The term eugenics was introduced by Francis Galton in the 19th century. It is a system ofviews declaringthe possibility of improvinghereditary characteristics of human beings by creating conditions favouring the maintenance and development of advantageous features. The basis for the development of the movement was fear of the biological degeneration of mankind. The disadvantageous outbreak of social pathologies thatcould havebeen observed in a number of countries was allegedly the harbinger. So, the purpose of the movementwas to create a perfectsocietyby gradual elimination of sick and socially notadapted individuals. It was divided into two sub- categories: positive and negative eugenics. In case of the latter, the purpose was the limitation of the development of disabled persons and as it was defined euphemistically the "less valuable” ones. The most brutal method of restricting the birth rate was the compulsory sterilization. In the article the following subjects have been presented inter alia: - beginning and development of eugenic thoughts on the Polish ground - reception of eugenic ideas in Poland - developmentof eugenics in the thirties of the 20th century Polish political thoughtversus German Sterilization Actof 1934 Attitude of the Catholic Church to eugenics, inter alia the encyclical Casti connubi.

Autorzy ukazują obszary badań z zakresu myśli politycznej analizowane przede wszystkim przez polskich naukowców, ale uwzględniają badania prowadzone w innych państwach. Szukają przy tym odpowiedzi na pytanie, czy polskie badania nad myślą polityczną odbiegają od trendów prezentowanych w innych państwach. Artykuł ukazuje różnorakie spojrzenia na samą definicję myśli politycznej i kategorii pokrewnych, jak doktryna czy też ideologia. Analizując różne ujęcia teoretyczne badań nad myślą polityczną w Polsce, autorzy starają się odpowiedzieć na pytanie, czy możliwe jest uporządkowanie metod i technik badawczych na tyle, aby stanowiły uniwersalny model, którym mogą się posługiwać badacze. Zdaniem autorów w Polsce nadal będzie się toczyła dyskusja na temat przedmiotu zainteresowania myśli politycznej, a także będą trwały poszukiwania definicji odróżniającej myśl polityczną od ideologii i doktryny politycznej. Poza tym mimo rozwoju różnego typu technik badawczych, np. analizy danych (Big data), nadal będą podejmowane badania wyjaśniające  i porządkujące świat myślenia politycznego, wpisując go w różne nurty myśli politycznej.  
The authors present areas of research on political thought analyzed primarily by Polish scholars, while also taking into account research conducted in other countries. At the same time they search for an answer to the question whether the Polish research on political thought differs from the trends observed in other countries. The article presents various views on the very definition of political thought and related categories, such as doctrine or ideology. By analyzing various theoretical approaches to the study of political thought in Poland, the authors attempt to answer the question of whether it is possible to organize research methods and techniques so that they constitute a universal model to be used by researchers. In the authors' opinion, the discussion about the subject of political thought in Poland will continue, as will the search for a definition that distinguishes political thought from ideology and political doctrine. Furthermore, despite the development of different types of research techniques, e.g. data analysis (Big data), academics will still undertake research that explains and structures the world of political thinking, inscribing it into different streams of political thought.

CORPORATIVISM IS A SOCIAL-ECONOMIC doctrine in which legislative power is given to corporatist assemblies that represents the employers and the employees. The corporativism dates back to the Middle Ages. At the beginning of the 20th century this idea appeared in many theoretical studies and was also encouraged by the Catholic Church, especially by Pope Pius XI in his 1931 encyclical Quadrogessimo anno. In Italy the authoritarian corporativism was realized. In Poland this idea aroused interest of groups connected with Catholic Church and conservative groups. The National Democrats became interested in this concepts in the second half of the interwar period. The situation in Italy and in Portugal was watched carefully. The statements of church hierarchs aroused interest as well. According to a well-known theoretician Adam Doboszyński the aim of the corporatist assemblies was as follows: – to facilitate organizing of workers; – to protect the dignity at work; – to conduct the training activity; – to weaken the class struggle. One of another young activists, Jędrzej Giertych was very interested in the corporativism. On the other hand, the older activists such as Roman Rybarski treated this idea very critically. The above mentioned theoretician feared the ecomic rivalry of different professional groups. And the pope condemned officially the version of fascist corporativism. That’s why the corporativism has not become the official programme of the party. It has been, however, an inspiration for political deliberations.

Praca obejmuje kwestie dotyczące finansowania wypłat środków gwarantowanych w systemach gwarantowania depozytów, a w szczególności modele wyznaczania składek depozytowych. Głównym celem opracowania jest empiryczna ocena zasadności różnicowania składek depozytowych w polskim sektorze bankowym, w kontekście sprawiedliwości i efektywności rozłożenia obciążeń gwarancyjnych. Przedstawiony został przegląd teoretyczny modeli wyznaczania składek depozytowych, w tym przede wszystkim składek skorygowanych o ryzyko kondycji banku. Zaprezentowano również wyniki badań dotyczących zastosowania wybranych modeli składki depozytowej, które pozwoliły na ocenę, który z nich dokładniej uwzględnia ryzyko banku w warunkach polskich.
The paper describes the financing of reimbursement of guaranted deposits in deposit guarantee systems, in particular, issues related to models of calculating deposit premiums. The main objective of the research is an empirical evaluation of the merits of differentiating deposit guarantee premiums in the Polish banking sector, in the context of fairness and effectiveness of spreading the insurance payments. In the theoretical part, the models of calculating deposit premiums have been analyzed, including the risk-adjusted premiums. Also research has been carried out on the use of selected theoretical models of deposit premiums, which enables an assessment of which models take into account more precisely bank risk in Poland.

The article attempts at presenting one of the sides of the dispute over local governmentin Polish political thought after 1989. Special attention was paid to the assessment of thecondition of home rule. The author points to the fact that left wing and liberal movementsmost often viewed local government as institutions building civil society. Conservative andChristian democracy movements, while appreciating the meaning of local government,concentrated more on its implementation barriers and dysfunctions, with partisanshipmentioned most prominently among the latter category. Some of the political writers statedthat “party system claimed local governments”. Others emphasized that politicization of localgovernment elections did not introduce significant changes in Polish politics at a local level.City activists attribute an important role to local governments. They emphasize the meaningof responsiveness understood as reacting to the needs of locals. Regardless of the opinionsand evaluations throughout the Polish political thought local government is perceived as animportant element of structural order.Key words: local government, civil society, political values, apoliticallity, city activists.

Protection of natural culture in concepts of the contemporary National Right Wing in PolandIn the centre of the system of values of the National Right Wing which revived after 1989 there are still nation, family and religion. The nation as community of culture is in opinion of the said parties exposed to dangers. The main risks are in their opinion as follows: cosmopolitism, Communist ideology, individualism, liberalism; secularization.In Poland, such ideas are, in the opinion of the National Right Wing, propagated by the liberal and post-communist circles. In the beginning they demanded that the communist activists are brought to justice. Some columnists refer to antisemitism. They perceive also the fall of the literary output. They assess critically the novels of Czesław Miłosz, Stanisław Barańczak or Olga Tokarczuk. Similar assessments regard the works of Polish historians. As preventive measures the following is mentioned: appropriate educational activity, statutory protection of national heritage, broadening of Catholicism, promotion of national culture. They attach great importance to the national branding. Its components are history, language, political regime, architecture, literature, art, religion, icons landscape, music. They would probably accept the opinion of Michael Porter: “Many contemporary discussions of international competition stress global homogenization and a diminished role for nations. But, in truth, national differences are at the heart of competitive success.” Ochrona kultury narodowej w koncepcjach współczesnej prawicy narodowej w PolsceW centrum systemu wartości odrodzonego po 1989 roku ruchu narodowego pozostają naród, rodzina i religia. Naród, traktowany jako wspólnota kultury, narażony jest w ocenie wspominanych wyżej środowisk na liczne zagrożenia. Za najgroźniejsze uznają one: kosmopolityzm, ideologię komunistyczną, indywidualizm, liberalizm, sekularyzację. W Polsce wspomniane idee mają być propagowane przez środowiska liberalne i postkomunistyczne. W wypowiedziach publicystów narodowych pojawiają się także akcenty antysemickie. Krytyczna ocena dotyczy też współczesnej polskiej literatury, a zwłaszcza twórczości Czesława Miłosza, Stanisława Barańczaka czy Olgi Tokarczuk. Podobne oceny odnoszone są do prac polskich historyków. Za istotną uznano więc puryfikację kultury narodowej. Wśród środków zaradczych środowiska narodowe proponują: rozwój edukacji historycznej, ochronę dziedzictwa narodowego, rozwój katolicyzmu i promocję kultury narodowej. W tym ostatnim wypadku za niezwykle ważny uznają one branding narodowy. Jego podstawowe składniki to historia, język, architektura, krajobraz, reżim polityczny itp. Polscy narodowcy zapewne zaakceptowaliby opinię sformułowaną przez Michaela Portera. Twierdzi on, iż co prawda nastąpiła globalna homogenizacja, ale podkreślanie odrębności narodowej jest źródłem sukcesu.

Opis:
The aim of this article is to analyse the political thought of the contemporary National Movement in terms of politics of history. The main research hypothesis assumes that the National Movement promotes its own vision of politics of history. The properly shaped politics of history is primarily intended to shape national identity and facilitate the definition of boundaries of the national community. The actions taken by other political entities operating in Poland were assessed from this perspective. They were often accused of conducting anti-national activities. Liberals were criticised for ignoring history and accepting its critical form, while conservatives were accused of lacking organisational capacity and being submissive to competing models of the politics of history shaped by other nations. Hence the offensive character and the justification for using the language of disfavour or even hostility and hatred. The national interest, remaining the main category of political thought, often became an argument that made polemic or discussion impossible. Attempts to pass over uncomfortable historical events or to shift meanings were not avoided either. The differentiation of national groups facilitated discussion within the milieu, but it practically did not play an independent role within Polish political thought, reinforcing the message associated with the conservative model of politics of history and, in the political sphere, often supporting the activities of Law and Justice. Recognising the usefulness of politics of history, however, it was emphasised that it is not a short-term political event-type activity but a long-term political work.
Celem artykułu jest analiza myśli politycznej współczesnego ruchu narodowego w zakresie polityki historycznej. Główna hipoteza badawcza zakłada, iż ruch narodowy propaguje własną wizję polityki historycznej. Odpowiednio modelowana polityka historyczna ma przede wszystkim kształtować tożsamość narodową oraz ułatwić określenie granic wspólnoty narodowej. Z tej perspektywy oceniano przedsięwzięcia podejmowane przez inne podmioty polityczne działające w Polsce. Zarzucano im często prowadzenie antynarodowych działań. Liberałów krytykowano za pomijanie historii i akceptowanie jej krytycznej postaci, natomiast konserwatystom zarzucono brak zdolności organizacyjnych oraz uległość wobec konkurencyjnych modeli polityki historycznej kształtowanych przez inne narody. Stąd wynikał ofensywny charakter dyskursu i usprawiedliwianie dla posługiwania się językiem defaworyzacji czy wręcz wrogości i nienawiści. Interes narodowy, pozostający główną kategorią myśli politycznej, często stawał się argumentem uniemożliwiającym polemikę lub dyskusję. Nie unikano też prób przemilczania niewygodnych wydarzeń historycznych czy też zmiany ich sensu. Dyferencjacja ugrupowań narodowych ułatwiała dyskusję wewnątrz samego środowiska, natomiast w obrębie polskiej myśli politycznej praktycznie nie odegrało ono samodzielnej roli, wzmacniając przekaz związany z konserwatywnym modelem polityki historycznej, a w sferze politycznej wspomagając niejednokrotnie działania Prawa i Sprawiedliwości. Dostrzegając jednak użyteczność polityki historycznej, podkreślano, iż nie stanowi ona działania typu doraźnego politycznego eventu, ale oznacza długofalową pracę polityczną.
