    The paper considers organising wireless access in vehicular environments. Such environments are normally affected by Doppler effects, so the IEEE 802.11p standard is expected to ensure an appropriate quality of service for moving objects. Theoretically, the IEEE 802.11p standard compensates for Doppler effects, but it should be ascertained whether 802.11p is still efficient at tiny Doppler shifts and when an object moves at higher speeds. The 802.11p link provides a data rate which is twice as low for 802.11a. Thus, an end-to-end simulation is carried out for the links at wide ranges of signal-to-noise ratio by varying the Doppler shift from 0 Hz to 100 Hz. The simulation also involves 8 modulation types for 128-, 512-, and 1024-bit packet transmissions to cover all possible study cases. The efficiency criterion is the packet-error rate, to which the data rate is additionally considered. The main simulation result is that the 802.11p link is efficient only at not high speeds. The packet length should be shortened to suppress the influence of the object’s speed. Therefore, to enable high-quality wireless access in vehicular environments, a combination of the 802.11p and 802.11a links should be used, where phase shift keying is more effective for 802.11a and quadrature amplitude modulation is more effective for 802.11p. The trade-off herein is a data rate versus margin speed.

    This article focuses on the analysis of the legal and financial framework in which the National Health Fund functions in Poland. It has been confirmed that the Polish health care system is a structurally and relationally complicated entity and that the public authorities are responsible for the health security of citizens. Public tasks in this area are implemented through the use of strategic documents. The National Health Fund plays a key role in this field. However, it does not exercise a coordinating role, and still, it has an actual impact on the state of health security in Poland. Consideration should be given to the changes of contracting procedures proposed by scientists and practitioners, bearing in mind that simply increasing the amount of funding will not automatically improve the current situation without the drive towards more efficient spending of public funds. The main objective of this article is to analyse the existing contradiction in the Polish health care system, which comes down to the dilemma: how to reconcile patient’s welfare with the economic efficiency of public health care providers. The undertaken research problem has been reflected in the selection of research methods. For the purposes of this article, the following research methods have been used: critical analysis, the examination of documents, and observation. The undertaking of considerations was preceded by a preliminary survey of publications related to security and health sciences as well as management and social policy. A lot of articles, binding legal acts, internal legal acts, judicial decisions, official documents that are significant for the reasoning process presented in the article have been insightfully analyzed. In this area, a comparative analysis has proved to be particularly helpful. 
    W niniejszym opracowaniu dokonano analizy ram prawnych i finansowych funkcjonowania Narodowego Funduszu Zdrowia. Potwierdzono, że system ochrony zdrowiaw Polsce jest strukturalnie i relacyjnie tworem skomplikowanym, zaś władze publiczne odpowiadają za zapewnienie bezpieczeństwa zdrowotnego swoich obywateli. Zadania publiczne w tym obszarze wdrażane są przez realizację dokumentów strategicznych. Kluczową rolę w tym zakresie odgrywa Narodowy Fundusz Zdrowia. Nie pełni on funkcji koordynujących, ale realnie wpływa na stan bezpieczeństwa zdrowotnego w Polsce. Należy rozważyć postulowane przez naukowców i praktyków zmiany procedury kontraktowania, uwzględniając fakt, że proste zwiększenie strumienia finansowania, bez działań zwiększających efektywność wydatkowania środków publicznych, automatycznie nie poprawi aktualnego stanu rzeczy. Głównym celem artykułu jest analiza sprzeczności występującej w polskim systemie opieki zdrowotnej, która sprowadza się do następującego dylematu: jak pogodzić dobro pacjenta z ekonomiczną efektywnością publicznych placówek ochrony zdrowia. Na potrzeby niniejszego artykułu wykorzystano następujące metody badawcze: analiza krytyczna, badanie dokumentów oraz obserwacja. Podjęcie rozważań zostało poprzedzone kwerendą publikacji z zakresu nauk o bezpieczeństwie, nauk o zdrowiu, jak również zarządzania oraz polityki społecznej. Gruntownie przeanalizowano liczne artykuły naukowe, obowiązujące akty prawne, orzeczenia sądowe oraz inne oficjalne dokumenty, które miały znaczenie dla toku rozumowania zaprezentowanego w publikacji. W odniesieniu do zagadnień poruszanych w artykule szczególnie użyteczna okazała się analiza porównawcza.

    The health care system in Poland is an important element of the activities of state authorities. Public opinion polls confirm the need for reforms in this area. The health sector comprises healthcare, public health and health-related social welfare activities and as a whole requires operational improvement. Well planned activities should improve health security in general. One of the ways to improve the effectiveness of healthcare entities is commercialization of independent public healthcare institutions. It is in line with the generally observed tendency to more and more frequently outsource tasks to external entities by public administration. In this way, the traditional tasks of public administration, so far performed mainly by the public finance sector, are entrusted to private entities. However, this does not change the scope of public authorities’ responsibility for the functioning of healthcare security.

    Consider and reflect on the topic of broadly understood food safety. This is an issue that is currently arousing wide public interest, is more and more often discussed in the media and on discussion forums of many scientific organizations. This work aims to indicate what standards of international, European and national law regulate issues related to food safety. It is also to bring closer the procedures, instruments and systems to guarantee the preservation of the quality and safety of food products. In addition to the opportunities shown to increase the level of security, it also indicates food hazards and problems. It presents organs and institutions controlling compliance with food laws and supervising product safety systems. The structure of work based on the analysis of literature serves this purpose.

The right to safe food is inscribed in human rights, life, human dignity and food. The foreign literature analysis was used to implement the above objectives.

    Opis:
    The article presents methods for the location of leakages in heating pipelines. The advantages and disadvantages of each of the described methods are presented. The exploitation and modernization of the actual heating network in the city of up to 30,000 inhabitants over the space of 10 years have been characterized. The examined heating network was analyzed for the degree and categories of malfunctions occurring in the examined time space in the network and impact on the natural environment was determined. The article also examines the impact of various factors, such as the amount of make-up water, the amount of heat required to heat the supplementary carrier, the total cost of heat to replenish the carrier, networks total disruption and the amount of water exchange in the system and its impact on the natural environment. At the same time, an assessment of the impact of the modernization of the heating network combined with its munition to reduce the impact of these factors on environmental protection was made.
    W artykule przedstawiono metody lokalizacji nieszczelności rurociągów ciepłowniczych. Przedstawiono wady i zalety każdej z opisanych metod. Scharakteryzowano eksploatację i modernizację rzeczywistej sieci ciepłowniczej w mieście do 30 tysięcy mieszkańców na przestrzeni 10 lat. W badanej sieci ciepłowniczej przeanalizowano stopień i kategorie awarii występujących w badanej przestrzeni czasu w sieci oraz określono ich wpływ na środowisko naturalne. W artykule zbadano również oddziaływanie rożnych czynników, takich jak: ilość wody uzupełniającej, ilość ciepła do podgrzania nośnika na uzupełnienie, koszt łączny ciepła przeznaczony do uzupełnienia nośnika, zład łączny sieci oraz ilość wymian wody w systemie i jej wpływ na środowisko naturalne. Równolegle, podjęto ocenę wpływu modernizacji sieci ciepłowniczej, połączonej z jej uzbrojeniem, na zmniejszenie oddziaływania wymienionych czynników na ochronę środowiska.
