    The 2030 Agenda for Sustainable Development has become the global blueprint for sustainable development. Sustainable development is supposed to change functioning of societies and economies in order to minimize negative ecological effects, at the same time providing for the needs of present and future generations. Due to its functions, transport is indispensable for meeting these needs, but it also generates demand for energy resources and has a negative impact on the environment. Appropriate shaping of transport systems is, therefore, an important element of the transformation of economies towards sustainable development and thus a key task for government policy. Rail is among the most energy efficient modes of transport for freight and passengers. The aim of this article is to assess the development of rail passenger transport in European Union countries on the basis of statistical data in the context of the need to transform mobility systems in accordance with the principles of sustainable development. The analysis of the data shows that the development of rail transport is low compared to road and air transport, which raises questions about the reasons for this fact and the further measures needed.

    Regionalizacja kolejowych przewozów pasażerskich jest jednym z filarów reformy kolei Unii Europejskiej, której celem jest znaczące zwiększenie roli kolei w obsłudze potrzeb przewozowych. Istotą regionalizacji jest przeniesienie odpowiedzialności za organizację i finansowanie pasażerskich przewozów regionalnych na szczebel władz regionu. Skuteczność regionalizacji wymaga zastosowania takich rozwiązań, które pogodziłyby wprowadzenie mechanizmów konkurencji z jednoczesnym zapewnieniem właściwej oferty przewozowej, odpowiadającej potrzebom ludności. W artykule przedstawiono podstawowe zasady regionalizacji pasażerskich przewozów kolejowych i przykładowe rozwiązania w tym obszarze, przyjęte w niektórych państwach UE oraz w Polsce. Celem artykułu jest analiza, czy zasady regionalizacji, obowiązujące w Polsce w świetle aktualnych regulacji prawnych, umożliwiają realizację celów reform kolei. Brak określonych elementów reform kolei, takich jak modernizacja infrastruktury, zapewnienie odpowiedniego finansowania, kształtowanie spójnej oferty odpowiadającej potrzebom ludności, utrudnia osiągnięcie zakładanych efektów regionalizacji.
    The regionalization of rail passenger transport is one of the pillars of railway reform in the European Union, which aims to significantly increase the role of rail in handling transport needs. The essence of regionalization is the transfer of responsibility for the organization and financing of passenger rail regional transport to the level of regional administration. The effectiveness of regionalization requires the use of solutions that would reconcile the introduction of competitive mechanisms while ensuring an appropriate offer of services that meets the requirements of passengers. The article presents the basic principles of regionalization of passenger rail transport and exemplary solutions in this area, adopted in some EU countries and in Poland. The aim of the article is to analyse whether the currently legal regulations of regionalization in Poland enable the achievement of the rail reform objectives. The lack of important elements of railway reforms, such as modernization of infrastructure, ensuring adequate financing of services, shaping a coherent offer corresponding to the needs of the passengers, make it difficult to achieve the assumed effects.

    Opis:
    In this paper the analysis of creation of a child with disability in the texts of Polish and foreign literature in the 20th and 21st century will be presented. The selected works of children's literature will be interpreted. Attention will focus on ways of presentations of the relationship between the individual and society in the context of the idea of difference. The concept of norms and normality will be discussed. This paper will be completed with consideration about the presentation of the problem of otherness in children’s literature.
    W artykule zostanie podjęta próba analizy sposobów kreacji postaci dziecka z niepełnosprawnością w tekstach polskich i obcych w literaturze XX i XXI w. Podstawą obserwacji będą wybrane dzieła literatury dziecięcej i młodzieżowej. Uwaga skoncentruje się na sposobach przedstawiania relacji między jednostką a społeczeństwem w kontekście podejścia do inności. Refleksją objęte zostaną także rozważania dotyczące pojęcia normy i normalności. Całość dopełnią spostrzeżenia na temat sposobów oswajania problemu inności w literaturze dziecięcej i młodzieżowej.

    Celem artykułu będzie prezentacja różnych sposobów przedstawiania dziecka niepełnosprawnego, odmieńca w twórczości Adolfa Dygasińskiego. Analizie podlegać będzie również sposób kreacji środowiska wychowawczego (rodziny, kościoła, szkoły) i jego wpływu na jednostkę. Interpretacja wybranych utworów zostanie pogłębiona o prace pedagogiczne pisarza oraz refleksje na temat wizji dziecka w antropologii od XVIII w. Rozważania pozwolą odpowiedzieć na pytanie o kształtowanie społecznego odbioru niepełnosprawności poprzez twórczość Dygasińskiego.
    The purpose of this paper is to present different ways in which Adolf Dygasiński depicts a disabled child, a changeling, in his works. The manner in which the upbringing environment (family, church, school) is presented and the influence it exerts on an individual will be analysed. The interpretation of selected works shall be enriched by the writer’s teaching works and reflections on the vision of a child in anthropology from the 18th century on. These deliberations will lead us to understanding of the influence of Dygasiński’s works on how disability was perceived by the society.

    Sufficient public transport service is an important element of social inclusion policy in the regions. However, the scattered population and weak demand makes the typical public transport services ineffective and new, innovative and cost effective forms of transport are necessary. The paper describes the transport needs of people threatened by social exclusion. Further, the innovative organizational forms of flexible transport and some examples of good practice are presented.

    Transport, ze względu na jego rolę w obsłudze potrzeb przewozowych społeczeństwa, jest kluczowym czynnikiem umożliwiającym funkcjonowanie gospodarek i rozwój globalnej współpracy. Sprawna obsługa tych wzrastających i zmieniających się potrzeb jest zatem jednym z istotnych warunków wzrostu efektywności gospodarki. W artykule przedstawiono najważniejsze czynniki wpływające współcześnie na zmiany potrzeb przewozowych, do których należą: postęp globalizacji i integracji, rozwój gospodarki elektronicznej i logistyki, koncentracja życia gospodarczego i społecznego w miastach oraz pojawienie się różnego rodzaju zagrożeń. W artykule zawarto także syntetyczną charakterystykę statystyczną rozwoju transportu w Polsce po wejściu do Unii Europejskiej. Jedną z głównych tendencji wyróżniającą rozwój polskiego transportu w tym okresie jest zwiększenie udziału transportu samochodowego w rynku i zdecydowany wzrost jego konkurencyjności międzynarodowej, co umiejscawia transport wśród najważniejszych działów polskiej gospodarki. Jednak dalsze efektywne funkcjonowanie transportu jako systemu wspierającego rozwój gospodarki wymaga poniesienia znaczących nakładów na jego wyposażenie techniczne i infrastrukturę. Celem artykułu jest ukazanie tendencji rozwojowych w transporcie polskim na tle wyzwań stawianych przez gospodarkę.
    Because of its vital role in society, transport is a key factor enabling the functioning of economies and the development of global cooperation. Efficient servicing of these growing and changing needs is, therefore, one of the crucial conditions for increased economic efficiency. The paper presents the most important factors influencing contemporary changes in transport needs, which include: the progress of globalization and integration, the development of e-commerce and logistics, the concentration of economic and social life in the cities and the emergence of various risks. The paper also contains a synthetic statistical profile of transport development in Poland after joining the European Union. One of the main trends in the development of Polish transport during this period is the growing share of road transport in the transport market, and a significant increase in its international competitiveness, which places it among the most important sectors of the Polish economy. However, further effective functioning of transport as a stimulus for economic development requires substantial expenditure on its technical equipment and infrastructure. The author aims to show the development trends in the Polish transport against the background of the challenges posed by the economy.

    Economic crimes generates losses both for state budget and private sector. Losses for state budget are primarily reducing revenues, obtaining undue revenues, and phishing subsidies. In private sector losses are connected to lowering income and decrease of competitiveness. Honest entrepreneurs have difficulties staying on market, because prices of their products cannot compete with the prices of goods by criminal groups, which does not pay taxes allowing them to offer lower prices. Economic crime concerns not only security and public order, but also state economic safety connecting to business profitability and security. Economic crime is multifaceted, including lowering of public law climes, capital, banking and insurance market crimes, as well as public procurement crimes, copyright law and all profit-oriented crime taking into account market mechanisms. This article presents the problems of tax crime in Poland and the results of police activities in counteracting this crime.
