data sets uniformity analysis based on Kolmogorov-Smirnov test is presented. The procedure of statistical data sets uniformity testing is proposed to be applied to the empirical sojourn times in operation states coming from the operation processes of the complex technical systems. There is presented a practically well grounded approach concerned with the identification, evaluation, prediction and optimization of reliability, availability and safety of technical systems related to their operation processes. The main emphasis of this approach is on multi-state systems composed of ageing components and changing during the operation processes their structures and their components reliability and safety characteristics. There are proposed the convenient tools for analyzing these systems in the form of semi-markov modeling the systems’ operation processes and multistate modeling the systems’ reliability. There are described theoretical results of the proposed approach to reliability and safety analysis of multistate systems with degrading components in their operation processes and the possibility of their practical applications to the reliability and safety analysis and optimization of the complex technical port and maritime transportation systems.

The paper objectives are to present the methods and tools useful in the statistical identifying unknown parameters of the operation models of complex technical systems and to apply them in the maritime industry. There are presented statistical methods of determining unknown parameters of the semi-markov model of the complex technical system operation processes. There is also presented the chi-square goodness-of-fit test applied to verifying the distributions of the system operation process conditional sojourn times in the particular operation states. Basic safety structures of multi-state systems of components with degrading safety states related to their variable operation conditions are defined. For these systems the conditional and unconditional multi-state safety functions are determined. A semi-markov process for the considered systems operation modelling is applied. In the paper, definitions and theoretical results on system operations process, multi-state system reliability, risk and availability modelling are illustrated by the example of their application to a bulk cargo transportation system operating in Gdynia Port Bulk Cargo Terminal. The bulk cargo transportation system is considered in varying in time operation conditions. The system reliability structure and its components reliability functions are changing in variable operation conditions. The system reliability structures are fixed with a high accuracy. Whereas, the input reliability characteristics of the bulk cargo transportation system components and the system operation process characteristics are not sufficiently exact because of the lack of statistical data. Anyway, the obtained evaluation may be a very useful example in simple and quick systems reliability characteristics evaluation, especially during the design and improving the transportation systems operating in ports.

Opis:
There are presented general safety analytical models of complex multistate technical systems related to their operation processes. They are the integrated general models of complex technical systems, linking their multistate safety models and their operation processes models and considering variable at the different operation states safety structures and their components safety parameters. The conditional safety functions at the system particular operation states and independent of the system particular operation states the unconditional safety function and the risk function of the complex technical systems are defined. These joint models of the safety and the variable in time system operation processes are constructed for multistate series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series, series-“m out of k”, “mi out of li”-series, series-consecutive “m out of k: F” and consecutive “mi out of li: F”-series systems. The joint models are applied to determining safety characteristics of these systems related to their varying in time safety structures and their components safety characteristics. Under the assumption that the considered systems are exponential, the unconditional safety functions of these systems are determined. The proposed models and methods are applied to the safety analysis, evaluation and prediction of the one subsystem of the port grain transportation system related to varying in time their operation processes, structures and components safety parameters.

Basic notions of the ageing multistate systems safety analysis are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems lifetimes in the safety state subsets and the mean values of their lifetimes in the particular safety states are defined. The multi-state system risk function and the moment of exceeding by the system the critical safety state are introduced. The exemplary safety structures of the multistate systems with ageing components are defined and their safety functions are determined. As a particular case, the safety functions of the considered multistate systems composed of components having exponential safety functions are determined. Applications of the proposed multistate system safety models to the evaluation and prediction of the safty characteristics of the exemplary series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series and “m out of l”-series systems are presented as well.

The joint model of the system operation process and the system multi-state reliability is applied to the reliability and risk evaluation of the container gantry crane. The container gantry crane is described and its operation process unknown parameters are identified on the basis of real statistical data. The mean values of the container gantry crane operation process unconditional sojourn times in particular operation states are found and applied to determining this process transient probabilities in these states. The container gantry crane different reliability structures in various its operation states are fixed and their conditional reliability functions on the basis of data coming from experts are approximately determined. Opis:
A multi-state approach to defining basic notions of the system safety analysis is proposed. A system safety function and a system risk function are defined. A basic safety structure of a multi-state series system of components with degrading safety states is defined. For this system the multi-state safety function is determined. The proposed approach is applied to the evaluation of a safety function, a risk function and other safety characteristics of a ship system composed of a number of subsystems having an essential influence on the ship safety. Further, a semi-Markov process for the considered system operation modelling is applied. The paper also offers a general approach to the solution of a practically important problem of linking the multi-state system safety model and its operation process model. Finally, the proposed general approach is applied to the preliminary evaluation of a safety function, a risk function and other safety characteristics of a ship system with varying in time its structure and safety characteristics of the subsystems it is composed of.

These are presented statistical methods of correlation and regression analysis of the operation processes of complex technical systems. The collected statistical data from the Stena Baltica ferry operation process are analysed and used for determining correlation coefficients and single and multiple regression equations, expressing the influence of the operation process conditional sojourn times in particular operation states on the operation process total time.
Przedstawione są statystyczne metody analizy regresji i korelacji procesów eksploatacji złożonych systemów technicznych. Zebrane dane statystyczne z procesu eksploatacji promu Stena Baltica zostały zanalizowane i użyte do wyznaczenia współczynnika korelacji oraz do wyznaczenia równań jednokrotnej i wielokrotnej regresji, wyrażającej wpływ warunkowych czasów przebywania procesu eksploatacji w poszczególnych stanach eksploatacyjnych na całkowity czas procesu eksploatacji.

The complexities of real industrial systems operation processes require computational methods that can analyze the large data and evaluate the behaviours of these systems. The use of methods such as Bayesian Network, Formal Safety Assessment and Statistical-Model based method were discussed as possibilities. Of which, a computational tool, based on the Semi-Markov model, was developed. This tool was then applied to analyze the behaviour of the operation processes of the oil transportation system in Dębogórze, Poland. The analyses showed that the computational solutions generated compared favorably well with the analytical calculations, enabling possible extensions of the tool to include reliability and optimization evaluations to be explored.

A new approach is proposed for safety investigations of complex multistate systems. These systems have dependent components, called critical infrastructures, with variable operating conditions. The safety function of the critical infrastructure system is defined and determined for an exemplary “m out of l” critical infrastructure. In the fully-developed model, it is assumed that system components have multistate exponential safety functions with interdependent departure rates from subsets of safety states. A critical infrastructure safety model is adopted for an oil pipeline transportation system operating in a maritime port.

A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.

There are presented the methods of prediction of the climate-weather change process. These are the methods and procedures for estimating the unknown basic parameters of the climate-weather change process semi-Markov model and identifying the distributions of the climate-weather change process conditional sojourn times at the climate-weather states. There are given the formulae estimating the probabilities of the climate-weather change process staying at the particular climate-weather states at the initial moment, the probabilities of the climate-weather change transitions between the climate-weather states and the parameters of the distributions suitable and typical for the description of the climate-weather change process conditional sojourn times at the particular climate-weather states. The proposed statistical methods applications for the unknown parameters identification of the climate-weather change process model determining the climate-weather change process parameters for the initial point of the port oil piping transportation system are presented.

A new approach to safety investigations of multistate complex systems with dependent components at variable operation conditions called critical infrastructures is proposed. The paper is concerned with the methods for statistical data uniformity testing and identifying unknown parameters of a general probability model of a complex technical system operation process and their practical application. The general model of a complex technical system operation process is constructed. The procedure of statistical data sets uniformity testing is proposed and applied to the empirical realizations of the system operation processes sojourn times at the operation states coming from the realizations of a maritime ferry operation process collected during spring and winter into separate two sets of data. After that, the identification of the maritime ferry technical system operation process is performed and moreover the identified process is applied to its operation characteristics prediction.
Artykuł dotyczy metod testowania jednorodności danych statystycznych oraz identyfikacji nieznanych parametrów ogólnego modelu probabilistycznego procesu eksploatacji złożonego systemu technicznego oraz ich praktycznego zastosowania. Skonstruowany jest model ogólny procesu eksploatacji złożonego systemu technicznego. Zaproponowana jest procedura testowania jednorodności zbiorów danych statystycznych i zastosowana do empirycznych realizacji czasów przebywania procesu eksploatacji systemu w stanach eksploatacyjnych pochodzących z realizacji procesu eksploatacji promu morskiego zebranych w czasie wiosny i zimy w dwóch oddzielnych zbiorach danych. Następnie, przeprowadzona jest identyfikacja procesu eksploatacji systemu technicznego promu morskiego, a ponadto zidentyfikowany proces eksploatacji jest zastosowany do promocji jego charakterystyk eksploatacyjnych.

The main objective of this paper is to present recently developed, the general safety analytical models of complex multistate technical systems related to their operation processes and to apply them practically to critical infrastructures. To realize this goal, the integrated model of critical infrastructure safety related to its operation process is proposed. The basic safety characteristics of this model are presented as the very practically significant. Furthermore, the unconditional safety functions of systems with different safety structures are determined under assumption that their safety functions are exponential. In case of the critical infrastructure safety analysis, its safety function and risk function which graph corresponds to the fragility curve, its mean lifetime up to the exceeding a critical safety state, the moment when its risk function value exceeds the acceptable safety level, the component and critical infrastructure intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure intensities of ageing are defined.

First, basic notions of the multistate system safety analysis are introduced, i.e. the multistate components and the multistate system, the multistate system component safety function, the multistate system safety and the multistate system risk function are defined. Moreover, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Furthermore, there are constructed safety models of the multi-state homogeneous and non-homogeneous series, parallel, “m out of n”, consecutive “m out of n: F”, series-parallel, parallel-series, series-“m out of n”, “m out of n”-series, series-consecutive “m out of n: F” and consecutive “m out of n: F”-series systems and their safety functions are determined. Moreover, a very often met in practiceseries system composed of multistate subsystems identical with the considered earlier multistate systems is considered and its safety function is determined.

Basic notions of the ageing multistate systems safety analysis are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems lifetimes in the safety state subsets and the mean values of their lifetimes in the particular safety states are defined. The multi-state system risk function and the moment of exceeding by the system the critical safety state are introduced. The climate-weather change process for the critical infrastructure operating area is considered and its states are introduced. The semi-Markov process is used to construct a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To build this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. To describe the climate-weather change process conditional sojourn times at the particular climate-weather states the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull distribution, the chimney distribution and the Gamma distribution are suggested and introduced.

In the paper, there are presented the methods for identification of the critical infrastructure operation process on the basis of statistical data coming from this process realizations related to the critical infrastructure operating environment threats. These are the methods and procedures for estimating the unknown basic parameters of the critical infrastructure operation process semi-Markov model and identifying the distributions of the critical infrastructure operation process conditional critical infrastructure operation process sojourn times at the particular operation states. There are given the formulae estimating the probabilities of the critical infrastructure operation process straying at the particular operation states at the initial moment, the probabilities of the critical infrastructure operation process transitions between the operation states. Moreover, there are given formulae for the estimator of unknown parameters of the distributions suitable and typical for the description of the critical infrastructure operation process conditional sojourn times at the operation states. Namely, the parameters of the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull’s distribution and the chimney distribution are estimated using the statistical methods such as the method of moments and the maximum likelihood method. The chi-square goodness-of-fit test is described and proposed to be applied to verifying the hypotheses about these distributions choice validity. The procedure of statistical data sets uniformity analysis based on Kolmogorov-Smirnov test is proposed to be applied to the empirical conditional sojourn times at the operation states coming from different realizations of the same critical infrastructure operation process.

The general model of a complex system changing its safety structure, its components safety parameters and its operation cost during the variable operation process and linear programming are applied to optimize the system operation process in order to get the system operation cost optimal values. The optimization problem allowing to find the optimal values of the transient probabilities of the complex system operation process at the particular operation states that minimize the system unconditional operation cost mean value in the safety states subset not worse than a critical system safety state under the assumption that the system conditional operation cost mean values in this safety state subset at the particular operation states are fixed is presented. Further, the procedure of finding the optimal values operation cost is presented and applied to the exemplary complex technical system.

Opis:
In the paper the new results of the safety investigations of the multistate complex systems with dependent components at variable operation conditions called critical infrastructures are presented. The multi-state safety function of the critical infrastructure system is defined and determined for an exemplary critical infrastructure. In the developed models, it is assumed that the system components have the multistate exponential safety functions with interdependent departures rates from the subsets of the safety states.

Opis:
Modelling and prediction of the operation and reliability of technical multistate ageing systems related to their operation processes called complex systems are briefly presented and applied to prediction of the operation processes and reliability characteristics of an exemplary complex non-homogeneous system composed of a series-parallel and a series-“m out of l” subsystems linked in series, changing its reliability structure and its components reliability parameters at variable operation conditions. Further, the linear programming is proposed to the operation and reliability optimization of complex technical systems operating at variable operation conditions. The method consists in determining the optimal values of limit transient probabilities at the system operation states that maximize the system lifetimes in the reliability state subsets. The proposed method is practically applied to the operation and reliability optimization of the considered exemplary complex system.

Opis:
The paper is concerned with the methods and procedures for identification of unknown parameters of a general probability model of a complex technical system operation process and their practical application. The general multistate model of a complex technical system operation process is proposed and the procedure of identifying its basic unknown parameters is presented. There are also suggested typical distribution functions describing the system operation process conditional sojourn times at particular operation states and the procedure of identifying their unknown parameters is proposed. An illustration of the proposed methods and procedures practical application to identifying the port oil piping transportation system operation process and its operation characteristics prediction is presented.
Artykuł dotyczy metod i procedur identyfikacji nieznanych parametrów ogólnego modelu probabilistycznego procesu eksploatacji złożonego systemu technicznego oraz ich praktycznego zastosowania. Zaproponowany jest ogólny wielostanowy model procesu eksploatacji złożonego systemu technicznego oraz przedstawiona jest procedura identyfikacji jego nieznanych podstawowych parametrów. Zasugerowane są także typowe dystrybuanty warunkowe opisujące czasy przebywania procesu eksploatacji systemu w poszczególnych stanach eksploatacyjnych oraz zaproponowana jest procedura identyfikacji ich nieznanych parametrów. Przedstawiona jest ilustracja praktycznego zastosowania proponowanych metod i procedur do identyfikacji procesu eksploatacji portowego rurociągowego systemu transportu paliwa i do predykcji jego charakterystyk eksploatacyjnych.

Opis:
The general model of a critical infrastructure changing its safety structure, its components safety parameters and its operation cost during the variable operation process and linear programming are applied to optimize the critical infrastructure operation process in order to get the critical infrastructure operation cost optimal value. The optimization problem allowing to find the optimal values of the transient probabilities of the critical infrastructure operation process at the particular operation states that minimize the critical infrastructure operation cost mean value in the safety states subset not worse than a critical safety state is presented. The optimization of operation cost of the critical infrastructure is proposed with considering climate-weather change process influence on the system safety.

In the paper a general safety analytical model of complex technical system related to the climateweather change process in its operating area is defined. First, the system operation at climate-weather variable conditions is given. Additionally, the semi-Markov approach is used. Further, the safety model of the multistate system at climate-weather variable conditions is introduced. The notions of the conditional safety functions at the climate-weather particular states, the unconditional safety function and the risk function of the complex system at changing in time climate-weather conditions are presented. The other safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the climate-weather impact on the critical infrastructure and its components intensities of ageing are defined.

Opis:
The paper is concerned with an application of the critical infrastructure operation process related to climateweather change model to identification and prediction of this process for the port oil piping transportation system. There are distinguished three different processes for the corresponding piping operating area. Further, using identified parameters of the piping operation process and the piping operating area climate-weather change processes, there are determined the unknown parameters of those processes. Namely, there are determined the probabilities of the processes staying at the initial states, the probabilities of the transitions between the states and the mean values of the processes' conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the piping operation process related to climate-weather change processes at the distinguished operating area.

There is presented the IS&RDSS application to the reliability of the improved exemplary complex technical system prediction. There are considered three ways of the exemplary system reliability improvement, a hot single reservation of its components, a cold single reservation of its components and replacing its components by the improved components with reduced intensities of departure from the reliability state subsets. The evaluations of this ways improved exemplary system unconditional multistate reliability function, the expected values and the standard deviations of its unconditional lifetimes in the reliability state subsets and the mean values of its lifetimes in the particular reliability states are performed. Moreover, in the case when the improved system is repairable, its renewal and availability characteristics are estimated.

Model construction is basing on: popular technical systems’ safety states models, and notions specified in acts of law and other studies concerning crisis management. Opis:
The paper is concerned with an application of the critical infrastructure operation process related to climate-weather change model to identification and prediction of this process for maritime ferry. There are distinguished four different processes for the corresponding ferry operating area. Further, using identified parameters of the ferry operation process and the ferry operating area climate-weather change processes, there are determined the unknown parameters of those processes. Namely, there are determined the probabilities of the processes staying at the initial states, the probabilities of the transitions between the states and the mean values of the processes' conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the ferry operation process related to climate-weather change processes at the distinguished operating area.

The combination of the results on the reliability of complex multi-state systems related to their operation processes and the results concerning the limit reliability functions of the multistate systems is proposed, to obtain the results on the asymptotic approach to the evaluation of the large complex multi-state systems reliability at the variable operation conditions. The asymptotic approach to the large complex system reliability evaluation and the large complex system limit reliability function are defined. Limit reliability functions of selected large complex systems composed of components having Weibull reliability functions are fixed. The way of using this results is illustrated by their application to the evaluation of reliability characteristics of the large complex port grain transportation subsystem composed of three large multistate non-homogeneous series systems and changing its reliability structure and its components reliability parameters at variable operation conditions.

Opis:
The paper is concerned with the application of the model of critical infrastructure safety prediction with considering its operation and climate-weather change impacts. The general approach to the prediction of critical infrastructure safety and resilience is proposed and the safety and resilience indicators are defined for a critical infrastructure impacted by its operation process and the climate-weather change process. Moreover, there is presented the model application for port oil piping transportation system safety and resilience prediction. Further, the cost analysis and optimisation of critical infrastructure operation process impacted by climateweather change is proposed and applied to the considered piping system.
