W niniejszym artykule podjęto próbę zdefiniowania przedmiotu żeglugi morskiej, ze szczególnym zwróceniem uwagi na te jej właściwości, które są bardzo istotne z punktu widzenia zarządzania żeglugą, a zwłaszcza zarządzanie jej bezpieczeństwem morskim i ochroną na obszarach zbliżonych do Południowego Bałtyku, w tym na polskich obszarach morskich. Przedstawiono również ogólne zasady zarządzania żeglugą oraz jej bezpieczeństwem morskim i ochroną na tych obszarach morskich.
The paper makes an attempt to define the subject of marine shipping, with main attention focused on those of its properties that are important from the point of view of shipping management, especially management of marine security and protection in the areas close to the Southern Baltic, including the Polish water areas. It also presents general principles for shipping management as well as its marine security and protection in these water areas.

W artykule podjęto próbę przedstawienia i przedyskutowania współczesnych warunków rozwoju nawigacji morskiej. Na podstawie analizy czynników operacyjnych towarzyszących współczesnemu rozwojowi nawigacji morskiej autorzy doszli do wniosku, że trzy spośród wielu czynników środowiska nawigacji morskiej są najbardziej istotnymi i najbardziej charakterystycznymi: ochrona środowiska morskiego, globalizacja oraz zagrożenie ze strony terroryzmu morskiego.
The paper makes an attempt to present and discuss today's conditions of developments in marine navigation. In this paper, an attempt has been made to present and discuss the changes in maritime surveillance and management of maritime information in the European Union. These changes are just now under way. The main reasons of these changes constitute mainly the economic and political factors. The main objectives of these changes is ensuring for the European Union the very high position in the world's economic and political competition in the today's world, as well as ensuring the sustainable development of the whole maritime economy of the European Union.
W referacie podjęto próbę przedstawienia dokonujących się zmian w Unii Europejskiej dotyczących całego procesu obserwacji morskiej oraz zarządzania informacją morską. Przyczyny tych zmian mają głównie ekonomiczny i polityczny charakter, są one bowiem generowane przez stale zwiększające się i zaostrzające współzawodnictwo między podstawowymi regionami ekonomicznego, politycznego, technologicznego i społecznego rozwoju współczesnego świata. Unia Europejska staje się coraz bardziej istotnym uczestnikiem wspomnianego współzawodnictwa. Zapewnienie trwałego i zrównoważonego rozwoju gospodarki Unii Europejskiej, a zwłaszcza gospodarki morskiej, wymaga stosowania coraz to nowych i bardziej efektywnych narzędzi realizacji polityki morskiej przez Unię Europejską.

The title of this paper is identical with the title of the International Scientific and Technical Conferences organized every other year by the Institute of Navigation and Hydrography of Naval University of Gdynia. Opis:
Navigational and hydrographic support of human activity at sea signifies simplifying or enabling execution of specific tasks or activities, using measures of navigation and nautical hydrography. Navigational and hydrographic support (NHZ) refers at present more commonly to the whole human activity at sea, i.e. both - to so-called "navigational" activity as navigation and close to it manners of activities - but also to "non-navigational" activity, called a "special activity" ; the one which covers exploration and exploitation of marine resources at sea-bottom, also the tasks performed by marine forces and similar assignments. In this paper there has been made an attempt of presenting the aims and assignments of navigational and hydrographic support, provided to secure special actions, especially these connected with planning, selecting locations, designing foundation and usage of hydraulic engineering off-shore structures, such as drilling platforms and wind power stations. The work comprises a considerably different from the previous one, new presentation of the navigational and hydrographic support of human activity at sea.

Opis:
Proposals of algorithms for solving Navigation faculty’s problems regarding navigation along rhumb line (loxodrome), for officer trainees and civil students of Faculty of Navigation and Naval Weapons and for deck seamen on operational level, are presented in this paper. Proposals of calculation algorithms given in the article cover simple mathematical totting based on plane sailing (navigational) triangle and Mercator triangle (Mercator sailing). The algorithms refer to traditional methods of solving problems and they do not cover solutions applicable in automated (integrated) navigational systems. The formulas enable to solve the tasks with a use of electronic calculator and application of traditional methods on plane and sphere, and they also take the Earth’s ellipsoidal shape into consideration.

W artykule podjęto próbę zilustrowania zasad Formalnej Oceny Bezpieczeństwa Morskiego (FSA) do oceny tego bezpieczeństwa na polskich obszarach morskich. Celem autorów jest również uczynienie Wytycznych FSA bardziej dostępnymi, tj. zrozumiałymi dla potencjalnych użytkowników. W tekście tym zamieszczono zatem wiele interpretacji mniej oczywistych pojęć, procedur i zasad dotyczących bezpieczeństwa morskiego i ochrony.
The paper attempts to illustrate principles of Maritime Formal Security Assessment to assess the security in Polish maritime areas. The authors’ aim is also to make the Guidelines of FSA more accessible, i.e. easier to understand by potential users. Therefore the text also includes several interpretations of less obvious notions, procedures and principles related to maritime security and protection.

W artykule przedstawione zostały współczesne problemy nawigacyjno-hydrograficznego zabezpieczenia działalności ludzkiej na morzu, zwłaszcza na polskich obszarach morskich. Przedstawiono również prawne i operacyjne uwarunkowania wpływające na proces realizacji nawigacyjno-hydrograficznego zabezpieczenia, szczególnie tzw. cywilnych zadań nienawigacyjnych. Baczną uwagę zwrócono na potrzebę utworzenia scentralizowanego systemu morskiej informacji geoprzestrzennej, co stanowi również jedno z głównych zadań realizowanych obecnie w ramach "Zintegrowanej polityki morskiej Unii Europejskiej".
The paper presents the basic issues in the navigational and hydrographical support of human activities at sea, but especially In Polish Maritime Areas. It also discusses the legal and operational questions influencing the realization of the navigational and hydrographical support of the, so called, 'private' non-navigation tasks. The special attention has been paid to the necessity of establishing the national maritime geospatial information system, that constitutes now one of the main objectives being realized at present by the European Union, the new 'Integrated Maritime Policy for the European Union'.
