An international seminar on the conservation of modernistic concrete buildings was held in Wrocław on 23-24 October 2009. The event was organised by the Polish Section of DOCOMOMO (International Working Party for Document and Conservation of Buildings, Sites and Neighbourhoods of the Modern Movement). The first cycle of presentations concerned concrete architecture in Wrocław and the conservation of the Centennial Hall. Successive papers dealt with the conservation of outstanding modernistic concrete edifices, while the topic of the last series of texts concerned the conservation of concrete. The debate ended with a discussion. The seminar was supplemented with a tour focused on the revalorisation of modernistic buildings in Wrocław, held on the second day of the meeting. The monuments were presented by the authors of the renovation and experts on modernistic architecture. The titular seminar was one of the most prominent international meetings on the conservation of twentieth-century buildings to be held in Central Europe in recent years.

Wielokulturowe tereny i zabytki mogą łączyć, ale i dzielić oraz wywoływać konflikty. Takie nowo-stare widzenie przeszłości i zabytków było dość często spotykane w Europie Środkowej i Wschodniej po 1989 roku. Przeciwną postawą jest praca przy ich ochronie i konserwacji, co może być największym elementem łączącym różne społeczności, budować mosty i tworzyć nowe więzi. Dzisiaj nie tylko zabytki łączą, ale praca i wspólne działania na rzecz ich zachowania i konserwacji, co jest zupełnym przeciwieństwem postkolonialnego widzenia świata. W pracy omówiono wielokulturowość zabytków, zwracając uwagę namobilność artystów, mobilność dzieł sztuki i mobilność granic. Przeanalizowano też problem własności dziedzictwa jedno, dwu i wielokulturowego.
Multicultural places and monuments can unite or divide and bring about conflict. Such new-old perception of the past and the monuments is frequent in Central and Eastern Europe after 1989. In contrast, work on the protection and preservation can be an idea that unites different communities, creates bridges and new bonds. At present, it is not only the monuments which unite but the work to maintain and preserve them which constitutes a common goal. This tendency is contrary to the postcolonial perception of the world. The work describes the multiculturality of monuments paying attention to the mobility of artists, works of arts and borders. Also, an analysis of the issue of uni-, bi- and multicultural heritage ownership is offered.

W tekście przedstawiono działania konserwatorskie na Mazowszu. Omówiono prace podejmowane przy najważniejszych grupach zabytków: zabudowie miejscowości uzdrowiskowych, architekturze drewnianej, militarnej, kolejowej. Przedstawiono także działania na rzecz ochrony i promocji architektury średniowiecznej i nowożytnej i prace podejmowane w kierunku określenia zasobu i wypracowania zasad ochrony architektury modernistycznej. Wskazano, że mimo narzuconych prawnie ograniczeń wojewódzki konserwator zabytków może być aktywnym uczestnikiem systemu ochrony zabytków oraz wykonawcą polityki państwa dotyczącym narodowego dziedzictwa. Może też bardzo sprawnie łączyć zrównoważony rozwój z ochroną konserwatorską oraz z przystosowaniem ich do zmieniających się potrzeb życia.
This paper presents conservation activities in Mazovia. It describes the work carried out in the most important groups of monuments including timber, military and railway architecture and medieval and modernist architecture. It presents the activities undertaken to protect and popularise medieval and modern architecture, and the work conducted to determine the heritage and work out the principles for protecting the modernist architecture. It was pointed out that, despite the legally imposed restrictions, the Voivodeship Heritage Conservator can be an active participant in the monument protection system, as well as the executor of the state policy regarding national heritage. This person can also effectively combine sustainable development with conservation protection and adapt these to changing needs.

Zbiór 25 Preludiów op. 38 Władysława Żeleńskiego (1837–1921) należy do najważniejszych polskich kompozycji na organy i fisharmonię. Dzieło w zamierzeniu autora miało pełnić rolę podręcznika zarówno do nauki gry, jak i studiowania kompozycji. Ponadto zbiór miał służyć do muzykowania domowego na fisharmonii, jak też do wykorzystania podczas liturgii – ponieważ część preludiów została oparta o melodie polskich pieśni kościelnych. Z przedmowy autora wynika również, iż jednym z celów zbioru było podnoszenie poziomu kultury muzycznej wykonawców i słuchaczy. Wreszcie istnieją przesłanki, że autor traktował Preludia op. 38  jako syntezę swojego stylu kompozytorskiego. Do dnia dzisiejszego zbiór pełni w Polsce rolę jednego z podstawowych podręczników do nauki gry na organach. W literaturze muzykologicznej, w tym w Zarysie Historii Muzyki Kościelnej ks. Edwarda Hinza, Encyklopedii Muzycznej PWM oraz Historii Muzyki Polskiej (Sutkowski Edition Warsaw), powielany jest pogląd jakoby autorstwo kilku Preludiów ze zbioru op. 38 należało do innych kompozytorów, bądź też, że kompozycje innych autorów dodano do zbioru 25 Preludiów jako dodatek. W niniejszym artykule wykazano, że podważenie autorstwa Żeleńskiego dla wymienionej grupy preludiów nie ma uzasadnienia i jest najwyraźniej wynikiem pomyłki Jerzego Gołosa – muzykologa i autora wydanej w 1972 r. pierwszej monografii o polskich organach i muzyce organowej. Wskazano zarazem prawdopodobną przyczynę mylnej atrybucji autorstwa przyjętej przez J. Gołosa względem kilku preludiów Żeleńskiego. Wyjaśniono również pojawiające się w literaturze mylne datowanie pierwszej publikacji Preludiów op. 38 Żeleńskiego w wydawnictwie Kruziński i Lewi. Ponadto na podstawie adnotacji cenzury zawartych w niektórych wydaniach zbioru i informacji prasowych z II połowy XIX w. wykazano, że kolejne edycje Preludiów w wydawnictwie Gebethner i Wolff ukazywały się od 1897 lub 1898 r. do 1947 r. pod tym samym numerem wydawniczym „G. 1913 W.”, który z kolei w literaturze mylnie przyjmuje się za rzekomą datę drugiego wydania zbioru.
The set of 25 Preludes, Op. 38 by Władysław Żeleński (1837–1921) counts among the most important Polish works for organ or harmonium. The composer conceived of it as a handbook of both instrumental performance and composition. The collection was thus designed for domestic music-making (on a harmonium) as well as liturgical use (some of the preludes are based on Polish church melodies). Żeleński’s preface states that one of the aims was to improve the standards of musical culture among both performers and audiences. There are also reasons to believe that the composer viewed the Op. 38 Preludes as a synthesis of his style. The collection continues to be used as one of the main organ-playing handbooks in Poland. Reiterated in the musicological literature (incl. Revd Edward Hinz’s Zarys Historii Muzyki Kościelnej [A brief history of church music], Encyklopedia Muzyczna PWM [PWM music encyclopaedia] and Sutkowski Edition’s History of Music in Poland) is the view that several of the preludes from opus 38 were written by other composers, or that works by other composers were added to the set as a supplement. As this article demonstrates, the questioning of Żeleński’s authorship of the 25 Preludes is groundless and clearly results from a mistake made by musicologist Jerzy Gołos, author of the first monograph of Polish organs and organ music (published in 1972). The likely reason for his erroneous attribution of several of Żeleński’s preludes is discussed here, along with the question of the erroneous dating in the literature of the first edition of Żeleński’s Op. 38, published by Kruziński & Lewi. On the basis of censors’ notes found in some editions of the Preludes, as well as press materials from the second half of the nineteenth century, it is shown that successive editions of the Preludes were issued by Gebethner & Wolff between 1897–98 and 1947 under one and the same plate number (G. 1913 W), which in turn has been misinterpreted by some authors as the date of the second edition.

This article discusses practices of classification of historic monuments and sites which have been adopted in Poland so far. The author of this article presents criteria pertaining to categorising and making inventory of historic monuments and sites developed in the first half of the twentieth century by Jan Zachwatowicz, Zdzisław Bieniecki, and Michał Witwicki. Furthermore, what is also presented is classification of materials that are relevant by their use or invention, classification of modernism monuments, and classification of historic monuments and sites which was carried out in the years 19590–1962, at the time when classes 0 and 1–4 were introduced. In future, historic monuments and sites should be classified by members of different expert teams cooperating with each other on different levels (regional and supralocal). The lists must be verified by academic authorities from various communities (art and architecture historians, conservators, etc.) and all works must be carried out in compliance with currently binding regulations. The criteria should be developed in accordance with the regulations set forth in the Polish Act on Protection and Guardianship of Monuments and Sites of 23 July 2003, unless major amendments are made to it. The author of this article suggests the following criteria, compliant with the legal regulations in force: – artistic merit (art. 3.1): the form of a property or a group of properties (quality and scope of their influence – European, supraregional, and local) – scientific and academic merit (art. 3.1): authenticity of the idea, material, function as well as construction, material, and innovation on local and supraregional scale. – historical merit (art. 3.1): the value and significance of the site, people and events - European, supraregional, and local scale It is necessary to define the significance and value of historic monuments and sites of European (supranational), regional, and local importance. Classification of both single historic monuments and sites and their groups should be clear, simple, and include the smallest possible number of valuing criteria. Furthermore, it should be compliant with Polish laws in force. When applied, the classification should result in factual selection of properties and sites - not on creating new groups of properties and sites of great historical importance and new categories of values being difficult to define. It is not possible to have standardised cirtieria matching all requirements and assigning high rank to each historic monument and site.

W pracy omówione zostały wszystkie próby oceny wartości zabytków XX wieku oraz wymienione najważniejsze polskie badania mające na celu ocenę XX-wiecznych budynków. Przedstawiono także kryteria ochrony architektury sporządzone w związku z przepisami wprowadzającymi pojęcie współczesnego dziedzictwa kulturowego zawartymi w ustawie o planowaniu przestrzennym z 2003 roku. Praca omawia wykorzystanie kryteriów oceny wartości XX-wiecznego budynku zgodnie z aktualnie obowiązującą Ustawą o ochronie zabytków. Obejmowałyby one wartość artystyczną - formę obiektu lub kompleksu, jego jakość i wpływ - autentyczność idei, materiału, funkcji, materiału konstrukcyjnego, ponadregionalną i lokalną nowość oraz wartość historyczną - miejsca, ludzi, wydarzeń - europejską, ponadregionalną i lokalną. Zasugerowano również, aby zróżnicować wartość zabytków na europejską, ponadregionalną i lokalną. W przypadku poszczególnych zabytków należałoby zastosować następujące kryteria: określenie wartości bezwzględnie chronionych, wartości, które można przekształcić oraz wartości utracone, ale potrzebne do odtworzenia. Należałoby zastosować regułę postulującą większy zakres ochrony w przypadku zabytków o wyższej randze. Podstawą do wyboru XX-wiecznych zabytków powinny być dokumenty źródłowe zweryfikowane literaturą i aktualnymi badaniami. Wybór tych obiektów winien być warunkowany następującymi wytycznymi: powinien być prosty i klarowny według dokładnie określonych kategorii i przy możliwie najmniejszej liczbie kryteriów oceny; powinien być zgodny z polskim prawem; musi umożliwiać selekcję zamiast pomnażać w bezmyślny sposób kolejne grupy cennych zabytków i wartości trudnych do zdefiniowania. Ocena wartości modernistycznych zabytków i selekcja najcenniejszych budynków powinny stanowić podstawę do ustalenia rodzaju ochrony zabytków z tego okresu.
The work discusses all the attempts at assessing the value of the 20th-century monuments so far and mentions the most important Polish studies aimed at evaluating the 20th-century buildings. It also presents the criteria for architecture protection prepared in relation to regulations introducing the notion of contemporary culture heritage included in the act about spatial planning passed in 2003. The work supports using the criteria for assessing the value of 20th-century buildings in accordance to the currently binding Old Monuments Protection Law. Those would involve artistic value – the form of the object or complex, its quality and impact – European, over-regional and local; scientific value – authenticity of idea, material, function; construction, material, over-regional and local novelty; and historic value – of the place, people, events – European, over-regional and local. It was also suggested to diversify the value of monuments into that of European, over-regional and local rank. In case of individual monuments it would be necessary to apply the following criteria: determining the values absolutely protected, values possible to transform, and values lost but needed to recreate/reconstruct. The rule saying that the higher the rank of the building, the larger the range of protection would have to be applied. The basis for selecting outstanding monuments of the 20th century should be source documents verified by later literature and current research studies. The selection of outstanding buildings of the 20th century ought to possess three features: it should be simple and clear due to precisely defined categories and using the smallest possible number of evaluating criteria; it should conform with the Polish law; and it must allow for actual selection instead of mindless multiplying of subsequent groups of valuable monuments and values difficult to define. Assessing the value of modernist monuments and selecting the most valuable buildings should constitute the basis for establishing the varying degree of protection for monuments from that period.

W pracy przedstawiono problematykę konserwacji ruin zamków na Mazowszu, omawiając ich losy i stan współczesny oraz zaprezentowano zastosowane metody ochrony w XX wieku. Wśród mazowieckich zamków można wyróżnić kilka grup. Są to budowle będące w stanie ruiny (Iłża, Czersk, Brok) częściowo odbudowane (Liw, Ciechanowiec) oraz te, które odtworzono w zmodyfikowanej formie i adaptowano do nowych funkcji (Gostynin, Pułtusk i Szydłowiec). W omówionych zamkach stosowano różne metody ochrony i konserwacji. Większość wykonanych prac odbiega od zasad angielskiej szkoły konserwacji ruin. Zastosowanie czystych zasad angielskiej szkoły konserwacji ruin było stosowane sporadycznie (Iłża, częściowo Czersk, Brok). Było to efektem wypracowania własnych, lokalnych rozwiązań, a nie wzorowania się na angielskich przykładach. Częściej stosowano częściową odbudowę zniszczonych zamków (Liw), odbudowę z elementami współczesnymi (Ciechanów, Pułtusk) lub całkowicie swobodną odbudowę (Gostynin), co spowodowało utratę autentyzmu zamków lub ich ruin. Wyraźną tendencją spotykaną na Mazowszu były i są swobodne odbudowy zamków, co przyczynia się do utraty autentyzmu tych zabytków. Jednak największym mankamentem wykonanych prac są widoczne uzupełnienia murów zamków nową cegłą o odmiennym kolorze i fakturze (np. mury zamku w Czersku).
The article presents the problem of preservation of the ruins of castles in Mazovia, discussing their fate and state of affairs and presenting the methods of protection used in the 20th century. Several groups can be distinguished among Mazovian castles. These are buildings in ruins (Ilza, Czersk, Brok), partially rebuilt (Liw, Ciechanowiec) and those that were reconstructed in a modified form and adapted to new functions (Gostynin, Pultusk and Szydlowiec). Various preservation and conservation methods were used in the castles discussed. Most of the work done deviates from the rules of the English school for the preservation of ruins. The application of the pure principles of the English school for the preservation of ruins was sporadical (Ilza, partly Czersk, Brok). It was the result of working out own, local solutions, not to follow English examples. More often, partial reconstruction of damaged castles was used (Liw), reconstruction with contemporary elements (Ciechanow, Pultusk) or completely unrestricted reconstruction (Gostynin), which resulted in the loss of the authenticity of castles or their ruins. A clear tendency observed in Mazovia was and are the unrestricted reconstruction of castles, which contributes to the loss of the authenticity of these monuments. However, the biggest drawback of the works are visible additions to the castle walls with new bricks of a different color and texture (eg the walls of the castle in Czersk).

The article discusses Polish suggestions of new inscriptions into the UNESCO World Heritage List. The waiting items mentioned in the Tentative List were presented. Currently the Polish version of the List numbers 5 items. They are: Gdańsk, Town of Memory and Freedom (2005), The Augustów Canal (2006), The Dunajec River Gorge in the Pieniny Mountains (2006), Extension to the Joint World Heritage Property “Primeval Beech Forests of the Carpathians (Slovak Republic and Ukraine) and the Ancient Beech Forests of Germany (Germany)” (2015), “Krzemionki”, prehistoric flint mines (2016). Other offered suggestions were also presented: The Jewish Cemetery in Łodz, the Ponds in Milicz – medieval fishponds in central Europe, Nowa Huta, the paper mill – Duszniki Zdrój, the Elbląg Canal, Nikiszowiec as a factory-related housing complex, the cultural landscape of Żuławy area, wooden mosques in the Podlasie Region – Bohoniki and Kruszyniany, the Valley of Palaces and Gardens – the Jeleniogórska Valley, Żyrardów, Warsaw Water Filters and Księży Młyn in Łodz as industrial heritage, the Citadel in Warsaw, and the Słowiński National Park as natural heritage. Among new suggestions the following were indicated: the collegiate church in Pułtusk as an example of Renaissance solutions of linear perspective applied in architecture, the project of a Gothic vault in the church in Szydłowiec as a unique example of the Gothic construction workmanship, and modern wooden churches (e.g. the church in Boguszyce).

W pracy omówiono pojęcie miejsce pamięci, jego zakres, i wiążące się z nim skojarzenia i społeczny w kolejnych okresach historycznych. Przedstawiono też zmiany rozumienia tego terminu i odmienne kształtowanie różnych miejsc pamięci w kolejnych okresach historycznych, a także zwrócono uwagę na odmienne interpretacje wydarzeń, które upamiętniały, co wpływało na ich różne urządzanie i odmienny odbiór społeczny. Analizując funkcjonowanie polskich miejsc pamięci w XX wieku należy zauważyć częste i gruntowne zmiany ich znaczenia i odbioru społecznego. Interpretacja wydarzeń i form upamiętnienia była zależna od aktualnej sytuacji społecznej i politycznej. Nawet niewielka zmiana sytuacji politycznej powodowała znaczące zmiany interpretacji miejsc pamięci i dotyczącej ich propagandy. Mimo to miejsca pamięci stały się ważnymi nośnikami pamięci. Ich przejawem były bardzo nowatorskie projekty upamiętnień zarówno w formie pomników (pomniki w danych obozach koncentracyjnych - Oświęcim, Majdanek, Treblinka), jak i wielkich kompozycji przestrzennych (nowa zabudowy upamiętniająca warszawskie getto), które powstawały po 1945 roku. Rozumienie polskich miejsc pamięci znacząco zmieniało się w XX wieku, podobnie jak cała tradycja kulturowa. Zmieniało się także ich postrzeganie, rozumienie, jak i sposób odbioru społecznego, niezależnie od dużej akceptacji społecznej. Także i dzisiaj rozumienie miejsc pamięci nie jest ostatecznie zdefiniowane i nadal będzie podlegało ono zmianom interpretacji i odbioru, co ma wpływ na ich znaczenie i formy ochrony.
The paper discusses the concept of the place of memory, its scope, and associated associations and social in subsequent historical periods. Changes in understanding this term and different shaping of different places of memory in subsequent historical periods were also presented, as well as different interpretations of events that commemorated, which influenced their different organization and different social perception. Analyzing the functioning of Polish places of memory in the twentieth century should be noted frequent and profound changes their meaning and social acceptance. Interpretation of events and forms of commemoration was dependent on the current social and political situation. Even a small change in the political situation caused significant changes in the interpretation of memorial sites and their propaganda. Nevertheless, places of memory have become important carriers of memory. Their manifestations were very innovative memorial projects both in the form of monuments (monuments in given concentration camps - Oświęcim, Majdanek, Treblinka), as well as great spatial compositions (new buildings commemorating the Warsaw ghetto), which were created after 1945.

The article postulates the reconstruction of the destroyed tower of the former Benedictine monastery of the Holy Cross on £ysiec in the OEwiêtokrzyskie Mts. In the past, the tower, together with its picturesque helmet, constituted a landmark that shaped the surrounding cultural landscape. The tower was built of cut stone during the reconstruction of the monastery and the church after the fire of 1781, and survived in a satisfactory state to the beginning of the twentieth century. On 31 October 1914 withdrawing Austrian troops plundered assorted elements of the historical monastic complex and blew up the church tower, whose collapse caused serious damage to the church. Rapid reconstruction was hampered by insufficient financial means and the dramatic situation of the partially abandoned and ruined abbey. The conception of rebuilding the tower was revived during the 1960s. The project prepared at the time assumed a faithful reconstruction according to appearance prior to destruction. Plans were made for using some of the preserved original cut stones in the elevation. From the viewpoint of conservation, the above mentioned project can be described as the construction of a copy of the tower (on a 1:1 scale) and the anastylosis of some of its architectural details. The range of the planned rebuilding of the tower’s outer shape permitted the application of a contemporary construction of the edifice and raising it with the help of modern construction methods. The project remains topical, and constitutes the foundation for all further plans of recreating the Holy Cross tower. Today, the area around the church no longer contains any elements testifying to the existence of a tower, whose role was effectively assumed by a television tower dominating over the nearby landscape. The construction of this particular tower was a symptom of ignoring the preserved cultural landscape and the supremacy of practical and economic aspects, which became more important than the further preservation of the unchanged surrounding of the monastic complex and the natural environment. The author proposes research and conservation postulates concerning the architecture of the complex, and draws attention to certain issues which should be explained and analysed. They include important research in the archives of those Benedictine abbeys with which the Holy Cross maintained contacts as well as in the Central Benedictine Archive.

The condition of buildings dating from the modernist period gives rise to increasing anxiety. A breakthrough event was the demolition of the Supersam shop in Warsaw despite universal recognition of its architectural merits. The decision was made at a time when the Massachusetts Institute of Technology, one of the most prestigious institutions associated with architecture in the world, was holding a one-man show of projects by Prof.Waclaw Zalewski, the co-author of the Supersam building. The above-mentioned demolition accentuated the necessity of urgent steps concerning the protection of twentieth-century architecture. This is the reason why Dr. Marcin Gawlicki, director of the National Heritage Board of Poland, set up a team entrusted with the task of preparing rules for the valorisation and protection of architecture from the modernist period. The Polish section of DOCOMOMO (Documentation and Conservation of Buildings, Sites and Neighbourhoods of the Modern Movement) declared it willingness to cooperate. The first meeting established the course of the team's activity. The prime objective is to be the preparation of a strategy of protecting modernist buildings in Poland, frequently threatened with considerable redesigning or demolition. The most urgent tasks include defining the rules of the documentation of twentieth century buildings and uniform criteria of appraising the worth of modernist architecture, together with a selection of the most valuable edifices from this period in particular parts of the country. The next session will deal with uniform rules of documenting modernist architecture and the criteria of its assessment.

W pracy porównano stosunek do dziedzictwa kulturowego i do zabytków w latach PRL (1944-89) i po 1989 roku. Dominowały wówczas trzy odmienne sposoby postępo-wania ze zniszczonymi zabytkami – profesjonalna konserwacja, która utrwalała stan zastany. Inną metodą były rekonstrukcje i odbudowy, które podejmowano nawet mimo upływu kilku-dziesięciu lat od zniszczenia zabytku oraz stylizacje historyczne, w wyniku których wznoszono budynki będące swobodnym naśladownictwem dawnej architektury. Trzecią tendencją było wznoszenie budowli o nowoczesnych formach, które powstawały w miejscu zniszczonych za-bytków lub w ich sąsiedztwie. W pracy szczegółowo przeanalizowano stosunek do przeszłości na przykładzie zabytków w czasach PRL i po 1989 roku, którego przejawem były rekonstrukcje, odbudowy i stylizacje historyczne. Uznano, że lata po 1989 roku stanowiły kontynuację epoki poprzedniej. Nadal kontynuowano wszystkie zjawiska z poprzedniego okresu PRL – liczne swobodne rekonstrukcje i odbudowy zabytków. Wiele z nich było swobodnymi stylizacjami historycznymi, a odtwarzane zabytki były „piękniejsze niż kiedykolwiek”. W czasach PRL to-warzyszyła temu refleksja teoretyczna z wysuwanymi nowymi argumentami i spostrzeżeniami, a ostatnie lata nie posługiwały się nowymi tezami i uzasadnieniami. Obecną sytuację określono jako „długie trwanie” wypracowanych metod i sposobów działania w dziedzinie ochrony za-bytków, które nadal są stosowane w nowej rzeczywistości społecznej i w zmienionych warun-kach ustrojowych. Nowym zjawiskiem z ostatnich lat była pełna akceptacja wielonarodowego dziedzictwa i szereg działań na rzecz jego ochrony i konserwacji. Okres po upadku PRL przyniósł także nowe wyzwania – najważniejszym był zmiana użytkowników wielu budowli, a w konsekwencji ich opuszczenie i konieczność znalezienia nowej funkcji. Duża liczba dawnych fabryk, młynów, magazynów, budowli przemysłowych i kolejowych została zrujnowana i roze-brana, a tylko nieliczne zabytkowe budowle zostały adaptowane. Innym wielkim wyzwaniem była globalizacja i urynkowienie, które objęło także zabytki. Było to zupełnie nowe zjawisko, które dziś stało się najważniejszym czynnikiem kształtującym stosunek do zabytków.
The article presents a comparison of the attitude towards cultural heritage and mon-uments in Poland under communism (1944-89) and after 1989. Three different ways of handling destroyed monuments prevailed. Firstly, there was professional conservation, which preserved the status quo or reconstructions and rebuilding, which were carried out even tens of years after the destruction of the building. Also, there were historical stylisations the result of which were buildings built based on casual imitations of former architecture. The third tendency was to erect new buildings of modern form in place of the old dilapidated ones or near them. The article includes a detailed analysis of the attitude towards the past on the basis of monuments in Po-land under communism and after 1989 which can be observed in the reconstructions, rebuilding and historical stylisations. It has been assumed that in the years after 1989 the tendency of the former era was continued. All phenomena from the times of communism were maintained in-cluding numerous reconstructions and rebuildings. Many of them were casual historical stylisa-tions whereas the rebuilt buildings were “more beautiful than ever”. In the times of communism it was accompanied by a theoretical reflection with new arguments and observations, whereas the last years did not witness new theses or arguments. The situation was defined as “long-time continuance” of the developed methods and ways of acting in the area of monument mainte-nance which are still used in the new social reality and different political system. A new phe-nomenon which has surfaced in the recent years is the full acceptance of multinational heritage and a number of actions towards its maintenance and conservation. The times after the fall of communism also brought new challenges, the most important of which was the change of the users of many buildings which lead to its abandoning and a necessity to find a new function for them. A great number of old factories, mills, warehouses, industrial and railway buildings were ruined and pulled down. Only some historical buildings were adapted to new functions. Global-isation and adapting to the market were other great challenges which also influenced the mon-uments. It was a wholly new phenomenon which has become the most important factor shaping the attitude towards monuments at present.

Before 1945, protection of monu-ments and sites and nature conservation had beena single field. After this year, however, they were separated and hence, both fields are nowadays independent of each other and develop in different directions. It has been emphasised for a number of years that cooperation and symbiosis between protection of monuments and sites and nature conservation need to be improved. It has been even suggested that both fields, for which different offices and two ministries are responsible, should be joined. This aim needs to be achieved not only due to the ways in which these fields function but also in order to increase their importance. New legal acts which emphasise the significance of cultural and natural heritage in managing and shaping the surrounding areas have come into force. Moreover, descisions pertaining to protection of cultural and natural heritage became more important and the changes to the body of law and ownership rights resulted in these decisions being risen to higher rank. As cultural and natural heritage protection intertwine each other, it is necessary to introduce integrated protection in both fields. This necessityis emphasised not only in a considerable number of legal acts and international documents but also in practical solutions applied in offices whose members of staff are responsible for nature conservation and protection of historic monuments and sites. Integrated protection can be also a successful attempt at strengthening the increasingly ineffective monument protection system. Increased cooperation between these two fields as well as their connection can be a strong impetus to develop practical aspects in protection of cultural and natural herit-age. It can additionally result in creating new tools which government bodies would be able to use for protecting historic monuments and sites – it must be emphasised that this protection, in order to be effective and successful, needs to be adapted to the changing reality and needs to be ready to face challenges posed by the modern world.

W tekście omówiono rolę Konserwatora Wojewódzkiego w ochronie i zarządzaniu Pomnikiem Historii na przykładzie działań w Warszawie i na Mazowszu. Najważniejszą rolą Wojewódzkiego Konserwatora Zabytków jest pełnienie nadzoru konserwatorskiego nad zabytkami znajdującymi się na terenie Pomnika Historii. W ten sposób WKZ może upowszechniać wysokie standardy w prowadzonych pracach konserwatorskich i tworzyć wzorce ochrony i konserwacji na tym obszarze, a także prowadzić działania promocyjne. Omówiono wszystkie obiekty będące Pomnikami Historii z terenu Mazowsza, a także złożone wnioski i wymieniono te zabytki, które zasługują na rangę Pomnika Historii. Mimo narzuconych prawnie ograniczeń Wojewódzki Konserwator Zabytków może być aktywnym uczestnikiem systemu ochrony zrównoważonego rozwoju Pomników Historii i wszystkich zabytków oraz wykonawcą polityki państwa dotyczącym narodowego dziedzictwa. Może też bardzo sprawnie łączyć zrównoważony rozwój obszarów Pomników Historii z ochroną konserwatorską i z rozwojem oraz z przystosowaniem ich do zmieniających się potrzeb życia.
The text discusses the role of the Voivodeship Conservator in the protection and management of a Historic Monument on the example of activities in Warsaw and Mazovia region. The most important role of a Voivodeship Conservator of Monuments is to carry out supervision over objects of heritage located within the area of a Historic Monument. By doing so, the VCM can promote high standards of conservation work and create examples of protection and conservation projects in an area, as well as conduct promotional activities. Presented here are all objects registered as Historic Monuments in the Mazovia region, as well as the submitted applications and the listed monuments that deserve to be bestowed the rank of the Historic Monument. Despite the restrictions imposed by law, the VCM may actively work for the protection of Historic Monuments and be the executor of the national heritage policy. It can also very efficiently combine sustainable development considerations of the areas of Historic Monuments with the requirements of conservation, development, as well as protection and adaptation to the changing needs of life.
