Modern science undergoes enormous changes and transformations. Science 2.0 is a term used to refer to processes, trends, and phenomena related to the use of new technologies, and information and communication technologies in science, in particular tools, services, and online resources. The use of new technologies in education implies new teacher roles, new pedagogies and new approaches to teacher education (Makrakis, 2005). The successful integration of ICT into the classroom will depend on the ability of teachers to structure the learning environment in new ways, to merge new technology with new pedagogy, and to develop socially active classrooms, encouraging co-operative interaction, collaborative learning and group work. This requires a different set of classroom management skills. The teaching skills of the future will include the ability to develop innovative ways of using technology to enhance the learning environment, and to encourage technology literacy, knowledge deepening and knowledge creation. Teacher professional learning will be a crucial component of this educational improvement. However, professional learning has an impact only if it is focused on specific changes in teaching (UNESCO, 2011).

The 10th edition of the International Scientific Conference DLCC2018:Theoretical and Practical Aspects of Distance Learning (www.dlcc.us.edu.pl) was held under the theme “E-learning and smart learning environment for preparing the specialists of new generation” and included reports from the IRNet project.The conference was held on 15–16 October 2018 in Wisła. The policy goal of the technology literacy approach is to enable learners, citizens, and the workforce to use ICT in order to support social development and to improve economic productivity. Related policy goals include increasing enrolments, making high-quality resources available to everyone, and improving literacy skills. Teachers should be aware of these goals and be able to identify the components of education reform programmes that correspond to these policy goals. Corresponding changes in the curriculum entailed by this approach might include improving basic literacy skills through technology and adding the development of ICT skills into relevant curriculum contexts (UNESCO, 2011).

The theme and the priorities of the IJREL reflect the conceptual principles underlying the modernization of education and the reform of the educational systems in European countries, as well as national development strategies for the 21st century. One of the European Union’s key educational o bjectives is the provision of equal opportunities for all with regard to access to learning and knowledge, regardless of gender, financial and physical ability, and place of residence. That is why distance learning has now been granted a status of high priority. If introduced on a wide scale, distance learning and teaching may make significant contribution towards the achievement of educational goals in member states.

The EU not only provides funding, but also has launched several policy initiatives and interventions on the digitalisation of education, outlined, for instance, in “Europe 2020 Strategy,” “Digital Agenda for Europe,” “Agenda for New Skills and Jobs,” “Innovation Union,” “Opening up Education: Innovative Teaching and Learning for All through New Technologies and Open Educational Resources,” “DigComp 2.0: The Digital Competence Framework for Citizens,” “A European Framework for Digitally Competent Educational Organisations,” “A Digital Single Market Strategy for Europe,” “New Skills Agenda for Europe: Working Together to strengthen Human Capital, Employability and Competitiveness,” Digital Skills and Jobs Coalition, and “Strategic Framework – Education and Training 2020.” Furthermore, contests such as European Digital Skills Awards for outstanding projects contributing to digital skills development have been launched. The authors from ten countries try to consider and analyse the contemporary topics and modern trends in the fields of internationalisation of higher education, IT competence, and intercultural competences development in conditions of the digital world. The present volume includes seven articles gathered in three chapters.
