After the collapse of the non-democratic regime in the early 1990s, public opinion surveys became important factor in the process of democratic decision-making. Author is analysing the results of public opinion surveys, which bring together data on the attitude of the general public towards democracy, (dis)satisfaction with the political situation and (dis)satisfaction with most important political and administrative institutions with special emphasis given to the public’s (dis)trust toward the rule of law. Based on the data obtained article allocates Slovenia’s position compared to other established European democracies as well as post-communist countries from Central and Eastern Europe (CEE) on the scale of the relationship of the dimensions of societal (dis)trust in political power.

Article analyses the processes of democratic consolidation in the former Yugoslav republics in the period since the volatile and violent breakup of socialist Yugoslavia three decades ago. Author is putting an emphasis on the notion of economic consolidation processes in all former Yugoslav republics and tests the thesis that economic consolidation is indeed the one prerequisite of democratic consolidation that suffered most direct effects of failed peaceful transformation in areas of former Yugoslavia that plunged into post-independence wars and conflicts. Author confirms that the secret to the democratic resilience is hidden in economic development – not only, as some theories claimed back in the 1960s (Lipset, 1959, p. 69–105), in various forms of undemocratic rule, but in a democracy built upon democratic institutions, respect for human rights and fundamental freedoms plus the rule of law.

In Europe and across the world, many countries are turning to deliberative democracy to reform their constitutions, and in many others this question is high on the political agenda. Such transformation also shuffles quite radically the role of the citizenry regarding constitutional changes. Traditionally such changes are the sole responsibility of elected officials in collaboration with experts. With the deliberative turn, many more actors may be involved in the designing of constitutions, from citizens both individually and collectively in the forms of informal associations to various civil society organisations. The main aim of this paper is to analyse potential of deliberative democracy in Slovenian national setting, therefore authors are analysing a) framework of constitution making dynamics and b) most successful deliberative democratic tools and opportunities developed so far on both national and sub-national levels of the Slovenian government. As deliberative democracy is well known political phenomenon, we will start not by yet another theoretical pandemonium, but with less-known Slovenian contribution to the global development of deliberative model.

This paper analyses the political career of a key executive body in the Slovenian local self-government system – the mayor. The paper first introduces incumbency advantage theories. These theories argue that the probability of electoral victory or defeat is not homogeneously distributed among the candidates, as several factors influence the possibilities of success of some candidates and the failure of others (seniority, membership of political parties, electoral performance, etc). Based on an analysis of objective data and data from an empirical survey conducted among mayors of Slovenian municipalities, we look at the re-election of mayors in Slovenian local self-government with the emphasis on their seniority. We find that the re-election of mayors is a frequent occurrence in Slovenia and is a trend that is also increasing with every local election from 1998 onward.
