Opis:
Перша світова війна стала переломною подією у розвитку цивілізації. Україна опинилися в центрі цього глобального конфлікту. На її землях (Східна Галичина, Буковина, Волинь)відбулися одні з найбільших і найкривавіших наступальних операцій, а населення змушене було воювати по обидві сторони фронту. Попри це впродовж багатьох років війна залишалася позаувагою вітчизняної громадськості та професійних дослідників. У пропонованій статті Велику війну 1914-1918 рр. розглянуто крізь призму історичної пам’яті українського суспільства та комеморативних практик. Встановлено, що у Східній Галичині, котра після війни відійшла до Польщі, проводилися посильні роботи по збереженню та упорядкуванню поховань жертв війни. В українській державі перші кроки з увічнення пам’яті загиблих було здійснено за гетьмана П. Скоропадського. Радянська влада планомірно «витісняла» пам’ять про Першу світову війну з масової свідомості, внаслідок чого вона стала «забутою». Зі зміною підходів до висвітлення історичного минулого в незалежній Україні зросло зацікавлення подіями 1914-1918 рр., активізувався процес увічнення і вшанування пам’яті про них. Нині відновлення історичної правди про Першу світову війну та її збереження потребує конструктивної взаємодії держави, громадських організацій, фахівців із різних галузей знань. 
The First World War was a turning point in the development of civilization. Ukraine was at the center of this global conflict. Some of the largest and bloodiest offensive operations took place on itslands (East Halychyna, Bukovyna, Volyn), and the population was forced to fight on both sides of the front. Nevertheless, for many years the national public and professional researchers has beenoverlooked the War. In this paper, the Great War of 1914-1918 was been considered in the light of the historical memory of Ukrainian society and commemorative practices. In Eastern Halychyna, which was part of Poland after the War, there were intensive efforts to preserve the burials of war victims. In the Ukrainian state, the first steps to perpetuate the memory of the victims were made under the Hetman P. Skoropadskyi. Soviet authorities systematically «supplanted» the memory of the First World War from the mass consciousness, so that it was «forgotten».With changing approaches to the coverage of the historical past in independent Ukraine, interest towards the events of 1914-1918 has increased, and the process of perpetuating and commemoratingthem was intensified. Now, the restoration of the historical truth about the First World War and its preservation require the constructive interaction of the state, public organizations, specialists fromdifferent fields of knowledge.

Opis:
When designing multilevel systems for monitoring the parameters and characteristics of high-tech complexes, it is necessary to effectively control the state of the elements of generating units. Existing control systems for their specification and technical characteristics do not fully meet the monitoring objectives. The capabilities of existing known systems have limitations on the depth of use and compensation for the impact of operational factors. The article proposes and substantiates the feasibility of using the principle of automated measurement and control of load in high-tech complexes based on the probabilistic approach. It is established that the presence of errors in the means of measurement and control leads to specific errors that should be taken when assessing the quality of control, solving management and control tasks. To register the transition of parameters beyond the limit values, a new sensor circuitry based on fiber-optic elements is proposed. The main difference of the proposed diagnostic tool is the invariance to operational destabilizing factors.

This study addresses the problem of training the officers, which are assigned to an electrical-driven vessels equipped with azimuth thrusters. A pair of omnidirectional thrusters in combination with power plant system containing several diesel generators imply a potential for a variety of different emergency scenarios, which also includes partial or full loss of control or blackout. These fault scenarios were classified in the article with predefined risk levels depending on the area, time limitation, mode of operation and fault itself. Mutual responsibilities and action algorithms for bridge and engine teams in a step-by-step manner have been developed for each scenario. Personnel behavioral differences in both expected and unexpected emergencies have also been studied.

The research addresses the problem of an ultra-large container ship mathematical model adjustment based on sea trials. In order to verify the model’s adequacy, simulated data had to be compared to the trial report data, which was obtained in ballast condition with significant trim. In such circumstances, model coefficients cannot be calculated by known methods and have to be corrected as per trial data. It is proposed to determine translational motion coefficients first. To get optimal results, it was also proposed to divide the objective function into kinematic and dynamic components, with each component being assigned a weighting factor. A separate objective function component was assigned to the zig-zag maneuver, which includes the first and second overshoot angles.

We will focus on the important aspect of mechanical activation by grinding in a mill, namely, nanoscale wear of the treated substances and of the milling tools. A new technology called abrasive-reactive wear has been developed that utilizes wear debris as an integral component of the reaction system rather than treating it as a harmful impurity. This technology is applied to the processing of low-grade diamond and silicon by cupric milling tools. Abnormal influence of graphite on abrasive wear degree is established.

Introduction and objective. In the article various approaches, principles and requirements as to the organization of the primary health care (PHC) are analyzed, the efficiency of which has been proved in well-planned international studies. The aim of the study is to assess the compliance of the approaches for the renovation of the system of PHC provision in Ukraine with international factual standards. Material and methods. The comparative characteristics of the PHC organization in different countries of Europe have been conducted. It has been proved that the model of modernization of healthcare in Ukraine fully corresponds to the principles, requirements and criteria that were created for the effective functioning of PHC worldwide. Results. The complex of measures relating to the implementation of the model of PHC modernization in Ukraine, based on the use of actual data and its context, has been defined.
Wprowadzenie i cel badań. W pracy przeanalizowano różne podejścia, zasady i wymagania dotyczące organizacji podstawowej opieki zdrowotnej (POZ), których efektywność została potwierdzona dobrze zaplanowanymi badaniami prowadzonymi na świecie. Celem artykułu jest ocena zgodności podejścia do poprawy systemu świadczenia POZ na Ukrainie z rzeczywistymi standardami międzynarodowymi. Materiały i metody. Przeprowadzono analizę porównawczą organizacji POZ w różnych krajach europejskich. Stwierdzono, że model poprawy opieki zdrowotnej na Ukrainie jest w pełni zgodny z zasadami, wymaganiami i kryteriami skutecznego funkcjonowania POZ na świecie. Wyniki. Co więcej, w oparciu o bieżące dane, określono zespół środków związanych z wdrażaniem modelu poprawy POZ na Ukrainie.

В статье представлены методы разработки моделей динамики информационно- управленческих архитектур (на примере предприятий угольной отрасли). Модели представлены конечными и бесконечными вероятностными автоматами, а также итерационными схемами. Основой моделей являються элементарные преобразования. Модели, описанные в статье, позволяют построить модели прогноза развития ИУА.

Opis:
The reception antenna diagram side lobe’s level suppression algorithm for marine radar by means of antenna array with only a few tuning elements of antenna array is considered. The others no tuning elements of array are choosing for obtain a given value of average side lobe level suppression and with given value of antenna directivity without using of numerical optimization procedures. Special algorithm of interaction of these no tuning elements for realizing Supperdirectivity properties is used. The structural diagram of array is presented. The efficiency of suggested design has been investigated.

In this paper, the model approach that describes the quantum interaction of optical waves with the polycrystalline and amorphous semiconductor films is proposed. The absorption coefficient for active layers of semiconductor films is represented as the sum of pseudo-crystalline and amorphous components. Based on the proposed theoretical approach, we considered the long-wavelength optical absorption spectra of amorphous silicon in 1500–4000 cm–1 range. The resonant absorption centres were identified and were associated with V-V, I-V, V-V defect centres in a silicon gap with energies of 0.20–0.45 eV.

Opis:
Metallurgy is one of the key industries both in Russia and in the world. It has a significant influence on the situation in related industries. Therefore, the current state analysis of ferrous metallurgy production and its formation based on the short-term technological forecast is essential. Based on the foregoing, the research was aimed at analyzing the current state of ferrous metallurgy production in Russia and the impact of the COVID-19 pandemic on the prospects for industry development in the short term. The research studies the state of the ferrous metallurgy production in Russia and abroad before the COVID-19 pandemic, as well as the volume of industrial production in ferrous metallurgy and the industry structure. The COVID-19 pandemic has triggered a serious global recession, necessitating an analysis of the forecast for the development of the ferrous metallurgy industry. The research concludes that the Russian ferrous metals market is so far affected to a lesser extent compared to the European one.

We report on optical studies of exciton localization and recombination kinetics in two single 2.2 nm thick $Al_{x}Ga_{1-x}N$/$Al_{x+0.1}Ga_{0.9-x}N$ quantum well structures (x=0.55 and 0.6) grown by plasma assisted molecular beam epitaxy on a c-sapphire substrate. Strong localization potential inherent for both the quantum well and barrier regions results in merging of the quantum well and barrier emission spectra into a single broad line centered at 285 nm (x=0.55) and 275 nm (x=0.6). Time-resolved photoluminescence measurements revealed surprising temperature stability of the photoluminescence decay time constant ( ≈ 400 ps) relevant to the recombination of the quantum well localized excitons. This observation implies nearly constant quantum efficiency of the quantum well emission in the whole range from 4.6 to 300 K.

With the development of information technology, electromagnetic radiation becomes a tangible view of the physical (wave) environmental pollution. Modern scientific research aimed at the components of the elec tromagnetic environment pollution problems mainly involves the anthropocentric approach. There is no procedure for determining the influence of harmful physical factors on biota, in particular in terms of water (Daphnia magna Straus) and air (Drosophila melanogaster L.) environments. A clear system of rationing of maximum permissible levels of electromagnetic radiation, including volume and ecosystems protected areas has not been developed. The article considers the relevant scientific and practical problem of creating a framework for assessing and predicting the negative impact of electromagnetic radiation on the biota related to ethological changes and teratogenesis. The characteristic of all the constituent elements of the system determines the degree of the negative impact of the induction of the magnetic field on the biota: activity, mortality; reproduction; availability, and frequency of Teratology. A method for determining the activity levels of Daphnia and Drosophila total average activity biota was developed and described. The trajectory patterns of Daphnia motion at low activity in the state of stability, with increased activity in the excited state, were created. The results of the research on the negative impact of electromagnetic radiation of industrial frequency on biota were presented. The critical levels of the magnetic field and noise pollution, which cause the depletion and destruction of the test object, the relationship between ethological changes and the occurrence of mutations depending on radiation levels were determined. The biological test objects were proven to minimize the error of the results of determination of electromagnetic effects on the biota, in comparison with the mathematical methods of research.
