Opis:
Kształtowanie zrównoważonych planów transportowych jest wymagane w prawodawstwie europejskim, a także polskim m.in. w Ustawie o publicznym transporcie drogowym. Odpowiednio zaplanowana infrastruktura transportowa, w tym przede wszystkim system transportowy, ma wpływ na ogólny rozwój danego regionu. Jednak kształtowanie zrównoważonych systemów transportowych jest zadaniem złożonym i opiera się na dobrze przygotowanym planie transportowym. Sam jednak proces przygotowania takiego planu jest długotrwały i stanowi bazę do późniejszych działań inwestycyjno-organizacyjnych. W artykule podjęto tematykę tworzenia zrównoważonych planów transportowych. Szczególna uwaga została poświęcona określeniu celu oraz wspólnej wizji funkcjonowania systemu transportowego jako elementu tworzenia zrównoważonego planu transportowego. Całość została zilustrowana na przykładzie kształtowania zrównoważonych planów transportowych na terenie aglomeracji poznańskiej.
Creating sustainable transport plans is required by both the European legislation and by Polish one i.e. according to the Law on Public road transport. Properly planned transport infrastructure, including in particular the transport system has an impact on the overall development of the region. However, the development of sustainable transport systems is a complex task and should be based on a wellprepared plan of transport. The process of preparing such a plan is long and constitutes the basis for subsequent actions. The paper focuses on the issue of creating sustainable transport plans. Particular attention has been focused on determining the purpose and a common vision of the functioning of the transport system as a part of creating a sustainable transport plan. The problem has been shown on the example of sustainable transport plans for the Poznań agglomeration.

In the assumptions, regarding to the transport policy both at the level of country and Europe there is the concept of sustainable development of transport. Warsaw University of Technology in cooperation with Poznan University of Technology performs research work concerning the shaping of environmentally friendly transport system – Project EMITRANSYS. In this project, one of the conditions is to reduce exhaust emissions by means of transport. The paper presents the reasons for the testing of the exhaust emissions under Real Driving Emissions testing (RDE). Research potential of Institute of Combustion Engines and Transport at Poznan University of Technology in the area of road testing of passenger and heavy-duty vehicles has been presented in the paper. Example test results have been shown in the aspect of the emission-related classification of vehicles. The major challenge of worldwide emission standards, engine operating parameters in various emissions tests, the test potential under real operating conditions, the view of the analyser for on-road emission testing of vehicles, the test results for road emission of CO, HC and NOx, detailed characteristics of the averaged particle number for the entire test run (vehicles with different mileage and different emission class) for: Euro 4 class and 75,000 km; Euro 4 class and 500,000 km; Euro 5 class and 75,000 km; Euro 5 class and 500,000 km are presented in the paper.

Recycling is a final stage closing the life cycle of vehicles. The quality of this process affects the combined impact of automobiles on the environment. Recycling networks differ in the level of efficiency due to the differences in how the recycling system is organized, their environment, and the characteristics of the entities taking part in recycling process. The article presents an algorithm of a method for assessing the effectiveness of a vehicle-recycling network, which can be used in a comparative analysis of networks, or for evaluating changes over time. A set of indicators relating to the technical, economic, environmental, and social aspects was proposed. The article presents the variety of aspects involved in assessing, the efficiency of a vehicle-recycling network the best solution seems to be the inclusion of selected indicators for the assessment model, which will also act as a tool to assess the state of the network and conduct rankings of available solutions. The model for assessing the efficiency has to be preceded by determining the purpose and scope of the assessment and analysis of available evaluation tools.

The paper presents the issues related to modeling of a vehicle recycling network. The functioning of the recycling network is within the realm of interest of a variety of government agendas, companies participating in the network, vehicle manufacturers and vehicle end users. The interests of these groups need to be considered when deciding about the network organization. The paper presents bicriteria models of network entity location that take into account the preferences of the vehicle owners and network participants related to the network construction and reorganization. A mathematical formulation of the optimization tasks has been presented including the objective functions and limitations that the solutions have to comply with. Then, the models were used for the network optimization in Poland.
W artykule przedstawiono zagadnienia modelowania sieci recyklingu pojazdów samochodowych. Funkcjonowaniem sieci recyklingu zainteresowane są różne podmioty od administracji państwowej, przez przedsiębiorstwa uczestniczące w sieci, producentów samochodów po właścicieli pojazdów. Interesy tych grup należy uwzględnić przy podejmowaniu decyzji dotyczących organizacji sieci. W artykule przedstawiono dwukryterialne modele lokalizacji podmiotów sieci uwzględniające preferencje właścicieli pojazdów i uczestników sieci służące do budowy i przebudowy sieci recyklingu. Przedstawiono sformułowanie matematyczne zadań optymalizacyjnych, ograniczenia, które muszą spełniać rozwiązania oraz funkcję kryterium. Następnie modele zostały zastosowane do optymalizacji sieci recyklingu w Polsce.

W artykule dokonano oceny wykorzystania pojazdów szynowo-drogowych do prowadzenia prac manewrowych względem zwyczajowo stosowanych lokomotyw manewrowych o napędzie spalinowym. Skupiono się na aspektach ekologicznych – emisji toksycznych substancji w spalinach. Przedstawiono w nim między innymi przykładowe wy-niki badań toksyczności spalin pojazdów kolejowych użytkowanych w Polsce, przeznaczonych do transportu masowego. W celu dokonania analizy właściwości ekologicznych tego typu pojazdów, przeprowadzono pomiary emisji spalin w warunkach ich rzeczywistej eksploatacji (mobilna aparatura naukowo-badawcza) oraz w warunkach stacjonarnego testu badawczego ISO 8178-F.
The article assesses the use of road-rail vehicles for shunting works in terms of commonly used shunting locomotives powered by combustion engines. The focus is on ecological aspects – the emission of toxic substances in exhaust gases. It presents, among others, an example of the results of exhaust emissions tests for railway vehicles used in Poland for mass transport. In order to analyze the ecological characteristics of this type of vehicle emission measurements were carried out under real conditions (mobile research apparatus) and under steady research test ISO 8178-F.

A growing ecological awareness in modern societies, legal regulations aiming at a reduction of waste storage and economic benefits that we can have from recycling of used products led to a situation that the creation of recycling networks has become an important issue, particularly in developed countries. The paper presents issues related to the design of recycling network whose purpose is to collect from the last owner, dismantle and properly recover end-of-life vehicles. In order to fulfil the ecological requirements and also efficient management of the whole recovery process, the conceptual framework of a reverse logistics network is presented. The collecting of vehicles, dismantling and following processes of shredding and treatment in material recycling facilities are considered jointly. Then a mathematical model is developed which minimizes the costs of setting up the network and also the relevant transportation costs. Because of the complexity of the model, a solution methodology based on the evolutionary algorithm is proposed which enables achieving good quality solutions in a reasonable algorithm run time. In particular, the participants and the flows in the recycling network and visualisation of the results for flows between dismantlers and plastic recycling facilities are presented in the paper.

The paper presents issues related to the optimization of the location of the entities that belong to the end-of-life vehicle recycling network. A structure of the network has been presented, the criteria of optimization have been defined and the factors that have impact on the selection of the entities while designing the network have been listed. The paper also presents a formulation of an example optimization task in the aspect of total network costs.
Artykuł poświęcony jest zagadnieniu optymalizacji lokalizacji podmiotów sieci recyklingu pojazdów wycofanych z eksploatacji. Przedstawiono strukturę sieci, zdefiniowano kryteria optymalizacji oraz wskazano czynniki wpływające na wybór lokalizacji podmiotów przy projektowaniu sieci recyklingu. W artykule przedstawiono również przykładowe sformułowanie zadania optymalizacyjnego z punktu widzenia kosztów całkowitych sieci.

Background: The role of air transport in the economic development of a country and its regions cannot be overestimated. The decision concerning an airport's location must be in line with the expectations of all the stakeholders involved. This article deals with the issues related to the choice of sites where airports should be located. Methods: Two main quantitative approaches related to the issue of airport location are presented in this article, i.e. the question of optimizing such a choice and the issue of selecting the location from a predefined set. The former involves mathematical programming and formulating the problem as an optimization task, the latter, however, involves ranking the possible variations. Due to various methodological backgrounds, the authors present the advantages and disadvantages of both approaches and point to the one which currently has its own practical application. Results: Based on real-life examples, the authors present a multi-stage procedure, which renders it possible to solve the problem of airport location. Conclusions: Based on the overview of literature of the subject, the authors point to three types of approach to the issue of airport location which could enable further development of currently applied methods.
Wstęp: Transport lotniczy obecnie odgrywa ważną rolę, jeśli chodzi o rozwój gospodarczy zarówno kraju, jak i danego regionu. Ewentualna decyzja o jego lokalizacji powinna w maksymalnym stopniu spełniać oczekiwania interesariuszy. Niniejszy artykuł podejmuje tematykę związaną z wyborem lokalizacji portów lotniczych. Metody: W artykule przedstawiono dwa główne ilościowe nurty (podejścia) związane z problematyką lokalizacyjną portów lotniczych (PL), tj. problem optymalizacji wyboru lokalizacji PL oraz problem wyboru lokalizacji spośród z góry zdefiniowanego zbioru. Pierwszy z nich związany jest z programowaniem matematycznym i sformułowaniem problemu jako zadania optymalizacyjnego drugi natomiast zszeregowaniem wariantów Z uwagi na różne podłoże metodyczne autorzy przedstawili wady i zalety obu podejść oraz wskazali tą, która ma obecnie swoje praktyczne zastosowanie. Rezultaty: W artykule, opierając się na rzeczywistych przykładach, zaprezentowano procedurę wieloetapową pozwalającą na rozwiązywanie problemu lokalizacji portów lotniczych. Wnioski: W artykule, wskazano na bazie przeglądu literaturowego trzy koncepcje podejścia do problematyki lokalizacji PL, dzięki którym możliwe byłoby rozwinięcie obecnie stosowanych metod.

W artykule przedstawiono symulacyjny model procesu obsługi pasażerów realizowanej w porcie lotniczym. Model symulacyjny został wykonany w oparciu o program ExtendSim. Przedstawiono ogólny zarys procesów obsługi pasażerów na lotniskach oraz jego umiejscowienie i wpływ na przepustowość portu lotniczego na tle pozostałych podsystemów. Przedstawiono zagadnienie modelowania procesów lotniczych z użyciem technik symulacyjnych. W dalszej części przestawiono budowę i omówiono opracowany model symulacyjny.
The paper presents the simulation model of passenger handling process being conducted at the airport. The model and simulation have been done using ExtenSim simulation and modeling program. The passenger handling processes and their importance for the airports capacity have been outlined. Then, the issue of airports process modeling using simulation techniques has been presented.

Wprowadzane przez poszczególne państwa regulacje dotyczące recyklingu pojazdów różnią się co do zakresu odpowiedzialności i obciążeń finansowych podmiotów gospodarczych oraz co do stopnia odzysku i recyklingu odpadów. Nawet w Unii Europejskiej stosowane rozwiązania co do organizacji sieci znacząco się między sobą różnią. Jest to efekt tego, że Dyrektywa 2000/53/EC wyznacza jedynie cele, jakie należy osiągnąć oraz ogólne ramy funkcjonowania systemu pozostawiając krajom członkowskim swobodę w wyborze narzędzi implementacji wymogów. W artykule przedstawiono trzy systemy organizacji sieci recyklingu na przykładzie Francji, Wielkiej Brytanii i Danii. Opisano obowiązujące w tych krajach przepisy prawne odnoszące się do recyklingu pojazdów, zakres obowiązków producentów samochodów, stacji demontażu, strzępiarek i właścicieli pojazdów oraz wskazano podstawowe różnice w systemie organizacji sieci.
The laws regarding vehicles recycling vary as to the responsibility and financial burden for operators and the degree of recovery and recycling of waste. Even in the European Union solutions applied for network organization differ significantly from each other. The reason for this, is that the Directive 2000/53/EC only sets goals to be achieved and the overall framework of the system, leaving member states the freedom to choose the tools to implement the requirements. The paper presents three different systems of recycling network organization on the example of France, the United Kingdom and Denmark. It describes laws relating to the recycling of vehicles, car manufacturers, dismantling stations, shredders and vehicle owners responsibilities and it identifies key differences in the organization of the system network.

Development of road transport is now subjected to numerous constraints related to reachability exhaustive sources of liquid fuels and the associated increase in their prices. In addition, restrictions on emissions tend for quickly change the drives with an internal combustion powered petroleum products for electric cars in the near future. Compared to the conventional internal combustion engine, full electric cars driven on European roads appear as environmental winners for the next decades in terms of environmental protection.The article draws attention to the growing increase in CO2 emissions over the years until 2050.Forecasts by 2050, it is estimated that environmentally friendly vehicles will probably reduce the CO2 emissions into the atmosphere comes from cars.The article shows that the speaking of electric vehicles in terms of ecology should take into account the emissivity of the vehicle together to produce a current, and not only the emission of the vehicle from tan to wheel. In the article dealt with directions of development electric sector model in the context of the year 2050. It presents three scenarios that involve the reduction of CO2 emissions, which directly translates into lower fuel consumption.

Dużą rolę w procesie kształtowania zrównoważonego miejskiego systemu transportowego odgrywa świadomość społeczna na temat proekologicznych rozwiązań transportowych. W artykule przedstawiono oraz omówiono wyniki badań, które zostały przeprowadzone wśród mieszkańców Poznania na temat ich zachowań związanych z transportem miejskim oraz poglądów na politykę zrównoważonego rozwoju transportu.
The European Union implemented the policy of sustainable urban transport. In White Paper of Transport from 2011, the European Commission indicated directions of development of transport and proposed several measures aimed at reducing the negative impacts of transport without compromising its competitiveness. An important role in a sustainable urban transport system development plays awareness of environmental transport solutions. The paper presents and discusses the results of studies that have been conducted among residents of Poznań about their behaviors related to urban transport policy and perception of sustainable transport.

Opis:
Tworzenie sieci recyklingu powinno przebiegać w sposób zaplanowany i zorganizowany tak, aby zapewnić efektywność sieci i optymalne zagospodarowanie zasobów. Stąd też kształtowanie sieci recyklingu wymaga zastosowania odpowiednich narzędzi, które zapewnią właściwą lokalizację elementów struktury systemu. Model wspomagania decyzji powinien obejmować etapy takie jak: identyfikacja problemu, konstruowanie modelu matematycznego oraz weryfikację modelu.
Designing of a recycling network should be planned and organized carefully to ensure its efficiency and resource optimization. That is why the creation of the network requires appropriate tools that will allow a proper location of the recycling network structural elements. Decision support model should include several steps such as: problem identification, model construction and model verification.
