The article performs an analysis of a hot die forging process of producing an elongated forging ended with a joggle in a double system realized on a crank press Masey 1300 t, in open dies, in 3 operations. The thermomechanical model of the forging process considering the changes in the grain size and the forging material recrystallization was elaborated with the use of the calculation packet Qform 7. In the first place, an in-depth analysis of the currently realized forging technology was made, with a special consideration of the temperature changes in the tools as well as in the formed forging. Next, numerical modelling of the process was carried out, as a result of which the following were obtained: correct filling of the tool impressions by the deformed material, the temperature distributions for the forging and the tools, the plastic deformation distributions (considering the thermally activated phenomena), the changes in the grain size and the forging force courses. The results obtained from FEM enable a thorough analysis of the forging process, including: the effect of the deformation time and temperature on the grain size in the forging material, which was confirmed by the microstructure examination results.

Zmiany zachodzące na rynku globalnym rodzą potrzebę jak najefektywniejszego wykorzystania gałęzi transportu poprzez tworzenie nowoczesnych systemów transportowych, modernizację środków transportu oraz usprawnianie działania infrastruktury drogowej (Kozerska 2021). Złożoność metod transportu uzależniona jest od specyfiki przewożonych ładunków, od zagregowanej gałęzi transportu, jak również od zorganizowania transportu (bezpośredni lub pośredni, intermodalny lub multimodalny). Skomplikowanym procesem, który wymaga wzięcia pod uwagę kilku czynników związanych bezpośrednio z kosztami, jakością oraz czasem prowadzonych działań, staje się zarządzanie transportem. Temat znaczenia transportu w rozwoju gospodarczym jest coraz częściej poruszany w publikacjach naukowych. Jednocześnie wskazywane są jego pejoratywne skutki. W największym stopniu podkreśla się degradacyjną działalność w aspekcie społecznym – kolizje i wypadki drogowe, skutkiem których są nierzadko tragiczne sytuacje dla ogółu społeczeństwa.

Technologists, by virtue of their education, believe that the limits, goals, possibilities, and effects of technology on society and humankind are exclusively technological problems, hence their solutions must lie exclusively in technology. In contrast, philosophy in technology asserts that the resolutions to these problems need to be rooted in an understanding of their philosophical origins. This program paper defines the objectives of philosophy in technology, the kinds of questions it explores, the methods it uses, and how it differs from the philosophy of technology.

The right to information and the degree to which citizens are informed about the activities of public authorities is of great importance for the quality of public life. The article analyzes the results of research on the manner of conducting information policy by voivodeship self-governments in Poland. They focus on the approach of self-government representatives to the information policy, as well as the communication tools used, which have an impact on the level of informing citizens about the activities of voivodeship self-government.
Prawo do informacji i stopień poinformowania obywateli o działalności władz publicznych ma duże znaczenie dla jakości życia publicznego. W artykule poddano analizie wyniki badań dotyczące sposobu prowadzenia polityki informacyjnej przez samorządy wojewódzkie w Polsce. Skoncentrowano się w nich na podejściu przedstawicieli samorządów do polityki informacyjnej, a także wykorzystywanych narzędziach komunikacji, co ma wpływ na poziom poinformowania obywateli o działalności samorządów wojewódzkich.

Polityka informacyjna jest jednym z elementów, które w istotny sposób wpływają na wizerunek i odbiór działań prowadzonych przez jednostki samorządu terytorialnego. Skuteczne działania w tym obszarze pozwalają na efektywne komunikowanie z lokalną społecznością, a także są elementem praktycznej realizacji prawa obywateli do informacji. Jak wynika z przeprowadzonych badań, samorządy wojewódzkie w Polsce wykorzystują w swoich działaniach narzędzia polityki informacyjnej o różnym charakterze. Są to zarówno narzędzia, których funkcjonowanie jest wymagane przez przepisy prawa (Biuletyn Informacji Publicznej), media własne samorządów wojewódzkich, jak i działania realizowane w ramach polityki media relations.
The information policy is one of the elements that significantly affect the image and reception of the activities carried out by local government units. Effective activities in this area allow for effective communication with the local community, and are also a part of the practical implementation of citizens' right to information. According to the research, voivodship self-governments in Poland use various information policy tools in their activities. These are both tools, the operation of which is required by law (Public Information Bulletin), own media of voivodship self-governments, as well as the activities implemented under the "media relations" policy.

Lem’s stories fuse together elements of fantasy, philosophy, and science, but what we can really learn from them is the nature of humanity, technology, and philosophy, as well as the values of technological prophecies. Moreover, Lem gave birth to, without naming it as such, the concept of philosophy in technology, which is a perspective on technology and philosophy that explores the deep implicit philosophical foundations of technology and humanity.

In this paper, we examine the meta-ontology of AI systems with human-level intelligence, with us denoting such AI systems as AIE. Meta-ontology in philosophy is a discourse centered on ontology, ontological commitment, and the truth condition of ontological theories. We therefore discuss how meta-ontology is conceptualized for AIE systems. We posit that the meta-ontology of AIE systems is not concerned with computational representations of reality in the form of structures, data constructs, or computational concepts, while the ontological commitment of AIE systems is directed toward what exists in the outside world. Furthermore, the truth condition of the ontology (which is meta-ontological assumption) of AIE systems does not require consistency with closed conceptual schema or ontological theories but rather with reality, or in other words, “what is the world” (Smith, 2019, p.57). In addition, the truth condition of AIE systems is verified through operational success rather than by coherence with theories. This work builds on ontological postulates about AI systems that were formulated by Brian Cantwell Smith (2019).

This review article discusses Andrzej Bielecki’s book Models of Neurons and Perceptrons: Selected Problems and Challenges, as published by Springer International Publishing. This work exemplifies “philosophy in science” by adopting a broad, multidisciplinary perspective for the issues related to the simulation of neurons and neural networks, and the author has addressed many of the important philosophical assumptions that are entangled in this area of modeling. Bielecki also raises several important methodological issues about modeling. This book is recommended for any philosophers who wish to learn more about the current state of neural modeling and find inspiration for a deeper philosophical reflection on the subject.

This review article presents an important, newly published study of Popper's critical method by Zbigniew Liana. The review emphasizes the very high level of the study, points to its originality, and explains why the book is recommended mainly to specialists of Popper's thought. It is also explained how the book manages to contain so many original and valuable analyses in a small volume.

The Polish philosophy of mathematics in the 19th century is not a well-researched topic. For this period, only five philosophers are usually mentioned, namely Jan Śniadecki (1756–1830), Józef Maria Hoene-Wroński (1776–1853), Henryk Struve (1840–1912), Samuel Dickstein (1851–1939), and Edward Stamm (1886–1940). This limited and incomplete perspective does not allow us to develop a well-balanced picture of the Polish philosophy of mathematics and gauge its influence on 19th- and 20th-century Polish philosophy in general. To somewhat complete our picture of the history of the Polish philosophy of mathematics in those times, we here present the profiles of some lesser-known Polish Romantic philosophers of the 19th century, namely Karol Libelt, Bronisław Trentowski, and Józef Kremer. We discuss their contributions to the philosophy of mathematics and their metaphysical perspectives, and we also show how their metaphysical ideas have found some continuity in the studies of some Catholic philosophers.

The paper explores the application of computing science to the modeling of the ethical concepts. The modeling in computers is denoted as in silico modeling. The in silico method has found applications in biology, chemistry, cosmology, sociology among others. The applications of in silico modeling to philosophical problems (like ethics) are rather infrequent. Yet, the approach discussed in the paper holds the promise of not only facilitating the development of ethical robotics but it also may provide the insights into the philosophical problems themselves (by explicating their implicit structures). The paper provides also a brief overview of the concept of modeling in silico in historical and current contexts
W artykule przestawiono zastosowanie narzędzi informatycznych do modelowania koncepcji etycznych. Komputerowe modelowanie nazywane jest modelowaniem in silico. Metody tego typu mają zastosowania m.in. w biologii, chemii, kosmologii, socjologii. Rzadko jednak stosuje się to podejście do modelowania problemów filozoficznych (jak etyka). Obecnie wydaje się ono obiecujące nie tylko dla uproszczenia rozwoju etycznych robotów, ale i dla głębszego wglądu w istotę filozoficznych problemów uwikłanych w kwestie związane z etyką maszyn (poprzez ukazanie ich wewnętrznej struktury). Artykuł ukazuje również zwięzły przegląd koncepcji modelowania w kontekście historycznym, jak i we współczesnym.

Modelowanie komputerowe odgrywa istotną rolę we współczesnej nauce. Epistemologiczna rola, jaką odgrywają takie modele oraz prowadzone na ich bazie symulacje skłaniają do postawienia pytań o możliwe użycie podobnych metod w filozofii. Pomysły wykorzystania narzędzi matematycznych do sformułowania koncepcji filozoficznych sięgają czasów Barucha Spinozy i Isaaca Newtona. Newtonowska filozofia przyrody stała się przykładem udanego zastosowania matematycznych rozwa- żań do opisu przyrody na poziomie fundamentalnym. Oczywiście podejście Newtona otworzyło zarówno nowe obszary badań w fizyce, jak i stało się źródłem dla nowych rozważań o rzeczywistości fizycznej. Według Michała Hellera niektóre teorie fizyczne można traktować jako specyficzne formalizacje koncepcji filozoficznych. Modelowanie komputerowe w filozofii może być traktowane jako rozszerzenie tej idei, co będę starał się ukazać w niniejszym artykule. Będę również rozważał rolę modelowania komputerowego jako źródła nowych metafor filozoficznych zgodnie z koncepcją technologii definiującej D. J. Boltera. Rozważania te wiodą do konkluzji mówiącej, że w metodologii filozofii zachodzą istotne zmiany. Nowe podejście nie sugeruje odrzucenia bądź zanegowania dotychczasowych metod, a wskazuje raczej nowe narzędzie analityczne filozofii i źródło inspirujących metafor.
Computational modeling plays an important role in the methodology of contemporary science. The epistemological role of modeling and simulations leads to questions about a possible use of this method in philosophy. Attempts to use some mathematical tools to formulate philosophical concepts trace back to Spinoza and Newton. Newtonian natural philosophy became an example of successful use of mathematical thinking to describe the fundamental level of nature. Newton’s approach has initiated a new scientific field of research in physics and at the same time his system has become a source of new philosophical considerations about physical reality. According to Michael Heller, some physical theories may be treated as the formalizations of philosophical conceptions. Computational modeling may be an extension of this idea; this is what I would like to present in the article. I also consider computational modeling in philosophy as a source of new philosophical metaphors; this idea has been proposed in David J. Bolter’s conception of defining technology. The consideration leads to the following conclusion: In the methodology of philosophy significant changes have been taking place; the new approach do not make traditional methods obsolete, it is rather a new analytical tools for philosophy and a source of inspiring metaphors.
