Opis:
The purpose of the research, the results of which are presented in this article, was to clarify the mechanisms of strategic competition and to identify the challenges and threats arising from it for international security. A systemic approach, literature analysis and criticism, non-participatory observation, and a case study were used to solve the research problems. In the research process, it was established that strategic competition is constantly intensifying, and its consequences can harm global security. The process of strategic competition should be viewed as challenges that, if not addressed, can quickly develop into new threats. The most significant threats to international security are related to the ambitions of revisionist states seeking territorial claims and expanding spheres of influence. Although the risk of global war remains relatively low, states will seek to permanently influence their competitors in the gray zone through soft instruments. Soft influence instruments will dominate it. The effectiveness of these tools will be determined by the world’s interconnectedness in the economic and political spheres. States will try to achieve their strategic goals in cyberspace and narrative using traditional mass media and social media.

W artykule zaprezentowaliśmy dane zgromadzone w trakcie realizacji socjologicznych badań jakościowych z dorosłymi autystami. Przeprowadziłyśmy wywiady rozumiejące z osobami posiadającymi diagnozę medyczną, którzy definiują się jako samorzecznicy autyzmu. Nasze zainteresowania koncentrują się wokół ich ról jako ekspertów społecznych – osób wypowiadających się w imieniu swojej mniejszości neurorozwojowej. Celem badań było skonstruowanie modelu obrazującego subiektywnie odczuwalną jakość życia z uwzględnieniem wpływających nań komponentów zdrowotnych, na które wskazali uczestnicy badania. Wyniki mogą być przydatne dla osób w spektrum, ich opiekunów, terapeutów, współpracowników oraz pracodawców.
In this paper, we present qualitative data on autistic adults who defined themselves as autism self-advocates. For us, they play the role of social experts. It was important that the participants of our research had developed self-awareness, as it was required to formulate generalisations about their neurodevelopmental minority. The main goal of our study is to construct a model which illustrates the subjective quality of life and its health components, as indicated by research participants. The results presented are critical for autistic people, their caregivers, therapists, co-workers and employers.

Defence diplomacy is increasingly important in modern states’ foreign and security policies. The ever-expanding circle of issues of interest fosters the strengthening of the role and importance of defence diplomacy. Alongside the traditional areas of military cooperation based on dialogue and support, other areas of interaction serving international security are becoming more visible. Each state has a different set of instruments at its disposal, and they try to shape defence diplomacy in their own way, taking into account the specificities of their own national interests and the environments in which they operate. Despite their natural differences, there is a common understanding that defence diplomacy can enhance trust and transparency in international relations. Nevertheless, with all the similarities in states or international security organisations, it is not easy to talk about a universal model of defence diplomacy. The wide range of diplomatic instruments allows each state to select and adapt them to the specific situation and the conditions dictated by geopolitics or geo-economics in the relevant international policy areas.

The article is a review of the issues concerning the concept of “the best interest of the child” as a negative condition for granting a divorce in the light of a diagnosis made in the Opiniodawcze Zespoły Specjalistów Sądowych (OZSS) on family courts’ request. It presents legal and psychological views on the best interest of the child in the context of a divorce treated as a crisis in the family. Comments are also presented on the scope of examination conducted by the OZSS experts on the impact of a divorce on the best interest of the child and selected problems related to their specificity. Based on the selected literature on the subject matter, case law and the work practice of the OZSS experts in the field of psychology, subjective views on the methodology of examining the impact of a divorce on the best interests of children are also presented. The main thesis of the article is the opinion that commissioning the OZSS experts by family courts to examine negative conditions for granting a divorce is controversial.

The text comprises a normative concern for the educational “borderland effect”. Within the hermeneutical circle, there are: (1) M. Bakhtin’s semiotics of culture and the idea of “borderland effect” as a developmental mechanism increasing the polyphonic dynamics and value of the Other; (2) an analogy to the “decentration” mechanism according to J. Piaget and J. Habermas and the idea of dialogue inspired by H.–G. Gadamer; (3) M. Buber’s idea of two types of faith and difficulties of ecumenism; (4) H. Hesse’s idea of spiritual awakening and inner transformation; (5) the types of adaptation to the complexity of interactions and the vision of identity as “the third value”, following D. Mostwin’s analysis of the Polish emigration in the USA; (6) difficulties with the borderland effect in creating Polish schools in Latvia in D. Urlińska’s experiment; (7) F. Znaniecki’s concern to eliminate intercultural antagonisms; (8) normative strategies towards tradition, freedom and change, as diversified attitudes towards differences and the “borderland effect”; (9) the coupling of interests of the disabled in integrated schools as a borderland problem; (10) the concept of the “borderland order” as a mechanism of sustainability and oscillation in dual integration with shifting the local dominants; (11) B. Skarga’s cultural attitude open to irony, withdrawing cultural persuasiveness. The “borderland effect” brings change of the cultural “meta-pattern” for education. The analyses conducted by M. Mead and F. Znaniecki imply the intercultural education open to differences between the young, against the pressure of antagonisms of the world of adult people.
Tekst postuluje normatywną troskę o edukacyjny „efekt pogranicza”. Są w kole hermeneutycznym: (1) semiotyka kultury M. Bachtina i idea „efektu pogranicza”, jako mechanizmu rozwojowego dynamiki polifonii, wartości spotkania z Innym; (2) analogia z mechanizmem „decentracji” wg J. Piageta i J. Habermasa oraz idea dialogu z inspiracji H.-G. Gadamera; (3) idea M. Bubera dwóch typów wiary i trudności ekumenizmu; (4) H. Hessego idea przebudzenia duchowego i przemiany wewnętrznej; (5) typy adaptacji do złożoności interakcji oraz wizja tożsamości, jako „trzeciej wartości” za D. Mostwin analizą emigracji polskiej w USA; (6) kłopoty z efektem pogranicza przy tworzeniu szkół polskich na Łotwie z eksperymentu M. Urlińskiej; (7) rozważania F. Znanieckiego nt. eliminacji antagonizmów międzykulturowych; (8) strategie normatywne traktowania tradycji, wolności i zmiany, różnicujące odniesienie do inności i efektu pogranicza; (9) dwoiste sprzęganie interesu osób z niepełnosprawnościami w szkołach integracyjnych jako problem pogranicza; (10) pojęcie „porządku pogranicza”, jako mechanizmu równoważenia oraz oscylacji w dwoistym integrowaniu struktury, z przemieszczaniem lokalnych dominant; (11) postawa kulturowa B. Skargi otwarta na ironię, zawieszanie perswazyjności kulturowych. „Efekt pogranicza” niesie zmianę „metawzorca” kulturowego dla edukacji. Analizy M. Mead i F. Znanieckiego implikują edukację międzykulturową otwartą na różnice u ludzi młodych, wbrew presji antagonizmów świata ludzi dorosłych.

The article presents the results of laboratory measurements of breakdown voltages in a high-voltage vacuum insulating system for different pressures, contact gaps, type of electrode contacts and type of residual gas inside the discharge chamber. First of all, the electrical strength of the discharge chamber with a contact system terminated with contact pads made of W70Cu30 and Cu75Cr25 material was compared for selected values of contact gaps. It was found that below a pressure of = 3.0×10−1 Pa the electrical strength reaches an approximately constant value for each of the set contact gaps . Analytical relationships were determined to calculate this value for each of the contact pads used. Above a pressure of = 3.0 × 10−1 Pa, the measured values of breakdown voltages decrease sharply. The values of breakdown voltages in the discharge chamber with residual gases in the form of air, argon, neon and helium were also determined for selected values of contact gaps . Depending on the residual gases used, significant differences were noted in the values of pressure at which the loss of insulating properties in the discharge chamber occurred. These values were 3.3 × 10−1 Pa for argon, 4.1 × 10−1 Pa for air, 6.4 × 10−1 Pa for neon, and 2.55 × 100 Pa for helium, respectively.

Transport is an energy-intensive sector of the economy and it is important where energy comes from and how it is used - now and in the future. The presented research results seem to encourage further work, despite the fact that the work had the character of basic research. The results were achieved in idealized conditions by the fact that the internal combustion engine was tested in static conditions on the test bench and the fuels contained components with strictly defined parameters. These conditions are different from everyday life. However, the obtained results seem to be valuable as they lead to conclusions regarding biofuels, and these conclusions are not directly formulated and published in the literature on the subject. The general conclusion from the research carried out is that the introduction of the so-called biofuels can contribute not to the reduction of CO2 emissions, but to its faster balancing in the environment. This balancing can be achieved but at the cost of increased fuel consumption. This increase in fuel consumption would probably not occur if the "bio" components in the fuel were synthetic hydrocarbons obtained from biomass. However, proving it requires wider studies, including LCA. Data for this LCA, especially about a fuel consumption, may be coming from long term operation of vehicles.

Theoretical background: The global financial crisis (GFC) has shown the importance of the funding model for the bank’s stability. In this context, deposits were of particular importance as they proved to be a stable source of funding during market turmoil. As a result, many banks have changed the funding model, paying greater attention to financing obtained on the deposits market. Purpose of the article: In this paper, we analyze the impact of funding models on the EU banks’ risk after GFC, i.e. in 2011–2018. We put particular emphasis on the funding structure measured by the deposits to total assets ratio and changes that take place according to the type of institution (i.e. listing status, specialization, and funding model). Research methods: In our research, we use panel data models together with a set of tests that allow us to deduce about properties of proposed models and allow us to analyze the significance of the impact of the bank-specific, macroeconomic, and dummy variables on the bank’s risk. We apply “within”, “fixed time effects” estimator from plm R package. Main findings: We confirm the stabilizing function of deposits, but also the non-linear nature of the impact of the funding structure on the bank’s stability, depending on the bank’s specialization. This means that the stabilizing role of deposits for the bank’s stability is just as important in the post-crisis period as it was during the outbreak of GFC in 2008, although the excessive growth of deposits in some types of banks may, however, lead to an increase in the risk level.

W 2020 roku powstała w Katowicach Instytucja Kultury Panteon Górnośląski. Jej statutowym celem jest upamiętnianie, zachowanie i upowszechnianie dziedzictwa poprzez czczenie pamięci osób zasłużonych dla polskości ziem Górnego Śląska, ze szczególnym uwzględnieniem twórców, artystów, naukowców, polityków, żołnierzy oraz osób duchownych. Realizując tak zdefiniowaną funkcję, w 2022 roku w podziemiach katedry pod wezwaniem Chrystusa Króla w Katowicach instytucja ta otwarła dla zwiedzających wystawę: „Panteon Górnośląski”. Ma ona charakter formacyjno-wychowawczy; ukazuje dokonania wybitnych, XX-wiecznych mieszkańców Górnego Śląska. Biografie tych osób mają służyć za wzorce osobowościowe, które w procesie naśladownictwa staną się użyteczne dla zwiedzających, zwłaszcza dla młodego pokolenia. Spośród promowanych na wystawie cech na pierwsze miejsce wysuwa się transgresja (transgression). Zgodnie z psychologiczną koncepcją Józefa Kozieleckiego jest to pokonywanie własnych ograniczeń, wyjście poza przypisaną sobie rolę społeczną. Autorzy wystawy, powołując się na przykłady zasłużonych Górnoślązaków, starają się udowodnić, że choć to trudne, jest możliwe i powinno być wyzwaniem dla każdego młodego człowieka zastanawiającego się nad swoją przyszłością.
The institution of the Upper Silesian Pantheon was established in Katowice in 2020. Its statutory purpose is to commemorate, preserve and disseminate cultural heritage by commemorating personages who have left their mark on the Polish identity of the Upper Silesia region, with special focus on artists, scientists, politicians, soldiers, and the clergy. In 2022, in fulfilment of its cultural mission, the Pantheon opened a public exhibition in the vaults of the Cathedral of Christ the King in Katowice, “Upper Silesian Pantheon”. Its goal is formative and educational and it exhibits the achievements of prominent 20th-century residents of Upper Silesia. The biographies of these figures are intended to serve as role models, useful to visitors, especially the young, in the process of emulation. Transgression ranks topmost among the features promoted by the exhibition. According to the psychological concept of Józef Kozielecki, transgression consists in overcoming one’s own limitations and going beyond the assigned social role. The authors of the exhibition, referring to the examples of distinguished Upper Silesians, seek to prove that, although difficult, transgression of this type is possible and should challenge every young person to thinking about his or her future.

The article, written in the form of an academic interpellation, addresses a series of tensions inherent in the attitudes adopted by humanists in defense against contradictions within the discipline, which often lead to the self-degradation of the humanities themselves. Such contradictions are usually resolved by resorting to one of the extreme attitudes that tear difficult cognitive complexities apart. Such practices are symptomatic of a variety of problems that need to be taken into account in university-level teaching and research; above all, however, their presence demonstrates that in the decades to come the discipline will need hightened receptiveness to such phenomena, based on authentic concern for the quality of the cultural rootedness of publications within the humanities – both within the historical and the present day canon of the discipline. The article also points to the pitfalls of the unilateralization of academic reflection and to the perils of reductionism – especially in the context of individual responsibility for the quality of contemporary reflection and for the formulas of reference to the tradition of the classics of thought. The author analyses a cross-section of phenomena testifying to the urgency of the problem of the self-degradation of the humanities in university practice, and thereby formulates the horizon of the postulated academic debate with the view to attaining a new quality of functioning of the humanities and social sciences as integrally related.
