Opis:: Kryzys zadłużeniowy w Unii Europejskiej uwypuklił niedoskonałości rozwiązań zawartych w Traktacie z Maastricht w odniesieniu do koordynacji polityki fiskalnej. Były one znane, lecz w 2010 roku uświadomiono sobie konsekwencje tych niedoskonałości. W obliczu możliwego rozpadu strefy euro wdrożono rozwiązania, które miały poprawić koordynację polityki fiskalnej, ustabilizować sytuację budżetową i docelowo obniżyć poziom długu publicznego. Celem artykułu jest ocena, czy wprowadzenie powyższych rozwiązań wpłynęło na poprawę sytuacji w krajach strefy euro. Do analizy przyjęto lata 2010-2017. Wykorzystano metodę TOPSIS z grupy metod wielowymiarowej analizy porównawczej. Otrzymane wyniki wskazują, że sytuacja w zakresie zadłużenia i nierównowagi budżetowej w Unii Europejskiej nie poprawiła się w znaczącym stopniu, a w całym okresie wahała się. W związku z tym należy mieć wątpliwości odnośnie do skuteczności wdrożonych rozwiązań.
Debt crisis emphasized not efficient coordination in the area of fiscal policy in the European Union. It was a well known problem but it has not been solved. Debt problems of Greece showed how important it was to be more effective in the area of public debt. The European Union prepared new law which was to strenghten fiscal coordination in Euro-zone. Moreover, competencies of the European Commission increased in the area of reporting and coordinating of fiscal policy. The aim of the article is to check if the results of the new law are satisfying. Analysed period were the years 2010-2017. TOPSIS method was used in the research. As a result, it can be noticed that the European Union did not do any progress in the area of fiscal policy coordination and public debt decrease.

Opis:: The debt crisis forced the European Union to reform the Stability and Growth Pact. The aim of the paper is to evaluate the influence of the reform on the dynamics of public debt and its correlation with stock-flow adjustment in the European Union. The undertaken analysis was based on the TOPSIS method. The synthetic measure was based on chosen variables which reflect the public debt dynamics. An analysis of correlations was also performed to find relations between the debt dynamics and stock-flow adjustment. The undertaken analysis has shown that the majority of EU countries reduced public debt in the analyzed period. We can also observe that there is a strong correlation between public debt and stock-flow adjustment in the group of the most successful countries in the area of public debt dynamics. The article introduces a synthetic measure of public debt dynamics which is wider that a change of public debt. Moreover, the relation between public debt dynamics and stock-flow adjustment was analyzed.
Kryzys zadłużeniowy wymusił na Unii Europejskiej podjęcie reformy Paktu Stabilności i Wzrostu. Celem artykułu jest ocena wpływu tej reformy na dynamikę długu publicznego oraz jej wpływu na wielkość SFA w państwach Unii Europejskiej. Przeprowadzona analiza wykazała, że dług publiczny w większości krajów spadał w analizowanym okresie. Jednocześnie uzyskano wyraźny związek pomiędzy dynamiką długu a SFA w krajach o najlepszej sytuacji w zakresie dynamiki długu publicznego.

Opis:: Goal – The aim of the paper is to analyse the significance of the economic category referred to as stock-flow adjustment (SFA) for the evaluation of the level and dynamics of public debt in Poland. The category is an important part of the analyses called excessive deficit procedure (EDP) conducted by The European Commission. It is also a major contributor to the growth of public debt. It is also related to political activities which fall into the category of creative accounting. Stock-flow adjustment is, therefore, a threat to the stability of public debt. In spite of all this, SFA is not taken into account in Polish documents related to debt management. Research methodology – The analysis performed by the Author is based on the desk research method. It is mostly a qualitative analysis, relying on the literature and both strategic and operational documents of the European Commission and the Polish Ministry of Finance. Stock-flow adjustment is widely regarded in literature as an expression of the hidden part of public debt dynamics. This paper offers an evaluation of SFA’s influence on public debt and its different degrees across both developing and developed countries. Moreover, the documents of the European Commission and the Polish Ministry of Finances are analysed from the point of view of SFA. Score – The analysis undertaken in the paper reveals that stock-flow adjustment has a strong impact on the occurrence of the so-called debt pikes, i.e. sharp increases in public debt. Many authors’ conclusions confirm that SFA considerably affects the level of debt. They also associate it with the restrictiveness of fiscal rules and creative accounting. Thus, SFA is an important element of public debt sustainability. SFA is included in European Commission analyses, but fails to be recognized by Polish documents. It is strongly recommended that SFA is taken into consideration in public debt management in Poland.

Opis:: Purpose – The paper presents the analysis of the situations of high values of SFA observed in European Union countries during the years 2002-2017. They were assessed in terms of their specific character as well as due to their frequency and the reasons of their occurrence. The analysis aimed at isolating those economic factors that create the risk of the occurrence of high SFA levels and thus contribute to the increase of public debt to a considerably larger degree than the budget deficit would imply. Research method – The analysis is based on Eurostat data concerning the values of SFA for European Union countries. In the years 2002-2017 it comprised 431 observations. They have been analyzed in terms of the average values (both nominal and absolute), the share of positive and negative values and the frequency of the occurrence of high values in general and in particular countries. Subsequently, using case study methodology the Author analyzed the situation of countries with considerable shares of high values of SFA. Results – The analysis has shown that high values of SFA are most frequently the effect of state interventions during economic crises. In most countries the increase of SFA values was temporary (e.g. in Ireland). The second reason is the risk of bankruptcy. Such patterns were observed in Greece and Cyprus. While in Cyprus the increase of SFA values was only temporary, in Greece the position still remains difficult. The third reason of an increase in SFA values lies in the investments made by pension system institutions. Such situations took place, among others, in Finland and Luxembourg. Originality / value – The added value of the paper is connected with the case studies of countries with particularly high values of SFA. They were selected on the basis of data comprising 16 years and in total there were 431 observations for 28 countries of the European Union.

Opis:: Theoretical background: Sustainable development is a wide and developing economic concept. The sustainability of public finances is one of its basic parts. Sustainable public finances are still perceived rather narrowly in terms of their impact on the financial stability of the state. Such an approach to them narrows their perception and should be extended to other aspects such as influence on social and ecological problems of development. Sustainable public debt is and will continue to be a foundation of sustainable public finances. It should be assessed as sustainable public debt, taking into account both its impact on the sustainability of public finances as well as the possibility of providing public services in the future and the achievement of economic, social, and environmental goals of sustainable development.Purpose of the article: The article aims to assess the impact of the differentiation of legal regulations concerning the debt of the central government and the local government subsector on the level of sustainability of public debt in Poland. The paper will verify the hypothesis that the differentiation of debt regulations between the analyzed public finance subsectors has an impact on the sustainability of public debt. The unification of some regulations could probably increase the level of sustainability of public debt.Research methods: Firstly, the analysis of legal solutions based on the desk-research principle was used in the article. Then, public debt sustainability assessment methods were used to assess the degree of sustainability of the central government subsector debt and the local government subsector debt. The stationarity analysis of time series based on the unit root test was applied. The analysis was performed using the KPSS test. An analysis of correlation and regression between the variables public debt and primary balance was performed. In the aspects that do not have a developed test method, it was proposed to use evaluation methods such as the European taxonomy and the analysis of quantity and value of green bond issues, the share of investment expenditure, and green tagging of expenditure.Main findings: The conducted analysis shows that the regulations concerning the debt of the central government subsector are much more liberal. That fact has a negative impact on the sustainability of public debt. This applies in particular to the aspect of sustainability of development, where the purpose of spending the raised funds is important. On the other hand, the quantitative analysis shows that both parts of the debt in Poland are not sustainable according to the criteria of the methods. However, the debt of the local government subsector is much closer to sustainability in all three aspects.

Opis:: Kwas hialuronowy (HA) jest poliwęglowodanem, mukopolisacharydem (glikozoaminoglikanem), występującym naturalnie we wszystkich organizmach żywych. Ma identyczną budowę chemiczną zarówno u ssaków, jak i u bakterii. Łańcuch tego mukopolisacharydu może składać się nawet z kilku tysięcy podjednostek cukrowych. Unikalny wysokoelastyczny charakter HA, wraz z jego biozgodnością i brakiem potencjału immunogennego w stosunku do organizmu człowieka, przyczyniły się do zastosowania tej substancji w wielu rozwiązaniach klinicznych, w tym suplementacji płynu stawowego u pacjentów z zapaleniem stawów, jako środek pomocniczy w chirurgii okulistycznej i stomatologicznej oraz preparat przyspieszający gojenie ran pooperacyjnych. W ostatnich latach, w badaniach naukowych ocenia się właściwości HA jako potencjalnego nośnika leków w różnych drogach podania, w tym krople do oczu, do nosa, podane drogą wziewną, zastosowanie pozajelitowe i miejscowe oraz jako nośnika dla leków nowotworowych. Celem pracy, opartej na analizie dostępnej literatury, jest wyjaśnienie budowy, metabolizmu i możliwości wykorzystania HA w terapii wybranych jednostek chorobowych – w tym ortopedii i onkologii.
Hyaluronic acid (HA) is a polysaccharide (glycosaminoglycan), which is normally present in all living organisms. Its chemical constitution is identical in mammals and bacteria. This mucopolisaccharide chain may consist of even several thousands of saccharide subunits. The unique, highly elastic nature of HA, together with its bio-compatibility and the lack of immunogenic potential in relation to the human body, have contributed to the widespread use of this substance in many clinical solutions including supplementation of the synovial fluid in patients with joint inflammation as an adjuvant agent in ophthalmic and dental surgery and the preparation accelerating postoperative wound healing. Recent studies assess the properties of HA, a potential drug carrier in various applications including eye drops, inhalations, parenteral and local application and as a carrier for oncological agents. The aim of the study based on the analysis of available literature was to explain the construction, metabolism and potential of HA application in the treatment of selected disease units, including orthopedic and oncological conditions.
