This paper explores concerns regarding the design, implementation, and management of alarms in DP vessels that, while in operation, need an incredibly high level of accuracy along with high reliability and safe operations. The Human, Technological, and Organizational factors (HTO) method is primarily used as analysis tool to find weaknesses in alarm handling during DP operations. The research focuses on results collected from Dynamic Positioning Operators (DPO) and instructors. Findings from the survey are presented and compared to the results from past accidents and technical requirements from Petroleum Safety Agency Norway via YA 711. Three accidents from past are referred to picturize the findings from the survey results. Furthermore, the conclusion is given with recommendations reflecting the findings from the survey. The main findings are an urgency to establish a centralized marine accident investigation system which enforces learning and recommendation to make operations safer. In addition, the survey also suggests that prohibition of clients or limiting their access to the bridge is necessary. Manufacturers could focus on research and development of alarm prioritization, on structuring and presentation, and profiting by taking feedback from end-users to make DP operations safer.

Over the recent years, ship traffic in the polar areas has increased. There is reason to believe that this traffic, and especially the cruise traffic, will increase further as the ice retracts towards the poles. There is also reason to believe that with the continued focus and exposure of the Polar Region, the cruise tourism to the region will grow. The increased presence in the polar areas will create positive repercussions for several actors, both on sea and land. There will, however, also be challenges associated with the growing presence in the polar areas. Vessels will be operating at long distances to other vessels and land infrastructures. These vessels will also be operating in climate and conditions that will put extra pressure on both vessel and crew. These challenges need to be solved in order for the ship industry to operate safely in the Polar Region. To ensure that companies operating in these areas identify and manage these challenges, the International Maritime Organization (IMO) developed the Polar Code (2017) with the intent of increasing the safety for vessels operating in polar waters, and to reduce the impact on humans and environment in this remote, vulnerable and harsh area. This code defines a number of requirements, with which the vessels should operate in accordance with. In this paper, we reveal which challenges the vessel and its crew need to deal with when navigating in polar waters. The challenges will be analysed and assessed through the use of a preliminary qualitative risk analysis to determine the potential hazards the vessel is exposed to under operations in polar waters, and to find out what level of risk the different hazards represents for the vessel and its crew. The main objective of the paper is to find out how the risk levels can be reduced, with particular focus on the use of simulator training as a risk reducing measure. The final goal is to measure the risk towards acceptance criteria, which have been determined prior to conducting the analysis.

In this work x-ray fluorescence(XRF) technology was used to evaluate the soil pollution with heavy metals (K, Ti, Cr, Mn, Fe, Cu, Zr) in rain run-off deposited metal sediment of road side soil in Ado Ekiti, Nigeria. The investigated sediment of road side was collected in open places along the road at different districts in Ado Ekiti. XRF was carried out at the laboratory of Obafemi Awolowo University centre for energy research using handheld thermo scientific energy-dispersive XRF analyzer. The experimental result indicate that the concentration of heavy elements in Adebayo road is the highest level detected while the road at new Iyin road is lowest and they are greater than the level detected in a control soil collected from a zone situated far from the road. For the majority of metals, pronounced maximum, concentrations were detected in the site. Anthropogenic releases give rise to highest concentrations of the metals relative to the normal background values and in some locations their levels exceed the alert level admitted by the Nigeria guideline.

Information and communications technology (ICT) in the recent times has become a viable strategic policy option adopted by many businesses in order to compete favourably in a competitive and dynamic ICT driven market. This strategic move by business organizations is being hindered by some challenges which has invariably reduced the benefits accruable from ICT deployment for business operations especially in the inventory management. The paper identified challenges facing the use of ICT for inventory management by firms in the Nigerian Brewery industry. Other objectives of the paper are to x-ray how these challenges had impacted on the inventory management in the Nigerian Brewery industry, the effect of these challenges on customers' satisfaction, relationship between these challenges and inventory costs incurred by firms in the industry, and to suggest appropriate solutions. Primary data formed the methodology of the study. It was established during the field survey that challenges facing the use of ICT had impacted negatively on the performance of inventory management in the Nigerian brewery industry during the period under study. It was also revealed that the cost of software was a major challenge in the industry and that the identified challenges had significant effect on customers' satisfaction of the firms in the Nigerian brewery industry.

There have been disparities about the age of the Eze-Aku Formation, Anambra Basin south eastern Nigeria. Eleven surface samples of the Eze-Aku Shales from the River Obey in Umudi village, Lokpanta Abia state were subjected to standard palynological, palynofacies, kerogen preparation and analysis. A diversified palynoflora with preponderance of typical Late Cenomanian to Early Turonian diagnostic palynomorphs were recovered. Common taxa were Elaterosporites protensus, cf. Elateropollenites jardinei, Steevesipollenites binodosus, Steevesipollenites grambasti, Gnetaceaepollenites barghoornii, G. diversus, G. clathratus, Galeocornea causea, Classopollis spp., Podocarpidites herbstii, Fraxionoipollenites venustus, Cretaceaporites mulleri, Cicatricosisporites venustus, and the dinoflagellate cysts Callaiosphaeridium trycherium, Oligosphaeridium pulcherrimum, O. complex, O. albertense, Pseudoceratium pelliferum, Florentinia resex, Heterosphaeridium difficile, Surculosphaeridium longifurcatum, Cribroperidinium orthoceras and different species of Dinogymnium. Angiosperm pollens were scarce while gymnosperms were moderate due to the evolutionary trend of the flowering plants in the early Cretaceous. Structured phytoclasts with sparse amorphous organic matter which indicated deposition in nearshore to marginal marine environments dominated the palynofacies. The sporomorph colour indicated mature oil and gas generation potentials.

Wyznaczanie kierunku polityki dla kolejnych trzech pokoleń jest zadaniem trudnym. Społeczeństwa lubią wprawdzie futurologiczne refleksje, ale nie posiadają skutecznych instytucji zdolnych przeprowadzić długoterminowe przygotowania. Jeśli zagłębimy się w zrównoważoność, zadanie okazuje się niewykonalne. Zrównoważoność stawia wymagania. Wymaga od nas funkcjonowania jedynie w ramach granic naturalnej tolerancji przyrody i docenienia wartości procesów zachodzących w ekosystemie. Nie posiadamy jednak podstaw naukowych ani kompetencji by wypełnić te postulaty. Jednocześnie będziemy musieli dostrzegać prawa sprawiedliwości społecznej jeżeli mamy tworzyć społeczeństwo, które troszczy się o innych i o planetę. Ponieważ nie jesteśmy zbyt dobrzy w zapewnieniu sprawiedliwości teraz, to ten cel także wzbudza zastrzeżenia. Artykuł podejmuje wszystkie te zagadnienia. Sugeruję, że potrzebujemy wizji zrównoważonej ekonomii i zrównoważonego społeczeństwa, aby stworzyć procedury oceny politycznej, która umożliwi rządom i wyborcom planowanie działań z dużym wyprzedzeniem. To umożliwi odrodzenie cnoty i odpowiedzialności, zarówno po stronie obywateli, jak i rządów. Żyjemy w czasach o niespotykanych wyzwaniach. Globalizacja ogranicza możliwości działań podejmowanych przez poszczególne kraje w sytuacji, gdy to lokalne rozwiązania są bardziej sensowne i efektywne. Także zarządzanie UE będzie bardzo trudne w sytuacji, gdy poziom i szybkość rozwoju jest tak zróżnicowana pomiędzy poszczególnymi członkami, a widomo recesji ostudza optymizm. Ale nie możemy zrezygnować z konieczności zrównoważonego planowania przyszłości, nawet wobec trudnych wyzwań. Artykuł wskazuje na pewne możliwości osiągnięcia postępu, zarazem przyznając, że ryzyko może być zbyt wysokie.
Determining policy for three generations ahead is difficult at the best of times. Society likes future thinking, but does not have the governing institutions to carry out long term preparation. If we layer in sustainability then the task becomes almost insurmountable. Sustainability makes very special demands. It requires us to live within the bounds of nature's tolerances and to observe the value of ecosystem processes. Yet we neither have the science nor the capacity to adapt to such strictures. Also we will have to observe the rights of social justice and fairness if we are to create a society that cares for others and for the betterment of the planet. Since we are not too good at providing for distributional justice nowadays, then this objective will also be daunting. This paper takes all of these matters into consideration. It suggests that we need a vision of a sustainable economy and society so that we devise policy assessment procedures that enable governments and electorates to plan for long term eventualities. This will in turn a resurgence of virtue and responsibility both on the part of citizens and also of governments. We are passing through unprecedented times. Globalisation limits national action just when local scale sustainable endeavours are more effective and meaningful. Revamping the governing of the EU will be very tricky when the speeds and positioning of development are so very varied amongst member states and the recession bites into optimism for the forseeable future. But we cannot let go of the need to plan for sustainable futures, even when the going gets tough. This paper offers some scope for moving forward, but recognises that the stakes maybe just be too high.

Simultaneously with a decreasing sea ice cover in the Arctic region an increase in ship traffic is experienced in these waters, meaning a higher probability of accidents and incidents to occur. The capability to handle emergency situations for shipowners, operators and rescuers in a cold climate environment are heavily affected by the risks present in polar waters and depends on limited emergency response resources covering extremely large areas. In 2017, the International Code for Ships Operating in Polar Waters (The Polar Code) was adopted by the International Maritime Organization (IMO), applicable for the Arctic and Antarctic regions. The goals of the functionally based regulation are to provide for safe ship operations and the protection of the polar environment, by addressing risks present in polar waters and to ensure these are mitigated sufficiently. A qualitative pilot study, with individual expert interviews, has been conducted in order to examine the Polar Code's implications for safe ship operations in the Arctic region. The study concludes that the discussions raised in the aftermath of the Polar Code has led to an increase in focus and a strengthen consciousness about hazards and risks associated with polar water ship operations and additional measures required to mitigate these. Further, the implementation of the Polar Code is considered as a milestone by establishing an international regulation, mandatory for polar water ship design and for voyage planning. However, the study points out that the main principle of the Polar Code is risk-based, meaning the performance of safe ship operations are depending on those subjects to the regulation, to conduct thorough operational risk assessments covering all actual hazards, and to ensure that those are mitigated sufficiently. In this regard, authority presence is found crucial, to validate the adequacy and the dimensioning of the implemented measures. One consequence of the declining ice cover in the Arctic is increased areas of open seas. These new open sea areas lead to some challenging aspects related to ship stability. Longer fetch lengths, associated with build-up of larger waves followed by increased conditions for sea spray icing on vessels is one aspect. Open seas in combination with cold atmospheric temperatures is a prerequisite for polar low pressures to occur. Polar lows may represent an additional aspect of increased icing on vessels by heavy snow in addition to extensive sea spray ice accretion. Over the last decades, different formulas for prediction of sea spray ice accretion rate on ships were developed to form basis for ice accretion warnings. Some of these formulas seem to have certain limitations and appear to be conservative. Important limitations of some formulas are considerations regarding heat flux, relationship between wind and waves, and ice accretion related to Polar lows. This paper will take a closer look at the accuracy and the realism of different ice accretion formulas and, related to this aspect, we will also discuss whether ship officer candidates receive sufficient maritime education and training (MET) related to realistic ice accretion and ship icing aspects.

Within its structure railway transportation systems contain very critical subsystems that can seriously harm the system itself, people or the environment if not properly controlled. Therefore, these critical subsystems are analysed according to the related standards and necessary safety functions are implemented, verified and operated. On the other hand, railway power supply system, which is a critical subsystems, is generally properly analysed from a reliability perspective whereas the corresponding safety related functions are roughly examined. This paper proposes that the railway power supply systems should be considered as safety critical systems and justifies this proposal using risk analysis as presented in the standard IEC 61508. The safety related functions of the system are examined and each function is modelled in detail using Markov modelling method. These models are implemented over a power supply system of Istanbul Transportation Co. and SIL values of the safety functions are calculated using these modular and easily adaptable Markov models. Furthermore the obtained results are compared with simplistic Fault Tree analysis (FTA) and the significance of accurate calculation is demonstrated.
W skład struktury kolejowych systemów transportowych wchodzą krytyczne podsystemy, które, nieodpowiednio monitorowane, mogą narażać sam system, a także ludzi oraz środowisko na poważne szkody. Dlatego też, podsystemy krytyczne analizuje się zgodnie z odpowiednimi normami oraz wdraża w nich, weryfikuje i realizuje niezbędne funkcje bezpieczeństwa. W przypadku systemów zasilania kolei, które należą do grupy podsystemów krytycznych, system na ogół analizuje się dokładnie z punktu widzenia niezawodności, natomiast funkcje bezpieczeństwa bada się jedynie pobieżnie. W prezentowanej pracy postuluje się że systemy zasilania kolei powinny być traktowane jako krytyczne dla bezpieczeństwa, co autorzy uzasadniają z wykorzystaniem analizy ryzyka przedstawionej w normie IEC 61508. W proponowanym rozwiązaniu, bada się funkcje bezpieczeństwa systemu, przy czym każda funkcja zostaje szczegółowo zamodelowana za pomocą metody modelowania Markowa. Modele tego typu wdrożono w systemie zasilania firmy Istanbul Transportation Co. Wartości poziomu nienaruszalności bezpieczeństwa (SIL) badanych funkcji bezpieczeństwa obliczano za pomocą wspomnianych modularnych modeli Markowa charakteryzujących się łatwością adaptacji. Ponadto, uzyskane wyniki porównano z symplistyczną analizą drzewa błędów (FTA), a także wykazano znaczenie prowadzenia dokładnych obliczeń.

Natural clay has been considered as a potential absorbent for removing pollutants from water and waste water. Nonetheless, the effective application of clay for water treatment is limited due to small surface area and presence of net negative surface charge, leading to it low adsorption capacity. The absorption capacity was boosted via intercalation of CaO derived from snail shell (SS). The methylene blue sorption potential, PZC, and the surface area of unmodified clay sample were substantially enhanced by the intercalation process. The process of sorption of MB from solution was analyzed using five different isotherm models (Langmuir, Freundlich, Temkin, Harkins-Jura, and Halsey isotherm equations). The value of the Langmuir monolayer sorption capacity qm (mg/g) increased from 50.12 to 88.71, PZC values increased from 4.50 to 7.40, and the surface area (m2/g) value increased from 27 m2/g to 123 m2/g after the intercalation process. The experimental data were fitted into two kinetic models: Lagergren pseudo-first order and the chemisorptions pseudo-second order. It was observed that chemisorptions pseudo-second order kinetic model described the sorption process with high coefficients of determination (r2) better than pseudo first other kinetic models. The modification caused no change in the clay surficial microstructure but increased the lattice spacing of the clay framework.

The field study involved 4 sites and 15 samples according to the wind directions: North, East, South and West. The analysis was conducted through the use of Atomic Absorption spectroscopy (AAS). Ten types of heavy metals were identified as indicators for pollution namely Mg, Ca, Mn, Fe, Cu, Zn, Pb, Ni, Cr, and Cd. The results indicated that the concentration of Fe was the most dominant per specific distances and depths and exceeded the minimum standard in North, East and West directions. While Cu was the second most dominant with concentration exceeding minimum standard per specific distance and depth, mainly in the West direction. The results have shown presence of bacterial species including Pseudomonas, Mirococcus, Actinomyces, Neisseria, Bacillus and Klebsiella. These pathogens can infect wounds and cause sepsis and mortality and can even occur with such organisms to cause secondary infection. These groups of organisms are almost impossible to control since they are ubitiquous.
