    Opis:
    This paper presents benefits from using suborbital rockets in safety & defense applications. The paper describes suborbital rockets and their contribution to modern science, research and technology development. A historical view of suborbital rockets and their applications in safety & defense roles is discussed. Chosen research & development activities, military exercises and air defense systems’ tests performed using suborbital rockets in various countries are listed and described based on a literature review of publicly available sources. The paper presents capabilities of Łukasiewicz Research Network - Institute of Aviation in the field of suborbital rockets. A development of ILR-33 AMBER 2K rocket reaching flight speeds over Mach 4 and optimized to reach 100 km altitude is described with comment regarding its applicability in safety & defense applications supported by flight simulations.

    Niniejszy esej naukowy przedstawia rozważania dotyczące czynników wpływających na ustrój potencjalnej kolonii ludzi na planecie Mars, w ramach inicjatywy Futurospekcje: Mars 2050. W szczególności, dokonane jest zawężenie pojęcia ,,kolonii” a potrzeby eseju, a następnie przedstawione są cztery tezy dotyczące ustroju kolonii na planecie Mars. Każda z tez jest następnie omawiana. Esej jest podsumowany krótkim komentarzem wskazującym na jego możliwe braki oraz na czynniki, które będą mieć wpływ na rozwój ustroju politycznego, ale których nie można było w nim zawrzeć ze względu na formę eseju.
    This scientific essay presents considerations on the factors influencing the political system of a potential human colony on the planet Mars, as part of the “Futurospekcje: Mars 2050” initiative. In particular, the concept of „colony” is narrowed down to, and then four theses are presented regarding the political system on the planet Mars. Each of the theses is then discussed. The essay is summarized with a short commentary indicating its possible shortcomings and factors that will affect the development of the political system, but which could not be included in the essay due to its form.

    W niniejszym eseju przedstawiono 5 postulatów do projektu polskiej ustawy o działalności kosmicznej. Tekst powstał w nawiązaniu do projektu ustawy przygotowane- go przez ministerstwo właściwe ds. gospodarki i konsultowanego z branżą kosmiczną w roku 2022. W tekście znajdują się więc liczne nawiązania do treści tego projektu. Jednocześnie, nowy projekt ustawy, która – jak należy się spodziewać – pojawi się w czasie prac Sejmu X kadencji, z pewnością napotka na podobne wyzwania, co po- przednia. Tym samym esej ten nie traci na aktualności i dzisiaj.

    Raport przedstawia ocenę realizacji wskaźników Polskiej Strategii Kosmicznej (PSK). Został on przygotowany przez Stowarzyszenie Polskich Profesjonalistów Sektora Kosmicznego. Każda ocena realizacji wskaźnika PSK została opatrzona krótkim uzasadnieniem. Z perspektywy raportu widoczna jest opóźniona oraz wybiórcza realizacja wielu działań przewidzianych w Polskiej Strategii Kosmicznej.
    This report evaluates outcome indicators of the Polish Space Strategy (PSS). The report has been prepared by the Polish Space Professionals Association. Each outcome indicator has been assessed and discussed. Based on the report it is evident, that Polish Space Strategy is realized, in many areas of PSS, in a delayed and selective manner.

    This paper presents a rocket flight safety analysis using methods from the internationally recognized standard RCC 321-20 with an emphasis on a suborbital launch from the Polish coast. Currently, several entities are launching (or planning to launch) suborbital rockets and land them in the Baltic sea – and such flights are expected to be performed using more and more capable rockets with increasing launch frequency. While the present approach in Poland is to close a predefined air space, monitor or close the maritime zone to any traffic and ensure that the impact point dispersion of all rocket elements will fit within that restricted area, established and proven methods often take advantage of advanced calculations of flight risk to the public, aircraft and vessels. This paper demonstrates this approach and compares relative rocket or missile flight safety from Poland to other locations frequently used for such exercises. The results of this work may also be beneficial when planning safety measures for military exercises involving missiles.

    The necessity of the universal technical education of the youth, understood as providing them with the basis for technical culture, is a consequence of a widespread and still growing importance of technology in all domains of contemporary life. In the face of modern technical culture requirements, present day education cannot be limited to acquiring manual skills. It should at the same time ensure gaining basic technical knowledge and developing technical thinking and interests [Depešová 2011: 51–57; Piecuch 2008]. Children and teenagers should be prepared to receive and apply technical knowledge in everyday life. The grounds for that are laid by school, but it should be accompanied by other cultural and educational institutions, and by family [Depešová, Knych, Noga 2014: 59–64; Furmanek 2006: 33–48; Hrmo, Kundratowa, Tinakova 2005]. Forming children’s and teenagers’ technical interests is a matter of the utmost importance. Hence the necessity to coordinate the efforts of all educators in order to encourage students to acquire knowledge independently and to take an active part in an educational process organised by school. Such a process requires from students the practical usage of mental work methods. The knowledge about technology should systematically be updated because of a dynamic scientific and technical development or due to new technologies. This study shows selected survey results of students’ technical knowledge on three different educational stages in Poland [Hašková, Pisoňová, Bitterová 2011; Kozík, Depešová 2007; Nazar 1973].
