The terms that constitute the Praxeology language have become universal in the management environment of practitioners and theorists. In the Polish thought devoted to scientific foundations of management, among others, praxeological definition of an organisation by T. Kotarbiński, has become universal. The organisation is an open and operating social system, which consists of people who perform in it specified functions and activities and who by means of carefully selected resources and methods are able to perform assigned tasks. Organisations are characterized by a specific structure in which hierarchical arrangement and structure can be separated. Therefore, is there in a such hierarchical organization leadership, management or command?

Opis:
Anticipation, avoidance and reduction of the impact of threats have become a real challenge for contemporary generations. The old perception of threats characteristic of the 20th century (armed conflicts, global wars etc.) is no longer valid in the 21st century. Nowadays the forces of nature constitute the biggest threat. Therefore, it is vital to prepare and be ready for natural disasters, outbursts of epidemics among humans and animals, and for technical failures. It should be noticed, that in counteracting threats which occur in modern world it is necessary for a number of services to closely cooperate with one another. Floods are one of the most common threats against universal security in Poland. For the sake of efficiency, it is vital to organize cooperation between city or communal guards, the Police forces and the National Fire Service in order to assure smooth course of operations in case of a flood. The paper contains a description of the above mentioned cooperation and ends with some recommendations with respect to strengthening of the efficiency of cooperation between the services under discussion

Przyjęte w Polsce rozwiązania prawne pozwalają w sytuacji wystąpienia choroby zakaźnej ludzi na podjęcie stosownych działań, zarówno w oparciu o postanowienia ustawy z dnia 5 grudnia 2008 r. o zapobieganiu i zwalczaniu zakażeń i chorób zakaźnych u ludzi, jak i ustawy z dnia z dnia 18 kwietnia 2002 r. o stanie klęski żywiołowej. Mając na uwadze powyższe należy rozważyć zasadność funkcjonowania w polskim systemie prawnym w obszarze zarządzania bezpieczeństwem w państwie dwóch odmiennych stanów, tj. stanu nadzwyczajnego, jakim jest stan klęski żywiołowej i „stanów nienadzwyczajnych” jakimi są stan zagrożenia epidemicznego i stan epidemii, których proklamowanie jest uwarunkowane możliwością wystąpienia bądź wystąpieniem tego samego zagrożenia, jakim jest choroba zakaźna ludzi.
The legal solutions adopted in Poland in the field of the security of the state and its citizens allow, in the event of a threat, including the occurrence of an infectious disease of people, to take appropriate measures, both on the basis of the provisions of the Act of December 5, 2008 on the prevention and combating of infections and diseases infectious in humans, as well as the Act of 18 April 2002 on the state of natural disaster. Bearing in mind the above, it is necessary to consider the legitimacy of the functioning of two different states in the Polish legal system relating to the management of security in a state, i.e. an emergency state, which is a state of natural disaster and "extraordinary states", such as an epidemic threat and a state of epidemics, the proclamation of which is conditional on the possibility of the occurrence or occurrence of the same threat as human infectious disease.

The problems raised in this article focus on the issues related to the solutions adopted by the Polish legislator as to the protection of the state border in the context of an international threat. The author presents the legal conditions related to the probability of temporary reintroduction of border control for persons crossing the state border regarded as an internal border of the European Union in the event of a threat to public health. The background for these considerations are legal regulations concerning the change in the organization of the protection of the state border of the Republic of Poland, as introduced due to the World Health Organization’s announcement of the pandemic caused by the SARS-CoV-2 coronavirus leading to the COVID-19 disease.
Przedstawiona w niniejszym artykule problematyka skupia się wokół zagadnień związanych z rozwiązaniami przyjętymi przez polskiego prawodawcę w zakresie ochrony granicy państwowej w kontekście wystąpienia zagrożenia o charakterze międzynarodowym. Autor przedstawił uwarunkowania prawne związane z możliwością tymczasowego przywrócenia kontroli granicznej osób przekraczających granicę państwową stanowiącą granicę wewnętrzną Unii Europejskiej w przypadku zagrożenia zdrowia publicznego. W tle tych rozważań zostały przedstawione regulacje prawne dotyczące zmiany organizacji ochrony granicy państwowej Rzeczypospolitej Polskiej wprowadzone w związku z ogłoszeniem przez Światową Organizację Zdrowia pandemii spowodowanej koronawirusem SARS-CoV-2 wywołującym chorobę COVID-19.

The article explores an asymmetry between the prices of crude oil on international markets and the prices of fuel at Polish gas stations. According to the author, retail fuel prices in Poland tend to change faster when the price of crude oil increases rather than when it falls. The author conducts an empirical investigation using a cointegration analysis followed by more complex approaches: an asymmetric error correction model (ECM) and an ECM model with threshold cointegration. The study found an asymmetric relationship between the price of crude oil and pump prices in the case of liquefied petroleum gas (LPG) and diesel fuel and no asymmetry for gasoline, the author says. Moreover, when the price of crude oil increases, diesel fuel prices at Polish gas stations tend to respond almost twice as fast as when the price of crude oil decreases, Socha says. This can be attributed to price differences between various types of fuel and differences in the structure of consumers, according to the author. Gasoline is the most expensive fuel and from a customer’s point of view it is a good benchmark for current trends on the Polish fuel market, the author argues. He adds that the rising price of crude oil on the global market after 2004 was the main reason for increased fuel prices at Polish gas stations. In the case of gasoline, retailers have been ready to adjust prices to changes in market conditions almost immediately because gasoline is mostly bought by households, Socha says. In the case of diesel fuel, price adjustment has often been delayed, the author argues, because this type of fuel is predominately purchased by businesses.
Celem artykułu jest próba odpowiedzi na pytanie, czy w warunkach polskiego rynku paliwowego możemy mówić o istnieniu asymetrii w relacji między cenami paliw a cenami ropy naftowej, a więc sytuacji, w której ceny paliw zmieniają się szybciej, gdy cena surowca na światowym rynku wzrasta, niż gdy spada. W ramach weryfikacji powyższej hipotezy posłużono się analizą kointegracji, a następnie asymetrycznym modelem korekty błędem (Error Correction Model, ECM) oraz modelem ECM z relacją kointegrującą zdefiniowaną w postaci progowej autoregresji TAR (Threshold Autoregressive, TAR lub Momentum Threshold Autoregressive, MTAR). Otrzymane rezultaty pozwalają uznać za wysoce prawdopodobne, iż asymetryczny charakter relacji cen paliw z ceną ropy naftowej dotyczy gazu LPG i oleju napędowego, a nie dotyczy cen benzyny. Szczególnie w przypadku oleju napędowego widoczna jest niemal dwukrotnie szybsza reakcja na wzrost cen ropy naftowej, niż spadek cen surowca. Takie wyniki mogą być tłumaczone na tle różnic cenowych między cenami poszczególnych paliw oraz różnic w strukturze ich odbiorców. Benzyna to paliwo o najwyższym poziomie cen, dla konsumentów stanowi wyznacznik sytuacji na krajowym rynku paliwowym. Wzrost cen ropy naftowej na światowych rynkach obserwowany po 2004 r. przekładał się niemal w całości na coraz to wyższy poziom cen benzyny na stacjach paliw, co z kolei mogło wpłynąć na skłonność konsumentów do poszukiwania informacji na temat różnic cenowych między poszczególnymi sprzedawcami paliw. Sprzedawcy świadomi, iż wśród nabywców benzyny dominują głównie gospodarstwa domowe, mogą szybciej dostosowywać ceny benzyny do zmian zachodzących na rynku, niż w przypadku oleju napędowego, którego nabywcami są głównie podmioty gospodarcze.

Celem artykułu jest przedstawienie roli i miejsca Policji w czasie stanu wojennego, tj. w warunkach zewnętrznego zagrożenia bezpieczeństwa państwa, zbrojnej napaści na terytorium RP lub w czasie wspólnych, wynikających z umowy międzynarodowej, działań obronnych przeciwko agresji, w oparciu o doświadczenia Policji Państwowej i Milicji Obywatelskiej. Można stwierdzić, że w wymienionych okolicznościach Policja będzie realizowała zadania określone w ustawie o Policji, jak również zadania wynikające z innych ustaw, dotyczące m.in. wsparcia sił zbrojnych własnych i sojuszniczych, obrony cywilnej oraz administracji publicznej.
The purpose of the article is to present the role and place of the Police during martial law, i.e. in conditions of external threat to national security, armed attack on the territory of the Republic of Poland or during joint defense activities against aggression Resulting from an international agreement, based on the experience of the State Police and Militia Civic. It can be stated that in these circumstances the Police will carry out tasks specified in the Police Act, as well as tasks arising from other acts, including support for own and allied armed forces, civil defense and public administration.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

In the paper presented are different solutions applied in administration systems of European countries. Assuming that in European countries the most of worth-mentioning models are applied, from which derives solutions used in non-European countries, presented are the most characteristic of these models, i.e.: English, French and Swiss. Recalled was the history and short description of each of them. The paper also discuss the issue of functions of administration, which protects the public order and collective security. Considering the issue of managing in extraordinary states, the Author attempts to provide definition of this term.
