In this article I propose the term “Multicultural (un)employment”, which was created during the analysis of the situation in the multicultural Israeli labor market. First, I describe multiculturalism in Israel. Next, I discuss the Israeli labor market from a societal perspective. And then I characterized the Israeli labor market in view of the internal-group. The article is completed by the following conclusions. Statistics in Israel show low unemployment in a multicultural society but these statistics do not cover the groups which hardly participate in the labor market (Ultra-orthodox and Arabs). These groups are characterized by the cultural difference and high unemployment rate.

Artykuł dotyczy kontrastów obecnych w izraelskiej edukacji. Wychodząc od podstaw prawnych izraelskiego szkolnictwa w postaci – Prawa o obowiązku szkolnym (1949); Prawa o systemie edukacyjnym (1953); Prawa o Radzie w szkolnictwie wyższym (1958); Prawa o szkolnictwie specjalnym (1988) oraz Prawa o prawach uczniów (2000) – przechodzę do opisu struktury edukacji w państwie żydowskim. Następnie charakteryzuję podzielony system szkół w Izraelu, na szkoły publiczne; publiczne o profilu religijnym; publiczne arabskie oraz niepubliczne – ale finansowane z pieniędzy państwowych – szkoły ultraortodoksyjne. Artykuł kończą ustalenia na temat konsekwencji funkcjonowania podzielonego szkolnictwa, a zwłaszcza szkół ultraortodoksyjnych i arabskich.
The paper presents the contrasts in the Israeli education. First part presents the legal basis of education in Israel – Compulsory Education Law (1949), State Education Law (1953), Council for Higher Education Law (1958), Special Education Law (1988), Students Rights Law (2000) and discussion on the structure of the education system. Next, compare four separate school system – public state schools, public religious state schools, public Arab schools and the “private” but publicly funded “ultra-orthodox” or Haredi schools. The paper ends findings about the contrasts in the Israeli education and the discussion on difficult situation of graduates of public Arab schools and Haredi schools.

Pytanie o dominujące formy świadczeń w polskiej pomocy społecznej jest pytaniem o fundamentalnym znaczeniu z punktu widzenia celów i racji bytu tego obszaru polityki społecznej. Próbując odpowiedzieć na tę kwestię, w pierwszej kolejności dokonano operacjonalizacji pojęć opieki oraz pomocy społecznej, by za ich pomocą wyróżnić obowiązujące prawnie formy świadczeń o charakterze opiekuńczym oraz pomocowym. Następnie posługując się ilościowymi danymi na temat zrealizowanych świadczeń w pomocy społecznej (w 2010 r.), sformułowano wnioski na temat kondycji pomocy społecznej, wśród których wyróżnia się ogólna konstatacja, iż obecnie mamy do czynienia z „papierową” pomocą społeczną.
The question of the dominant forms of benefits in the Polish social assistance, is the central question about the nature of social assistance. Trying to answer this question, operationalization of the concepts of social care and social assistance was made in order to distinguish the legally binding forms of care and assistance benefits. Then, using quantitative data on the benefits granted under social assistance (2010), the findings on the condition of social assistance were formulated, with the main conclusion defining social assistance as a „paper social assistance”.

Poland in Focus. The Evolution and Modernisation of the Social Welfare System in the Institutional PerspectiveIn this article, I discuss the evolution of social welfare in Poland. I focus on the institutional perspective, which shows changes in the institutions in this area. In the first part, I present the development of social welfare in the Second Polish Republic (1918–1939) and then describe changes in the communist period and the Thrid Republic after 1989. At the end of my contribution, I discuss the plans for the modernisation of the Polish social welfare system.

Abstrakt: „Przeszłość niedokończona” O imitacji i zaniechaniach w reformowaniu systemu pomocy społecznej Po rozpoczęciu transformacji systemowej, zmiany w pomocy (opiece) społecznej nastąpiły bardzo szybko, gdyż już w 1990 roku uchwalono ustawę o pomocy społecznej. W wyniku tych zmian pomoc społeczna przyjęła rolę instytucji łagodzącej społeczne skutki transformacji. Niestety, od tamtego momentu minęły niemal trzy dekady, a pomoc społeczna wciąż tkwi w realiach przemian społeczno-ekonomicznych lat dziewięćdziesiątych XX wieku. Faktu tego nie zmieniła kolejna ustawa o pomocy społecznej z 2004 roku. Zaniechania w reformowaniu pomocy społecznej są nad wyraz widoczne, dlatego niezbędna jest gruntowna reforma tego obszaru polityki społecznej, a szczególnie reorientacja celów, zadań i instrumentów, by odmienić praktykę pomocy społecznej, a wskutek tego uwolnić tę instytucję od zgubnej przeszłości. Słowa kluczowe: polityka społeczna, system pomocy społecznej, transformacja systemowa   Abstract: “Past Unfinished” Of the imitation and non-action in reforming the social welfare system After the transformation of the political system began, changes in social welfare system were introduced very quickly, as already in 1990 the Act on Social Welfare was passed. As a result of these changes, social welfare system played a role in mitigating the social consequences of transformation. Nearly thirty years have passed and social welfare system still functions in the realities of socio-economic changes. This situation was not changed by another Act on Social Welfare (2004). A fundamental reform of social welfare system is necessary, in particular a reorientation of objectives, tasks and instruments to free this institution from a disastrous past.Key words: social policy, social welfare system, transformation of the political system

Celem artykułu jest przedstawienie propozycji periodyzacji polskiej pomocy społecznej w okresie posttransformacyjnym. Skupiając się na strukturze organizacyjno-zadaniowej tego obszaru polityki społecznej, opisano rozwój pomocy społecznej w ostatnich trzydziestu latach ze szczególnym uwzględnieniem zmian wywołanych reformą administracyjną z 1999 roku. Następnie na tej podstawie zaproponowano dwa etapy rozwoju pomocy społecznej, w postaci etapu I, przypadającego na lata 1990–1999 i cechującego się organizacją pomocy społecznej w formie nierozbudowanego układu o charakterze wertykalnym; oraz etapu II, przypadającego na lata 1999–2020 i cechującego się organizacją pomocy społecznej w formie rozbudowanego układu o charakterze horyzontalnym.

The Polish social assistance system, designed on the eve of systemic transformation, has had a major role in mitigating the effects of economic and social change. And in this sense, it served as a social welfare, despite the nomenclature in the form of social assistance. The purpose of this article is to examine whether, after almost three decades of operation, the system is still closer to what can be called social care or can it, in line with the terminology adopted, focus on aid. In attempt to answer these questions, the terms ‘social care’ and ‘social assistance’ were first defined to distinguish between the legal forms of care and aid services. Then, using quantitative data on the benefits provided in social assistance, it was concluded that care services are still prevalent in social assistance, which leads to a terminological-functional paradox.

In this article I try to conduct classification of cleavages in Israel. Cleavages are important element in process of electoral behavior and decide about change of party system. In the first part of the article, I determine differences between cleavage and political and social divisions. Then, in further part of article, the proposed definition of cleavage will be used to examine, whether the social and political conflicts in Israel make up composition with assumed by me definition of cleavage. In the second part of article, I present suggestions of other researchers over occurrence of cleavages in Israel. Using researches of G. S. Mahler, S. Smooha, R. Y. Hazan and M. Shamir & A. Arian, I assume that in Israel following cleavages appear: religious, ethnic, class and nationalist - territorial. Further part of the article is devoted to verify this hypothesis. In this part, using earlier proposed definition, I test respective cleavages in Israel. Religious cleavage is very strong and dominates in Israel’s policy. Ethnic cleavages consist of two parts: Arab - Jewish cleavage and Ashkenazi - Sephardi cleavage. Both of them appear in Israel. Whereas, class cleavage differs from my definition of cleavage. Lack of class consciousness in Israel causes that I do not classify this division into cleavage. Nationalist - territorial cleavage, defined also as a conflict between ,,dove” and ,,hawk”, because of lack of social basis, also differs from proposed definition of cleavage. However, connection of the religious cleavage with the nationalist – territorial division causes that it’s an important element of electoral behavior. The last part of the article includes conclusions. I affirm that there are three cleavages in Israel: (accumulated) religious-territorial and two ethnic: Arab-Jewish and Ashkenazi-Sephardi. Cleavages in Israel influence on electoral behaviors and the party system. Ethnic cleavage caused that political rivalry in Israel has a bipolar shape. It also influenced on change of the party system in Israel. However, religious cleavage is the most important cleavage. This cleavage, connected with conflict between ,,hawk” and ,,dove”, affects polarization of the political scene in Israel and explains voters’ behavior in supporting political parties in Israel.

This paper describes the strategy of counteraction of minority groups marginalization on the labor market. Social policy should solve major social problems, and the minority groups marginalization on the labor market is a major social problem. The first part of this paper describes the features of the two minority groups - Roma in Poland and Orthodox Jews in Israel. The second part of the paper discusses the barriers to the functioning of minority groups in the labor market, and suggests diagram of minority groups marginalization on the labor market. The article ends with conclusions on the actions of social policies in this area.

Artykuł opisuje dwa przypadki rozwoju państwa opiekuńczego (welfare state): polski i izraelski. W obu przykładach mieliśmy do czynienia z przejściem z etatystycznego państwa opiekuńczego do modelu neoliberalnego charakterystycznego dla państw anglosaskich. W przypadku Polski dokonało się to częściowo, w przypadku Izraela w stopniu znacznie większym. Analizując rozwój welfare state na wskazanych przykładach, spróbowano także odpowiedzieć na pytanie o przyczynę kierunku tych przemian.
The paper describes two cases of the development of the welfare state: Polish and Israeli. In both examples, there has been a change from a socialist welfare state to a neoliberal model characteristic of Anglo-Saxon countries. In the case of Poland, this has happened partially, in the case of Israel to a much greater extent. Analyzing the development of the welfare state on these examples, we also tried to find answers about the reasons for these changes.
