    The Internet and cyberspace are a gradually developing structure. Every second, new devices, systems and users connect within the network, which causes constant growth and changes in the sphere of threats arising from cyberspace. Türkiye is one of the countries in the world most exposed to cyber threats. However, one of its goals was to bring the field of cybersecurity to an international level. The aim of this article is to present the framework of Türkiye’s cybersecurity policy and answer the following questions: What steps have been taken in Türkiye to protect the state and society against the effects of threats in cyberspace? In which areas has Türkiye achieved significant progress in cyberspace protection, and which are still the biggest challenges?

    Opis:
    The aim of article is to show the evolution of parliament’s role in Turkey and the changes taking place within the tripartite division of power from the time of the establishment of the Republic of Turkey (1920’s) to 2018. The article attempts to answer the following questions: how have the scope of competences and the position of the Turkish parliament changed? What are the competences of the parliament following the last reform of the Basic Law (1982)? The research hypothesis assumes that in the case of Turkey, we are dealing with a process of gradual deparliamentarization and replacement of parliament’s supremacy in the tripartite division of powers with a strong monocratic executive power. The changes taking place, characterized in successive basic laws and their amendments, can be described as a gradual weakening of the legislative power and the reduction of its powers in the structure of governmental bodies.
    Celem niniejszego artykułu jest ukazanie ewolucji pozycji ustrojowej parlamentu Turcji i zmian zachodzących w obrębie trójpodziału władzy od czasów powstawania Republiki Tureckiej (lata 20. XX w.) do 2018 r. W artykule podjęto próbę odpowiedzi na następujące pytania: jak zmieniał się zakres kompetencji i pozycja Wielkiego Zgromadzenia Narodowego Turcji? Jaki zakres kompetencji posiada turecki parlament po ostatniej reformie Ustawy Zasadniczej z 1982 r.? Sformułowana w niniejszym artykule hipoteza badawcza opiera się na założeniu, że w przypadku Turcji mamy do czynienia z procesem stopniowej deparlamentaryzacji i zastąpienia supremacji parlamentu w strukturze organów trójpodziału władzy, silną monokratyczną władzą wykonawczą. Zmiany zachodzące w obrębie systemu rządów, scharakteryzowane w kolejnych ustawach zasadniczych i ich nowelizacjach, określić można jako stopniowe osłabianie władzy ustawodawczej i zmniejszanie jej kompetencji oraz uprawnień w strukturze organów władzy.

    Currently, Türkiye is a country with the largest number of refugees in the world. Over 3.7 million of them come from Syria. At the beginning of the migration crisis which affected European Union member states, Türkiye as a transit destination provided refugees with a place at Temporary Accommodation Centers (TACs). After signing the agreement with the European Union (on March, 21 2016) and with the increasing number of refugees in Türkiye, it became impossible to place all of them in refugee camps. Syrians began to migrate not only to border cities and towns, but also to Istanbul and other Turkish metropolises. This article aims to show the impact of refugees on the situation of Istanbul and other Turkish cities. The analysis is intended to answer the following questions: how did refugees change the structure of Turkish cities? How did the migrations of the Syrian community affect the border cities of Türkiye and the metropolises in the western and central part of the country? Which socio-economic problems did the increase in the number of refugees generate in Türkiye? What kind of social problems arose in Turkish cities with the arrival of Syrian refugees?

    This article presents the main assumptions and attributes of the Law and Justice (PiS) policy towards Russia, included in the party’s 2019 election program – “Poland – a model of the welfare state”. The article aims to answer the following questions: What policy assumptions towards Russia were presented by Law and Justice in its 2019 election program? What elements does PiS’s policy towards this state consist of? What are the features of this policy? What are the reasons for the approach and policy of PiS towards the Russian Federation? the 2019 PiS election program or subject to a qualitative analysis is the source and starting material for showing the main goals, elements and features of PiS’s foreign policy towards Russia.
    В данной статье представлены основные положения и атрибуты политики «Право и справедливость» (ПиС) в отношении России, включенные в предвыборную программу партии на 2019 год – «Польша – модель государства всеобщего благосостояния». Статья призвана ответить на следующие вопросы: Какие политические установки в отношении России были представлены «Правом и справедливостью» в предвыборной программе 2019 года? Из каких элементов состоит политика ПиС в отношении этого государства? Каковы особенности этой политики? В чем причины подхода и политики ПиС по отношению к Российской Федерации? Предвыборная программа ПиС 2019 года является исходным материалом для демонстрации основных целей, элементов и особенностей внешней политики ПиС в отношении России.

    CEL NAUKOWY: Celem niniejszego artykułu jest przedstawienie uwarunkowań i cech przywództwa politycznego oraz autorytetu przywódcy w Turcji i ukazanie ich wpływu na zmiany zachodzące w obrębie polityki państwa oraz struktury systemu politycznego. PROBLEM i METODY BADAWCZE: Hipoteza stanowi, że w przypadku Turcji autorytet przywódcy i przywództwo polityczne wpływają na personalizację polityki, zmiany systemowe oraz akceptację dla autorytarnych zachowań władzy. Zastosowane w badaniu metody to desk research oraz metoda analizy źródeł pisanych. Rozwiązanie problemów badawczych możliwe było dzięki wykorzystaniu techniki wtórnej analizy danych zastanych (zarówno danych jakościowych, jak i ilościowych). PROCES WYWODU: W pierwszej części zdefiniowano pojęcia przywództwa politycznego, przywódcy politycznego i autorytetu politycznego. W drugiej, analizie poddano zagadnienie autorytetu przywódcy partyjnego jako elementu kultury politycznej. W części trzeciej przedstawiono uwarunkowania oraz cechy przywództwa politycznego oraz autorytetu obecnego prezydenta R.T. Erdoğana i podjęto próbę ukazania ich wpływu na zmiany zachodzące m.in. w obrębie struktury systemu. WYNIKI ANALIZY NAUKOWEJ: Jedną z charakterystycznych cech kultury politycznej Turcji jest znaczenie autorytetów i kult przywódców. Mają one istotne znaczenie dla funkcjonowania systemu politycznego tego państwa. Na politykę wewnętrzną i zagraniczną ogromny wpływ wywierają stojący na czele ugrupowań politycznych charyzmatyczni liderzy. Zjawisko to definiowane jest m.in. jako personalizacja polityki, w której główną rolę odgrywa silny przywódca będący jednocześnie przewodniczącym partii. Procesy zachodzące na poziomie partyjnym można przenieść również na sferę całego państwa. WNIOSKI, INNOWACJE, REKOMENDACJE: Problematyka jest niezwykle ważna, szczególnie w ostatnich latach, kiedy elementy autorytaryzmu implementowane są przez przywódców i decydentów politycznym jako coś, co powinno stanowić niezaprzeczalny atrybut funkcjonowania zarówno państwa, jak i społeczeństwa. Choć u większości obywateli, szczególnie państw zachodnich, istnieje tendencja do zwracania uwagi na kwestię praw człowieka, ochronę prywatności czy wolność wyboru, to w sytuacjach kryzysowych społeczeństwa biernie przyjmują narrację władzy państwowej i akceptują podejmowane przez nią działania autorytarne, uzasadniając je wyższą koniecznością.
    RESEARCH OBJECTIVE: The aim is to present the conditions and characteristics of the political leadership and the authority of a leader in Turkey and to show their impact on changes taking place within the state policy and the structure of the political system. THE RESEARCH PROBLEM AND METHODS: The main hypothesis is that in the case of Turkey, the leader’s authority and political leadership influence the personalization of politics, systemic changes and the acceptance of authoritarian behavior of the authorities. The methods used in the study were desk research and the method of analyzing written sources.  THE PROCESS OF ARGUMENTATION: The first part defines the concepts of political leadership, political leader and political authority. In the second part, the issue of the party leader’s authority as an element of Turkey’s political culture was analyzed. The last part presents the conditions and features of the political leadership and the authority of the current president, Erdoğan. RESEARCH RESULTS: In turkish political culture is the importance of authority and cult of the leaders who are essential for the functioning of the political system. A very important feature of Turkey is the fact that its domestic and foreign policy is greatly influenced by charismatic leaders at the head of political groups. This phenomenon is defined, among others, as a personalization of politics in which the main role is played by a strong leader who is also the leader of the party. Currently, the processes taking place at the party level can also be transferred to the sphere of the entire state. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The discussed issue is extremely important, especially in recent years, when elements of authoritarianism are implemented by leaders and political decision-makers as something that should be an undeniable attribute of the functioning of both the state and society.

    The aim of the article is to define the political leadership of Recep Tayyip Erdoğan and present the attributes and factors, which primarily influenced the effectiveness of his leadership in the Turkish society. Erdoğan has a strong and unquestioned position in his own party as well as on the Turkish political scene. For a significant part of the society, he is an irreplaceable person and the best leader in the history of the country. Factors which have a major influence on his success are of social, economic and cultural nature. He is a leader, who can easily turn a crisis to his own advantage and convince his followers to support his own arguments. Erdoğan’s activities, which were firmly focused on economic issues, health care reforms and Turkey’s integration with the European Union, enabled him to gain the support of even this part of the society whose values are distant from the ones he accepts. At the same time, he represents a confrontational attitude towards political opponents and often expresses his reluctance towards them.
    Celem artykułu jest zdefiniowanie przywództwa politycznego Recepa Tayyipa Erdoğana, przedstawienie jego atrybutów oraz czynników, które w głównej mierze wpłynęły na skuteczność przywództwa w tureckim społeczeństwie. Erdoğan posiada silną i niekwestionowaną pozycję we własnej partii i na tureckiej scenie politycznej. Dla znacznej części społeczeństwa jest postacią niezastąpioną i najlepszym przywódcą w historii kraju. Czynniki, które w głównej mierze wpływają na sukces jego przywództwa mają charakter społeczny, ekonomiczny oraz kulturowy. Jest to przywódca, który z łatwością potrafi przekształcić kryzys w korzyść dla siebie i przekonać zwolenników do własnych racji. Działania Erdoğana mocno skoncentrowane na kwestiach gospodarczych, reformach służby zdrowia i integracji Turcji z Unią Europejską pozwoliły mu zdobyć poparcie nawet tej części społeczeństwa, której wartości odbiegają od przyjętych przez niego wartości. Jednocześnie przejawia on konfrontacyjną postawę wobec oponentów politycznych i wyraża niechętny stosunek wobec nich

    W niniejszym artykule przedstawiono główne cechy tureckiego modelu systemu prezydenckiego, a także historyczne uwarunkowania pozycji prezydenta w strukturze organów państwa w Turcji. Praca składa się z trzech części. W pierwszej z nich omówione zostały podstawy parlamentaryzmu, co jest kluczową kwestią dla ukazania kształtu tureckiego systemu przed reformą. Kolejnym zagadnieniem omawianym w tej części artykułu jest proces ewolucji prezydentury od pierwszych lat powstania Republiki do zmian wprowadzonych po wyborach prezydenckich i parlamentarnych w 2018 r. W drugiej części pracy wskazano uwarunkowania zmiany systemowej. Wreszcie w ostatniej dokonano analizy nowego systemu, określanego jako prezydencjalizm „w stylu tureckim”, i ukazano jego charakterystyczne cechy.
    This article presents the main features of the Turkish presidential system and historical conditions which shaped the president’s position in the power structure in Turkey. The work consists of three parts. The first part discusses the basics of Turkish parliamentarism, which is a matter crucial for understanding the organization of the Turkish system before the reform. Another issue discussed in this part is the process of evolution in the Turkish presidency from the first years of the Republic’s founding to the changes introduced in 2018. The second part of this work focuses on the conditions necessary for changes in the system. Finally, the last part of the article is the analysis of the new system defined as Turkishstyle presidentialism and its distinctive features.

    The aim of this article is to discuss the impact of the migration crisis on the social situation in Turkey. The article consists of three parts. In the first part, the author discusses the role of Turkey in overcoming the migration crisis along with statistics concerning the number of refugees in this country. The second part presents the state’s policy towards Syrian refugees and its evolution. The third part includes an analysis of the consequences which the migration crisis and the infl ux of refugees has caused in the socio-political situation of Turkey. This part also contains an analysis of public opinion surveys on the attitude of Turks towards the refugee community.
