    Creating a state’s symbolic space is one of the most important competencies of the authorities. It manifests itself in, inter alia, establishing topographies of memory (organizing sites of memory), erecting monuments, appropriate naming of streets, squares, public institutions and organization of the calendar of holidays. Holidays and celebrations are a great tool for communication between the authorities and the citizens, and one of the basic elements of the historical politics system of a state. The aim of the present study is to show – on the case study of the Polish calendar of public holidays in the 20th and 21st centuries – the mechanisms and tools used by the government to build a proper historical narrative.

    Opis:
    State celebrations, anniversaries of important historical events and their observance are one of the main channels of communication between ruling elite and society that shape the state symbolic space. In addition to establish ing memorial sites, erecting monuments, founding institutions focused on remembrance, they are the most important way to create a narrative of the state’s past. In Poland - regardless of time and political system - special attention was paid to creating a calendar of holidays and anniversaries, and the manner they were celebrated. These festivities were and are still considered to be fundamental tools used in Polish politics of history, both at statewide and local level. Their importance in the regions can - depending on how the local elites exercise their powers - vary from much larger in relation to the central state level to entirely negligible. The aim of this study is to present mechanisms and tools used by local authorities in building an appropriate historical narrative using just those tools.

    A person, as a human being, has his or her own natural rights. These include, among other things, the right to life, to express one's views and the right to privacy. These rights are fundamental and indisputable. Among them is one of the most important liberties – the right to religious freedom. While one of the most important principles, its simplicity and naturalness raise at the same time many doubts. This study aims to provide a general presentation of the principles of the right to freedom of religion: the origin and history of the formation of this right and the road to its sanction. This article also discusses the chief contemporary documents which guarantee this freedom and the rulings of the European Courts of Human Rights in cases concerning infringement of religious rights.

    Opis:
    End of the 1980s and early 1990s brought a complete change of almost all factors influencing the position of both Germany and Poland in the international arena. The two countries – for the first time in history – faced the challenge of regulating their neighborly relations based on democratic values and principles of international law. This situation was an opportunity to create the foundations of “good neighborliness and friendly cooperation”, but at the same time once again brought about the need to confront the past – especially the events dating back about 50 years. As it turned out, the two countries not only have not always been in agreement in the mutual perceptions of their place in the new political reality, but disagreed also in the interpretation of common history. In addition, they differ in their views on the shape of mutual relations and prospects for their development. The formal regulation of Polish-German relations in the form of agreements and treaties were confronted with different real-life practice – mainly because of the lack of political will on both sides, coupled with the weakness in terms of implementation of the above documents, and were not enough to solve a number of contentious issues. Also the constant presence in the discussion of current issues and disputes of the historical legacy and resulting burdens did not facilitate conducting a meaningful, to-the-matter dialogue. The article shows the place and role of the past history in contemporary Polish-German relations, how it is used in the political and social discourse, and how it affects the thinking and outlook of the two nations today.

    Poland’s location and history have often brought up the issue of its borders. During World War II and just after its end the issue became topical again. International diplomacy had to undertake the task of deciding about the futurę of Germany yet another time in the firsthalf of the 20th century. The issue of new borders was integral part of this decision and one of its basie elements. Poland being perforce directly affected by the border decisions wanted to participate actively in the work on the preparation of the possible futurę peace treaty with the western neighbour. Special institutions were established for this purpose. Within the Polish government- in-exile the Ministry of Congress Work conducted its activity and after the war was over the new Polish authorities formed the Office of Congress Works. Presenting the details of border decisions concerning Poland or Germany which were the result of the war is not the aim of this article. It is aimed at showing the visions of these borders which were developed in these two Polish institutions in two different political realities. Both the Ministry of Congress Work and the Office of Congress Work produced a large number of studies concerning the futurę borders. They were prepared by experts connected with various research institutions as well as columnists, military men and politicians.

    The end of the Second World War resulted in the need to make arrangements concerning the future of Germany. The victorious states were to accomplish this. The decisions of the big four powers were made arbitrarily, and German representatives were not allowed to discuss the future of their country. Many important decisions were made between 1945 and 1947, but it was also a period of growing conflict within the anti-Nazi coalition. 1947 saw the real end of their cooperation, and the German issue became a bargaining chip in the Cold War. The representatives from Poland, which suffered great losses during the war, did not want to assume the role of just an observer, but wanted to actively participate in shaping the future of Europe. This happened on numerous layers, the most vital being the activities of Polish diplomatic posts, official appearances of Polish diplomacy on the international scene and bilateral cooperation with other countries which, like Poland, were interested in solving the German issue.

    The end of the 1980s and the beginning of the 1990s brought significant changes in the political system, both in Poland and in Germany (transformation by unification). In the neighbourly dimension, they marked the beginning of the reorganization of mutual relations between Poland and Germany. The so-called treaty on good neighbourhood, concluded on 17 June 1991, constituted the formal basis for the introduction of changes in Polish-German relations. Twenty years later, it is time for summary and reflection. At present, it can hardly be denied that the Federal Republic of Germany is the most important neighbour of Poland, both politically and economically. The anniversary of the Treaty on Good Neighbourhood provoked discussion on the last twenty years of neighbourly relations, it was also an opportunity to make some predictions. Both countries initiated celebrations to commemorate this event. The year 2011 was officially recognized as „the year of celebrations of the 20th anniversary of the Polish-German treaty on good neighbourhood”. On this occasion, numerous celebrations and events were organized nationally and locally by both sides. The article is aimed at presenting how the anniversary of the Treaty of Good Neighbourhood was celebrated, what problems were addressed in official speeches and what problems were avoided, and how the anniversary celebrations affected the image related issues in both countries aft er 20 years of mutual relations regulated by the treaty.

    VICTORY OVER GERMANY in 1945 was connected with the necessity of finding solutions that would form a new European reality. The United States, Great Britain and the Soviet Union made an arbitrarily decision on German future, although Poland did not want to give up deciding German matters. Polish standpoint on German problem was prepared by Bureau of Congress Works (Biuro Prac Kongresowych) that worked between 1945 and 1948. In order to prepare that standpoint properly Bureau along with Preparation of Peace department proposed Foreign Office to attach diplomatic posts to the project. Their main task was to collect information about particular countries’ opinions on a German matter. Embassies and diplomatic posts did their best to fill in the will of Foreign Office. The number of materials suggests that the Ministry was also very scrupulous. The main problem is the evaluation of the action. Were was the border between real operation and slogans connected with the policy of the Ministry. Results of the action were undoubtedly visible in the activity of Polish diplomacy after the Second World War. One of the success was the participation of Polish delegacy in the foreign undersecretary’s conference in January and February 1947. Only once Poland had an effect in German problem and that was the last time when Polish delegacy had an independent opinion.

    The purpose of this article is to present and analyze the foundations and premises of Nazi cultural policy, and the bodies responsible for its implementation, the two most important ones being: National Socialist Society for German Culture and the Ministry of National Enlightenment and Propaganda of the Reich. Policy in this case is interpreted as intentional activity of the authorities in the field of culture, aimed at influencing the attitudes and identity of the population of the Third Reich. The analysis covers the most important documents, statements and declarations of politicians and their actual activity in this domain. Adopting such a broad perspective allowed to comprehensively show both the language and the specific features of the messages communicated by the Nazi authorities, and its impact on cultural practices.

    The death of Pope John Paul II marked the end of one of the longest pontificates in the history of the Catholic Church. Following the tradition of the Holy See, immediately upon this announcement, preparations for the conclave began. On 19 April 2005, being the second day of the papal conclave, German Cardinal Joseph Ratzinger, one of the closest of Karol Wojtyła’s collaborators and the Prefect of the Congregation for the Doctrine of the Faith of many years’ standing, was elected as the new Bishop of Rome. The article examines the way in which the Polish press commented on the most important aspects of that historic event, i.e. the image of Ratzinger as papabili, first impressions and reactions to the decision of the College of Cardinals, reactions of the world to the new pope, the election of John Paul II’s successor taking into account relations between Poland and Germany, questions about the future shape of the pontificate etc. The general interest of the press in the conclave and its result leads to a conclusion that, despite the mounting criticism and increasing secularisation, the Catholic Church still remains interesting to the public. A widespread discussion about the person of the new pope held on the pages of the most popular dailies and weeklies in Poland undoubtedly reflects the most important doubts concerning the identity and future of the Church.

Na podstawie analizy zidentyfikowano cztery stany publikacyjności międzynarodowej państw dawnego bloku wschodniego: 1) zamknięcie, 2) efektywna samodzielność, 3) nieefektywna współpraca, 4) efektywna współpraca.
    The end of the Cold War and the dissolution of the Soviet Union significantly changed the maps of Europe and Asia. As a rule, the constitutions of the newly independent or newly created states guaranteed the freedom of scientific research; however, in practice this principle, measured by the number of publications with international impact, has been implemented in different ways. This article aims to determine the patterns of international collaboration on academic publications adopted in the countries of the former Eastern Bloc, and suggests possible explanations of differences between them. The research led to identification of four such patterns: 1) isolation from foreign research, 2) effective independence, 3) ineffective collaboration, 4) effective collaboration.

    W wyniku rozpadu bloku wschodniego wiele państw uzyskało niepodległość i suwerenność, w tym zdolność do prowadzenia samodzielnej polityki naukowej. Celem artykułu jest odpowiedź na pytanie, czy podział geograficzny uwzględniający państwa europejskie i azjatyckie różnicował poziom ich aktywności naukowej (z wyłączeniem Federacji Rosyjskiej). Wyniki przeprowadzonych analiz wskazują, że państwa europejskie mają istotnie wyższy udział wydatków na badania i rozwój oraz zatrudniają znacznie większą liczbę pracowników w sektorze R&D (ang. research and development) niż państwa azjatyckie. Jednocześnie autorzy afiliujący w państwach azjatyckich mają nieznacznie wyższy udział publikacji pisanych we współpracy z autorami o afiliacji z innych państw, co może wskazywać na przyjęcie strategii intensyfikacji międzynarodowej współpracy naukowej.
    Following the dissolution of the Eastern Bloc, many states gained independence and sovereignty, which included also the ability to pursue an independent research policy. The article aims to answer the question whether the geographybased division of these states into European and Asian ones (the Russian Federation is excluded here) corresponds to the differences in the level of academic activity. The results of the conducted analyses reveal that the European states spend a significantly higher share of the state budget on research and development as well as employ significantly more persons in R&D (research and development) sector than the Asian ones. Simultaneously, the authors affiliated to Asian countries have a slightly higher percentage of publications co-written with authors affiliated to other countries, which may suggest adoption of a strategy of intensification of international academic cooperation.

    The article attempts to define the category of publication efficiency in science, and in this context to determine the strength of connections between financial outlays, the number of academic staff and the number of publications on the Web of Science at Nicolaus Copernicus University in Toruń. Reference data are established by the indexes compiled analogously at the Polish national level. The obtained results suggest a positive trend in publication efficiency at both the national and NCU levels. However, the differences between faculties and disciplines are significant. Moreover, analysis makes it possible to say that the developed measures constitute a good, synthetic source of information.

    Effectiveness in publishing is currently the most important criterion in the process of the evaluation of scientific and research units in Poland. In the national evaluations system for such units, this criterion has the largest relative impact on their final assessment and rating, on the basis of which, in turn, financial resources are allocated. The key question in this context was what factors are correlated with publication effectiveness of employees in the domain of science? The aim of the analysis was to determine correlations between selected factors such as an employee’s academic title and position in a scientific unit’s hierarchy or their teaching load and their scientific effectiveness as measured by publications. The study was conducted on the entire staff population of the Faculty of Political Sciences and International Studies at Nicolaus Copernicus University in Toruń. As a result, it was found that the selected factors only to a marginal degree were correlated with publication effectiveness in the group studied.

    In a dynamically developing scientific environment, there is a tendency toward creating mechanisms that objectively evaluate the output of individual scientific units. Selected indicators can be applied, inter alia, to work out specific criteria for awarding funds for scientific research activities. One of the most important indicators used is the impact of researchers’ publications, which today determines the overall outcome of the evaluation of a research unit. The key question in this context is whether any socio-demographic factors are correlated with the impact of the scholarship work of individual researchers and, if yes, what those indicators are, specifically. The purpose of this study was to determine the existence and, if confirmed, the nature of correlation between the impact of researchers’ publications and selected socio-demographic factors such as: age, gender and family status. The study sample included all the academic employees of the Faculty of Political Sciences and International Studies, Nicolaus Copernicus University, in Toruń (Poland). The results demonstrated that the socio-demographic factors considered showed little correlation with publications’ impactfulness as measured in the Polish evaluation system of research units.

    Kluczem spinającym pracę jest nadrzędna idea całościowego wykorzystania doświadczeń różnych państw i metropolii w zakresie organizacji i budowy systemów transportu kolejowego (w tym miejskiego), z uwzględnieniem współistnienia wielu gałęzi tego transportu, budowy tuneli średnicowych, rozwoju węzłów multimodalnych […]. W ciekawym studium zaprezentowano strukturę transportu miejskiego, uwzględniającą różne rodzaje miejskiego transportu szynowego, w tym: metro, lekką kolej nadziemną, kolej metropolitarną oraz sieć tramwajową. Pogłębienie przedstawionych w pracy cząstkowych analiz pozwala spostrzec, jak rozległe merytorycznie i skomplikowane narzędziowe prace projektowe należy przeprowadzić, by nie popełniając fundamentalnych błędów, zaprojektować globalny system transportu w aglomeracji łódzkiej. Nabiera to tym większej wagi, iż w Unii Europejskiej obserwujemy wzrost znaczenia racjonalnie zorganizowanego i nowoczesnego transportu kolejowego, podczas gdy w Polsce ta faza pozostaje jeszcze opóźniona. Przedstawiony materiał ma istotne walory faktograficzne, przeglądowe, a po części także analityczne. Zasługuje na opublikowanie zawartych w nim treści szczególnie w kontekście możliwości wykorzystania dobrze rozpoznanych projektów przy opracowywaniu systemu transportowego w aglomeracji łódzkiej.
